			 amendment to a section or other provision, the reference shall be
			 considered to be made to a section or other provision of the Safe Drinking
			 Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300f">42 U.S.C. 300f et seq.</external-xref>).</text>
			</subsection></section><section id="H759172D62EEA401F898BE78D09DC6907" section-type="subsequent-section"><enum>2.</enum><header>Technical assistance for small public water systems</header><text display-inline="no-display-inline">Subsection (e) of section 1442 (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-1">42 U.S.C. 300j–1(e)</external-xref>) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H628B9CD1BAA94392BC69B7BA84370DC1" style="OLC">
				<subsection id="H75FEF481850845B58EE7D40D553851C2"><enum>(e)</enum><header>Technical Assistance</header>
					<paragraph id="H2A702C0790A048E4AEAE46834FE00A0A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator, directly or through grants or cooperative agreements with nonprofit
			 organizations, may provide technical assistance to small public water
			 systems to enable such systems to achieve and maintain compliance with
			 applicable national primary drinking water regulations.</text>
					</paragraph><paragraph id="H453F318015F14E20966BF20AAE8261D5"><enum>(2)</enum><header>Types of assistance</header><text display-inline="yes-display-inline">Technical assistance under paragraph (1) may include onsite technical assistance and compliance
			 assistance; circuit-rider and multi-State regional technical assistance
			 programs; training; assistance with implementing source water protection
			 programs; engineering assistance provided without cost to the system
			 through volunteer programs or educational programs; assistance with
			 increasing water or energy efficiency; assistance with designing,
			 installing, or operating sustainable energy infrastructure to produce or
			 capture sustainable energy on site or through water transport; assistance
			 with developing technical, financial, and managerial capacity; assistance
			 with long-term infrastructure planning; assistance with applying for funds
			 from a State loan fund under section 1452; and assistance with
			 implementation of monitoring plans, rules, regulations, and water security
			 enhancements.</text>
					</paragraph><paragraph id="H9556B6FBC3F440C0BBF05141E1D1E4EE"><enum>(3)</enum><header>Priority</header><text display-inline="yes-display-inline">In providing assistance under this subsection, the Administrator shall give priority to assistance
			 that will promote compliance with national primary drinking water
			 standards, public health protection, and long-term sustainability of small
			 public water systems. In awarding grants and cooperative assistance under
			 paragraph (1) to nonprofit organizations, the Administrator shall (subject
			 to the preceding sentence) give greater weight to nonprofit organizations
			 that, as determined by the Administrator, are most qualified and most
			 effective and that, as determined by the Administrator using information
			 where available, are providing the types of technical assistance that are
			 preferred by small public water systems.</text>
					</paragraph><paragraph id="H19F8BE67E2074C5E8FA40D39ACC76E62"><enum>(4)</enum><header>Competitive procedures</header><text>It is the presumption of Congress that any award of assistance under this subsection will be
			 awarded using competitive procedures based on merit. If assistance is
			 awarded under this subsection using procedures other than competitive
			 procedures, the Administrator shall submit to the Congress, within 90 days
			 of the award decision, a report explaining why competitive procedures were
			 not used.</text>
					</paragraph><paragraph id="HC980EAA37330406D8EA1FC010246E86F"><enum>(5)</enum><header>Funding</header>
						<subparagraph id="H0D0463BF146948609E2CDAB6EE34BAD9"><enum>(A)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this subsection $20,000,000 for each of fiscal
			 years 2015 through 2019.</text>
						</subparagraph><subparagraph id="H6B875B2D65094448A02ED90021C91542"><enum>(B)</enum><header>Prohibition on earmarks</header><text>No funds made available under this subsection may be used to carry out a provision or report
			 language included primarily at the request of a Member, Delegate, Resident
			 Commissioner, or Senator providing, authorizing, or recommending a
			 specific amount of discretionary budget authority, credit authority, or
			 other spending authority for a contract, loan, loan guarantee, grant, loan
			 authority, or other expenditure with or to an entity, or targeted to a
			 specific State, locality, or congressional district, other than through a
			 statutory or administrative formula-driven or competitive award process.</text>
						</subparagraph><subparagraph id="HC7B64DF79F24400C918A717A070D155E"><enum>(C)</enum><header>Lobbying expenses</header><text>No portion of any State loan fund established under section 1452 and no portion of any funds made
			 available under this subsection may be used for lobbying expenses.</text>
						</subparagraph><subparagraph id="HEC6D977E312E448191A4C0A39561E530"><enum>(D)</enum><header>Indian tribes</header><text>Of the total amount made available under this section for each fiscal year, 3 percent shall be used
			 for technical assistance to public water systems owned or operated by
			 Indian Tribes.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H9F8359AC9DAA433AAADA932C4BA1978A"><enum>3.</enum><header>Prevailing wages</header><text display-inline="no-display-inline">Subsection (e) of section 1450 (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-9">42 U.S.C. 300j–9</external-xref>) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H0A0D7011034A4344B606A1ACC3124998" style="OLC">
				<subsection id="HCA27BF782AFA475FADCEC4189D25CB9E"><enum>(e)</enum><header>Labor Standards</header>
					<paragraph id="H03076E1ADF674AA5862B187F2F099AEE"><enum>(1)</enum><header>In general</header><text>The Administrator shall take such action as the Administrator determines to be necessary to ensure
			 that each laborer and mechanic employed by a contractor or subcontractor
			 in connection with a construction project financed, in whole or in part,
			 by a grant, loan, loan guarantee, refinancing, or any other form of
			 financial assistance provided under this title (including assistance
			 provided by a State loan fund established under section 1452) is paid
			 wages at a rate of not less than the wages prevailing for the same type of
			 work on similar construction in the immediate locality, as determined by
			 the Secretary of Labor in accordance with subchapter IV of chapter 31 of
			 title 40, United States Code.</text>
					</paragraph><paragraph id="H47990822F10D4CB4BE834A42BBAFF289"><enum>(2)</enum><header>Authority of Secretary of Labor</header><text>With respect to the labor standards specified in this subsection, the Secretary of Labor shall have
			 the authority and functions established in Reorganization Plan Numbered 14
			 of 1950 (5 U.S.C. App.) and <external-xref legal-doc="usc" parsable-cite="usc/40/3145">section 3145</external-xref> of title 40, United States Code.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HE3B5EDA734D149088B15BC4ABC00D41E"><enum>4.</enum><header>Use of funds</header><text display-inline="no-display-inline">Section 1452(a)(2) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(a)(2)</external-xref>) is amended—</text>
			<paragraph id="H709F63AC102D43A8AC08148A8D9C1905"><enum>(1)</enum><text>by striking <quote>Except as otherwise</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HB4874CC857EE42E88892D7254F6A0B31" style="OLC">
					<subparagraph id="H094C7D250A7C43AE9B078B6A88E27227"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Except as otherwise</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H0132EB231698461FBE6472363A0BE84E"><enum>(2)</enum><text>by striking <quote>Financial assistance under this section</quote> and inserting the following:</text>

					<subparagraph id="H65F43EA57DD644A4BAECCAE1732EE13F"><enum>(B)</enum><header>Permissible expenditures</header><text display-inline="yes-display-inline">Financial assistance under this section</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H9C189A317A4045E185A2AE499DA78421"><enum>(3)</enum><text>by striking <quote>The funds may also be used</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H1182CCC77F7B4EDFAF6D996324D9ECE1" style="OLC">
					<subparagraph id="H4268ECCD2131493693202B5788F79794"><enum>(D)</enum><header>Certain loans</header><text display-inline="yes-display-inline">Financial assistance under this section may also be used</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H575EDBA4DD934F43875D73498A50AA9D"><enum>(4)</enum><text>by striking <quote>The funds shall not be used</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H821CDE4947954392AF522E43320310A1" style="OLC">
					<subparagraph id="HF21DF79273C04A8A8F0CF23F994A97C9"><enum>(E)</enum><header>Limitation</header><text display-inline="yes-display-inline">Financial assistance under this section shall not be used</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H5D4E7F4765204912A583EFC2A4CA5D21"><enum>(5)</enum><text>by striking <quote>Of the amount credited</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H0E978F06016C4E6AB0E3E7950B1796AE" style="OLC">
					<subparagraph id="HBDE2C07C8C154C99A25784A13E315048"><enum>(F)</enum><header>Set-aside</header><text display-inline="yes-display-inline">Of the amount credited</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HFDFA45F340814571A4657CC442C0CDD4"><enum>(6)</enum><text>in subparagraph (B) (as designated by paragraph (2)) by striking <quote>(not</quote> and inserting <quote>(including expenditures for planning, design, siting, and associated preconstruction activities,
			 for replacing or rehabilitating aging treatment, storage, or distribution
			 facilities of public water systems, or for producing or capturing
			 sustainable energy on site or through the transportation of water through
			 the public water system, but not</quote>; and</text>
			</paragraph><paragraph commented="no" id="H755D632422694E069F8CBD5D1E896830"><enum>(7)</enum><text>by inserting after such subparagraph (B) the following:</text>
				<quoted-block id="H3A6D803F8A45461191A9DFF7D7E350AF" style="OLC">
					<subparagraph commented="no" id="HCE18C2CB846C420AA31E3590542D80EF"><enum>(C)</enum><header>Sale of bonds</header><text display-inline="yes-display-inline">If a State issues revenue or general obligation bonds to provide all or part of the State
			 contribution required by subsection (e), and the proceeds of the sale of
			 such bonds will be deposited into the State loan fund—</text>
						<clause id="H486C4F29EB084443945D1D9DFE099821"><enum>(i)</enum><text>financial assistance made available under this section may be used by the State as security for
			 payment of the principal and interest on such bonds; and</text>
						</clause><clause id="H3891763523454813AE882125BEA168F2"><enum>(ii)</enum><text>interest earnings of the State loan fund may be used by the State as revenue for payment of the
			 principal and interest on such bonds.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section display-inline="no-display-inline" id="HFC6A857166DB40E2BC44F95694C5FCBA" section-type="subsequent-section"><enum>5.</enum><header>Requirements for use of American materials</header><text display-inline="no-display-inline">Section 1452(a) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(a)</external-xref>) is amended by adding at the end the following new paragraph:</text>
			<quoted-block display-inline="no-display-inline" id="H3DF9E81ACFA64536B0D381B084D9CA00" style="OLC">
				<paragraph id="H42C1CB41858443738F4636A646DC1E64"><enum>(4)</enum><header>Requirements for use of American materials</header>
					<subparagraph id="H65C2836EA3F44ADA8D5641201F1BB136"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, none of the funds made available by a State loan fund
			 as authorized under this section may be used for a project for the
			 construction, alteration, maintenance, or repair of a public water system
			 unless all of the iron and steel products used in such project are
			 produced in the United States.</text>
					</subparagraph><subparagraph id="H73C16585EB7946BDA84A6C688704C8A2"><enum>(B)</enum><header>Application</header><text>Subparagraph (A) shall not apply in any case in which the Administrator (in consultation with the
			 Governor of the State) finds that—</text>
						<clause id="H0E481152199141B9904D1AEB82ACFD67"><enum>(i)</enum><text>applying subparagraph (A) would be inconsistent with the public interest;</text>
						</clause><clause id="H7FA1DD473B8A49F1AC6AC1E97B1AB3C1"><enum>(ii)</enum><text>iron and steel products are not produced in the United States in sufficient and reasonably
			 available quantities and of a satisfactory quality; or</text>
						</clause><clause id="HCC625900E6DC4D088928EB547209CBED"><enum>(iii)</enum><text>inclusion of iron and steel products produced in the United States will increase the cost of the
			 overall project by more than 25 percent.</text>
						</clause></subparagraph><subparagraph id="H58DDBAEC73054B959C687A51B37452E9"><enum>(C)</enum><header>Waiver</header><text display-inline="yes-display-inline">If the Administrator receives a request for a waiver under this section, the Administrator shall—</text>
						<clause id="H4579F0CC63F24762911745AB7B63D2FE"><enum>(i)</enum><text>make available to the public, on an informal basis, a copy of the request and information available
			 to the Administrator concerning the request;</text>
						</clause><clause id="H6C8C914A471A4393A19E5C24FB8E4B43"><enum>(ii)</enum><text>make the request and accompanying information available by electronic means, including on the
			 official public Internet site of the Environmental Protection Agency; and</text>
						</clause><clause id="H8C91F8195D164FA590964CE0D3838DB4"><enum>(iii)</enum><text>allow for informal public input on the request for at least 15 days prior to making a finding based
			 on the request.</text>
						</clause></subparagraph><subparagraph id="H07C2200E4586421D8C85BFDB6FDAB366"><enum>(D)</enum><header>Consistency with international agreements</header><text>This paragraph shall be applied in a manner consistent with United States obligations under
			 international agreements.</text>
					</subparagraph><subparagraph id="H63A4DEF80B3847108F926C8C25299EDD"><enum>(E)</enum><header>Definition of iron and steel products</header><text display-inline="yes-display-inline">In this paragraph, the term <quote>iron and steel products</quote> means the following products made primarily of iron or steel: lined or unlined pipes and fittings,
			 manhole covers and other municipal castings, hydrants, tanks, flanges,
			 pipe clamps and restraints, valves, structural steel, reinforced precast
			 concrete, and construction materials.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HCE6E3070DB404BE5A75F5B47595D7761"><enum>6.</enum><header>Data on variances, exemptions, and persistent violations</header><text display-inline="no-display-inline">Section 1452(b)(2) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(b)(2)</external-xref>) is amended—</text>
			<paragraph id="H03EEA5D06FB34C92B1D611F89B69615F"><enum>(1)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="H08BD3B4902304F969DEADAFC354D64FD"><enum>(2)</enum><text>in subparagraph (C), by striking the period at the end and inserting <quote>; and</quote>; and</text>
			</paragraph><paragraph id="H4549B52B719148EAB4B3DF72C6FC73DE"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H7AD4A9FEC50440F7A46025A8D5066965" style="OLC">
					<subparagraph id="HFB53C835023249A0846A7DEDD7897177"><enum>(D)</enum><text>a list of all water systems within the State that have in effect an exemption or variance for any
			 national primary drinking water regulation or that are in persistent
			 violation of the requirements for any maximum contaminant level or
			 treatment technique under a national primary drinking water regulation,
			 including identification of—</text>
						<clause id="HAD20D3037EBB4452BB2CC7BE65AD2960"><enum>(i)</enum><text>the national primary drinking water regulation in question for each such exemption, variance, or
			 violation; and</text>
						</clause><clause id="HF667015992844D98BFA3F791B3F40D2D"><enum>(ii)</enum><text>the date on which the exemption or variance came into effect or the violation began.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HBA9AE8285B3B418FB4ABEE6A59365525"><enum>7.</enum><header>Assistance for restructuring</header>
			<subsection id="H1BD3B869C9C24C64914108D5F2E98558"><enum>(a)</enum><header>Definition</header><text display-inline="yes-display-inline">Section 1401 (<external-xref legal-doc="usc" parsable-cite="usc/42/300f">42 U.S.C. 300f</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HA9BFB2483BE14ED980AC3F065EF9735D" style="OLC">
					<paragraph id="HB26E4BED735A45D08304AA0F57188CED"><enum>(17)</enum><header>Restructuring</header><text display-inline="yes-display-inline">The term <term>restructuring</term> means changes in operations (including ownership, management, cooperative partnerships, joint
			 purchasing arrangements, consolidation, and alternative water supply).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" id="H90D5409D81E0423AA6983679D022173E"><enum>(b)</enum><header>Restructuring</header><text display-inline="yes-display-inline">Clause (ii) of section 1452(a)(3)(B) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(a)(3)(B)</external-xref>) is amended by striking <quote>changes in operations (including ownership, management, accounting, rates, maintenance,
			 consolidation, alternative water supply, or other procedures)</quote> and inserting <quote>restructuring</quote>.</text>
			</subsection></section><section id="HE418DAFC419D4826ADCDC4BB6E6F68D4"><enum>8.</enum><header>Priority and weight of applications</header>
			<subsection id="HB7E7C1ABC18D4D8EACE18E3A27A5E0F0"><enum>(a)</enum><header>Priority</header><text display-inline="yes-display-inline">Section 1452(b)(3) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(b)(3)</external-xref>) is amended—</text>
				<paragraph id="HBF97DF67B53D472383CAC178A186BABE"><enum>(1)</enum><text>in subparagraph (A)—</text>
					<subparagraph id="H26FDD1B802824C5094233B5B19B34392"><enum>(A)</enum><text>in clause (ii), by striking <quote>and</quote> at the end;</text>

					</subparagraph></paragraph><paragraph id="H82B1DF13F68E4C3F943940B588BBB82A"><enum>(2)</enum><text>by redesignating subparagraph (B) as subparagraph (D);</text>
				</paragraph><paragraph commented="no" id="H516D91AA76A04FD58677B8206A5D52BD"><enum>(3)</enum><text>by inserting after subparagraph (A) the following:</text>
					<quoted-block id="H35DEC147BCB94EBF9585E03FD4EEC134" style="OLC">
						<subparagraph commented="no" id="HE33188546EA748AE8E67E713175807E7"><enum>(B)</enum><header>Affordability of new standards</header><text>For any year in which enforcement begins for a new national primary drinking water standard, each
			 State that has entered into a capitalization agreement pursuant to this
			 section shall evaluate whether capital improvements required to meet the
			 standard are affordable for disadvantaged communities in the State. If the
			 State finds that such capital improvements do not meet affordability
			 criteria for disadvantaged communities in the State, the State’s intended
			 use plan shall provide that priority for the use of funds for such year be
			 given to public water systems affected by the standard and serving
			 disadvantaged communities.</text>
						</subparagraph><subparagraph commented="no" id="H647AA79B1CEA4438AB9CD4D991DCC4C9"><enum>(C)</enum><header>Weight given to applications</header><text>After determining priority under subparagraphs (A) and (B), an intended use plan shall provide that
			 the State will give greater weight to an application for assistance if the
			 application contains—</text>
							<clause commented="no" id="H40C894740B9B4901ACDB352366166A3C"><enum>(i)</enum><text>a description of measures undertaken by the system to improve the management and financial
			 stability of the system, which may include—</text>
								<subclause commented="no" id="H84E8C09F62614AD68AC7311C1BCBE49C"><enum>(I)</enum><text>an inventory of assets, including a description of the condition of the assets;</text>
								</subclause><subclause commented="no" id="HD7700314AD3A420380938B17C17E97ED"><enum>(II)</enum><text>a schedule for replacement of assets;</text>
								</subclause><subclause commented="no" id="H1A3355030E4B4596BF1B33BA2DDB1220"><enum>(III)</enum><text>an audit of water losses;</text>
								</subclause><subclause commented="no" id="HB8401C4B6765400CB65251182D43278B"><enum>(IV)</enum><text>a financing plan that factors in all lifecycle costs indicating sources of revenue from ratepayers,
			 grants, bonds, other loans, and other sources to meet the costs; and</text>
								</subclause><subclause commented="no" id="HC1018C34412945D680B4017935F04DB0"><enum>(V)</enum><text>a review of options for restructuring;</text>
								</subclause></clause><clause commented="no" id="H33DAB0DD6A324AB29BD46E972ECDC790"><enum>(ii)</enum><text>a demonstration of consistency with State, regional, and municipal watershed plans;</text>
							</clause><clause commented="no" id="HC6CD4B08B99C45639BD14D87290AECFE"><enum>(iii)</enum><text>a water conservation plan consistent with guidelines developed for such plans by the Administrator
			 under section 1455(a); and</text>
							</clause><clause commented="no" id="HB8F607A9A7D24583A354C8B308FEBCE1"><enum>(iv)</enum><text>a description of measures undertaken by the system to improve the efficiency of the system or
			 reduce the system’s environmental impact, which may include—</text>
								<subclause commented="no" id="H327576744FB54C8BA498E4BF1AB5DE1F"><enum>(I)</enum><text>water efficiency or conservation, including the rehabilitation or replacement of existing leaking
			 pipes;</text>
								</subclause><subclause commented="no" id="HDE8B879EA92148BD944E5666A534CAEC"><enum>(II)</enum><text>use of reclaimed water;</text>
								</subclause><subclause commented="no" id="H19735AFBF65B4C2692A8C3688A80FFEF"><enum>(III)</enum><text>actions to increase energy efficiency;</text>
								</subclause><subclause commented="no" id="HFB8125C987F64CE580AAA25500AA621C"><enum>(IV)</enum><text>actions to generate or capture sustainable energy on site or through the transportation of water
			 through the system;</text>
								</subclause><subclause commented="no" id="H137F7667EA4F4ED99C3616D3A46BC504"><enum>(V)</enum><text>actions to protect source water;</text>
								</subclause><subclause id="HE63FD5DAC211496482E417D4CC14C5A5"><enum>(VI)</enum><text>actions to mitigate or prevent corrosion, including design, selection of materials, selection of
			 coating, and cathodic protection; and</text>
								</subclause><subclause commented="no" id="H6318B1BFD4504C6EAB301E0590CC67BB"><enum>(VII)</enum><text>actions to reduce disinfection byproducts.</text></subclause></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HE60DD9392D1A4C4C9D569E9967F9447F"><enum>(4)</enum><text>in subparagraph (D) (as redesignated by paragraph (2)) by striking <quote>periodically</quote> and inserting <quote>at least biennially</quote>.</text>
				</paragraph></subsection><subsection id="H785EF0B533B145F1865AB87F1782F58A"><enum>(b)</enum><header>Guidance</header><text display-inline="yes-display-inline">Section 1452 (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12</external-xref>) is amended—</text>
				<paragraph id="HEB798B4FA8114EFE80337E5FE2B45863"><enum>(1)</enum><text>by redesignating subsection (r) as subsection (t); and</text>
				</paragraph><paragraph id="HB4DB4F710285444AAD2CAEF6D6F23217"><enum>(2)</enum><text>by inserting after subsection (q) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HB2889B42D0594E40810003EB31226484" style="OLC">
						<subsection id="H63DEA5CB76044D08A8BBBFFE931D0ED3"><enum>(r)</enum><header>Small system guidance</header><text display-inline="yes-display-inline">The Administrator may provide guidance and, as appropriate, tools, methodologies, or computer
			 software, to assist small systems in undertaking measures to improve the
			 management, financial stability, and efficiency of the system or reduce
			 the system’s environmental impact.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H1129F72A05B240CA87D007520A59B7A8"><enum>9.</enum><header>Disadvantaged communities</header>
			<subsection id="HFC5FD205629046B49A354D0758612C51"><enum>(a)</enum><header>Assistance To increase compliance</header><text display-inline="yes-display-inline">Section 1452(b)(3) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(b)(3)</external-xref>), as amended, is further amended by adding at the end
			 the following:</text>
				<quoted-block display-inline="no-display-inline" id="H3DCF0171DD4147919D42464234D1AB17" style="OLC">
					<subparagraph id="H9214C24EDD2B42AEA3795B0184262C94"><enum>(E)</enum><header>Assistance to increase compliance</header><text display-inline="yes-display-inline">A State’s intended use plan shall provide that, of the funds received by the State through a
			 capitalization grant under this section for a fiscal year, the State will,
			 to the extent that there are sufficient eligible project applications,
			 reserve not less than 6 percent to be spent on assistance under subsection
			 (d) to public water systems included in the State’s most recent list under
			 paragraph (2)(D).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H8B7E13FA13A14A28A379812DA6FC3AA5"><enum>(b)</enum><header>Assistance for disadvantaged communities</header><text display-inline="yes-display-inline">Section 1452(d) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(d)</external-xref>) is amended—</text>
				<paragraph id="H90D45BB413E845899F009157816517EB"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by adding at the end the following: <quote>Such additional subsidization shall directly and primarily benefit the disadvantaged community.</quote>; and</text>
				</paragraph><paragraph id="HA65C239DFF044E72B5802638584E09F0"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (3), by inserting <quote>, or portion of a service area,</quote> after <quote>service area</quote>.</text>
				</paragraph></subsection><subsection id="H0569F66AA31B46BBA9127EA6572C1625"><enum>(c)</enum><header>Affordability criteria</header><text>Section 1452(d)(3) is amended by adding at the end:</text>
				<quoted-block display-inline="yes-display-inline" id="H82E5516654594CF8BBB9F100E1146AD0" style="OLC"><text>Each State that has entered into a capitalization agreement pursuant to this section shall, in
			 establishing affordability criteria, consider, solicit public comment on,
			 and include as appropriate—</text><subparagraph id="H889F49F3EF8144B2B2C28B3AAF10D0EE"><enum>(A)</enum><text>the methods or criteria that the State will use to identify disadvantaged communities;</text>
					</subparagraph><subparagraph id="H9FF5DD6AC1344E41BE7A2E8B9D8D9966"><enum>(B)</enum><text>a description of the institutional, regulatory, financial, tax, or legal factors at the Federal,
			 State, or local level that affect identified affordability criteria; and</text>
					</subparagraph><subparagraph id="H80F745A9958749169AA8C21903D3C0F3"><enum>(C)</enum><text>a description of how the State will use the authorities and resources under this subsection to
			 assist communities meeting the identified criteria.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H39BF644FC6FF42E58D936D1661E9E914"><enum>10.</enum><header>Administration of State loan funds</header><text display-inline="no-display-inline">Section 1452(g) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(g)</external-xref>) is amended—</text>
			<paragraph id="H7E24588072F14453B67CAA71C258E1B4"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>
				<subparagraph id="H87E3BB5D08BE46F8AAD34E414626A268"><enum>(A)</enum><text>in the first sentence, by striking <quote>up to 4 percent of the funds allotted to the State under this section</quote> and inserting <quote>, for each fiscal year, an amount that does not exceed the sum of the amount of any fees collected
			 by the State for use in covering reasonable costs of administration of
			 programs under this section, regardless of the source, and an amount equal
			 to the greatest of $400,000, <fraction>1/5</fraction> of one percent of the current valuation of the State loan fund, or 6 percent of all grant awards
			 to the State loan fund under this section for the fiscal year,</quote>;</text>
				</subparagraph><subparagraph id="HB2F7987E6F7C4A81ABE54AA508F8E3E1"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>1419,</quote> and all that follows through <quote>1993.</quote> and inserting <quote>1419.</quote>; and</text>
				</subparagraph><subparagraph id="HA52B7BF9942A4A949526B4ECD9C8D2B4"><enum>(C)</enum><text>in the matter following subparagraph (D), by striking <quote>2 percent</quote> and inserting <quote>4 percent</quote>; and</text>
				</subparagraph></paragraph><paragraph id="H3D712D8DD6984449AB2C0FF2D20897CD"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>

					<paragraph id="HADE170BDC6214D06A2EA8448552471A6"><enum>(5)</enum><header>Transfer of funds</header>
						<subparagraph id="H7D90E203CF1F4AE1BE8B99A3CD1491E4"><enum>(A)</enum><header>In general</header><text>The Governor of a State may—</text>
							<clause id="H71E375543F7A4E2FBBC801FD07975B44"><enum>(i)</enum><text>reserve for any fiscal year not more than the lesser of—</text>
								<subclause id="HBDB64064F8B24D88A1238C474C346C74"><enum>(I)</enum><text>33 percent of a capitalization grant made under this section; or</text>
								</subclause><subclause id="H607BBAA3AB27432E87080B52C1945EE7"><enum>(II)</enum><text>33 percent of a capitalization grant made under section 601 of the Federal Water Pollution Control
			 Act; and</text>
								</subclause></clause><clause id="HE296334CA7E743C7B8691C838E669F4D"><enum>(ii)</enum><text>add the funds so reserved to any funds provided to the State under this section or section 601 of
			 the Federal Water Pollution Control Act.</text>
							</clause></subparagraph><subparagraph id="HB61284FD25DA42D292F72BF452448E6B"><enum>(B)</enum><header>State matching funds</header><text>Funds reserved under this paragraph shall not be considered for purposes of calculating the amount
			 of a State contribution required by subsection (e) of this section or
			 section 602(b) of the Federal Water Pollution Control Act.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section display-inline="no-display-inline" id="HF587842762F6432DABB09812CB91EAD9" section-type="subsequent-section"><enum>11.</enum><header>State revolving loan funds for American Samoa, Northern Mariana Islands, Guam, and the Virgin
			 Islands</header><text display-inline="no-display-inline">Section 1452(j) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(j)</external-xref>) is amended by striking <quote>0.33 percent</quote> and inserting <quote>1 percent</quote>.</text>
		</section><section id="HCAC976D5C60C4D00BA4BD1FFAD5715FE"><enum>12.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Subsection (m) of section 1452 (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12</external-xref>) is amended to read as follows:</text>

					</paragraph><paragraph id="H5D8C1A67DD1444FEBBEE47FFB3840BB4"><enum>(3)</enum><header>Reservation for needs surveys</header><text>Of the amount made available under paragraph (1) to carry out this section for a fiscal year, the
			 Administrator may reserve not more than $1,000,000 per year to pay the
			 costs of conducting needs surveys under subsection (h).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HBC0AC46DD8EA45D4A3C7B149FA1C042E"><enum>13.</enum><header>Affordability of new standards</header>
			<subsection id="H207AAE51468445A3A29C8927C66202F3"><enum>(a)</enum><header>Treatment technologies for small public water systems</header><text>Clause (ii) of section 1412(b)(4)(E) (<external-xref legal-doc="usc" parsable-cite="usc/42/300g-1">42 U.S.C. 300g–1(b)(4)(E)</external-xref>) is amended by adding at the end
			 the following: <quote>If no technology, treatment technique, or other means is included in a list under this subparagraph
			 for a category of small public water systems, the Administrator shall
			 periodically review the list and supplement it when new technology becomes
			 available.</quote>.</text>
			</subsection><subsection id="H0A360650386B490298A4B4EC27B8D14F"><enum>(b)</enum><header>Assistance for disadvantaged communities</header>
				<paragraph id="HA56F79157B044AC5BD10067F3807B02F"><enum>(1)</enum><header>In general</header><text>Subparagraph (E) of section 1452(a)(1) (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(a)(1)</external-xref>) is amended—</text>
					<subparagraph id="H70537C00308B4A69A169CB2460F0D331"><enum>(A)</enum><text>by striking <quote>except that the Administrator may reserve</quote> and inserting</text>

			<paragraph id="HE922E3246C974E46BC75E3103E7C1E0E"><enum>(1)</enum><text>in subparagraph (D), by striking <quote>taking cost into consideration</quote> and inserting <quote>taking lifecycle costs, including maintenance, replacement, and avoided costs, into consideration</quote>; and</text>

			<subsection id="H9A6F111CE2304F229D40D161E7CDEAAE"><enum>(a)</enum><header>Advice and technical assistance</header><text display-inline="yes-display-inline">Section 1414 (<external-xref legal-doc="usc" parsable-cite="usc/42/300g-3">42 U.S.C. 300g–3</external-xref>) is amended—</text>
				<paragraph id="H59565596CF484B478909D22F29215DA3"><enum>(1)</enum><text>in the matter following clause (ii) in subsection (a)(1)(A), by striking <quote>and provide such advice and technical assistance to such State and public water system as may be
			 appropriate to bring the system into compliance with the requirement by
			 the earliest feasible time</quote>; and</text>
				</paragraph><paragraph id="H841633714B2E44AE86E5B40B606C96B1"><enum>(2)</enum><text>in subsection (a)(1), by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HFCEB47D100E54119BFFB126091C672DC" style="OLC">
						<subparagraph id="H2321DC39C59947B89BE8CDEAF4E1FAAC" indent="up2"><enum>(C)</enum><text display-inline="yes-display-inline">At any time after providing notice of a violation to a State and public water system under
			 subparagraph (A), the Administrator may provide such advice and technical
			 assistance to such State and public water system as may be appropriate to
			 bring the system into compliance with the requirement by the earliest
			 feasible time. In deciding whether the provision of advice or technical
			 assistance is appropriate, the Administrator may consider the potential
			 for the violation to result in serious adverse effects to human health,
			 whether the violation has occurred continuously or frequently, and the
			 effectiveness of past technical assistance efforts.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H56E10DFC1BBA497BA200F2F12BEB62A9"><enum>(b)</enum><header>Additional inspections</header>
				<paragraph id="H402F99A2618147D7A624B347D0650608"><enum>(1)</enum><header>In general</header><text>Section 1414 (<external-xref legal-doc="usc" parsable-cite="usc/42/300g-3">42 U.S.C. 300g–3</external-xref>) is amended—</text>
					<subparagraph id="H14AE5D22AC1F498C940A2F73C71E8111"><enum>(A)</enum><text>by redesignating subsections (d) through (i) as subsections (e) through (j), respectively; and</text>
					</subparagraph><subparagraph id="H856B86D4302E483F903EB7B605516D5C"><enum>(B)</enum><text>by inserting after subsection (c) the following:</text>
						<quoted-block display-inline="no-display-inline" id="HF4BE45FC4E0740BABE504A7D985C1109" style="OLC">
							<subsection id="H1DB98135ADE74A219747A84D73E71D87"><enum>(d)</enum><header>Additional inspections following violations</header>
								<paragraph id="H86F59DEB5E7443FD861F000BE7D1B037"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator shall, by regulation, and after consultation with the States, prescribe the
			 number, frequency, and type of additional inspections to follow any
			 violation requiring notice under subsection (c). Regulations under this
			 subsection shall—</text>
									<subparagraph id="H4E32BCFDBEA04F57BB1768FF6F9BC38B"><enum>(A)</enum><text>take into account—</text>
										<clause id="H9779E5B6C5794916A1132319AC91B027"><enum>(i)</enum><text>differences between violations that are intermittent or infrequent and violations that are
			 continuous or frequent;</text>
										</clause><clause id="H8CD01A4B25BD4186BA40381E6E88BE46"><enum>(ii)</enum><text>the seriousness of any potential adverse health effects that may be involved; and</text>
										</clause><clause id="H2DB6210840CA4B838889237C57F047D3"><enum>(iii)</enum><text>the number and severity of past violations by the public water system; and</text>
										</clause></subparagraph><subparagraph id="H6B481B3158064D988B19DF68518E039E"><enum>(B)</enum><text display-inline="yes-display-inline">specify procedures for inspections following a violation by a public water system that has the
			 potential to have serious adverse effects on human health as a result of
			 short-term exposure.</text>
									</subparagraph></paragraph><paragraph id="H312794895EAE4334A036113E8037F681"><enum>(2)</enum><header>State primary enforcement responsibility</header><text display-inline="yes-display-inline">Nothing in this subsection shall be construed or applied to modify the requirements of section
			 1413.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HCD100340AEEE4DDE8A4E658115EEB1E3"><enum>(2)</enum><header>Conforming amendments</header>
					<subparagraph id="H1E25B7D104D24560ABD750281571DB09"><enum>(A)</enum><text display-inline="yes-display-inline">Subsections (a)(1)(B), (a)(2)(A), and (b) of section 1414 (<external-xref legal-doc="usc" parsable-cite="usc/42/300g-3">42 U.S.C. 300g–3</external-xref>) are amended by
			 striking <quote>subsection (g)</quote> each place it appears and inserting <quote>subsection (h)</quote>.</text>
					</subparagraph><subparagraph id="H817F61783FC143028B6A22CD3DA447BF"><enum>(B)</enum><text>Section 1448(a) is amended by striking <quote>1414(g)(3)(B)</quote> and inserting <quote>1414(h)(3)(B)</quote>.</text>
					</subparagraph></paragraph></subsection></section><section id="HA9A7046BDB854ADEA693D1186560280C"><enum>16.</enum><header>Presence of pharmaceuticals and personal care products in sources of drinking water</header><text display-inline="no-display-inline">Subsection (a) of section 1442 (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-1">42 U.S.C. 300j–1</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block id="H61CCC0C0498240BDAF94CC8AFC808F09" style="OLC">
				<paragraph commented="no" id="H7CB3E63A2F734A23AFF30F9832E8EF32" indent="up1"><enum>(11)</enum><header>Presence of pharmaceuticals and personal care products in sources of drinking water</header>
					<subparagraph commented="no" id="H3B66E3507D9743A991E9015A966E7AB8"><enum>(A)</enum><header>Study</header><text>The Administrator shall carry out a study on the presence of pharmaceuticals and personal care
			 products in sources of drinking water, which shall—</text>
						<clause commented="no" id="HBFA19F5E1B0442AF93F3D22AC83A031C"><enum>(i)</enum><text>identify pharmaceuticals and personal care products that have been detected in sources of drinking
			 water and the levels at which such pharmaceuticals and personal care
			 products have been detected;</text>
						</clause><clause commented="no" id="H2802DF46C79E46B2BCB01E572433F2E2"><enum>(ii)</enum><text>identify the sources of pharmaceuticals and personal care products in sources of drinking water,
			 including point sources and nonpoint sources of pharmaceutical and
			 personal care products;</text>
						</clause><clause id="HC7AB3211DECE463D953B8CE5A02AA8C5"><enum>(iii)</enum><text>identify the effects of such products on humans, the environment, and the safety of drinking water;
			 and</text>
						</clause><clause commented="no" id="HD3F4B2AD52E74805906476E0410FF29F"><enum>(iv)</enum><text>identify methods to control, limit, treat, or prevent the presence of such products.</text>
						</clause></subparagraph><subparagraph commented="no" id="H0C40F5EF534A4F5985B8BEC52D98A363"><enum>(B)</enum><header>Consultation</header><text>The Administrator shall conduct the study described in subparagraph (A) in consultation with the
			 Secretary of Health and Human Services (acting through the Commissioner of
			 Food and Drugs), the Director of the United States Geological Survey, the
			 heads of other appropriate Federal agencies (including the National
			 Institute of Environmental Health Sciences), and other interested
			 stakeholders (including manufacturers of pharmaceuticals and personal care
			 products and consumer groups and advocates).</text>
					</subparagraph><subparagraph commented="no" id="H962F8E23E36C4D24ADE706DD71DA41BD"><enum>(C)</enum><header>Report</header><text>Not later than 4 years after the date of the enactment of this paragraph, the Administrator shall
			 submit to the Congress a report on the results of the study carried out
			 under this paragraph.</text>
					</subparagraph><subparagraph commented="no" id="HBCED234955084AC18CC72C1FF0BF2930"><enum>(D)</enum><header>Definitions</header><text>In this paragraph:</text>
						<clause commented="no" id="HFDD42831BD73491796FAD3D3C23E8417"><enum>(i)</enum><text>The term <term>personal care product</term> has the meaning given the term <term>cosmetic</term> in section 201 of the Federal Food, Drug, and Cosmetic Act.</text>
						</clause><clause commented="no" id="HEABD1300F2764FDF9CEB062771E04560"><enum>(ii)</enum><text>The term <term>pharmaceutical</term> has the meaning given the term <term>drug</term> in section 201 of the Federal Food, Drug, and Cosmetic Act.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H40E6030F96644B2E89365FD5E903023B"><enum>17.</enum><header>Electronic reporting of compliance monitoring data to the Administrator</header>
			<subsection id="H8B5695782C3145D789CC900E312EB54F"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">Section 1414 (<external-xref legal-doc="usc" parsable-cite="usc/42/300g-3">42 U.S.C. 300g–3</external-xref>), as amended, is further amended by adding at the end the following:</text>
				<quoted-block id="H688B46E87778442D987F3CFE2E10C97F">
					<subsection id="HF0751C971D454F1F9692C36759D713D7"><enum>(k)</enum><header>Electronic reporting of compliance monitoring data to the Administrator</header><text display-inline="yes-display-inline">The Administrator shall by rule establish requirements for—</text>
						<paragraph id="H40DBB5350B094A02A2FF9075F3E7BBAC"><enum>(1)</enum><text>electronic submission by public water systems of all compliance monitoring data—</text>
							<subparagraph id="H92262ACE8B824D11B88E178FEFFDE541"><enum>(A)</enum><text>to the Administrator; or</text>
							</subparagraph><subparagraph id="HA7D3570B603C4A9992974EB6BEF08E2A"><enum>(B)</enum><text>with respect to public water systems in a State which has primary enforcement responsibility under
			 section 1413, to such State; and</text>
							</subparagraph></paragraph><paragraph id="H2DE70D0FF5AB48FDADF9DF145D385C3A"><enum>(2)</enum><text>electronic submission to the Administrator by each State which has primary enforcement
			 responsibility under section 1413 of all compliance monitoring data
			 submitted to such State by public water systems pursuant to paragraph
			 (1)(B).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HB6A3AB288E844DB09F7BF072FD717EEB"><enum>(b)</enum><header>Final rule</header><text display-inline="yes-display-inline">Not later than 12 months after the date of the enactment of this Act, the Administrator of the
			 Environmental Protection Agency shall issue a final rule to carry out
			 section 1414(k) of the Safe Drinking Water Act, as added by subsection
			 (a).</text>
			</subsection></section><section id="HC3A58290929449ED9646FB58191E4D47"><enum>18.</enum><header>Best practices for administration of State revolving loan fund programs</header><text display-inline="no-display-inline">Section 1452 of the Safe Drinking Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12</external-xref>) is amended by inserting after
			 subsection (r), as added by section 8(b), the following:</text>
			<quoted-block display-inline="no-display-inline" id="HD9666FA060F74BBE97406FD048142165" style="OLC">
				<subsection id="H3B70BDFD47BF415FBBAE4335D9C0CFA0"><enum>(s)</enum><header>Best practices for program administration</header><text display-inline="yes-display-inline">The Administrator shall—</text>
					<paragraph id="HFCAF494D3F49405096E9DB0790B9566E"><enum>(1)</enum><text>collect information from States on administration of State programs with respect to State loan
			 funds, including—</text>
						<subparagraph id="HE450E2DF15764C81A11B0F96343425E6"><enum>(A)</enum><text>efforts to streamline the process for applying for assistance through such programs;</text>
						</subparagraph><subparagraph id="H9D731A54728B444EA7C9FBEF212FB020"><enum>(B)</enum><text>programs in place to assist with the completion of application forms;</text>
						</subparagraph><subparagraph id="H3F5A8214909D4BB4B2D4B1E6334EFADD"><enum>(C)</enum><text>incentives provided to systems that partner with small public water systems for the application
			 process; and</text>
						</subparagraph><subparagraph id="HC5627E67F1B0438AA676C722B20063BB"><enum>(D)</enum><text>techniques to ensure that obligated balances are liquidated in a timely fashion;</text>
						</subparagraph></paragraph><paragraph id="HAEF0E8CAD5164759938470BC633E8081"><enum>(2)</enum><text display-inline="yes-display-inline">not later than 3 years after the date of enactment of the <short-title>Assistance, Quality, and Affordability Act of 2014</short-title>, disseminate to the States best practices for administration of such programs, based on the
			 information collected pursuant to this subsection; and</text>
					</paragraph><paragraph id="H106F7E27A3E747F1B58046885DA8B765"><enum>(3)</enum><text>periodically update such best practices, as appropriate.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HB96707BBAAAC42AA9E18854F539D592C"><enum>19.</enum><header>Water loss and leak control technology</header><text display-inline="no-display-inline">Part E of the Safe Drinking Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300j">42 U.S.C. 300j et seq.</external-xref>) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H417538EC77604359BF56D38E826E4B01" style="OLC">
				<section id="HBC67337DEE204F2DA204140C8D6040D7"><enum>1459.</enum><header>Water loss and leak control technology</header><text display-inline="no-display-inline">The Administrator shall—</text>
					<paragraph id="H717BB53680364929A608D78437CA7E5F"><enum>(1)</enum><text display-inline="yes-display-inline">not later than 5 years after the date of enactment of the <short-title>Assistance, Quality, and Affordability Act of 2014</short-title>, develop criteria for effective water loss and leak control technology to be used by water
			 systems; and</text>
					</paragraph><paragraph id="H5E94D8EA675F4AE19A265D8E6E1BDDE1"><enum>(2)</enum><text display-inline="yes-display-inline">implement a program through which a manufacturer of such technology may apply, on a voluntary
			 basis, for certification of compliance with such criteria.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
