		<section id="HEEBA9688B25D4C0994356114F4A6B7E4" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Marine Disease Emergency Act of 2014</short-title></quote>.</text>
		</section><section id="HF3BCA318269941838B82E8125C461B6C"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H1DB12120CE2B4971A9B72A11C16A179A"><enum>(1)</enum><header>Coordinator</header><text display-inline="yes-display-inline">The term <term>coordinator</term> means an individual designated to coordinate the response to a marine disease emergency under
			 section 3(d).</text>
			</paragraph><paragraph id="H1708178BC709465E88F61052E9EBB3C1"><enum>(2)</enum><header>Data Repository</header><text display-inline="yes-display-inline">The term <term>Data Repository</term> means the National Data Repository for Marine Diseases Research and Services established under
			 section 6.</text>
			</paragraph><paragraph id="HAC6713BAEDD642D1904A5ED11E53F682"><enum>(3)</enum><header>Exclusive Economic Zone</header><text display-inline="yes-display-inline">The term <term>exclusive economic zone</term> means the exclusive economic zone of the United States established by Presidential Proclamation
			 No. 5030, of March 10, 1983.</text>
			</paragraph><paragraph id="H2F99D1DA049D45F889DE664ED5DDE20E"><enum>(4)</enum><header>Fund</header><text display-inline="yes-display-inline">The term <term>Fund</term> means the Marine Disease Emergency Fund established under section 5.</text>
			</paragraph><paragraph id="H2682548E5E2541B1B9DD390AAFB3FA93"><enum>(5)</enum><header>Marine Disease</header><text display-inline="yes-display-inline">The term <term>marine disease</term> means a pathological condition that—</text>
				<subparagraph id="H81CF165EF2B44D3D91D11AD4B9EAB0BA"><enum>(A)</enum><text>is caused by a living organism;</text>
				</subparagraph><subparagraph id="H2F1C301CCA18482EAB0FC1E5F4707788"><enum>(B)</enum><text>occurs in a population of marine species; and</text>
				</subparagraph><subparagraph id="HB334DBDEA5124978AA1D96C2013DD144"><enum>(C)</enum><text display-inline="yes-display-inline">appears to be infectious.</text>
				</subparagraph></paragraph><paragraph id="H28543282FB5644C4B24C7095118F02BD"><enum>(6)</enum><header>Marine Disease Emergency</header><text>The term <term>marine disease emergency</term> means an event that—</text>
				<subparagraph id="H07E72142175E4B45A761434C30FDD156"><enum>(A)</enum><text>affects the marine environment;</text>
				</subparagraph><subparagraph id="H5821677F27F144A29EDB12C76952EE65"><enum>(B)</enum><text>is caused by a marine disease or environmental stressor;</text>
				</subparagraph><subparagraph id="H968BA613784249D28BCD51C169F01E9C"><enum>(C)</enum><text>is likely to threaten the sustainability of a marine species or the health of a marine ecosystem;
			 and</text>
				</subparagraph><subparagraph id="HF9F425E10728480C860A39F0207462DD"><enum>(D)</enum><text>is likely to expand in geographic scope.</text>
				</subparagraph></paragraph><paragraph id="H6579C1636D9C4E03B00DDA7C5BB616B6"><enum>(7)</enum><header>Marine Environment</header><text display-inline="yes-display-inline">The term <term>marine environment</term> means those areas of coastal, ocean, and estuarine waters over which the United States has
			 jurisdiction, including the exclusive economic zone, consistent with
			 international law.</text>
			</paragraph><paragraph id="H6F37F574ECCA4842A0E5AFECC90240B2"><enum>(8)</enum><header>Marine Species</header><text display-inline="yes-display-inline">The term <term>marine species</term> means finfish, mollusks, crustaceans, and all other forms of marine animal and plant life other
			 than marine mammals and birds.</text>
			</paragraph><paragraph id="HE1F4A2AD049C4B05B6B58937A5CFE304"><enum>(9)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Commerce acting through the Administrator of the National Oceanic and
			 Atmospheric Administration.</text>
			</paragraph><paragraph id="H7EBD332711144E65AD996F16276BF3DD"><enum>(10)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico,
			 American Samoa, the United States Virgin Islands, Guam, and any other
			 Commonwealth, territory, or possession of the United States, and each
			 federally recognized Indian tribe.</text>
			</paragraph><paragraph id="HF7EF4DBB636D45A98B63DF6921832C0E"><enum>(11)</enum><header>Working Group</header><text display-inline="yes-display-inline">The term <term>Working Group</term> means the Marine Disease Emergency Working Group established under section 4.</text>
			</paragraph></section><section id="H96EA9538B80D465F922C51D8BFDCD0C1"><enum>3.</enum><header>Declaration of Marine Disease Emergency and Response</header>
			<subsection id="H4E8FBAD00E4C49C3BE51D4C65E692442"><enum>(a)</enum><header>In General</header><text>The Secretary may declare a marine disease emergency in accordance with subsection (b).</text>
			</subsection><subsection id="HE06799B07EF74C90AD3F4A4F632720F7"><enum>(b)</enum><header>Declaration Procedure</header><text>After receiving notice that a marine disease emergency may be occurring, the Secretary shall, to
			 the extent practicable—</text>
				<paragraph id="H580137BDC27B444888B8AAB03640FA15"><enum>(1)</enum><text>not later than 24 hours after receiving such notice, contact members of the Working Group for
			 guidance
			 on whether the event is a marine disease emergency; and</text>
				</paragraph><paragraph id="HCF507BB70E9040728721FF2117CBF568"><enum>(2)</enum><text>not later than 7 days after receiving such notice, declare whether the event is a marine disease
			 emergency.</text>
				</paragraph></subsection><subsection id="H3C3A9F8704004CD5BDAC8D4EB85F5724"><enum>(c)</enum><header>Effect of Declaration</header>
				<paragraph id="H3672E7FDE4D64F86A09CAE712AC80C03"><enum>(1)</enum><header>Powers of Secretary</header><text>Upon declaring a marine disease emergency under subsection (b), and subject to the availability of
			 appropriations, the Secretary may take such actions as may be appropriate
			 to respond to the emergency, including making grants, providing awards for
			 expenses, entering into contracts and conducting and supporting
			 investigations into the cause, treatment, or prevention of the emergency.</text>
				</paragraph><paragraph id="H258912EEFEC84F0A83F4EE82680476C5"><enum>(2)</enum><header>Response Activities</header><text>As soon as possible after declaring a marine disease emergency, the Secretary shall carry out the
			 activities described in subsections (d) and (e) with respect to the
			 emergency.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HEBF2DDB28A04429C9B7732DAF7A34879"><enum>(d)</enum><header>Designation of Coordinator</header>
				<paragraph id="H529B01056C2B4D7488922204F6CB11E4"><enum>(1)</enum><header>In General</header><text display-inline="yes-display-inline">The Secretary shall designate an individual to coordinate the response to each marine disease
			 emergency declared under subsection (b).</text>
				</paragraph><paragraph id="H8E418DAB8F2242F78D214E2670FB9C82"><enum>(2)</enum><header>Duties of Coordinator</header><text>The coordinator, under the supervision of the Secretary, shall lead a response to the emergency
			 that may include Federal, State, regional, and local agencies,
			 nongovernmental organizations, and other persons as appropriate.</text>
				</paragraph><paragraph id="H652A2F705F804BF686ACC9D3D24F3810"><enum>(3)</enum><header>Assistant Coordinators</header><text>The Secretary may designate one or more individuals to assist the coordinator in carrying out the
			 duties described in paragraph (2).</text>
				</paragraph></subsection><subsection id="H1E0D99F9EFBC4007BE36CEB62D09AB9F"><enum>(e)</enum><header>Development of Response Plan</header>
				<paragraph id="HBD9FE9BDA2A246C1B05CD4434BBF72D8"><enum>(1)</enum><header>In General</header><text>Not later than 21 days after declaring a marine disease emergency under subsection (b) the
			 Secretary shall, in consultation with the Working Group and coordinator,
			 develop a written response plan for each marine disease emergency.</text>
				</paragraph><paragraph id="H236316A925BA468DAFDA719C983B5020"><enum>(2)</enum><header>Contents</header><text>The plan described in paragraph (1) shall include, at minimum—</text>
					<subparagraph display-inline="no-display-inline" id="HBFA5A16700374B7CAF6A46B654C341CB"><enum>(A)</enum><text>a list of persons at appropriate Federal, regional, State, and local agencies who can assist the
			 Secretary in implementing a coordinated and effective response to the
			 marine disease emergency;</text>
					</subparagraph><subparagraph id="H4CE7E8DF941D4029B225740C27FBAB34"><enum>(B)</enum><text>a description of the steps necessary to diagnose the cause of the marine disease emergency;</text>
					</subparagraph><subparagraph id="H2EF4BD13C5E54FCF861229EE054D4AC2"><enum>(C)</enum><text>training, mobilization, and utilization procedures for personnel, facilities, and other resources
			 necessary to conduct a rapid and effective response to the marine disease
			 emergency;</text>
					</subparagraph><subparagraph id="HA81EAA4D138F4FC3BA96EEA4BA6751B0"><enum>(D)</enum><text>an assessment of the potential effects of the marine disease emergency on populations of marine
			 species; and</text>
					</subparagraph><subparagraph id="H783F65F797EF474784316EA95CB10C59"><enum>(E)</enum><text display-inline="yes-display-inline">strategies to minimize morbidity and mortality in marine species and minimize transmission of the
			 disease.</text>
					</subparagraph></paragraph><paragraph id="HB2037570B3114CDF9FAC4EC5D5942225"><enum>(3)</enum><header>Publication</header><text>Not later than 21 days after declaring a marine disease emergency under subsection (b) the
			 Secretary shall publish a summary of the plan on a publicly accessible
			 Internet website of the National Oceanic and Atmospheric Administration.</text>
				</paragraph></subsection><subsection id="H80E09124148D4EC3ADEC2E671D2293FF"><enum>(f)</enum><header>Termination of Marine Disease Emergency</header>
				<paragraph id="H5D3AEC7239F04A34A42BC55780BAD24E"><enum>(1)</enum><header>In General</header><text>A marine disease emergency declared under subsection (b) shall terminate on the date on which the
			 Secretary declares that the emergency no longer exists, or upon the
			 expiration of the 120-day period beginning on the date on which the
			 declaration is made by the Secretary under subsection (b), whichever
			 occurs first.</text>
				</paragraph><paragraph id="H26DE87ECC046454FAC619B3A17EB0F0C"><enum>(2)</enum><header>Renewal of Declaration</header><text>A declaration that terminates under paragraph (1) may be renewed by the Secretary and the time
			 limitations in paragraph (1) shall apply with respect to each such
			 renewal.</text>
				</paragraph></subsection><subsection id="HB77C94C478A247ECB04C1E308DE08893"><enum>(g)</enum><header>Report</header><text>Not later than 90 days after the termination of a marine disease emergency declared under
			 subsection (b), the Secretary shall—</text>
				<paragraph id="H782727748E184BEAAD0C30E1AC62FFEF"><enum>(1)</enum><text>submit to Congress a report describing—</text>
					<subparagraph id="H180281DD3C1348E3AFBE8800F78CDC3F"><enum>(A)</enum><text display-inline="yes-display-inline">the cause and environmental impact of the marine disease emergency;</text>
					</subparagraph><subparagraph id="H358D331FAE1B4D8A83D13509764B95F3"><enum>(B)</enum><text>the response to the marine disease emergency and recommendations, if any, for improving responses
			 to future marine disease emergencies; and</text>
					</subparagraph><subparagraph id="HF0F30D2252F3432484ACE83AA56B9072"><enum>(C)</enum><text>recommendations, if any, for preventing future marine disease emergencies; and</text>
					</subparagraph></paragraph><paragraph id="H2FEF2620580845288F3364751A693EE0"><enum>(2)</enum><text display-inline="yes-display-inline">publish the report on a publicly accessible Internet website of the National Oceanic and
			 Atmospheric Administration.</text>
				</paragraph></subsection></section><section id="H9D02EB84812D45A89A99CC39D0F80FE7"><enum>4.</enum><header>Marine Disease Emergency Working Group</header>
			<subsection id="HCC48DAF5288A43FDB7144318AF0EA5DA"><enum>(a)</enum><header>Establishment</header><text>There is established in the National Oceanic and Atmospheric Administration a Working Group to be
			 known as the <quote>Marine Disease Emergency Working Group</quote>.</text>
			</subsection><subsection id="HD91D4296BC8F44839683D1FDA7ABAB31"><enum>(b)</enum><header>Duties</header><text display-inline="yes-display-inline">The Working Group shall—</text>
				<paragraph id="H587B7596FCC6468AB4D34921BEFB6D23"><enum>(1)</enum><text display-inline="yes-display-inline">advise the Secretary on risk assessment, preparation, monitoring, research, and response to marine
			 diseases that may significantly impact the health and sustainability of
			 marine species and ecosystems;</text>
				</paragraph><paragraph id="HCCE277F2050B478BB25409DE94D0E4E1"><enum>(2)</enum><text>advise the Secretary in determining whether a marine disease emergency should be declared or
			 terminated;</text>
				</paragraph><paragraph id="HD3A076F746C84EF4AB1E8FD7EDCBE158"><enum>(3)</enum><text>assist the Secretary in drafting response plans under section 3(e);</text>
				</paragraph><paragraph id="H19028D2E6C4F46E385E036075C5C6CB5"><enum>(4)</enum><text display-inline="yes-display-inline">assist the Secretary in drafting reports under section 3(g); and</text>
				</paragraph><paragraph id="H491EE49FD8B64072AE7083302DAB6E67"><enum>(5)</enum><text display-inline="yes-display-inline">consult with the Director of the Data Repository established under section 6 to ensure the quality
			 and availability of the data contained therein.</text>
				</paragraph></subsection><subsection id="H934367E5FCC54484A6F07FCDC50EB638"><enum>(c)</enum><header>Membership</header>
				<paragraph id="HE2C5BA606D214A22B1A157ADB7FF1F25"><enum>(1)</enum><header>Composition</header><text>Subject to paragraph (3), the Working Group shall be composed of 7 members as follows:</text>
					<subparagraph id="H4B9360C395654C778A1EF1294D43D525"><enum>(A)</enum><text display-inline="yes-display-inline">The Secretary or the Secretary’s designee.</text>
					</subparagraph><subparagraph id="H854386F72E72448193E0EDA146BF3E69"><enum>(B)</enum><text display-inline="yes-display-inline">The Administrator of the United States Animal and Plant Health Inspection Service or the
			 Administrator’s designee.</text>
					</subparagraph><subparagraph id="H3F4E0053975043B689DBE01F1A1D14B1"><enum>(C)</enum><text display-inline="yes-display-inline">The Director of the United States Fish and Wildlife Service or the Director’s designee.</text>
					</subparagraph><subparagraph id="H227BB4DB6419483E8837E9C3D7B22B7E"><enum>(D)</enum><text display-inline="yes-display-inline">The Director of the United States Geological Survey or the Director’s designee.</text>
					</subparagraph><subparagraph id="HBBFC6733E4B648E89393766DDE95F361"><enum>(E)</enum><text display-inline="yes-display-inline">Three members, appointed by the President, who have specialized knowledge and expertise in
			 epidemiology, ecology, or microbiology, or expertise in responding to
			 disease outbreaks or ecological disasters.</text>
					</subparagraph></paragraph><paragraph id="HAC643D86194F498787F198D962E2AE44"><enum>(2)</enum><header>Limitation</header><text display-inline="yes-display-inline">A member appointed under paragraph (1)(E) shall not be an employee of an agency (as defined in
			 <external-xref legal-doc="usc" parsable-cite="usc/5/551">section 551</external-xref> of title 5, United States Code). If any such member becomes an
			 employee of an agency, that member may continue as a member for not longer
			 than the 30-day period beginning on the date the member becomes an
			 employee of an agency.</text>
				</paragraph><paragraph id="H0658E2C53FDA4329AD5AA81FDD6F95E0"><enum>(3)</enum><header>Temporary Members</header><text display-inline="yes-display-inline">The Secretary may appoint additional members to the Working Group to serve during a marine disease
			 emergency declared under section (3)(b).</text>
				</paragraph><paragraph id="H98A1E172CBF9474EB93BC671A164C465"><enum>(4)</enum><header>Terms</header>
					<subparagraph id="HE1BEF78FF2CF4FDF9763C5289A0BB3A9"><enum>(A)</enum><header>Non-Agency Members</header><text display-inline="yes-display-inline">Each member appointed under paragraph (1)(E) shall be appointed for a term of 2 years and may be
			 reappointed thereafter by the President.</text>
					</subparagraph><subparagraph id="HD7DAE6D2D53F4B438A61670B840CD601"><enum>(B)</enum><header>Temporary Members</header><text display-inline="yes-display-inline">The term of each member appointed under paragraph (3) shall expire 90 days after the date on which
			 the marine disease emergency for which that member was appointed is
			 terminated under section 3(f).</text>
					</subparagraph></paragraph><paragraph id="HC2A5AD20B8A541D4B493C7C44DE5272C"><enum>(5)</enum><header>Vacancies</header><text display-inline="yes-display-inline">A vacancy in the Working Group shall be filled in the manner in which the original appointment was
			 made.</text>
				</paragraph><paragraph id="HA6FA458CD9B44D6EA2397FDA2B1EF786"><enum>(6)</enum><header>Basic Pay</header><text>Members of the Working Group shall serve without pay.</text>
				</paragraph><paragraph id="HF0C85CFC94D84EFF9227E3526266F64E"><enum>(7)</enum><header>Travel Expenses</header><text display-inline="yes-display-inline">Subject to the availability of appropriations, each member of the Working Group shall receive
			 travel expenses, including per diem in lieu of subsistence, in accordance
			 with applicable provisions under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5,
			 United States Code.</text>
				</paragraph><paragraph id="H6388C4DB77284E5DB41220E339E4D7CE"><enum>(8)</enum><header>Chairperson</header><text>The Secretary, or a designee of the Secretary, shall be the Chairperson of the Working Group.</text>
				</paragraph><paragraph id="H17C62B4E0FB3480BB8364ED01AFDBC4E"><enum>(9)</enum><header>Meetings</header><text>The Secretary shall convene the Working Group not later than 30 days after the date of the
			 enactment of this Act. Thereafter, the Working Group shall meet not less
			 than annually and may also meet at the call of the Chairperson or a
			 majority of its members.</text>
				</paragraph></subsection><subsection id="H90FF3C68F90D4E3081A0691E5396CA62"><enum>(d)</enum><header>Staffing and assistance</header><text display-inline="yes-display-inline">The Secretary shall make available to the Working Group any staff, information, administrative
			 services, or assistance the Secretary considers reasonably required to
			 enable the Working Group to carry out its duties.</text>
			</subsection><subsection id="H5CA30E13977E4A42B5CA031958F402BD"><enum>(e)</enum><header>Termination</header><text display-inline="yes-display-inline">Section 14 of the Federal Advisory Committee Act (5 U.S.C. App.) shall not apply with respect to
			 the Working Group.</text>
			</subsection></section><section id="H7F203A35B91845F5901AD9BFD40E901F"><enum>5.</enum><header>Establishment of marine disease emergency fund</header>
			<subsection id="HBB7447C67F194A248206C947A6381C8F"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established in the Treasury a fund to be known as the <quote>Marine Disease Emergency Fund</quote> which shall be administered by the Secretary. Amounts in the fund shall be made available without
			 fiscal year limitation, and subject to appropriations, to carry out this
			 Act.</text>
			</subsection><subsection id="H183D3919E7CD45D385951682A7DB2D78"><enum>(b)</enum><header>Amounts</header><text>The Fund shall consist of—</text>
				<paragraph id="H4BF1651CD90C416887BF8ACDB13EB040"><enum>(1)</enum><text>amounts appropriated to the Fund; and</text>
				</paragraph><paragraph id="H11C1BD7753A14B6D8D3AE7D170E747D3"><enum>(2)</enum><text display-inline="yes-display-inline">amounts received by the Secretary as donations, gifts, or contributions for the purpose of
			 addressing marine disease emergencies.</text>
				</paragraph></subsection><subsection id="H47A5F1EEE33349BB8E8AE1D70AD85A25"><enum>(c)</enum><header>Use of Fund</header><text display-inline="yes-display-inline">Amounts in the Fund shall be used only to respond to a marine disease emergency declared under
			 section 3(b).</text>
			</subsection><subsection id="H9C92B0E9D72E4A63A56524AE9A00915F"><enum>(d)</enum><header>Supplement Not Supplant</header><text display-inline="yes-display-inline">Amounts from the Fund shall be used to supplement and not supplant other Federal, State, regional,
			 and local public funds provided for activities under this Act.</text>
			</subsection></section><section id="H2B5C9904433C4E4C902BF488E947A174"><enum>6.</enum><header>National Data Repository for Marine Diseases Research and Services</header>
			<subsection id="HCDA761B96D714312B598F698B3758AE7"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish a National Data Repository for Marine Diseases Research and Services.
			 Subject to the availability of appropriations, the Secretary shall enter
			 into a contract with an entity eligible under subsection (c) to develop
			 and administer such repository.</text>
			</subsection><subsection id="HA11E6B46968046058212D522D6E1FBA5"><enum>(b)</enum><header>Purpose</header><text>The purpose of the Data Repository shall be to—</text>
				<paragraph id="HE279D0C636054647819AF0E0C4B46310"><enum>(1)</enum><text display-inline="yes-display-inline">collect, store, and disseminate information regarding research, data, findings, and technical
			 assistance materials related to marine diseases;</text>
				</paragraph><paragraph id="HBF809883FA67445DAA37959FF2A2B68A"><enum>(2)</enum><text>facilitate the development, coordination, and rapid dissemination of research on marine diseases;
			 and</text>
				</paragraph><paragraph id="H85B887B289DA4B0C82D2509F17E95D89"><enum>(3)</enum><text display-inline="yes-display-inline">collect epidemiological, environmental impact, timeline, global positioning system registered
			 location, and ecological consequence data regarding marine diseases,
			 linking different datasets across the country to assist researchers in
			 developing strategies for addressing marine diseases.</text>
				</paragraph></subsection><subsection id="HCB536FE859494410A1DFDC28FCEC2197"><enum>(c)</enum><header>Eligibility</header><text>To be eligible for the contract under subsection (a), an entity shall—</text>
				<paragraph id="H56244BDAE1C340DA9702CB2499728449"><enum>(1)</enum><text>be a public or private nonprofit entity;</text>
				</paragraph><paragraph id="HE63B36F4A20444DC8E08CB75400FBEE1"><enum>(2)</enum><text>have experience—</text>
					<subparagraph id="H5AE53099A6604FBE9954A2105FDFC8DC"><enum>(A)</enum><text>collecting data;</text>
					</subparagraph><subparagraph id="HB4ED9689C3C44D18962F534EFD030619"><enum>(B)</enum><text>developing systems to store data in a secure manner;</text>
					</subparagraph><subparagraph id="H1D09AAD2C0574984BBB32BA4E7F348DE"><enum>(C)</enum><text>developing Internet web portals and other means of communicating with a wide audience; and</text>
					</subparagraph><subparagraph id="H65EC85B695D6442BBDB6A1B3ABB8ADF8"><enum>(D)</enum><text>making information available to the public; and</text>
					</subparagraph></paragraph><paragraph id="H4092D0739CC24AC9B33E24F0AFE7AD33"><enum>(3)</enum><text>meet such other criteria as the Secretary considers appropriate.</text>
				</paragraph></subsection><subsection id="H248E15F5EB1C408B926EB8E44536DACE"><enum>(d)</enum><header>Data Repository Director</header><text>As a condition of receiving the contract under subsection (a), an entity shall agree to employ a
			 director of the Data Repository chosen in accordance with guidance issued
			 by the Secretary. The Director, in consultation with the Secretary and
			 Working Group, shall—</text>
				<paragraph id="HC6606FAB1F9948E88DC918A268933253"><enum>(1)</enum><text>collect information and research methodologies from individuals, agencies, and organizations
			 engaged in the research of marine diseases;</text>
				</paragraph><paragraph id="H18C2004396CB460ABCA1D9BAD91231BF"><enum>(2)</enum><text display-inline="yes-display-inline">ensure research methods are standardized whenever possible to ensure data comparability across
			 regions;</text>
				</paragraph><paragraph id="HAD69CB2054F441CDB49CFB5825FABADC"><enum>(3)</enum><text display-inline="yes-display-inline">securely store and maintain information in the Data Repository;</text>
				</paragraph><paragraph id="HF37901289C56482EA1D99D6F56F8161B"><enum>(4)</enum><text>make information in the Data Repository accessible through an Internet website or other appropriate
			 means of sharing information; and</text>
				</paragraph><paragraph id="HA78A16BE510A4EFFBFB30F17924AA7BC"><enum>(5)</enum><text>ensure that the information contained in the Data Repository is accessible to members of the
			 public, marine disease researchers, and persons responding to marine
			 disease emergencies.</text>
				</paragraph></subsection></section><section id="HBC3CC32996594F8EAE4DF0562E6C7D57"><enum>7.</enum><header>Marine Disease Emergency for Sea Star Wasting Syndrome</header>
			<subsection id="H39F56305FF344377B1BFC02CF38EE872"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">The marine mortality event affecting species of sea stars commonly referred to as <quote>sea star wasting syndrome</quote> is deemed to be a marine disease emergency declared by the Secretary under section 3(b). Beginning
			 on the effective date of this section, the Secretary shall immediately
			 carry out the activities described in subsections (d) and (e) of section 3
			 with respect to such marine disease emergency.</text>
			</subsection><subsection id="HE453C32C61DE4E089D2EEABFEBDD15B3"><enum>(b)</enum><header>Effective Date</header><text>This section shall take effect on the date that is 180 days after the date of the enactment of this
			 Act.</text>
			</subsection></section><section id="H22A0FCADACB442B2B3A0EE08155FD2CB"><enum>8.</enum><header>Authorization of Appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated to carry out this Act $15,000,000 for each of the fiscal
			 years 2015 through 2020.</text>
