		<official-title>To amend the Security and Accountability For Every Port Act of 2006 (<quote>SAFE Port Act</quote>) to administer
			 a pilot program for 100 percent scanning of cargo containers at domestic
			 ports, and for other purposes.</official-title>

		<section id="H219820C65C83400FA0575AC9FD0F77E7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Scan Containers Absolutely Now Act</short-title></quote> or the <quote>SCAN Act</quote>.</text>
		</section><section id="H71C8CD8505634F91A0495A7834E36448"><enum>2.</enum><header>100 percent scanning of cargo containers at domestic ports pilot program</header><text display-inline="no-display-inline">Subtitle C of the Security and Accountability For Every Port Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/6/901">6 U.S.C. 901 et seq.</external-xref>) is
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HBB404843BC5C41A4B49A1848D8A4A2BD" style="OLC">
				<section id="H6D35881D7B81482E9799241DCECFF877"><enum>237.</enum><header>100 percent scanning of cargo containers at domestic ports pilot program</header>
					<subsection id="H809D6C8BE53E4522A4E455A39390B7A1"><enum>(a)</enum><header>Designations</header>
						<paragraph id="H2A6E4C6D8F69401BBEF6BEF2633E544A"><enum>(1)</enum><header>In General</header><text display-inline="yes-display-inline">The Secretary shall conduct a 1-year pilot program at 2 domestic ports to evaluate the process of
			 100 percent scanning of cargo containers and its potential for use at all
			 domestic ports.</text>
						</paragraph><paragraph id="HC0B7775CA6F044558F3571C98EC5DEF5"><enum>(2)</enum><header>Equipment</header><text display-inline="yes-display-inline">The Secretary shall—</text>
							<subparagraph id="HAFDE8657728A474E86BA543EC13A0A18"><enum>(A)</enum><text>select the equipment necessary to conduct the pilot program under this section prior to the
			 solicitation of applications from domestic ports under paragraph (3);</text>
							</subparagraph><subparagraph id="HED40425B62484B9DB2F4874F10E6929C"><enum>(B)</enum><text>make information about the equipment available to domestic ports as part of the application process
			 under paragraph (3);</text>
							</subparagraph><subparagraph id="HB7E59030D5DC49EDAD224224379EEEF4"><enum>(C)</enum><text>purchase the equipment necessary to conduct the pilot program under this section; and</text>
							</subparagraph><subparagraph id="H8DC59081CD704F96B42947992867454F"><enum>(D)</enum><text>permit equipment purchased and implemented under this section to remain with the selected ports
			 upon completion of the pilot program.</text>
							</subparagraph></paragraph><paragraph id="H560D15E30D094990AC3DE57FA90ACAE8"><enum>(3)</enum><header>Application Process</header><text display-inline="yes-display-inline">The Secretary shall—</text>
							<subparagraph id="H9C59FD6397264FB0B553671DDC706062"><enum>(A)</enum><text>conduct an application process by soliciting applications from domestic ports; and</text>
							</subparagraph><subparagraph id="HA0C7446F04E845B4B48A323D3E276E26"><enum>(B)</enum><text>select 2 domestic ports to participate in the pilot program.</text>
							</subparagraph></paragraph></subsection><subsection id="H21498BF2C4154D4F869084AFE8D851AA"><enum>(b)</enum><header>Evaluation</header><text>In consultation with the Government Accountability Office, the Secretary shall determine
			 performance measures to be used to assess the program prior to the
			 selection of participating ports under subsection (a)(3).</text>
					</subsection><subsection id="H0BBA155EBCCA4C6383827643D570979A"><enum>(c)</enum><header>Implementation</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall achieve a
			 full-scale implementation of the pilot program under this section.</text>
					</subsection><subsection id="HFE788254D48E4EA9A7342B7C4680E302"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after completion of pilot program under this section, the Secretary shall
			 submit a report to the House Committee on Homeland Security that
			 includes—</text>
						<paragraph id="H43F8F4E8ACE444919D79F235CCA7946F"><enum>(1)</enum><text display-inline="yes-display-inline">an evaluation of the process of 100 percent scanning of cargo containers;</text>
						</paragraph><paragraph id="HE1040E55951049C19557BB37BEFDCEC7"><enum>(2)</enum><text>the results of performance measures used to assess the pilot program implemented under this
			 section; and</text>
						</paragraph><paragraph id="H0C81D601E114489985DD20593ECDC11A"><enum>(3)</enum><text>recommendations of how to carry out 100 percent scanning at all domestic ports.</text>
						</paragraph></subsection><subsection id="H7569D12C528D4C238E866DF054F9488E"><enum>(e)</enum><header>Authorization of Appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Department not to exceed $30,000,000, to carry out
			 the pilot program implemented under this section for fiscal year 2014.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H183EAEFAE1B34466B7B3AB034F28F879"><enum>3.</enum><header>Clerical Amendment</header><text display-inline="no-display-inline">The table of contents of the Security and Accountability For Every Port Act of 2006 (6 U.S.C. 901
			 et seq.) is amended by inserting after the item relating to section 236
			 the following:</text>
