		<official-title>To authorize funding for, and increase accessibility to, the National Missing and Unidentified
			 Persons System, to facilitate data sharing between such system and the
			 National Crime Information Center database of the Federal Bureau of
			 Investigation, to provide incentive grants to help facilitate reporting to
			 such systems, and for other purposes.</official-title>

		<section id="H766E0F3CD1BF42F19A43543274F8FA4A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>Billy’s Law</short-title></quote> or the <quote><short-title>Help Find the Missing Act</short-title></quote>.</text>
		</section><section id="HA20FDBE1E9A34E3FB427651B3CF95711"><enum>2.</enum><header>Authorization of the National Missing and Unidentified Persons System</header>
			<subsection id="HE6C79CF717DA4AC09983D9C40FA3D7D9"><enum>(a)</enum><header>In general</header><text>The Attorney General, through the Director of the National Institute of Justice, is authorized to
			 maintain public databases, known as the <term>National Missing and Unidentified Persons System</term> or <term>NamUs</term>, to contain missing persons records and unidentified remains cases for purposes of assisting to
			 identify missing people and solve cases of unidentified human remains. All
			 functions, personnel, assets, liabilities, and administrative actions
			 applicable to the National Missing and Unidentified Persons System carried
			 out by the National Institute of Justice on the date before the date of
			 the enactment of this Act shall be transferred to the National Missing and
			 Unidentified Persons System authorized under this section as of the date
			 of the enactment of this Act.</text>
			</subsection><subsection id="HE37EF179DEED473E8EF297522E7F3DC7"><enum>(b)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section not more than a total of
			 $2,400,000 for each of the fiscal years 2015 through 2020. Notwithstanding
			 any other provision of law, the total amount of Federal funds made
			 available for any of the fiscal years 2015 through 2020 to maintain NamUs
			 may not exceed the amount described in the previous sentence.</text>
			</subsection></section><section id="H4B7FEB0285074BE38CB6B8FBA6670CF6"><enum>3.</enum><header>GAO report on information sharing between NCIC and NamUs</header>
			<subsection id="H67B85DADBB1D405E8D7B0D7326554FD8"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study on—</text>
				<paragraph id="H3719E3CA4F9C420B84F893C5D1B06ACF"><enum>(1)</enum><text display-inline="yes-display-inline">how to better integrate the national missing persons databases, including the NamUs databases and
			 the NCIC database;</text>
				</paragraph><paragraph id="H67AF5D68D0344F48B96C0F252E628300"><enum>(2)</enum><text display-inline="yes-display-inline">any technical challenges that may exist in integrating the databases described in paragraph (1);
			 and</text>
				</paragraph><paragraph id="H5A34C953D8C24EFEA58752E4BFBF4BDB"><enum>(3)</enum><text>practices, procedures, or technologies that would assist States, local law enforcement agencies,
			 medical examiners, and coroners in reporting missing persons and
			 unidentified remains to the NamUs databases and the NCIC database.</text>
				</paragraph></subsection><subsection id="H480BA49D86094E2E9DD1A36EF44F35BB"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 6 months after the date of enactment of this Act, the Comptroller General of the
			 United States shall submit to the Attorney General and to the Committee on
			 the Judiciary of the House of Representatives and the Committee on the
			 Judiciary of the Senate a report on the study conducted under subsection
			 (a).</text>
			</subsection></section><section id="H9266D4D87B894671AD9A4F0A3C55C650"><enum>4.</enum><header>Sharing of information between NCIC and NamUs</header>
			<subsection id="HFBC339615A964FA88CE49CC102A35E21"><enum>(a)</enum><header>Sharing of information</header><text>Not later than the end of the 30-day period beginning on the date the online data entry format is
			 updated under subsection (c), the Attorney General shall, in accordance
			 with this section, provide for information on missing persons and
			 unidentified human remains contained in the NCIC database to be
			 transmitted to, entered in, and otherwise shared with the NamUs databases
			 and for such information contained in the NamUs databases to be
			 transmitted to, entered in, and otherwise shared with the NCIC database.</text>
			</subsection><subsection id="H8D03B392F7EB4BA9BA5FB3D794B1F4E4"><enum>(b)</enum><header>Rules on confidentiality</header>
				<paragraph id="HAE9BC5DC37704B44A2A5B57DF312480C"><enum>(1)</enum><header>In general</header><text>Not later than 18 months after the date on which the GAO report is submitted, the Attorney General,
			 in consultation with the Director of the FBI, shall promulgate rules
			 pursuant to notice and comment that specify the information the Attorney
			 General may provide from the NCIC files to the NamUs databases for
			 purposes of this Act. Such rules shall—</text>
					<subparagraph id="H972F1634C3014F7E9374D5AA7EA3287D"><enum>(A)</enum><text display-inline="yes-display-inline">provide for the protection of confidential, private, and law enforcement sensitive information
			 contained in the NCIC files;</text>
					</subparagraph><subparagraph id="H73DEC3AE41FB48E3875147E190169FD2"><enum>(B)</enum><text>be promulgated only after the Director approves recommendations by the Advisory Policy Board of the
			 Criminal Justice Information Services Division of the FBI;</text>
					</subparagraph><subparagraph id="H5EB16C04B96643709419466C114AF366"><enum>(C)</enum><text>specify the circumstances in which portions of information may be withheld from transfer, entry, or
			 sharing from the NCIC database to the NamUs databases; and</text>
					</subparagraph><subparagraph id="H4EEC8784C7314EB6B96D24C35969FF88"><enum>(D)</enum><text>provide that once an authorized agency provides an authorization to permit the transmission,
			 entering, or sharing of information (or portions of information) from the
			 NCIC database to the NamUs databases, such authorization shall be deemed
			 to apply to any updates made to such information, unless otherwise
			 specified by the agency.</text>
					</subparagraph></paragraph><paragraph id="HF640E68E7404488AAA728451C9BA696E"><enum>(2)</enum><header>Submissions prior to online data entry format update</header><text>With respect to information submitted to the NCIC database before the end of the 30-day period
			 described in subsection (a), the Attorney General may solicit from
			 appropriate authorized agencies authorization to transmit, enter, or share
			 such information.</text>
				</paragraph></subsection><subsection id="HF42C87D55F9B431DB8F37BE5924AFA7D"><enum>(c)</enum><header>Updates</header>
				<paragraph id="H7D4DD22C88EB43D8944315DA48C62BE2"><enum>(1)</enum><header>In general</header><text>Not later than 18 months after the date the GAO report is submitted, the Attorney General shall
			 update the online data entry format for the NCIC database and NamUs
			 databases to provide State criminal justice agencies, offices of medical
			 examiners, and offices of coroners with the option to authorize the
			 submission of new information and data that is reported to and entered
			 into the NCIC database to be submitted to and entered into the NamUs
			 databases.</text>
				</paragraph><paragraph id="HD76A97844325483FAAD31696C242C757"><enum>(2)</enum><header>NCIC format</header><text>In the case of the NCIC database, an update described in paragraph (1) shall include an update to
			 the NCIC database online data entry format that States use in submitting
			 missing persons and unidentified remains reports, including the addition
			 of a new data field allowing States, on behalf of the authorized agency
			 that originally submitted the data, to select whether or not to have the
			 NCIC report, subject to the rules promulgated under subsection (b), shared
			 with the NamUs databases.</text>
				</paragraph></subsection><subsection id="HC1EE042E723A4A3C9B35C1160E18FC58"><enum>(d)</enum><header>Amendments to title XXXVII of the <act-name>Crime Control Act of 1990</act-name> To require reports of missing children to NamUs</header>
				<paragraph id="HE759DF75E36B41AB8F24604BCDB43283"><enum>(1)</enum><header>Reporting requirement</header><text>Section 3701(a) of title XXXVII of the <act-name>Crime Control Act of 1990</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/5779">42 U.S.C. 5779(a)</external-xref>) is amended by striking the period and inserting the following: <quote>and, consistent with section 4 (including rules promulgated pursuant to section 4(b)) of the <short-title>Help Find the Missing Act</short-title>, shall also report such case, either directly or through authorization described in such section
			 to transmit, enter, or share information on such case, to the NamUs
			 databases (as defined in section 8 of such Act).</quote>.</text>
				</paragraph><paragraph id="HBB0C38505A9146A08B5AEFB3B1642DB3"><enum>(2)</enum><header>State requirements</header><text>Section 3702 of title XXXVII of the <act-name>Crime Control Act of 1990</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/5780">42 U.S.C. 5780</external-xref>) is amended—</text>
					<subparagraph id="H22BF3700E7944E62AFAC09906611640E"><enum>(A)</enum><text>in paragraph (2), by striking <quote>or the National Crime Information Center computer database</quote> and inserting <quote>, the National Crime Information Center computer database, or the NamUs databases (as defined in
			 section 8 of the <short-title>Help Find the Missing Act</short-title>)</quote>;</text>
					</subparagraph><subparagraph commented="no" id="H52C28758A60148978A24E4AEE30BD817"><enum>(B)</enum><text>in paragraph (3), in the undesignated matter following subparagraph (C), by inserting after <quote>receive such reports</quote> the following: <quote>and is entered within 60 days of receipt in the NamUs databases (as so defined)</quote>; and</text>
					</subparagraph><subparagraph id="H795C048902A942A7BDFC135B95C4DC01"><enum>(C)</enum><text>in paragraph (4)—</text>
						<clause id="HC448E2C3C5FA4F64A8F1DA3F0A6DE839"><enum>(i)</enum><text>in the matter preceding subparagraph (A), by inserting <quote>or the NamUs databases</quote> after <quote>National Crime Information Center</quote>; and</text>
						</clause><clause id="HEA4B8780A0BB45C598DF3ED99A2AAF51"><enum>(ii)</enum><text>in subparagraph (A), by striking <quote>and National Crime Information Center computer networks</quote> and inserting <quote>, National Crime Information Center computer networks, and the NamUs databases</quote>.</text>
						</clause></subparagraph></paragraph><paragraph id="HC511B6239CD84EAEBED05C033BF056D9"><enum>(3)</enum><header>Effective date</header><text>The amendments made by this subsection shall apply with respect to reports made before, on, or
			 after the date of the enactment of this Act beginning on the last day of
			 the 30-day period described in subsection (a).</text>
				</paragraph></subsection><subsection commented="no" id="H74A6978D2F53426685E339DE0280944D"><enum>(e)</enum><header>Authorized agencies authority To override information</header><text>An authorized agency may remove or override information (or portions of information) from the NamUs
			 database, and correspondingly from the NCIC database if the information
			 was transferred from the NamUs database under this Act, if such
			 information is submitted on behalf of a public user and such information
			 is deemed by the authorized agency to be inaccurate.</text>
			</subsection></section><section id="HB960A26D15834ACCA4F04988C2E72342"><enum>5.</enum><header>Incentive grants program</header>
			<subsection id="H97DEBF60C5584FC5895D128061D16FB1"><enum>(a)</enum><header>Establishment</header><text>Not later than 1 year after the date of enactment of this Act, the Attorney General shall establish
			 a program to provide grants to qualifying law enforcement agencies,
			 offices of coroners, offices of medical examiners, and other authorized
			 agencies to facilitate the process of reporting information regarding
			 missing persons and unidentified remains to the NCIC database and NamUs
			 databases for purposes of assisting in locating such missing persons and
			 identifying such remains.</text>
			</subsection><subsection id="H8D04A892B9704A9C8C44FC1A26CE9CDF"><enum>(b)</enum><header>Requirements</header>
				<paragraph id="HF30A3D8B3C44437DBD61F18E41B1B7A6"><enum>(1)</enum><header>In general</header><text>As a condition of a grant under this section, a grant recipient shall, with respect to each case
			 reported to the agency or office of the recipient relating to a missing
			 person described in a category under subsection (e) or relating to
			 unidentified remains—</text>
					<subparagraph id="H620443A109954C679B898BED5174D55D"><enum>(A)</enum><text>not later than 72 hours after such case is reported to the agency or office and consistent with
			 subsection (c), submit to the NCIC database and NamUs databases—</text>
						<clause id="H8F6E4A9F4C2944F497FA81CBD37FACF0"><enum>(i)</enum><text>in the case of a missing person described in a category under subsection (e), at least the minimum
			 information described in subsection (f)(1); and</text>
						</clause><clause id="H4330E8291D5F4FE4867584BBE324E378"><enum>(ii)</enum><text>in the case of unidentified remains, at least the minimum information described in subsection
			 (f)(2); and</text>
						</clause></subparagraph><subparagraph id="HEA55CC7478D846D1AE597759CF77AB5D"><enum>(B)</enum><text>not later than 60 days after the original entry of the report, verify and update any original
			 report entered into the State law enforcement system, the NCIC database,
			 or NamUs databases after receipt of the grant with any additional
			 information, including, to the greatest extent possible—</text>
						<clause id="HF903D9FF585B4369AE476C4F99FD5E70"><enum>(i)</enum><text>information on the extent to which DNA samples are available, including the availability of DNA
			 identification records information submitted to the National DNA Index
			 System under subparagraph (C);</text>
						</clause><clause id="HEED213D696E8482F9ACB3125CCDC292F"><enum>(ii)</enum><text>fingerprints, medical and dental records, and photographs of any distinguishing characteristics
			 such as scars, marks, tattoos, piercings, and other unique physical
			 characteristics;</text>
						</clause><clause id="H2C2E20CFA9C24E6D8238535B093CEFCA"><enum>(iii)</enum><text>in the case of unidentified remains, photographs or digital images that may assist in identifying
			 the decedent, including fingerprint cards, radiographs, palmprints, and
			 distinctive features of the decedent’s personal effects; and</text>
						</clause><clause id="H39CBD02FDD1F40FC89E598E12067B12C"><enum>(iv)</enum><text>any other information determined to be appropriate by the Attorney General; and</text>
						</clause></subparagraph><subparagraph id="H8E7B4D42C42C4325B5EE961D36C752E6"><enum>(C)</enum><text>not later than 60 days after the original entry of the report, to the greatest extent possible,
			 submit to the National DNA Index System of the FBI, established pursuant
			 to section 210304(a) of the <act-name>Violent Crime Control and Law Enforcement Act of 1994</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/14132">42 U.S.C. 14132(a)</external-xref>), either directly or through use of NamUs victims assistance resources and DNA
			 collection services, DNA identification records information relating to
			 such case in accordance with section 210304(b) of such Act (42 U.S.C.
			 14132(b)) and the National DNA Index System acceptance standards.</text>
					</subparagraph></paragraph><paragraph id="HFDDF0358CF4846928FFDA2858E46D8CA"><enum>(2)</enum><header>Sharing of information</header><text>For purposes of subparagraph (B), in the case of information a grant recipient authorizes to be
			 transferred, entered, or shared under section 4 between the NCIC database
			 and NamUs databases, any update to such information shall be made with
			 respect to both databases unless specified otherwise by the recipient.</text>
				</paragraph></subsection><subsection id="H76B27AAB31ED4C9C8495FE058C9DB7F8"><enum>(c)</enum><header>Submission of reports</header><text>To satisfy subsection (b)(1)(A), a recipient of a grant under this section shall submit information
			 required under such subsection—</text>
				<paragraph id="H35FF2F09378E4441B2F9B4A1B26E01BE"><enum>(1)</enum><text>separately to the NCIC database and NamUs databases; or</text>
				</paragraph><paragraph id="H7E4C8E8689394E7396FB05EA8EE1EEE8"><enum>(2)</enum><text>in accordance with section 4, simultaneously to the NamUs databases when reporting to the NCIC
			 database or to the NCIC database when reporting to the NamUs databases.</text>
				</paragraph></subsection><subsection id="H47E064E52C58481287F734B7BEE81AD1"><enum>(d)</enum><header>Permissible use of funds</header>
				<paragraph id="H9319CF955EEA44BFB4C75709BDAFC101"><enum>(1)</enum><header>In general</header><text>The permissible uses of grants awarded under this section include the use of funds—</text>
					<subparagraph id="HF1A6BED3A184460680FB12AF4CEB06D5"><enum>(A)</enum><text>to hire additional personnel, to acquire technology to facilitate timely data entry into the
			 relevant databases;</text>
					</subparagraph><subparagraph id="HDC11E7FBC65647F1B283E41DB5AC36E7"><enum>(B)</enum><text>to conduct contracting activities relevant to outsourcing the processing of unidentified remains
			 and the reporting of the resulting information to the NCIC database and
			 NamUs databases;</text>
					</subparagraph><subparagraph id="H65DFD71F06D349F4A6ADD536B6119645"><enum>(C)</enum><text>to train local law enforcement personnel, medical examiners, and coroners to use the NCIC database
			 and NamUs databases;</text>
					</subparagraph><subparagraph id="H85A93F89BF264D30855A7FE35EC30E27"><enum>(D)</enum><text>to assist States’ transition into the new system under which information is shared between the NCIC
			 database and NamUs databases; and</text>
					</subparagraph><subparagraph id="HDF807D976F114D0C8A3C1064C57C5B4F"><enum>(E)</enum><text>for other purposes consistent with the goals of this section.</text>
					</subparagraph></paragraph><paragraph id="HD8A5581B6324484DAEC56D1D13274C81"><enum>(2)</enum><header>Clarification</header><text>In no case may a recipient of a grant under this section use funds to enter or help facilitate the
			 entrance of any false or misleading information about missing persons or
			 unidentified remains.</text>
				</paragraph></subsection><subsection id="H839645359C5D42BF82AD799F4E85040A"><enum>(e)</enum><header>Categories of missing persons</header><text>The categories of missing persons described in this subsection are the following:</text>
				<paragraph id="H9C170C14A4DE4FA2B8DFCDA3B9642512"><enum>(1)</enum><text>A missing person age 21 or older who—</text>
					<subparagraph id="H490BE193A0144E6D9D5BA8A623AE8D79"><enum>(A)</enum><text>is senile or is suffering from a proven mental or physical disability, as documented by a source
			 deemed credible to an appropriate law enforcement entity; or</text>
					</subparagraph><subparagraph id="H3B3A8FC3480C42999042B3296C2305A8"><enum>(B)</enum><text>is missing under circumstances that indicate, as determined by an appropriate law enforcement
			 entity—</text>
						<clause id="HA25FE6B4109A467A9BF2E2F40B93550B"><enum>(i)</enum><text>that the person’s physical safety may be endangered;</text>
						</clause><clause id="H9BCA4D08E13140E480662EFFBB6D7318"><enum>(ii)</enum><text>that the disappearance may not have been voluntary, such as abduction or kidnapping; or</text>
						</clause><clause id="HEF36B2C2A94C438C8D3392583D0D28CE"><enum>(iii)</enum><text>that the disappearance may have been caused by a natural disaster or catastrophe (such as an
			 airplane crash or terrorist attack).</text>
						</clause></subparagraph></paragraph><paragraph id="HE997A94F366A456688269C5D96C7B85D"><enum>(2)</enum><text>A missing person who does not meet the criteria described in paragraph (1) but who meets one of the
			 following criteria:</text>
					<subparagraph id="HF286D80D6AA54E928C49B8B6EBF9D4B9"><enum>(A)</enum><text>There is a reasonable concern, as determined by an appropriate law enforcement entity, for the
			 safety of the missing person.</text>
					</subparagraph><subparagraph id="H63BF464A2CF444DBA42F385D9DCC55DA"><enum>(B)</enum><text>The person is under age 21 and emancipated under the laws of the person’s State of residence.</text>
					</subparagraph></paragraph></subsection><subsection id="H575E681A93A942919540B41DD42E4ECB"><enum>(f)</enum><header>Minimum information required</header>
				<paragraph id="H7DA91125CCA7444E89719256EDCAC23D"><enum>(1)</enum><header>Content for missing persons</header><text>The minimum information described in this section, with respect to a missing person, is the
			 following:</text>
					<subparagraph id="H5BCF2960021C425F80F65F62078F27CE"><enum>(A)</enum><text>The name, date of birth, city and State of residence, gender, race, height, weight, eye color, and
			 hair color of the missing person.</text>
					</subparagraph><subparagraph id="HE0BF11C8363C4D7AA44CB1AB0817C621"><enum>(B)</enum><text>The date and location of the last known contact with the missing person.</text>
					</subparagraph><subparagraph id="H5EC24B0E44974F799732609D3E70DC4F"><enum>(C)</enum><text>The category described in subsection (e) in which the missing person is classified.</text>
					</subparagraph></paragraph><paragraph id="H22E576AB8F544B8AA34C277EFD7271D5"><enum>(2)</enum><header>Content for unidentified human remains</header><text>The minimum information described in this section, with respect to unidentified human remains, is
			 the following:</text>
					<subparagraph id="H7ADA5807C7144A06B8F270582B464609"><enum>(A)</enum><text>The estimated age, gender, race, height, weight, hair color, and eye color.</text>
					</subparagraph><subparagraph id="H722DE45634AB41ADAFE40A4C334DF0F5"><enum>(B)</enum><text>Any distinguishing characteristics such as scars, marks, tattoos, piercings, and other unique
			 physical characteristics.</text>
					</subparagraph><subparagraph id="H2D61D4885A2E49FA88F37928AB7EEA8A"><enum>(C)</enum><text>A description of clothing found on the decedent.</text>
					</subparagraph><subparagraph id="H5CAF6D2A37E74820ADC33E9BE3E625A7"><enum>(D)</enum><text>City and State where the unidentified human remains were found.</text>
					</subparagraph><subparagraph id="H99CDF6D5C3EF4A2695597EAE7ADFBFB2"><enum>(E)</enum><text>Information on how to contact the law enforcement agency handling the investigation and the
			 unidentified human remains.</text>
					</subparagraph><subparagraph id="HFAA8231C299741B28AD464B41C98C56B"><enum>(F)</enum><text>Information on the extent to which DNA identification records information are available, including
			 the availability of such samples submitted to the National DNA Index
			 System under subsection (b)(1)(C).</text>
					</subparagraph></paragraph></subsection><subsection id="H76FD6814266E498393CF9E4F55A9F26C"><enum>(g)</enum><header>Administration</header><text>The Attorney General shall prescribe requirements, including with respect to applications, for
			 grants awarded under this section and shall determine the amount of each
			 such grant.</text>
			</subsection><subsection id="H6550914A5CB341DDA4E373D3D887882F"><enum>(h)</enum><header>Confidentiality</header><text>As a condition of a grant under this section, the recipient of the grant shall ensure that
			 information reported under the grant meets the requirements promulgated by
			 the Attorney General under section 4(b)(1)(A).</text>
			</subsection><subsection id="H5CD46C62D65D405DAC0CE502BB384364"><enum>(i)</enum><header>Annual summary</header><text>For each of the fiscal years 2015 through 2020, the Attorney General shall publish an annual
			 statistical summary of the reports required by subsection (c).</text>
			</subsection><subsection id="HC314E2A0BB3C43E9862A75CE9280E51D"><enum>(j)</enum><header>Qualifying law enforcement agency defined</header><text>For purposes of this Act, the term <term>qualifying law enforcement agency</term> means a State, local, or tribal law enforcement agency.</text>
			</subsection><subsection id="HCA53755270EA47C5BF3C841EDDD8F79F"><enum>(k)</enum><header>Funding</header>
				<paragraph id="H62C160BFE254459999907F4E868E6D5C"><enum>(1)</enum><header>Matching requirement</header><text display-inline="yes-display-inline">The Attorney General may not make a grant under subsection (a) unless the applicant involved
			 agrees, with respect to the costs to be incurred by the applicant in
			 carrying out the purposes described in this section, to make available
			 non-Federal contributions (in cash or in kind) toward such costs in an
			 amount equal to not less than $1 for each $2 of Federal funds provided in
			 the grant.</text>
				</paragraph><paragraph id="HF9D4ACA6E3834E4EAA17BAA7842F8D40"><enum>(2)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $8,000,000 for each of the fiscal
			 years 2015 through 2020.</text>
				</paragraph></subsection></section><section id="HFD434A57267A40B9AF6AE40ACF515703"><enum>6.</enum><header>Report on best practices</header><text display-inline="no-display-inline">Not later than 18 months after the date on which the GAO report is submitted, the Attorney General
			 shall issue a report to offices of medical examiners, offices of coroners,
			 and Federal, State, local, and tribal law enforcement agencies describing
			 the best practices for the collection, reporting, and analysis of data and
			 information on missing persons and unidentified human remains. Such best
			 practices shall—</text>
			<paragraph id="H428F815BAEF24BDCAF1B6789DA089422"><enum>(1)</enum><text>provide an overview of the NCIC database and NamUs databases;</text>
			</paragraph><paragraph id="H2C880357ACCE4F878FF86DDD28C931BC"><enum>(2)</enum><text>describe how local law enforcement agencies, offices of medical examiners, and offices of coroners
			 should access and use the NCIC database and NamUs databases;</text>
			</paragraph><paragraph id="H92F2B6D79E1A45FC83A9C914AD0A97CC"><enum>(3)</enum><text>describe the appropriate and inappropriate uses of the NCIC database and NamUs databases; and</text>
			</paragraph><paragraph id="HF568A1CD120B4C1DB5F5432527AC48A9"><enum>(4)</enum><text>describe the standards and protocols for the collection, reporting, and analysis of data and
			 information on missing persons and unidentified human remains.</text>
			</paragraph></section><section id="H1B270659E555484787B1B5A1FD3D6C9D"><enum>7.</enum><header>Report to Congress</header>
			<subsection id="H0CBA18DF34684911B15A0B093E8ED5FC"><enum>(a)</enum><header>In general</header><text>Not later than 18 months after the date on which the GAO report is submitted, and biennially
			 thereafter, the Attorney General shall submit to the Committee on the
			 Judiciary of the House of Representatives and the Committee on the
			 Judiciary of the Senate a report describing the status of the NCIC
			 database and NamUs databases.</text>
			</subsection><subsection id="HBF0BFFA47C0A496292CDEBFFD3CE35C7"><enum>(b)</enum><header>Contents</header><text>The report required by subsection (a) shall describe, to the extent available, information on—</text>
				<paragraph id="HCD0DF310EC274A44B6365518D7F1458F"><enum>(1)</enum><text>the process of information sharing between the NCIC database and NamUs databases; and</text>
				</paragraph><paragraph id="H71027FE6B39E4114A55F509A0313C481"><enum>(2)</enum><text>the programs funded by grants awarded under section 5.</text>
				</paragraph></subsection></section><section commented="no" id="HEB5D74FCEF1D4830B4530877D3732EC6"><enum>8.</enum><header>Definitions</header><text display-inline="no-display-inline">For the purposes of this Act, the following definitions apply:</text>
			<paragraph commented="no" id="H4C241E49CA6C45AB9B8A095B38A773D0"><enum>(1)</enum><header>Authorized Agency</header><text>The term <term>authorized agency</term> means a Government agency with an originating agency identification (ORI) number and that is a
			 criminal justice agency, as defined for purposes of subpart A of part 20
			 of title 28, Code of Federal Regulations.</text>
			</paragraph><paragraph commented="no" id="H5062DC67618D43518FB91FE36D73C482"><enum>(2)</enum><header>GAO report</header><text>The term <term>GAO report</term> means the report required under section 3(b).</text>
			</paragraph><paragraph commented="no" id="H3EDEA9FF88B248EE862BA8E0C80372C4"><enum>(3)</enum><header>FBI</header><text>The term <term>FBI</term> means the Federal Bureau of Investigation.</text>
			</paragraph><paragraph commented="no" id="H2F4225B520694D99834716A19A93420A"><enum>(4)</enum><header>Nam<enum-in-header>U</enum-in-header>s Databases</header><text>The term <term>NamUs databases</term> means the National Missing and Unidentified Persons System Missing Persons database and National
			 Missing and Unidentified Persons System Unidentified Decedents database
			 maintained by the National Institute of Justice of the Department of
			 Justice.</text>
			</paragraph><paragraph commented="no" id="H5C091A1B8BCB4AF8A12EFF035C102427"><enum>(5)</enum><header>NCIC Database</header><text>The term <term>NCIC database</term> means the National Crime Information Center Missing Person File and National Crime Information
			 Center Unidentified Person File of the National Crime Information Center
			 database of the FBI, established pursuant to <external-xref legal-doc="usc" parsable-cite="usc/28/534">section 534</external-xref> of title 28,
			 United States Code.</text>
			</paragraph><paragraph commented="no" id="HF31DF0184DA74DE49B0305F13961F7F4"><enum>(6)</enum><header>State</header><text>The term <term>State</term> means any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico,
			 the Virgin Islands, American Samoa, Guam, and the Commonwealth of the
			 Northern Mariana Islands.</text>
