		<official-title>To suspend military assistance to countries that harbor persons that provide material or financial
			 support to the Islamic State of Iraq and the Levant, and for other
			 purposes.</official-title>

		<section id="HED7C2D29B76E40428B91A33C2253810E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>End Financing to ISIL Act</short-title></quote>.</text>
		</section><section id="H7FC8A6DADB72448593D7FF814EE0685C"><enum>2.</enum><header>Report on persons that provide material or financial support to ISIL</header>
			<subsection id="H89DCDBBBB23542B186A04EB9FDFA7289"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, and annually thereafter, the
			 Secretary of the Treasury and the Secretary of State shall jointly submit
			 to the appropriate congressional committees a report that contains the
			 following:</text>
				<paragraph id="H4694C03DA911418C9154458BE0BBFCB8"><enum>(1)</enum><text display-inline="yes-display-inline">An identification of each person that provides, directly or indirectly, material or financial
			 support to ISIL, including purchasing oil or other materials that provide
			 funding for ISIL or other terrorist organizations operating in the region.</text>
				</paragraph><paragraph id="HE11C9C4D9B1B4DF18AC9EFDED07A6AE2"><enum>(2)</enum><text>An identification of the country in which such person is located and a description of actions taken
			 by the Secretary of the Treasury and the Secretary of State to notify the
			 government of such country that—</text>
					<subparagraph id="HEAD6AEB883A140EAAAD7132F02E9084E"><enum>(A)</enum><text>such person is located in such country; and</text>
					</subparagraph><subparagraph id="H2602146769C74EA9B63DF828DE8F0EE8"><enum>(B)</enum><text display-inline="yes-display-inline">such person is providing material or financial support to ISIL or other terrorist organizations
			 operating in the region.</text>
					</subparagraph></paragraph><paragraph id="H1EAE95E75B414D6A96920068C1056A6B"><enum>(3)</enum><text>A description of actions taken by the government of such country to restrict such person from
			 providing material or financial support to ISIL.</text>
				</paragraph></subsection><subsection id="H22C6FC16C4D04BA1AD527A6A9C5F1C97"><enum>(b)</enum><header>Form</header><text>The report required by subsection (a) may be submitted in classified form to the extent necessary.</text>
			</subsection><subsection id="H55A88C92491E4E3E90FDB2E1512A3ACE"><enum>(c)</enum><header>Appropriate congressional committees</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text>
				<paragraph id="H642CFCD74211498E819134941D808480"><enum>(1)</enum><text>the Committee on Foreign Affairs, the Committee on Armed Services, and the Permanent Select
			 Committee on Intelligence of the House of Representatives; and</text>
				</paragraph><paragraph id="H03D68C851D674A2BAFFF44A1628244C5"><enum>(2)</enum><text>the Committee on Foreign Relations, the Committee on Armed Services, and the Select Committee on
			 Intelligence of the Senate.</text>
				</paragraph></subsection></section><section id="H4DBB619E7CC044659C763314B9A3198A"><enum>3.</enum><header>Suspension of military assistance to certain countries</header>
			<subsection id="HBBB8574D01AA43BBA4A2A9EA4D78B05D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The President shall suspend the provision of assistance described in subsection (b) to the
			 government of a country that is identified in the report submitted under
			 section 2 if the President determines that the government of such country
			 has not taken actions to restrict each person that is located in such
			 country from providing material or financial support to ISIL by not later
			 than the date that is 30 days after the date on which the Secretary of the
			 Treasury or the Secretary of State (as the case may be) has notified the
			 government of the country as described in section 2(a)(2).</text>
			</subsection><subsection commented="no" id="HAE36D7A74EEF4570808EE0AC2DAB10DA"><enum>(b)</enum><header>Assistance described</header><text display-inline="yes-display-inline">Assistance described in this subsection is assistance under the following provisions of law:</text>
				<paragraph commented="no" id="HF011056750474D93B86D23D1C35E7391"><enum>(1)</enum><text>Section 21 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2761">22 U.S.C. 2761</external-xref>) (relating to Foreign Military Sales
			 authorizations).</text>
				</paragraph><paragraph commented="no" id="HEBC8985083EF4734A0F313A614379A67"><enum>(2)</enum><text display-inline="yes-display-inline">Section 23 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2763">22 U.S.C. 2763</external-xref>) (relating to the Foreign Military
			 Financing program).</text>
				</paragraph></subsection><subsection id="HD7E23A421EA942A59FA7DF67F75F0EBC"><enum>(c)</enum><header>Notification</header><text>The President shall submit to the Speaker of the House of Representatives and the President pro
			 tempore of the Senate a notification of suspension of the provision of
			 assistance described in subsection (b) to the government of a country
			 under subsection (a) and the reasons therefor.</text>
			</subsection></section><section id="H27E4F24242E841FF8847FF2ED55F2C27"><enum>4.</enum><header>Transactions with countries harboring persons that provide material support for terrorist
			 organizations</header><text display-inline="no-display-inline">Chapter 3 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2771">22 U.S.C. 2771 et seq.</external-xref>) is amended by adding at the end
			 the following new section:</text>
			<quoted-block display-inline="no-display-inline" id="HA4B3A57724234EECBFA1F7AE7F8FA3F9" style="OLC">
				<section id="H93C70486696C49BFA0C981887BFFE382"><enum>40B.</enum><header>Transactions with countries harboring persons that provide material support for terrorist
			 organizations</header>
					<subsection id="HBC6D5D89D751455288EDC424CC49B0AC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Except to the extent inconsistent with the purposes of this section, the prohibitions contained in
			 subsections (a) and (b) of section 40 of this Act shall apply in the case
			 of a country described in subsection (b) to the same extent and in the
			 same manner as such prohibitions apply in the case of a country described
			 in subsection (d) of such section.</text>
					</subsection><subsection id="H51D87659DD1C4CFBBAF024DF15F0A91B"><enum>(b)</enum><header>Country described</header>
						<paragraph id="H30E942AA0B4046AAA8194F65F0445BA3"><enum>(1)</enum><header>In general</header><text>A country described in this subsection is a country the government of which the Secretary of State
			 determines has knowledge of any persons that are located within the
			 territory of the country that provide material support for terrorist
			 organizations, including the selling of materials that produce income for
			 terrorist organizations.</text>
						</paragraph><paragraph id="H536FE596974E46E388BA3BC28E07926A"><enum>(2)</enum><header>Person defined</header><text display-inline="yes-display-inline">In this paragraph, the term <term>person</term> has the meaning given the term in section 5 of the End Financing to ISIL Act.</text>
						</paragraph></subsection><subsection id="HF94DD92090A349429BA44C1833029E86"><enum>(c)</enum><header>Applicability of other provisions</header><text display-inline="yes-display-inline">Except to the extent inconsistent with the purposes of this section, the provisions of subsections
			 (e), (f), (g) (other than paragraph (2) of such subsection), (h), (i),
			 (j), (k), and (l) (other than paragraphs (1), (4), and (5) of such
			 subsection) of section 40 of this Act shall apply with respect to the
			 application of this section to the same extent and in the same manner as
			 such provisions apply with respect to the application of such section 40.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HEB243BCC106B45078904517765E9845D"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H1D6EBA37BDB04592B85CD44071257994"><enum>(1)</enum><header>ISIL</header><text display-inline="yes-display-inline">The term <term>ISIL</term> means any terrorist organization referred to as the Islamic State of Iraq and the Levant, as well
			 as any successor organization.</text>
			</paragraph><paragraph id="HD2A40A2AFBF3451585BCD8A9F6BF86DF"><enum>(2)</enum><header>Person</header>
				<subparagraph id="HD65447B22D384E4DAB43D8256044C6E8"><enum>(A)</enum><header>In general</header><text>The term <term>person</term> means—</text>
					<clause id="H4FC17C14ABC649AFA60F7AD83B644F8B"><enum>(i)</enum><text>a natural person;</text>
					</clause><clause id="HCC576ADDD39845AE8157834A576D3730"><enum>(ii)</enum><text>a corporation, business association, partnership, society, trust, financial institution, insurer,
			 underwriter, guarantor, and any other business organization, any other
			 nongovernmental entity, organization, or group, and any governmental
			 entity operating as a business enterprise; and</text>
					</clause><clause id="HD8D5F3EF5DEB4DE681E973D120F1EEC1"><enum>(iii)</enum><text>any successor to any entity described in clause (ii).</text>
					</clause></subparagraph><subparagraph commented="no" id="H5431B4B5C7D843588CDE1A143030E996"><enum>(B)</enum><header>Application to governmental entities</header><text>The term <term>person</term> does not include a government or governmental entity that is not operating as a business
			 enterprise.</text>
				</subparagraph></paragraph></section></legis-body>
