		<section id="H896E75227B094AE4A8B478B66C7A4154" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe and Secure Drinking Water Act of 2014</short-title></quote>.</text>
		</section><section id="H6BCC5FCCD0524CD8AC535F85BB0CFCA2"><enum>2.</enum><header>Microcystins in drinking water</header>
			<subsection id="H6E166B7F024D4498A2666CEE945C914A"><enum>(a)</enum><header>Health advisory</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Administrator of the
			 Environmental Protection Agency (in this Act referred to as the <quote>Administrator</quote>) shall develop and publish a health advisory including recommendations on—</text>
				<paragraph id="H4619F47600A0413D9752D512116D54BC"><enum>(1)</enum>
					<subparagraph commented="no" display-inline="yes-display-inline" id="HD48F3B711D164E50A31E661D546F02D5"><enum>(A)</enum><text>the level of Microcystins in drinking water below which the water is expected to be safe for human
			 consumption; and</text>
					</subparagraph><subparagraph id="H7CE6630A97DC430A92A64B34276AAE6A" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">feasible treatment techniques and other means for achieving such level; and</text>
					</subparagraph></paragraph><paragraph id="H57CAF95532DD4DAB8FCE50CE0AF1DE75"><enum>(2)</enum><text>standardized procedures for testing for Microcystins in drinking water.</text>
				</paragraph></subsection><subsection id="HF6FE40C4D0224C72A6690431B17E8D2B"><enum>(b)</enum><header>Periodic reports</header>
				<paragraph id="H13CA4F409D0648278D436EBC430CFBCF"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Until the Administrator makes a determination of whether or not to regulate Microcystins in
			 drinking water under section 1412(b) of the Safe Drinking Water Act (42
			 U.S.C. 300g–1(b)), the Administrator shall submit reports as required by
			 paragraph (2).</text>
				</paragraph><paragraph id="H1A332AFEFF164D3389E4CB59D4AA6EAC"><enum>(2)</enum><header>Reporting requirements</header><text>Not later than 120 days after the date of enactment of this Act, and every year thereafter, the
			 Administrator shall submit to the Congress a report on the following:</text>
					<subparagraph id="HAC73CCDFB9D44394976F5BC39DEC59EA"><enum>(A)</enum><text>The status of the Administrator’s efforts to determine whether to regulate drinking water with
			 respect to the level of Microcystins.</text>
					</subparagraph><subparagraph id="H63F3554AF9DD415AA57B22FF3B2D698A"><enum>(B)</enum><text>The steps taken by the Administrator to promote testing of drinking water for Microcystins in areas
			 that have been affected by harmful algal blooms.</text>
					</subparagraph><subparagraph id="H84F14AF052CC4ECC895D616B878C91F5"><enum>(C)</enum><text>An analysis of available treatment techniques and other means for addressing Microcystins in
			 drinking water.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
