		<official-title>To establish a grant program for stipends to assist in the cost of compensation paid by employers
			 to certain recent college graduates and to provide funding for their
			 further education in subjects relating to mathematics, science,
			 engineering, and technology.</official-title>

		<section id="HD4052E1679F2402384FAE0A1B13397E3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>America Realizing the Informational Skills and Initiative of New Graduates Act of 2014</short-title></quote> or <quote><short-title>America RISING Act of 2014</short-title></quote>.</text>
		</section><section id="H7F2477A907304308A1D2CF18DB077EC1"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HE8E1724057BB4460A5B76EB190DFD722"><enum>(1)</enum><text display-inline="yes-display-inline">According to the Bureau of Labor Statistics, in 2012 the national unemployment rate for individuals
			 ages 25 years and older with a bachelor’s degree was 4.5 percent and 6.2
			 percent for individuals with an associate’s degree. For college graduates
			 ages 18 to 25 the national unemployment rate in 2012 was higher at 7.7
			 percent. Because the typical college graduates leaves college owing an
			 average of $29,400 in student loan debt, a rate that has increased 6
			 percent every year since 2008, the current job market offers exceedingly
			 few opportunities for such graduates to obtain employment at a salary
			 adequate to service their college loan debt.</text>
			</paragraph><paragraph id="H418561518B20498DABEC5D6020BA20E6"><enum>(2)</enum><text>There are more than 26 million small businesses in the United States. In the current economic
			 climate, these small businesses are experiencing difficulty in finding the
			 resources needed to increase sales, modernize operations, and hire new
			 employees.</text>
			</paragraph><paragraph id="HF3B87290E40C4C22A747437FAE82F4E0"><enum>(3)</enum><text display-inline="yes-display-inline">Recent college graduates need the experience that can be obtained only in the workplace to refine
			 their skills and develop the entrepreneurial qualities that can lead to
			 the creation of new businesses and jobs.</text>
			</paragraph><paragraph id="HBF671D48626F4E3EBDCA5898065228DB"><enum>(4)</enum><text>Existing small businesses, and companies will benefit from the information and technology skills
			 possessed by many of the Nation’s recent college graduates.</text>
			</paragraph><paragraph id="HCF8632E343B54BDDA7A3A89E5200AA0D"><enum>(5)</enum><text>Enabling recent college graduates to obtain employment with small businesses benefits the national
			 economy by providing such businesses the human capital and technical
			 expertise needed to compete and win in the global economy of the 21st
			 century.</text>
			</paragraph></section><section id="H5B62302ED02F4B57A69235576D72987A" section-type="subsequent-section"><enum>3.</enum><header>Establishment of America RISING program</header>
			<subsection id="H9CD0E905E3D54130A07E7BFD8C40857A"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Labor and the Secretary of Education shall, jointly, establish a program under
			 which—</text>
				<paragraph id="HA42775EBAE1244FEB3114791AC328874"><enum>(1)</enum><text>grants are paid to eligible employers to defray the cost of compensation paid by such employers to
			 recent college graduates; and</text>
				</paragraph><paragraph id="H3A6CE55F09DF44B984CB8419634EAB2E"><enum>(2)</enum><text display-inline="yes-display-inline">grants are paid to recent college graduates to enable such graduates to defray the cost of
			 undertaking further postsecondary courses at an institution of higher
			 education for up to 24 months in subjects relating to mathematics,
			 science, engineering, or technology.</text>
				</paragraph></subsection><subsection id="HCA5B6C3A231841A7A526F64AFD920EEE"><enum>(b)</enum><header>Terms and conditions</header>
				<paragraph id="H37B59CD3A7BB45E1B980D4BB1EB538BE"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">A grant under this section may be made on such terms and conditions as the Secretary may determine.</text>
				</paragraph><paragraph id="H1BEECF1CC85349339F646D6D11FD846D"><enum>(2)</enum><header>Deferral of Federal student loan obligations</header><text display-inline="yes-display-inline">Each recent college graduate participating in the program under this section (by benefitting from a
			 grant awarded under paragraph (1), or receiving a grant under paragraph
			 (2), of subsection (a)) may defer payment on Federal student loans made to
			 the graduate under title IV of the Higher Education Act of 1965 (20 U.S.C.
			 1070 et seq.) for the period of the graduate’s participation in the
			 program.</text>
				</paragraph><paragraph id="HC91766DC590B4572B600AB090B8B2F2E"><enum>(3)</enum><header>Grants to eligible employers</header><text>With respect to a grant awarded under subsection (a)(1)—</text>
					<subparagraph id="HACD538918FC54460AC0A725831C5BC2A"><enum>(A)</enum><text>an eligible employer—</text>
						<clause id="HF42768A639714CACA3FC939584ACD0D1"><enum>(i)</enum><text display-inline="yes-display-inline">may use the grant to defray the cost of compensation for not more than 2 recent college graduates;
			 and</text>
						</clause><clause id="H8B25289E6603404D8251A38CE16D8A86"><enum>(ii)</enum><text display-inline="yes-display-inline">shall provide a compensation amount to each recent college graduate participating in the program
			 that is equal to or greater than the grant amount received by the employer
			 for the graduate; and</text>
						</clause></subparagraph><subparagraph id="H362A28A785A44E009780E8B51E57CE2B"><enum>(B)</enum><text>the Secretary may not award an eligible employer more than $25,000 per recent college graduate.</text>
					</subparagraph></paragraph><paragraph id="HDDAE3214FDD54A28B6A330FD2F415590"><enum>(4)</enum><header>Grants to recent college graduates</header><text display-inline="yes-display-inline">With respect to a grant awarded under subsection (a)(2) to a recent college graduate, the graduate
			 shall be eligible to receive Federal student aid under title IV of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>) without regard to
			 whether the graduate has been or is delinquent on any Federal student
			 loans made to the graduate under such title IV (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>).</text>
				</paragraph></subsection><subsection id="H7D891BE9F79B4E9F990CE7595187E2DB"><enum>(c)</enum><header>Definitions</header><text>In this section:</text>
				<paragraph id="HF83BF432AE3241A8B34035DA729922C7"><enum>(1)</enum><header>Eligible employer</header><text display-inline="yes-display-inline">The term <term>eligible employer</term> means an employer that—</text>
					<subparagraph id="HBC155D0B666046CB84980DBACF6204F0"><enum>(A)</enum><text>is a small business concern; or</text>
					</subparagraph><subparagraph id="HD6A63775E2854663AACD47E17654B120"><enum>(B)</enum><text display-inline="yes-display-inline">is a major corporation that has an operation located in—</text>
						<clause id="H108DB374841D4740ADE81CFCA557B64E"><enum>(i)</enum><text>an enterprise zone; or</text>
						</clause><clause id="H65D5600B1B1B46DFB76FECCD6D5C2324"><enum>(ii)</enum><text>an area in which, according to the most recent data available, the unemployment rate exceeds the
			 national average unemployment rate by more than two percentage points.</text>
						</clause></subparagraph></paragraph><paragraph id="H87400BC83833437F830A399AD77AB3A9"><enum>(2)</enum><header>Enterprise zone</header><text display-inline="yes-display-inline">The term <term>enterprise zone</term> has the meaning given the term <term>HUBzone</term> in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text>
				</paragraph><paragraph id="HA191B4D0911F4C2BB92E0EFEE626E35A"><enum>(3)</enum><header>Institution of higher education</header><text>Except as provided in paragraph (3)(B), the term <term>institution of higher education</term> has the meaning given the term in section 101 of the Higher Education Act of 1965 (20 U.S.C.
			 1001).</text>
				</paragraph><paragraph id="H093AFA61FAF140F8BA878E3B5C391463"><enum>(4)</enum><header>Major corporation</header><text>The term <term>major corporation</term> means an employer that earns an annual revenue of not less than $5,000,000 and employs not less
			 than 50 employees.</text>
				</paragraph><paragraph id="H69F897F280C14367BD25BC884F945BEE"><enum>(5)</enum><header>Recent college graduate</header>
					<subparagraph id="HF5915CE16C6E41838FBBB08957B9A550"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>recent college graduate</term> means an individual who—</text>
						<clause id="H97FD9C6275F24EC59D82B97DA9E9B2A5"><enum>(i)</enum><text display-inline="yes-display-inline">who has received a baccalaureate or associate degree from an institution of higher education on or
			 after the date that is 24 months before the grant benefitting the graduate
			 is awarded under this section; and</text>
						</clause><clause id="HFA3C3C13F9564143AADF90CAD2AAD4DB"><enum>(ii)</enum><text display-inline="yes-display-inline">who has not previously received any such baccalaureate or associate degree.</text>
						</clause></subparagraph><subparagraph id="HC25AC88157AC4EB6950F9B4274387E55"><enum>(B)</enum><header>Institution of higher education</header><text>In subparagraph (A), the term <term>institution of higher education</term> has the meaning given such term in section 102 of the Higher Education Act of 1965 (20 U.S.C.
			 1002).</text>
					</subparagraph></paragraph><paragraph id="HCC36F264F6EB4C42915988F14D30A790"><enum>(6)</enum><header>Small business concern</header><text>The term <term>small business concern</term> has the meaning given such term in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text>
				</paragraph></subsection><subsection id="H69A6643D238943E0B418E4885285BA6B"><enum>(d)</enum><header>Authorization of appropriations</header>
				<paragraph id="H28FBF74EECE94F3B8826B21341EA8120"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to carry out this Act $100,000,000 for each of the fiscal
			 years 2015, 2016, and 2017.</text>
				</paragraph><paragraph id="H6C918B11A836438B976AB8ACF3417523"><enum>(2)</enum><header>Availability</header><text>Funds appropriated under paragraph (1) shall remain available until expended.</text>
