			<subsection id="H30441FDBD6E84BE9AAE47C1A365376FB"><enum>(a)</enum><header>Subpoena authority for Inspectors General To require testimony of certain persons</header><text>The Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
				<paragraph id="HD65A584DD2E2438EB707FD5A0029D8D2"><enum>(1)</enum><text>by inserting after section 6 the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="H4489AA00485941109B807D73C3FC9A3E" style="OLC">
						<section id="H2548CFCBFC6A45BFA38F77ADE6BF4465"><enum>6A.</enum><header>Additional authority</header>
							<subsection id="HC90974E832704112BFA619D2C1B2353D"><enum>(a)</enum><header>Testimonial subpoena authority</header><text display-inline="yes-display-inline">In addition to the authority otherwise provided by this Act and in accordance with the requirements
			 of this section, each Inspector General, in carrying out the provisions of
			 this Act, is authorized to require by subpoena the attendance and
			 testimony of certain witnesses, including a contractor with the Federal
			 Government and any former Federal employee (but not including any Federal
			 employee), necessary in the performance of the functions assigned by this
			 Act, which subpoena, in the case of contumacy or refusal to obey, shall be
			 enforceable by order of any appropriate United States district court.</text>
							</subsection><subsection commented="no" id="HAB7D8C3195634100A54510FC0E43EB97"><enum>(b)</enum><header>Panel review before issuance</header>
								<paragraph commented="no" id="HE421D6DF0F934F5EA38C082EEC28482F"><enum>(1)</enum><header>Approval required</header><text>Before the issuance of a subpoena described in subsection (a), an Inspector General shall submit a
			 request for approval to issue a subpoena by a majority of a panel (in this
			 section, referred to as the <quote>Subpoena Panel</quote>), which shall be comprised of each Chair (or a designee of such chair) of the Audit, Inspections,
			 and Evaluation Committees of the Council of the Inspectors General on
			 Integrity and Efficiency.</text>
								</paragraph><paragraph id="H3A19BC40625C4F898F81CDB444DF9BA3"><enum>(2)</enum><header>Time to respond</header>
									<subparagraph id="HA000043BED964454AEE6AFB1D610903B"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in subparagraph (B), the Subpoena Panel shall approve or deny a request for
			 approval to issue a subpoena not later than 10 days after the submission
			 of such request.</text>
									</subparagraph><subparagraph id="H81556F76D686442387E146B24374CD63"><enum>(B)</enum><header>Additional information for Panel</header><text>If the Subpoena Panel determines that additional information is necessary to approve or deny such
			 request, the Subpoena Panel shall request such information and shall
			 approve or deny such request not later than 20 days after the submission
			 of such request.</text>
									</subparagraph></paragraph><paragraph commented="no" id="HC5B24EF4059E4CE682D161D641E5CE66"><enum>(3)</enum><header>Denial by panel</header><text>If a majority of the Subpoena Panel denies the approval of a subpoena, that subpoena may not be
			 issued.</text>
								</paragraph></subsection><subsection id="HAA49289918114F769EB9E049EAD8BE74"><enum>(c)</enum><header>Notice to Attorney General</header>
								<paragraph id="H51EDA7A2B26741E9B07AA68DF9498A3F"><enum>(1)</enum><header>In general</header><text>If the Subpoena Panel approves a subpoena under subsection (b), the Inspector General shall notify
			 the Attorney General that the Inspector General intends to issue the
			 subpoena.</text>
								</paragraph><paragraph id="H5ECF908923944A4E8FD3810B59322EA2"><enum>(2)</enum><header>Denial for interference with an ongoing investigation</header><text>Not later than 10 days after the date on which the Attorney General is notified pursuant to
			 paragraph (1), the Attorney General may object to the issuance of the
			 subpoena because the subpoena will interfere with an ongoing investigation
			 and the subpoena may not be issued.</text>
								</paragraph><paragraph id="HA3B0646C94E143BAA1528BAAA45B5853"><enum>(3)</enum><header>Issuance of subpoena approved</header><text display-inline="yes-display-inline">If the Attorney General does not object to the issuance of the subpoena during the ten-day period
			 described in paragraph (2), the Inspector General may issue the subpoena.</text></paragraph></subsection></section><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HB068852B929F46D58AE2C665BC4E7BB0"><enum>(2)</enum><text>in section 5(a)—</text>
					<subparagraph id="HE9C033A188184C5D9B66C756CB7E9A8F"><enum>(A)</enum><text>in paragraph (15), by striking <quote>; and</quote> and inserting a semicolon;</text>
					</subparagraph><subparagraph id="HE3057D8FB88F4FFD917CAF19994C0071"><enum>(B)</enum><text>in paragraph (16), by striking the period at the end and inserting <quote>; and</quote>; and</text>
					</subparagraph><subparagraph id="H68CE87F3A8454E738150571694229112"><enum>(C)</enum><text>by inserting at the end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HE0D440D1926444D8BFD5CD59560DDA21" style="OLC">
							<paragraph id="H577B740C021143A5A73FF30FC56007AA"><enum>(17)</enum><text display-inline="yes-display-inline">a description of the use of subpoenas for the attendance and testimony of certain witnesses
			 authorized under section 6A.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H4609C0B427524CB9B76508C1518F1C2D"><enum>(b)</enum><header>Matching program exception for inspectors general</header><text>Section 6(a) of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
				<paragraph id="HD22D6C48F7824016A37E9EF516FD3E1D"><enum>(1)</enum><text>in paragraph (8), by striking <quote>; and</quote> and inserting a semicolon;</text>
				</paragraph><paragraph id="H0E32A4A590F1414DA04CA2DE999059A1"><enum>(2)</enum><text>by redesignating paragraph (9) as paragraph (10); and</text>
				</paragraph><paragraph id="H8A884AB98B704EF39B2DD3FC01EC5132"><enum>(3)</enum><text>by inserting after paragraph (8) the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H2E03D9893F6347D1950BC8ED5E5A41D4" style="OLC">
						<paragraph id="HA012270084D249E09C40AB836D91950B"><enum>(9)</enum><text display-inline="yes-display-inline">notwithstanding paragraph (12) of subsection (e) and subsections (o), (p), (q), (r), and (u) of
			 <external-xref legal-doc="usc" parsable-cite="usc/5/552a">section 552a</external-xref> of title 5, United States Code, to compare, through a
			 matching program (as defined in such section), any Federal records with
			 other Federal or non-Federal records, while conducting an audit,
			 investigation, inspection, evaluation, or other review authorized under
			 this Act to identify weaknesses that may lead to waste, fraud, or abuse
			 and to detect improper payments and fraud; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section commented="no" id="H4515BDC58F48454E98E4E2AB8562F3D5"><enum>3.</enum><header>Clarification of resources available to the Council of the Inspectors General on Integrity and
			 Efficiency</header><text display-inline="no-display-inline">Section 11 of the Inspector General Act of 1978 (5 U.S.C. App.) is amended by adding at the end the
			 following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HF70F9E8B3A4543D09BD7A518C4870D1A" style="OLC">
				<subsection commented="no" id="HDA3297AAF8FC47F4B6AB95935DD47C47"><enum>(e)</enum><header>Authorization of Appropriations for Council</header><text display-inline="yes-display-inline">For the purposes of carrying out this section, there are authorized to be appropriated into the
			 revolving fund described in subsection (c)(3)(B), out of any money in the
			 Treasury not otherwise appropriated, the following sums:</text>
					<paragraph commented="no" id="H33AAF5DE9BCF49DD81BC8437A9DB2B64"><enum>(1)</enum><text display-inline="yes-display-inline">$8,000,000 for fiscal year 2015.</text>
					</paragraph><paragraph commented="no" id="H5BAF9FA2EF9648BBBD6B0B47BFAC5E39"><enum>(2)</enum><text>$8,500,000 for fiscal year 2016.</text>
					</paragraph><paragraph commented="no" id="HABC81096B3224A339D41DE5DA51019F8"><enum>(3)</enum><text>$9,000,000 for fiscal year 2017.</text>
					</paragraph><paragraph commented="no" id="HECD6686716BF47FF8660CDEF703552B3"><enum>(4)</enum><text>$9,500,000 for fiscal year 2018.</text>
					</paragraph><paragraph commented="no" id="H9D40E5E4BBD046F5B9CBD4ED31D2AE8D"><enum>(5)</enum><text>$10,000,000 for fiscal year 2019.</text>
					</paragraph><paragraph commented="no" id="H5468EA67101F491DA50D9E833E630C60"><enum>(6)</enum><text>$10,500,000 for fiscal year 2020.</text>
					</paragraph><paragraph commented="no" id="H061DF7DFEF7D401EAAB54283764E9361"><enum>(7)</enum><text>$11,000,000 for fiscal year 2021.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H97DE50F326524537881AFE6F67AFB98D"><enum>4.</enum><header>Additional responsibilities of the Council of the Inspectors General on Integrity and Efficiency</header>
			<subsection id="H08BD2FBA83174942B389F5422EA49291"><enum>(a)</enum><header>Functions and duties of Council</header><text display-inline="yes-display-inline">Section 11(c)(1) of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
				<paragraph id="H307D1BEF259F482F885D4EDF3A890584"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (G), by striking <quote>; and</quote> and inserting a semicolon;</text>
				</paragraph><paragraph id="H97FE67C789244171A10B58C55F628184"><enum>(2)</enum><text>by redesignating subparagraph (H) as subparagraph (I); and</text>
				</paragraph><paragraph id="H59D5CA6C622244719C915696639F37A9"><enum>(3)</enum><text>by inserting after subparagraph (G) the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="H8287F656D95244A68359389A68088BCD" style="OLC">
						<subparagraph id="H3648EC9AFF354E46A2669D7C99D77B15"><enum>(H)</enum><text display-inline="yes-display-inline">receive, review, and mediate any disputes submitted in writing to the Council by an Office of
			 Inspector General regarding an audit, investigation, inspection,
			 evaluation, or project that involves the jurisdiction of more than one
			 Federal agency or entity; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HCF895C6EF3874DA091C44084DB793C5E"><enum>(b)</enum><header>Integrity Committee</header><text display-inline="yes-display-inline">Section 11(d) of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
				<paragraph id="HF0641AD07ECE46DCA8C9F4C6A27604FD"><enum>(1)</enum><text>in paragraph (5)—</text>
					<subparagraph id="HDB3AE194E2FE4FF39966D0438AED5131"><enum>(A)</enum><text>in subparagraph (B), by striking <quote>; and</quote> and inserting a semicolon;</text>
					</subparagraph><subparagraph id="HE96EDF313C90442DB4458AC9F9C2113C"><enum>(B)</enum><text>in subparagraph (C), by striking the period at the end and inserting <quote>; and</quote>; and</text>
					</subparagraph><subparagraph id="HA69C7618D1964955A1677882C834FE9A"><enum>(C)</enum><text>by inserting at the end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H72B4B3EC5F854FD0AC1865FB99B09009" style="OLC">
							<subparagraph id="H47B499AA23AC4841A4A23CA00AE00640"><enum>(D)</enum><text display-inline="yes-display-inline">not later than 60 days after the date on which an allegation of wrongdoing is received by the
			 Integrity Committee, make a determination whether the Integrity Committee
			 will initiate an investigation of such allegation under this subsection.</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H9AD0DCF737324ED393FD19406117A9A9"><enum>(2)</enum><text>in paragraph (6)(B)(i), by striking <quote>may</quote> and inserting <quote>shall</quote>; and</text>
				</paragraph><paragraph id="H65F413A709DB45C3966A8669A2B29A43"><enum>(3)</enum><text>in paragraph (7)—</text>
					<subparagraph id="H4FB1527A57A74FFAB4ECF31911CC3874"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (B)(i)—</text>
						<clause id="H1685DEA0D98E489681A4909A32C52B51"><enum>(i)</enum><text>in subclause (III), by striking <quote>; and</quote> and inserting a semicolon;</text>
						</clause><clause id="H7D1F95A50E30481EB95DBA09D95BDF52"><enum>(ii)</enum><text>in subclause (IV), by striking the period at the end and inserting a semicolon; and</text>
						</clause><clause id="H697197F302A74D7CA8BAAE352C0FEA0C"><enum>(iii)</enum><text>by inserting at the end the following new subclauses:</text>
							<quoted-block display-inline="no-display-inline" id="HD02EF907750148F0BCE119EBA4A6DA06" style="OLC">
								<subclause id="H79DF3295352D4FCAB4728F5C1C6BB140"><enum>(V)</enum><text display-inline="yes-display-inline">creating a regular rotation of Inspectors General assigned to investigate complaints through the
			 Integrity Committee; and</text>
								</subclause><subclause id="H1D92993AC82E4FC3AE256F0AC286197C"><enum>(VI)</enum><text>creating procedures to avoid conflicts of interest for Integrity Committee investigations.</text></subclause><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="H846BB5661B0B46C486C1AB987CF6D05D"><enum>(B)</enum><text>by redesignating subparagraph (C) as subparagraph (E); and</text>
					</subparagraph><subparagraph id="HE885B58ED4CE46D5BB2B29671FDCD4B1"><enum>(C)</enum><text>by inserting after subparagraph (B) the following new subparagraphs:</text>
						<quoted-block display-inline="no-display-inline" id="H4A3BBFE996A64853BAE8274B4896B9B8" style="OLC">
							<subparagraph id="H1661D866EAC64F1F8932F88A5812B091"><enum>(C)</enum><header>Completion of investigation</header><text display-inline="yes-display-inline">If a determination is made under paragraph (5) to initiate an investigation, the Integrity
			 Committee—</text>
								<clause id="HBE3757CBAD564E33BF909C5597CCE679"><enum>(i)</enum><text>shall complete the investigation not later than six months after the date on which the Integrity
			 Committee made such determination;</text>
								</clause><clause id="H0720D7F3665041E09B4737B49674E7AB"><enum>(ii)</enum><text display-inline="yes-display-inline">if the investigation cannot be completed within such six-month period, shall—</text>
									<subclause id="H4ECF62D27BF542568108D483484B79D7"><enum>(I)</enum><text>promptly notify the congressional committees listed in paragraph (8)(A)(iii); and</text>
									</subclause><subclause id="HC97AC448A4544082B5115445EF11B369"><enum>(II)</enum><text>to the maximum extent practicable, complete the investigation not later than 3 months after the
			 expiration of the six-month period; and</text>
									</subclause></clause><clause id="HCA3085258FE94EA5B8B1358464873CFB"><enum>(iii)</enum><text display-inline="yes-display-inline">if the investigation cannot be completed within such nine-month period, shall brief the
			 congressional committees listed in paragraph (8)(A)(iii) every thirty days
			 until the investigation is complete.</text>
								</clause></subparagraph><subparagraph commented="no" id="H0CF36148E3514A54A9A7EDF2225C87CA"><enum>(D)</enum><header>Concurrent investigation</header><text display-inline="yes-display-inline">If an investigation of an allegation of wrongdoing against an Inspector General or a staff member
			 of an Office of Inspector General described under paragraph (4)(C) is
			 initiated by a governmental entity other than the Integrity Committee, the
			 Integrity Committee may conduct any related investigation for which a
			 determination to initiate an investigation was made under paragraph (5)
			 concurrently with the other government entity.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H4C7AB1AD0542494BA3048AF1F20E84C6"><enum>(c)</enum><header>Technical correction; designee authority</header><text display-inline="yes-display-inline">Section 11 of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
				<paragraph id="HF3E50B8490274B0EBB771AE21CF6A1C0"><enum>(1)</enum><text>in subsection (b)(1)(B) by striking <quote>Director of National Intelligence</quote> and inserting <quote>Intelligence Community</quote>; and</text>
				</paragraph><paragraph id="H67246E67ED464174B2DDA9D2F0848C97"><enum>(2)</enum><text>in subsection (d)(2)—</text>
					<subparagraph id="H3F6D466A8CF54392BECDDC4F0BABA667"><enum>(A)</enum><text>in subparagraph (C), by inserting <quote>or the designee of the Special Counsel</quote> before the period at the end; and</text>
					</subparagraph><subparagraph id="H7FAB183A5F3E430492773A2E82FDDF2E"><enum>(B)</enum><text>in subparagraph (D), by inserting <quote>or the designee of the Director</quote> before the period at the end.</text>
					</subparagraph></paragraph></subsection></section><section commented="no" id="HF143E4A8E65147DC88558027CF8CD5B7"><enum>5.</enum><header>Paperwork Reduction Act exemption</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/44/3518">Section 3518(c)</external-xref> of title 44, United States Code, is amended—</text>
			<paragraph commented="no" id="H5705CBBCAE924221B26A1EE3CD1D79E6"><enum>(1)</enum><text>in paragraph (1), by striking <quote>paragraph (2)</quote> and inserting <quote>paragraph (3)</quote>;</text>
			</paragraph><paragraph commented="no" id="H99518C8406274A9081972125AAAE059B"><enum>(2)</enum><text>by redesignating paragraph (2) as paragraph (3); and</text>
			</paragraph><paragraph commented="no" id="HB62135BEEC544410A99E878FF3BCF87D"><enum>(3)</enum><text>by inserting after paragraph (1) the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H4D84D5AA42D446FE9FAA04B93C37EED5" style="USC">
					<paragraph commented="no" id="H7C30AF4155B649A393E35A7A1491E6BC"><enum>(2)</enum><text display-inline="yes-display-inline">Notwithstanding paragraph (3), this subchapter shall not apply to the collection of information
			 during the conduct of any evaluation, or other review conducted by the
			 Recovery Accountability and Transparency Board, or during the conduct of
			 any audit, investigation, inspection, evaluation, or any other review
			 conducted by the Council of the Inspectors General on Integrity and
			 Efficiency or any Office of Inspector General, including any Office of
			 Special Inspector General.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" id="HC096B6923CAC450996E173DBEB1D8E97"><enum>6.</enum><header>Amendments to the Inspector General Act of <enum-in-header>1978</enum-in-header> and the Inspector General Reform Act of <enum-in-header>2008</enum-in-header></header>
			<subsection commented="no" id="HB02FFCF3CBE446B097C3F9FEF094A749"><enum>(a)</enum><header>Incorporation of Provisions From the Inspector General Reform Act of 2008 into the Inspector

							<subparagraph commented="no" id="H8FD8A6F4CF7C41A7BA83E1E43D66913A"><enum>(A)</enum><header>Special counsel defined</header><text display-inline="yes-display-inline">In this paragraph, the term <term>Special Counsel</term> means the Special Counsel appointed under <external-xref legal-doc="usc" parsable-cite="usc/5/1211">section 1211(b)</external-xref> of title 5, United States Code.</text>
							</subparagraph><subparagraph commented="no" id="H0A2CDC57FEB04DE6A3716BF487EC458B"><enum>(B)</enum><header>Authority of integrity committee</header>
								<clause commented="no" id="HD1331DA4FE654A24A6AC85CD2B5F7F9E"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">An allegation of wrongdoing against the Special Counsel or the Deputy Special Counsel may be
			 received, reviewed, and referred for investigation by the Integrity
			 Committee to the same extent and in the same manner as in the case of an
			 allegation against an Inspector General (or a member of the staff of an
			 Office of Inspector General), subject to the requirement that the Special
			 Counsel recuse himself or herself from the consideration of any allegation
			 brought under this paragraph.</text>
								</clause><clause commented="no" id="H07D6EDBE580A408491377F8562097225"><enum>(ii)</enum><header>Coordination with existing provisions of law</header><text display-inline="yes-display-inline">This paragraph does not eliminate access to the Merit Systems Protection Board for review under
			 <external-xref legal-doc="usc" parsable-cite="usc/5/7701">section 7701</external-xref> of title 5, United States Code. To the extent that an
			 allegation brought under this subsection involves section 2302(b)(8) of
			 that title, a failure to obtain corrective action within 120 days after
			 the date on which that allegation is received by the Integrity Committee
			 shall, for purposes of section 1221 of such title, be considered to
			 satisfy section 1214(a)(3)(B) of that title.</text>
								</clause></subparagraph><subparagraph commented="no" id="H339B843646944C7C8B95EF329F2AA7ED"><enum>(C)</enum><header>Regulations</header><text display-inline="yes-display-inline">The Integrity Committee may prescribe any rules or regulations necessary to carry out this

			<subsection commented="no" id="H798FA2A746B64E06AAC4DB3AF2A0C9DE"><enum>(a)</enum><header>Report on vacancies in the offices of inspector general</header>
				<paragraph commented="no" id="H82245883925E4765A744038481463A4F"><enum>(1)</enum><header>GAO study required</header><text display-inline="yes-display-inline">The Comptroller General shall conduct a study of prolonged vacancies in the Offices of Inspector
			 General, during which a temporary appointee has served as the head of the
			 office that includes—</text>
					<subparagraph commented="no" id="HA769798EA8954C0A9C233146A431042F"><enum>(A)</enum><text>the number and duration of Inspector General vacancies;</text>
					</subparagraph><subparagraph commented="no" id="HC89942D4317F43E5A21E36CF333C8475"><enum>(B)</enum><text>an examination of the extent to which the number and duration of such vacancies has changed over
			 time;</text>
					</subparagraph><subparagraph commented="no" id="HCD89B9CCFEEA47AAADF04385921C8BF5"><enum>(C)</enum><text>an evaluation of the impact such vacancies have had on the ability of the relevant Office of the
			 Inspector General to effectively carry out statutory requirements; and</text>
					</subparagraph><subparagraph commented="no" id="H681F73DA98F84CFAAB204F42ECE03DD7"><enum>(D)</enum><text>recommendations to minimize the duration of such vacancies.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H01A156B716D64D1F94BB8209234F6429"><enum>(2)</enum><header>Committee briefing required</header><text display-inline="yes-display-inline">Not later than nine months after the date of the enactment of this Act, the Comptroller General
			 shall present a briefing on the findings of the study described in
			 subsection (a) to the Committee on Oversight and Government Reform of the
			 House of Representatives and the Committee on Homeland Security and
			 Governmental Affairs of the Senate.</text>
				</paragraph><paragraph commented="no" id="H332506C81E074EDFAB525E6FC8482DE2"><enum>(3)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than fifteen months after the date of the enactment of this Act, the Comptroller General
			 shall submit a report on the findings of the study described in subsection
			 (a) to the Committee on Oversight and Government Reform of the House of
			 Representatives and the Committee on Homeland Security and Governmental
			 Affairs of the Senate.</text>
				</paragraph></subsection><subsection id="H950E6FA3B51C4AE3A8BAC7856F40C826"><enum>(b)</enum><header>Report on issues involving multiple offices of inspector general</header>
				<paragraph id="H5753A109E52B46DC9C271A5E8274CC77"><enum>(1)</enum><header>Examination required</header><text display-inline="yes-display-inline">The Council of the Inspectors General on Integrity and Efficiency shall conduct an analysis of
			 critical issues that involve the jurisdiction of more than one individual
			 Federal agency or entity to identify—</text>
					<subparagraph id="H1BADA86E717E4A6A95ED1D8C92200DD0"><enum>(A)</enum><text>each such issue that could be better addressed through greater coordination among, and cooperation
			 between, individual Offices of Inspector General;</text>
					</subparagraph><subparagraph id="HD5F528F136C8442A84505698BA7CFE72"><enum>(B)</enum><text>the best practices that can be employed by the Offices of Inspector General to increase
			 coordination and cooperation on each issue identified; and</text>
					</subparagraph><subparagraph id="H9EC24BE765D94672BCB4C64E0C54480B"><enum>(C)</enum><text>any recommended statutory changes that would facilitate coordination and cooperation among Offices
			 of Inspector General on critical issues.</text>
					</subparagraph></paragraph><paragraph id="HFAFD3A8AFBA14152B8C9221F567F24AA"><enum>(2)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Council of the Inspectors
			 General on Integrity and Efficiency shall submit a report on the findings
			 of the analysis described in subsection (a) to the Committee on Oversight
			 and Government Reform of the House of Representatives and the Committee on
			 Homeland Security and Governmental Affairs of the Senate.</text>
