		<section id="H3A606A120E08413D8BEC0EBBA38E7B15" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Our Great Lakes Act of 2014</short-title></quote>.</text>
		</section><section id="H996EFF8CB33C4AF6ACBEE2B90E791CED"><enum>2.</enum><header>Prohibition on Discharge of Dredged Material into the Great Lakes System</header><text display-inline="no-display-inline">Section 404 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1344">33 U.S.C. 1344</external-xref>) is amended—</text>
			<paragraph id="HB4EC17D6D8D6444AAC733FA5DE1581F3"><enum>(1)</enum><text>in subsection (a), by striking <quote>The Secretary may</quote> and inserting <quote>Except as provided in subsection (u), the Secretary may</quote>;</text>
			</paragraph><paragraph id="H7A7EA5FE8F1D4F588A10001A9F13C564"><enum>(2)</enum><text>in subsection (f)—</text>
				<subparagraph id="HFD2ADD41B688478ABC30B5554ED2E8FA"><enum>(A)</enum><text>in paragraph (1), by striking <quote>in paragraph (2)</quote> and inserting <quote>in paragraphs (2) and (3)</quote>; and</text>
				</subparagraph><subparagraph id="HCA2DEB32408A4C9EAD71E39439A9B86C"><enum>(B)</enum><text>by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HA79CF98007A34CCB9A79EADFCBEEFEC4" style="OLC">
						<paragraph id="H8AC46789F83D4E16A865BD84551BBCAD"><enum>(3)</enum><text display-inline="yes-display-inline">Any discharge of dredged material into the open waters of the Great Lakes is prohibited.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="HFAE1AC9F62D847939E8C7C2EC44601E2"><enum>(3)</enum><text>in subsection (r), by striking <quote>The discharge</quote> and inserting <quote>Except as provided in subsection (u), the discharge</quote>; and</text>
			</paragraph><paragraph id="H94866FF01D8C481FA3D0E7394AD69F5C"><enum>(4)</enum><text>by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H3530329CBD414F29AF3D4F43C77C61CC" style="OLC">
					<subsection id="H0E17293D5A0A4F539A55DD7D58D6C026"><enum>(u)</enum><header>Prohibition on Discharge of Dredged Material into the Open Waters of the Great Lakes</header>
						<paragraph id="H5B5BE4E2DD5D4736ADA7469B4885FA61"><enum>(1)</enum><header>In General</header><text>The Secretary (or a State in the case of a State program approved under this section) may not issue
			 a permit for the discharge of dredged material into the open waters of the
			 Great Lakes.</text>
						</paragraph><paragraph id="H7442D8CCF89C44488BD95D3E4376D824"><enum>(2)</enum><header>Disposal Areas</header>
							<subparagraph id="H9E947495DDFD4E5FB35E2882A91A4E13"><enum>(A)</enum><text display-inline="yes-display-inline">Any dredged material resulting from activity in the Great Lakes System (as defined in section 118
			 of this Act) shall be reused in beneficial ways on land or disposed of in
			 a confined land-based or confined water-based disposal area determined to
			 be economically and environmentally viable by the Secretary in
			 consultation with concerned States.</text>
							</subparagraph><subparagraph id="HDB71DA40ABE7420F8EB1DFDA9DE930E4"><enum>(B)</enum><text>Any person who violates subparagraph (A) shall be treated as having violated a condition or
			 limitation set forth in a permit issued under this section.</text>
							</subparagraph></paragraph><paragraph id="HC3EA9B85CE214B739C0FDBD5AB9FFD65"><enum>(3)</enum><header>Definition</header><text>For purposes of this section, the term <term>open waters of the Great Lakes</term> means all of the waters within Lake Erie, Lake Huron (including Lake St. Clair), Lake Michigan,
			 Lake Ontario, and Lake Superior lakeward from a line drawn across the
			 mouth of tributaries to the Lakes, including all waters enclosed by
			 constructed breakwaters, but not including the connecting channels.</text>
