		<official-title>To amend the Agricultural Act of 2014 to require the Secretary of Agriculture to extend the term of
			 a marketing assistance loan and the deadline for repayment of a farm
			 ownership, operating, or emergency loan when the purchaser of the
			 agricultural commodity subject to the marketing assistance loan declared
			 bankruptcy before paying the farmer for the commodity.</official-title>

		<section id="HA828F4D424FE4ED383B273AB716771C3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Farm Protection Act of 2014</short-title></quote>.</text>
		</section><section id="H0C12AF8AB940466EB477AB1CCF0588AA"><enum>2.</enum><header>Extension of marketing assistance loans and deadline for repayment of farm ownership, operating, or
			 emergency loans in certain cases of bankruptcy</header><text display-inline="no-display-inline">Section 1203(b) of the Agricultural Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/7/9033">7 U.S.C. 9033(b)</external-xref>) is amended—</text>
			<paragraph id="HFFCAD94F8A67470D8944B20B76184B9C"><enum>(1)</enum><text>by striking <quote>The Secretary</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HACCBE117544F486293AF739853ADCB05" style="OLC">
					<paragraph id="H383C10B85B2645868EF5F691A3204410"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in paragraph (2), the Secretary</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HF4F0D5679BAF4CFDA20886BA3D46BFAE"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HDCC0306695364B748D436714BCF67463" style="OLC">
					<paragraph id="HE68E3748ABE140E999585CBE7275E5AA"><enum>(2)</enum><header>Extension of certain loans in event of purchaser bankruptcy</header>
						<subparagraph id="H7B339A8AF1C047FB918CC44AB9A475DE"><enum>(A)</enum><header>In general</header><text>This paragraph applies whenever—</text>
							<clause id="H4CFF44E1582E4446B881FBEF6E29D955"><enum>(i)</enum><text>the producers on a farm have a marketing assistance loan under section 1201 for a loan commodity;</text>
							</clause><clause id="H75E9012EC3F04A80A9980B6DFF148FD6"><enum>(ii)</enum><text>the producers have sold, transferred, or delivered the loan commodity subject to the loan to a
			 purchaser; and</text>
							</clause><clause id="HBCD885DCF0F9487A9BA627DA807BE8E3"><enum>(iii)</enum><text>a case under any chapter of title 11, United States Code (in this paragraph referred to as a <quote>chapter 11 bankruptcy</quote>), has been commenced in which the purchaser is the debtor.</text>
							</clause></subparagraph><subparagraph id="H8F9F68578A9C4E6393757F4055BC6271"><enum>(B)</enum><header>Extension for non-payment</header><text display-inline="yes-display-inline">If a chapter 11 bankruptcy in which the purchaser of a loan commodity is the debtor, as described
			 in subparagraph (A), is commenced before the purchaser pays the producers
			 in full for the loan commodity, the Secretary shall extend, to a date that
			 is not less than 180 days after the date on which the chapter 11
			 bankruptcy is closed or dismissed—</text>
							<clause id="H5201352601BD420EBF3657504AAF647F"><enum>(i)</enum><text display-inline="yes-display-inline">the term and any due date for any payment or obligation pursuant to the marketing assistance loan
			 of the producers; and</text>
							</clause><clause id="H1E6018341C5044DEA894E79799D96A49"><enum>(ii)</enum><text display-inline="yes-display-inline">the due date for any payment or obligation pursuant to any ownership, operating, or emergency loan
			 made to the producers under the Consolidated Farm and Rural Development
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1921">7 U.S.C. 1921 et seq.</external-xref>).</text>
							</clause></subparagraph><subparagraph id="H3FA91DAA6D3C4235B5C174F6A68F72F8"><enum>(C)</enum><header>Related suspensions</header>
							<clause id="HC257F7F402CF43F39B493975C1C4F06E"><enum>(i)</enum><header>Accrual of interest</header><text display-inline="yes-display-inline">If the purchaser of the loan commodity has already taken possession of the loan commodity, the
			 Secretary also shall suspend the accruing of interest on the loans
			 described in subparagraph (B) during the period of the extension under
			 such subparagraph.</text>
							</clause><clause id="H64C03EEB7C464714B3ADD9F89E057A90"><enum>(ii)</enum><header>Recovery actions</header><text display-inline="yes-display-inline">If a trustee in the purchaser’s chapter 11 bankruptcy seeks recovery of all or any portion of a
			 purchase price paid to or on behalf of the producers for the loan
			 commodity, the Secretary also shall suspend any efforts to collect from
			 the producers any amounts related to such recovery or potential recovery
			 until a date that is not less than 180 days after the final resolution of
			 the action to recover all or any portion of the purchase price.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
