		<section id="H17879DC9736A45CBA7BB78EB2F67C752" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Facilitating Access to Credit Act of 2014</short-title></quote>.</text>
		</section><section id="H375CC77B9359449B888A16A0EC1DB7D1"><enum>2.</enum><header>Treatment of certain consumer reporting agencies</header><text display-inline="no-display-inline">The Credit Repair Organizations Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1679">15 U.S.C. 1679 et seq.</external-xref>) is amended—</text>
			<paragraph id="HEAFCFA6D9FE3401BBB8FA1A452B6DD8C"><enum>(1)</enum><text>in section 403(3)(B)—</text>
				<subparagraph id="HF570AF379CAF48E5A079325A3A22EF69"><enum>(A)</enum><text>in clause (ii), by striking <quote>or</quote> at the end;</text>
				</subparagraph><subparagraph id="H219460F129064B2A99A3EE2AB5F19166"><enum>(B)</enum><text>in clause (iii), by striking the period and inserting <quote>; or</quote>; and</text>
				</subparagraph><subparagraph id="H4A09932FED744796907D2BBAE8619243"><enum>(C)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H7E09636FB976483B89F187E855E932D2" style="OLC">
						<clause id="H6923F9FCD09D40F9933F71105C739D21"><enum>(iv)</enum><text display-inline="yes-display-inline">any consumer reporting agency—</text>
							<subclause id="HA0AABA9FB91B4F37A05B34247B838385"><enum>(I)</enum><text>described under section 603(p) of the Fair Credit Reporting Act, or any affiliate or subsidiary of
			 such a consumer reporting agency; or</text>
							</subclause><subclause id="H7D607EE80A894BCAB98BF7C103DF49FA"><enum>(II)</enum><text display-inline="yes-display-inline">described under section 603(f) of the Fair Credit Reporting Act, or any affiliate or subsidiary of
			 such a consumer reporting agency, if such consumer reporting agency is
			 subject to supervision and examination by the Bureau of Consumer Financial
			 Protection pursuant to section 1024(a)(1)(B) of the Consumer Financial
			 Protection Act of 2010.</text></subclause></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H221DCD0CDC194185B49D06A81BD576B2"><enum>(2)</enum><text>in section 412—</text>
				<subparagraph id="H086B0BA78C534C4A9020C160085B965A"><enum>(A)</enum><text>by striking <quote>This title</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H1CBED83B24884911A79B064419E0CE19" style="OLC">
						<subsection id="H49EDCC2C195D460B9A4570B608A98F5D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">This title</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="H86BA86C8465B4181ABABA322A818D928"><enum>(B)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H49D815C8117943E3A1C66B79319384EF" style="OLC">
						<subsection id="H5E2788BEC125430490671EF918089177"><enum>(b)</enum><header>Exemption for entities that are not credit repair organizations</header><text display-inline="yes-display-inline">Notwithstanding subsection (a), this title supersedes any law or regulation of any State with
			 respect to the subject matter of this Act to the extent that the State law
			 or regulation would apply to any person described in section 403(3)(B).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section id="H1CC2D712C36741088227F0557590A5F3"><enum>3.</enum><header>FTC Study</header>
			<subsection id="H0B68DDBAFA0A47A6A39BBA88A6BBFBBA"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Federal Trade Commission shall conduct a study to determine whether, in addition to those
			 persons listed under section 403(3)(B) of the Credit Repair Organizations
			 Act, any other person should be exempt from the Credit Repair
			 Organizations Act.</text>
			</subsection><subsection id="H05240DAD75784661A2CB7FB0D090B2F7"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of enactment of this Act, the Chairman of the Federal Trade
			 Commission shall submit a report to the Committee on Banking, Housing, and
			 Urban Affairs of the Senate and the Committee on Financial Services of the
			 House of Representatives containing a detailed summary of the findings and
			 conclusions of the study under this section, together with such
			 recommendations for legislative or administrative actions as may be
			 appropriate.</text>
