		<section id="H9EABFE8D39D8444CA4E17BF92754FF83" section-type="section-one"><enum>1.</enum><header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>James Boulet National Language Act of 2014</short-title></quote>.</text></section><section id="id9CAEFD836B884ABD9F57AC7F195CF582" section-type="subsequent-section"><enum>2.</enum><header>English as official language</header><subsection id="id2799D4400DBC4F50A284E990510DA679"><enum>(a)</enum><header>In general</header><text>Title 4, United States Code, is amended by adding at the end the following new chapter:</text><quoted-block display-inline="no-display-inline" id="id79C282EEF772462CAE6EA99F49DEE911" style="USC"><chapter id="idE0DA916E2ABD4E8F837520348C80EF79" style="USC"><enum>6</enum><header>LANGUAGE OF THE GOVERNMENT</header><toc><toc-entry level="section">Sec.</toc-entry><toc-entry bold="off" level="section">161. Declaration of official language.</toc-entry><toc-entry bold="off" level="section">162. Official Government activities in English.</toc-entry><toc-entry bold="off" level="section">163. Preserving and enhancing the role of the official language.</toc-entry><toc-entry bold="off" level="section">164. Exceptions.</toc-entry></toc><section id="id35A4A0939F6F41749E3EDFD303E44A13"><enum>161.</enum><header>Declaration of official language</header><text display-inline="no-display-inline">English shall be the official language of the Government of the United States.</text></section><section id="idA34CFE8EA08446378B08B821CD8AA148"><enum>162.</enum><header>Official Government activities in English</header><text display-inline="no-display-inline">The Government of the United States shall conduct its official business in English, including
			 publications, income tax forms, and informational materials.</text></section><section id="idB23F71E892DA490989F3E228B0749223"><enum>163.</enum><header>Preserving and enhancing the role of the official language</header><text display-inline="no-display-inline">The Government of the United States shall preserve and enhance the role of English as the official
			 language of the United States of America. Unless specifically stated in
			 applicable law, no person has a right, entitlement, or claim to have the
			 Government of the United States or any of its officials or representatives
			 act, communicate, perform or provide services, or provide materials in any
			 language other than English. If exceptions are made, that does not create
			 a legal entitlement to additional services in that language or any
			 language other than English. If any forms are issued by the Federal
			 Government in a language other than English (or such forms are completed
			 in a language other than English), the English language version of the
			 form is the sole authority for all legal purposes.</text></section><section id="idE15E9D0E19D94D17A6BB4F3E425A4AEC"><enum>164.</enum><header>Exceptions</header><text display-inline="no-display-inline">This chapter does not apply to the use of a language other than English—</text><paragraph id="idFA9398D0BC534F72B744310A031AC3FE"><enum>(1)</enum><text>for religious purposes;</text></paragraph><paragraph id="id76006321A2FF44B0B64F32728AE35A7A"><enum>(2)</enum><text>for training in foreign languages for international communication; or</text></paragraph><paragraph id="idB8B2CC0723854FB48EC73AD74386482E"><enum>(3)</enum><text>to programs in schools designed to encourage students to learn foreign languages.</text></paragraph><continuation-text continuation-text-level="section">This chapter does not prevent the Government of the United States from providing interpreters for
			 persons over 62 years of age.</continuation-text></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idC6C3CBB1874D4931BAAFE424A16E5363"><enum>(b)</enum><header>Conforming amendment</header><text>The table of chapters for title 4, United States Code, is amended by adding at the end the
			 following new item:</text><quoted-block display-inline="no-display-inline" id="id808CFEC1E0074555BA357AED044BA346" style="OLC"><toc><multi-column-toc-entry bold="off" level="chapter"><toc-enum>6.</toc-enum><level-header level="chapter">Language of the Government</level-header><target>161</target></multi-column-toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="id3C26D485E8634D5E8291C0657C7116A9"><enum>3.</enum><header>Repeal of bilingual voting requirements</header><subsection id="idB7F14E0678A04D9085F2A6E0783E9073"><enum>(a)</enum><header>In general</header><paragraph id="id5FF57366831F4DD8B9CD4111DC84B360"><enum>(1)</enum><header>Bilingual election requirements</header><text>Section 203 of the Voting Rights Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/1973aa-1a">42 U.S.C. 1973aa–1a</external-xref>) is repealed.</text></paragraph><paragraph id="id719F6EC0D9924164942D43464FAB695F"><enum>(2)</enum><header>Voting rights</header><text>Section 4 of the Voting Rights Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/1973b">42 U.S.C. 1973b</external-xref>) is amended by striking subsection (f).</text></paragraph></subsection><subsection id="id32B2055630924CECA08FCDAD6C9E0654"><enum>(b)</enum><header>Conforming amendments</header><paragraph id="id307F8E508CAF4003866D28B98A57F3D5"><enum>(1)</enum><header>References to section 203</header><text>The Voting Rights Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/1973">42 U.S.C. 1973 et seq.</external-xref>) is amended—</text><subparagraph id="id30142F3785CD44989195A9476BDA55E2"><enum>(A)</enum><text>in section 204, by striking <quote>or 203,</quote>; and</text></subparagraph><subparagraph id="id4F59C0D9C5DC486FB892955407B95D39"><enum>(B)</enum><text>in the first sentence of section 205, by striking <quote>, 202, or 203</quote> and inserting <quote>or 202</quote>.</text></subparagraph></paragraph><paragraph id="id9F892FC297CF4D8F891F90D4AA53B358"><enum>(2)</enum><header>References to section 4</header><text>The Voting Rights Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/1973">42 U.S.C. 1973 et seq.</external-xref>), as amended by the Fannie Lou Hamer, Rosa
			 Parks, and Coretta Scott King Voting Rights Act Reauthorization and
			 Amendments Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/246">Public Law 109–246</external-xref>), is amended—</text><subparagraph id="id7C8E4B21C1E3494E96EEF158B7747C4A"><enum>(A)</enum><text>in sections 2(a), 3(a), 3(b), 3(c), 4(d), 5, 6, 8(a)(2)(A), and 13(a)(1), by striking <quote>, or in contravention of the guarantees set forth in section 4(f)(2)</quote>;</text></subparagraph><subparagraph id="id0B225259837D40C7BC620EC1101B1AD4"><enum>(B)</enum><text>in paragraphs (1)(A) and (3) of section 4(a), by striking <quote>or (in the case of a State or subdivision seeking a declaratory judgment under the second sentence
			 of this subsection) in contravention of the guarantees of subsection
			 (f)(2)</quote>; and</text></subparagraph><subparagraph id="idF695101441B64C2D989DA32249DC63CA"><enum>(C)</enum><text>in paragraphs (1)(B) and (5) of section 4(a), by striking <quote>or (in the case of a State or subdivision which sought a declaratory judgment under the second
			 sentence of this subsection) that denials or abridgments of the right to
			 vote in contravention of the guarantees of subsection (f)(2) have occurred
			 anywhere in the territory of such State or subdivision</quote>.</text></subparagraph></paragraph></subsection></section><section id="id4C14D53DB82C4E6BA21420E4BF6C1638"><enum>4.</enum><header>English language requirement for ceremonies for admission of new citizens</header><text display-inline="no-display-inline">Section 337(d) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1448">8 U.S.C. 1448(d)</external-xref>) is amended by adding at
			 the end the following new sentence: <quote>All public ceremonies in which the oath of allegiance is administered pursuant to this section
			 shall be conducted solely in the English language.</quote>.</text></section><section id="idB8272EBDB7D6400AB75FF0EB6250C810"><enum>5.</enum><header>Nonpreemption</header><text display-inline="no-display-inline">This Act (and the amendments made by this Act) shall not preempt any law of any State.</text></section></legis-body>
