		<section id="H7A664A58E62F4AE59D49E29DFBB44A8F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping College Students Cross the Finish Line Act</short-title></quote>.</text>
		</section><section id="H3B05154D4BDF424693662A467317EE17"><enum>2.</enum><header>Grants to institutions to provide awards to undergraduate and vocational students with financial
			 need to assist in completion of degree and certificate programs</header><text display-inline="no-display-inline">Part A of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>) is amended by
			 inserting after subpart 7 the following new subpart:</text>

				<subpart id="HCBC38A57836440EDA787DD05BA8C80CB"><enum>8</enum><header>Grants to institutions To provide awards to undergraduate and vocational students with financial
			 need To assist in completion of degree and certificate programs</header>
					<section id="HA358C107391B47EF844E33A0F1B05B22"><enum>420.</enum><header>Grants to institutions to provide awards to undergraduate and vocational students with financial
			 need to assist in completion of degree and certificate programs</header>
						<subsection id="H49C48BFFC7F040A889DF95E11D9130AC"><enum>(a)</enum><header>Grants for establishment of financial assistance program</header><text display-inline="yes-display-inline">The Secretary shall award grants to institutions of higher education to establish programs of
			 financial assistance for students in accordance with this section.</text>
						</subsection><subsection id="H2820F5D64BAA45A29B54E3E9ECAA06A2"><enum>(b)</enum><header>Financial assistance program</header>
							<paragraph id="H21779CE55F3544A4B6693F3DCD125DF8"><enum>(1)</enum><header>Establishment</header><text>An institution of higher education receiving a grant under subsection (a) shall establish a
			 financial assistance program to award funds to not less than 100 eligible
			 students per academic year in accordance with this subsection.</text>
							</paragraph><paragraph id="H1655C5F38ECB4681BACE76B942C9CADD"><enum>(2)</enum><header>Student eligibility</header><text>A student shall be eligible for an award under a financial assistance program established by an
			 institution of higher education in accordance with this subsection if—</text>
								<subparagraph id="H5A883880DA7046EF94E99B8C7C2694DE"><enum>(A)</enum><text>such student is enrolled as an undergraduate or vocational student at such institution on a not
			 less than half-time basis;</text>
								</subparagraph><subparagraph id="HF340FB37225047B48DFBD4A1D0201134"><enum>(B)</enum><text>such student is academically able to complete the degree or certificate program for which such
			 student is enrolled within an academic year;</text>
								</subparagraph><subparagraph commented="no" id="H7D46F4861C734C238448DE8E2B6F0146"><enum>(C)</enum><text display-inline="yes-display-inline">such student is in good academic standing at such institution (as determined by such institution)
			 at the time of the distribution of the award;</text>
								</subparagraph><subparagraph id="H21517FF2B7C84001B68D7D43C6D024D1"><enum>(D)</enum><text>in the case of a student who previously received an award under this section, such student
			 maintained good academic standing during the academic period for which the
			 student
			 received such previous award under this section;</text>
								</subparagraph><subparagraph id="HCC83653CE4EC453D97933CDE1310A041"><enum>(E)</enum><text>such student has an outstanding tuition payment due to such institution and is unable to fully pay
			 the amount due; and</text>
								</subparagraph><subparagraph id="H50071BB64B354508969AA2E39BD45A20"><enum>(F)</enum><text>the institution determines that without financial assistance, such student will discontinue the
			 degree or certificate program for which such student is enrolled due to an
			 inability to pay tuition.</text>
								</subparagraph></paragraph><paragraph id="HD11E90611E0F450B9330C68FB5ED8F66"><enum>(3)</enum><header>Grant amount</header><text>The amount of an award to a student under a financial assistance program established by an
			 institution of higher education in accordance with this subsection for a
			 semester or equivalent shall be the lesser of—</text>
								<subparagraph id="H977201EA2F464CA99C74901AEB2162DC"><enum>(A)</enum><text>$1,000; or</text>
								</subparagraph><subparagraph id="H1B208543FA714F8B92D887148923A6BD"><enum>(B)</enum><text>the amount of tuition such institution determines the student is unable to pay for such semester or
			 equivalent.</text>
								</subparagraph></paragraph><paragraph id="HB22C00EACA694E3F9B09F6793E579383"><enum>(4)</enum><header>Limitation on number of grants</header><text display-inline="yes-display-inline">A student may only receive an award under a financial assistance program established by an
			 institution of higher education in accordance with this subsection for a
			 total of two semesters or the equivalent of two semesters.</text>
							</paragraph><paragraph id="HA883C7887048422085D45E254EC65651"><enum>(5)</enum><header>Information on other financial assistance</header>
								<subparagraph id="HAEDEC41B9A1340B7851E65C4FB417823"><enum>(A)</enum><header>Information required</header><text>Each institution of higher education receiving a grant under subsection (a) shall provide
			 information to each covered student attending such institution on
			 financial assistance available from any source other than this section.</text>
								</subparagraph><subparagraph id="HA36BDA7B6C8F4C6CA04316AFCFFEF2ED"><enum>(B)</enum><header>Covered student defined</header><text display-inline="yes-display-inline">In this paragraph, the term <quote>covered student</quote> means a student receiving an award under a financial assistance program established by an
			 institution of higher education in accordance with this subsection in an
			 amount that does not fully pay an outstanding tuition payment due to such
			 institution.</text>
								</subparagraph></paragraph></subsection><subsection id="H2F06FB3EE0854B0488D624BE1CF7A91D"><enum>(c)</enum><header>Financial literacy survey</header><text>The Secretary shall create, and each student receiving an award under a financial assistance
			 program established by an institution of higher education in accordance
			 with subsection (b) shall complete, an online survey concerning financial
			 literacy. Such survey shall include matters relating to budgeting and
			 saving, student loan debt, and career planning.</text>
						</subsection><subsection id="HDB2E3CB5565D460EB0188240845F0A45"><enum>(d)</enum><header>Reports</header>
							<paragraph id="HD4266E0F1B2D42AD8520E11C927DDFD8"><enum>(1)</enum><header>Institutions of higher education</header><text>Each institution of higher education receiving a grant under subsection (a) shall annually submit
			 to the Secretary a report containing, for the academic year preceding the
			 date of the submission of such report—</text>
								<subparagraph id="HBBE686E6EA624A2D82EFD1AFAFC611F3"><enum>(A)</enum><text>the number of students enrolled at such institution that received an award under a financial
			 assistance program established by such institution in accordance with
			 subsection (b);</text>
								</subparagraph><subparagraph id="H3B2C84CEA38746A7BE871C035F8123C4"><enum>(B)</enum><text>the number of such students who completed the degree or certificate program in which such students
			 were enrolled during such academic year;</text>
								</subparagraph><subparagraph commented="no" id="H409F97E7A282476FB1F9708FE2884AC3"><enum>(C)</enum><text>the number of such students who, following completion of the degree or certificate program in which
			 such students were enrolled, subsequently enrolled in a degree or
			 certificate program at a higher level;</text>
								</subparagraph><subparagraph id="H19CFFB254C9647B29FF9306F92563F23"><enum>(D)</enum><text>the number of such students who, following completion of the degree or certificate program in which
			 such students were enrolled, subsequently obtained full-time employment
			 and the average salary for such students; and</text>
								</subparagraph><subparagraph id="HE41ED5D4378243B8AC72D6FAD2AD5CEB"><enum>(E)</enum><text>any other information that the Secretary considers necessary.</text>
								</subparagraph></paragraph><paragraph id="H70A1A475A48247398A8740722131AACC"><enum>(2)</enum><header>Secretary</header><text>The Secretary shall annually submit to Congress a report on the implementation of this section.
			 Such report shall include—</text>
								<subparagraph id="H69CF540334BF48F58D38C84156248745"><enum>(A)</enum><text>the aggregate data submitted by all institutions of higher education in accordance with paragraph
			 (1);</text>
								</subparagraph><subparagraph id="HCF7813545C4A41489DA47F3A926EC224"><enum>(B)</enum><text>an analysis of the grant program under this section and any suggestions for improving such program;
			 and</text>
								</subparagraph><subparagraph id="HA827BD7D2C8F4D12BB6D004D059CC07A"><enum>(C)</enum><text>any other information that the Secretary considers necessary.</text>
								</subparagraph></paragraph></subsection><subsection id="HA468C426BCDE4558B8FEF8D41417E0BC"><enum>(e)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section such sums as may be necessary for
			 fiscal years 2015 through 2020.</text></subsection></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block>
