			<section id="H456750373A7E4BFF88A4412D09DAACCA"><enum>101.</enum><header>State plans</header><text display-inline="no-display-inline">Section 1111 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6311">20 U.S.C. 6311</external-xref>) is amended—</text>
				<paragraph id="H00AD69AF406C4AF2BD731F32015A231A"><enum>(1)</enum><text>in subsection (b)(2)(C)(vii)—</text>
					<subparagraph id="HB1331E8A28FB4CD4A72BCC680AB7D249"><enum>(A)</enum><text>by striking <quote>and changes in</quote> and inserting <quote>changes in</quote>; and</text>
					</subparagraph><subparagraph id="H7758F4BDA98F4796992946BBE05E4E20"><enum>(B)</enum><text>by inserting before the period at the end the following: <quote>, and measures of the attainment of 21st Century skills (such as critical thinking,

					</subparagraph></paragraph></section><section id="H17A6D52C6D2141ABBE48210E3F264486"><enum>102.</enum><header>Local educational agency plans</header><text display-inline="no-display-inline">Section 1112(b)(1) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6312">20 U.S.C. 6312(b)(1)</external-xref>) is
			 amended—</text>
				<paragraph id="HC4E8335F2A484661A4DE0EDA4F83AA9E"><enum>(1)</enum><text>in subparagraph (B), by inserting <quote>, such as measures of the attainment of 21st Century skills (such as critical thinking,
			 problem-solving, communication, and collaboration),</quote> after <quote>any other indicators</quote>;</text>
				</paragraph><paragraph id="H6D59EC49685842EAAFCE89373F0712B5"><enum>(2)</enum><text>in subparagraph (P), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="HB8557BDD2CC640F2B253DB9D9E31763C"><enum>(3)</enum><text>in subparagraph (Q), by striking the period and inserting a semicolon; and</text>
				</paragraph><paragraph id="H10D5E5D00D244B588C535B4735845291"><enum>(4)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HAAB07AA8B44C417094730D682B62B20E" style="OLC">
						<subparagraph id="HF56D25612F544EF9AF5BFD84DF3B3FE1"><enum>(R)</enum><text display-inline="yes-display-inline">a description of the data-sharing agreement or agreements that the local educational agency has
			 entered into with other agencies and organizations so as to provide for
			 shared access to information on student progress and success (consistent
			 with the requirements of subpart 4 of part C of the General Education
			 Provisions Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1232f">20 U.S.C. 1232f et seq.</external-xref>)), integrated planning and joint
			 review of the data, and coordinated adjustments in strategies for programs
			 carried out with funds received under this part and activities in response
			 to changes in student needs or to new challenges;</text>
						</subparagraph><subparagraph id="H94352BE6507D45C199837BC7D1F952EE"><enum>(S)</enum><text>a description of how the local educational agency will carry out programs with funds received under
			 this part in partnership with one or more community partners, including
			 through joint planning and implementation, shared professional development
			 designed to improve the effectiveness of school and community partner
			 staff, development and implementation of shared data systems that support
			 the improvement of such programs and the improvement of the outcomes of
			 such programs, and the alignment and coordination of local educational
			 agency, school, and community partner goals, activities, and training; and</text>
						</subparagraph><subparagraph id="H1303FE54D11842169CA2CE2D6612AEA8"><enum>(T)</enum><text>a description of how the local educational will carry out programs with funds received under this
			 part with the involvement of one or more intermediary organizations that
			 will assist the agency and its schools by training staff, providing
			 technical assistance that is designed to ensure continuous improvement,
			 helping to ensure accountability for results, and helping to ensure that
			 such funds flow quickly and effectively to effective service providers and
			 activities.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H60A4392D8F0D440E9A01FE67F729A042"><enum>103.</enum><header>Schoolwide programs</header><text display-inline="no-display-inline">Section 1114(b)(1)(J) of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 6314(b)(1)(J)) is amended by inserting <quote>, with the assistance of one or more intermediary organizations described in section 1112(b)(1)(T),</quote> after <quote>Coordination and integration</quote>.</text>
			</section><section id="H809A2B1433C34B59A6A67F5DFD71057B"><enum>104.</enum><header>Targeted assistance schools</header><text display-inline="no-display-inline">Section 1115(c)(1)(H) of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 6315(c)(1)(H)) is amended by inserting <quote>, with the assistance of one or more intermediary organizations described in section 1112(b)(1)(T),</quote> after <quote>coordinate and integrate</quote>.</text>
			</section><section id="H72F69158A2FE4C6E9391AB8B4FA0922B"><enum>105.</enum><header>Academic assessment and local educational agency and school improvement</header><text display-inline="no-display-inline">Section 1116 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6316">20 U.S.C. 6316</external-xref>) is amended—</text>
				<paragraph id="H02144EB710BF4A50BF7AE6B3C1ADAAF9"><enum>(1)</enum><text>in subsection (a)(1)(B), by inserting <quote>, such as measures of the attainment of 21st Century skills,</quote> after <quote>section 1121(b)(1)(A) and (B)</quote>;</text>
				</paragraph><paragraph id="H1CFED3158FEF4CFB9531B1EE48402EFB"><enum>(2)</enum><text>in subsection (b)(3)(A)—</text>
					<subparagraph id="HC45157493811438D8D12C2CFF011C43C"><enum>(A)</enum><text>in the matter preceding clause (i), by inserting <quote>community partners and intermediary organizations described in section 1112(b)(1)(S) and (T),</quote> after <quote>the local educational agency serving the school,</quote>; and</text>
					</subparagraph><subparagraph id="HF5CBE82FEEE44A0693FCBD194B7E2FF2"><enum>(B)</enum><text>in clause (vii)—</text>
						<clause id="H75F8A4858F2B497D81B183850EFDC549"><enum>(i)</enum><text>by striking <quote>and the State educational agency</quote> and inserting <quote>the State educational agency</quote>; and</text>
						</clause><clause id="H788FA34B52684FC48EDD2734B65E8E54"><enum>(ii)</enum><text>by inserting <quote>and community partners and intermediary organizations described in section 1112(b)(1)(S) and (T),</quote> after <quote>under the plan</quote>; and</text>
						</clause></subparagraph></paragraph><paragraph id="HF6D31E1EEBC64306A8D2913573425C31"><enum>(3)</enum><text>in subsection (c)(7)(A)—</text>
					<subparagraph id="H839711A6F0B7447BBBA0085C7F491929"><enum>(A)</enum><text>in the matter preceding clause (i), by inserting <quote>community partners or intermediary organizations as described in section 1112(b)(1)(S) and (T),</quote> after <quote>school staff,</quote>; and</text>

					</subparagraph></paragraph></section><section id="H320F6AAF0AF949F6A846BDD00C32A7D1"><enum>106.</enum><header>School improvement grants</header><text display-inline="no-display-inline">Section 1003(g)(6) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6303">20 U.S.C. 6303(g)(6)</external-xref>) is
			 amended—</text>
				<paragraph id="H7F9AD55FB05345628FF67CF064BB03E4"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of subparagraph (A);</text>
				</paragraph><paragraph id="H5D5CE0FECC3441DF9749CEB1274F74ED"><enum>(2)</enum><text>by striking the period at the end of subparagraph (B) and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="H530922A9468B4EDEA6024F3A5F7BB826"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H6BAA4587E27B432EBEE516C56D5E2174" style="OLC">
						<subparagraph id="H4B5E38270E004A2C9F7D7D95081BB048"><enum>(C)</enum><text>a commitment to carry out school and local educational agency improvement—</text>
							<clause id="H7506427583EA4745BF05FE5F98F165D4"><enum>(i)</enum><text>in partnership with one or more community partners, including through joint planning and
			 implementation, shared professional development designed to improve the
			 effectiveness of school and community partner staff, development and
			 implementation of shared data systems that support program improvement and
			 the improvement of program outcomes, and the alignment and coordination of
			 local educational agency, school, and community partner goals, activities,
			 and training; and</text>
							</clause><clause id="HEF08C02586F3484FBD9E21CC19C69E27"><enum>(ii)</enum><text>with the involvement of one or more intermediary organizations that will assist the agency and its
			 schools by training staff, providing technical assistance that is designed
			 to ensure continuous improvement, helping to ensure accountability for
			 results, and helping to ensure that program funds flow quickly and
			 effectively to effective service providers and activities.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H40DFE115D5B44EF7A5278E47C5544B3C"><enum>107.</enum><header>Evaluations</header><text display-inline="no-display-inline">Section 1501(a)(2) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6491">20 U.S.C. 6491(a)(2)</external-xref>) is
			 amended—</text>
				<paragraph id="H435E1B35E2814D0EB61C9731067291F4"><enum>(1)</enum><text>by redesignating subparagraph (O) as subparagraph (Q); and</text>
				</paragraph><paragraph id="H80C46A2CECFA46E2B2237F34F0B6BB41"><enum>(2)</enum><text>by inserting after subparagraph (N) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HC8C3288D651F4D5E9F484871B53A98D7" style="OLC">
						<subparagraph id="H7F7F31F664E6486186A6005BAED1B18F"><enum>(O)</enum><text display-inline="yes-display-inline">Whether and how local educational agencies are involving community partners and intermediary
			 organizations in their activities carried out under section 1003(g) and
			 part A, and the impact of that involvement.</text>
						</subparagraph><subparagraph id="H6FE9828072FE4896AFB33DC8A4BBEE3C"><enum>(P)</enum><text>The implementation of the data-sharing agreements entered into under section 1112(b)(1)(E), and the
			 impact of that implementation.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H7110A46263174F7ABEDD9268161FDDDB"><enum>108.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 9101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>) is amended by
			 adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HFB070A018D0E4E3399CDCDF9ED859ED7" style="OLC">
					<paragraph id="HA2316A56F999432A8E0FB42D998938EE"><enum>(44)</enum><header>Community partner</header><text display-inline="yes-display-inline">The term <term>community partner</term> means a nonprofit or public organization that has expertise in the planning and delivery of
			 education and related programs, in forging coordination and cooperation
			 between educators and other members of the community, or in training
			 educators and other deliverers of educational services.</text>
					</paragraph><paragraph id="H7767784BFC7244CFBB901E7F2E7F42F6"><enum>(45)</enum><header>Intermediary Organization</header><text display-inline="yes-display-inline">The term <term>intermediary organization</term> means a nonprofit organization that has expertise in training, forging public-private
			 partnerships, systems development, capacity-building, improving
			 scalability, evaluation, and the effective use of data to improve the
			 progress of students, schools and other educational institutions, and
			 education programs.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="H25B6171027CB493EAA0CC3DF412DF73A"><enum>II</enum><header>Amendments to the Carl D. Perkins Career and Technical Education Act of 2006</header>
			<section id="H29C34033C05D40AC8618D046694954D8"><enum>201.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/29/2302">29 U.S.C. 2302</external-xref>) is
			 amended—</text>
				<paragraph id="HE93621BDEAC24C7A92B6D539DAF45A34"><enum>(1)</enum><text>by redesignating paragraphs (9) through (18) and paragraphs (19) through (34) as paragraphs (10)
			 through (19) and paragraphs (21) through (36), respectively;</text>
				</paragraph><paragraph id="H94562FF1378D45FC88ABC4BE5E291386"><enum>(2)</enum><text>by inserting after paragraph (8) the following new paragraph:</text>

			 implementation of data systems that measure the progress of students,
			 schools and institutions of higher education, and programs.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H42CFFF9323154A139917A99EBD14FE49"><enum>(3)</enum><text>by inserting after paragraph (19) (as so redesignated) the following new paragraph:</text>

				<subsection id="H76A1D03BB4B84A3D8073876AAA4B5B2E"><enum>(a)</enum><header>Accountability</header><text display-inline="yes-display-inline">Section 113(b)(2)(C) of the Carl D. Perkins Career and Technical Education Improvement Act of 2006
			 (<external-xref legal-doc="usc" parsable-cite="usc/29/2323">29 U.S.C. 2323(b)(2)(C)</external-xref>) is amended by inserting <quote>attainment of 21st century skills (such as critical thinking, problem-solving, communication, and
			 collaboration) and</quote> after <quote>such as</quote>.</text>
				</subsection><subsection id="H5E19DD59F09B4D789BBFEDE04545861F"><enum>(b)</enum><header>Local and State reports</header><text display-inline="yes-display-inline">Section 113 of such Act is further amended—</text>
					<paragraph id="HC944936BB5D74AFE9E9D497D555A3E09"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)(4)(C)(ii)—</text>
						<subparagraph id="H243EFEEE69EA4E13A5338DB25AC15B84"><enum>(A)</enum><text>in subclause (I), by striking <quote>; and</quote> and inserting a semicolon;</text>

					</paragraph></subsection><subsection id="HE823BEEE793442B6B644E5D3E2D9B12F"><enum>(b)</enum><header>Grants and contracts for eligible providers</header><text display-inline="yes-display-inline">Section 231(e)(10) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3321">29 U.S.C. 3321(e)(10)</external-xref>) is amended—</text>
					<paragraph id="H2560B83B1DB242EA9C1C6EA59B0D234B"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>and data-sharing arrangements (designed to provide for shared access to information on student
			 progress (consistent with the requirements of subpart 4 of part C of the
			 General Education Provisions Act), integrated planning, and coordinated
			 adjustments in program strategies and activities in response to changes in
			 student needs or to new challenges))</quote> after <quote>strong links</quote>;</text>
					</paragraph><paragraph id="H83327189D1374415ADAD0664E0273DDD"><enum>(2)</enum><text>by inserting <quote>community partners, intermediary organizations,</quote> after <quote>postsecondary educational institutions,</quote>; and</text>

				</subsection></section><section id="HE01A23656A8D43DB9D8A87F6520B4EBE"><enum>304.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this title shall take effect as if enacted as part of the Workforce
			 Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3101">29 U.S.C. 3101 et seq.</external-xref>).</text>
			</section></title><title id="H0220DE9EDFE146D6BBD80E458C855AC3"><enum>IV</enum><header>Amendments to Higher Education Act of 1965</header>
			<section id="H5F453B3C88C7444EA0AFEFC618501CE7"><enum>401.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>) is amended by adding at the end
			 the following:</text>
				<quoted-block display-inline="no-display-inline" id="H0EBE4263E078462DB4610B0A649032A6" style="OLC">
					<subsection id="HD3F05727A6994AA89869775B4E817ADB"><enum>(d)</enum><header>Community Partner</header><text display-inline="yes-display-inline">The term <term>community partner</term> means a nonprofit or public organization that has expertise in the planning and delivery of
			 education and related programs, in forging coordination and cooperation
			 between educators and educational institutions with other members of the
			 community, or in training educators and other deliverers of educational
			 services.</text>
					</subsection><subsection id="H4626CB8171F54411AB8BA93186C7F849"><enum>(e)</enum><header>Intermediary Organization</header><text display-inline="yes-display-inline">The term <term>intermediary organization</term> means a nonprofit organization that has expertise in training, forging public-private
			 partnerships, systems development, capacity-building, improving
			 scalability, evaluation, and development and implementation of data
			 systems that measure the progress of students, schools and other
			 educational institutions, and programs.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H5FF93564366D421B813FA56A70E25E5D"><enum>402.</enum><header>TRIO programs</header><text display-inline="no-display-inline">Section 402A of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a-11">20 U.S.C. 1070a–11</external-xref>) is amended—</text>
				<paragraph id="HF5B95EE7B7F24F009AA39BE4672C5601"><enum>(1)</enum><text>in subsection (b)(1)—</text>
					<subparagraph id="H8AC0DC5D400A435B88C037B3FF4A0AA0"><enum>(A)</enum><text>by striking <quote>For the purposes described</quote> and inserting the following:</text>

			 to the extent feasible, carry out the grant or contract—</text>
								<clause id="H03467168CF8F40FD8A48CD5C45FB6805"><enum>(i)</enum><text>with one or more community partners, including through joint planning and implementation, shared
			 professional development designed to improve the effectiveness of such
			 eligible entity and community partner staff, development and
			 implementation of shared data systems that support the improvement of the
			 operations and outcomes of the program carried out with such grant or
			 contract, and the alignment and coordination of such eligible entity and
			 community partner goals, activities, and training; and</text>
								</clause><clause id="H0523AFEA669F4E1AA4A9615CF5EA3D38"><enum>(ii)</enum><text>with the involvement of one or more intermediary organizations that will assist such eligible
			 entity by training staff, providing technical assistance that is designed
			 to ensure continuous improvement, helping to ensure accountability for
			 results, and helping to ensure that the grant or contract funds flow
			 quickly and effectively to effective service providers and activities.</text>
								</clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H3BCBF5CFB61D4CD1A5FC3357DFB3C744"><enum>(2)</enum><text>in subsection (c)(6), by adding at the end the following: <quote>The Secretary shall also encourage recipients of grants and contracts under this chapter to enter
			 into data-sharing agreements with other agencies and organizations so as
			 to provide for shared access to information on student progress and
			 success (consistent with the requirements of subpart 4 of part C of the
			 General Education Provisions Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1232f">20 U.S.C. 1232f et seq.</external-xref>)), integrated
			 planning and review of the data, and coordinated adjustments in program
			 strategies and activities in response to changes in student needs or to

				</paragraph><paragraph id="HEFC73621F697478AAC0E8A9F5D5BCA96"><enum>(3)</enum><text>in subsection (f)(3)—</text>

					</paragraph></subsection><subsection id="H5CDE36B47E9642C58E47DDAE191E4F7A"><enum>(c)</enum><header>Applications</header><text>Section 404C(a)(2) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a-23">20 U.S.C. 1070a–23(a)(2)</external-xref>) is amended—</text>
					<paragraph id="H649C99E22D7B4A4E94EB9147C6331BF4"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of subparagraph (I);</text>
					</paragraph><paragraph id="HB0A0D1C9C4444196B320295E789462CF"><enum>(2)</enum><text>by striking the period and inserting <quote>; and</quote> at the end of subparagraph (J); and</text>

								</clause><clause id="H6D534113503249C19854E45F38EBC900"><enum>(ii)</enum><text>shared professional development designed to improve the effectiveness of school, community partner,
			 and other staff;</text>
								</clause><clause id="H3099436F2C004DE592434EEC97F33434"><enum>(iii)</enum><text>development and implementation of shared data systems that support program improvement and the
			 improvement of program outcomes; and</text>
								</clause><clause id="H5220B435C5944C4AA883AB6B8A0DAFA3"><enum>(iv)</enum><text>the alignment and coordination of local educational agency, school, community partner, and other
			 partnership members’ goals, activities, and training.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="HADED8EC3159A4B5DB6833AD04B63F0B9"><enum>(4)</enum><header>Activities</header><text>Section 404D(a)(3) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a-24">20 U.S.C. 1070a–24(a)(3)</external-xref>) is amended—</text>

				<subsection id="H8BEDC1232D6D45D782D96F0B2AEF3F25"><enum>(a)</enum><header>Program authority</header><text display-inline="yes-display-inline">Section 418A(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070d-2">20 U.S.C. 1070d–2(a)</external-xref>) is amended—</text>
					<paragraph id="H106F5992E6684770A60F0F1BBADD786A"><enum>(1)</enum><text>by striking <quote>The Secretary shall</quote> and inserting the following:</text>

								</subparagraph><subparagraph id="HAB40ABFFF6BF4064B8775DBF6937FC71"><enum>(B)</enum><text>with the involvement of one or more intermediary organizations that assist the grantee by training
			 staff, providing technical assistance that is designed to ensure
			 continuous improvement, helping to ensure accountability for results, and
			 helping to ensure that program funds flow quickly and effectively to
			 effective service providers and activities.</text>
								</subparagraph></paragraph><paragraph id="HEAF22B8278D9432A9F9775FABDBA4DAF" indent="up1"><enum>(3)</enum><header>Data sharing</header><text display-inline="yes-display-inline">Each such program shall include the implementation of one or more data-sharing agreements that
