		<legis-type>A BILL</legis-type>
		<official-title>To require the Secretary of Veterans Affairs to award grants to establish, or expand upon, master’s
			 degree or doctoral degree programs in orthotics and prosthetics, and for
			 other purposes.</official-title>

		<section id="H49B29E0B444F4FFF89C325746F384AD6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Wounded Warrior Workforce Enhancement Act</short-title></quote>.</text>
		</section><section id="HED3932927DB44223A1F4245ABC49EAE2"><enum>2.</enum><header>Orthotics and Prosthetics Education Improvement</header>
			<subsection id="HDBF8C8400D4543CF9A2DB9EB1357A124"><enum>(a)</enum><header>Grants required</header>
				<paragraph id="H8FEA244A19FC4CD99480FEC92B9391A3"><enum>(1)</enum><header>In general</header><text>The Secretary of Veterans Affairs shall award grants to eligible institutions to enable the
			 eligible institutions—</text>
					<subparagraph id="HDA1ADBB0A4DB4B60AABF4D28EEB7D580"><enum>(A)</enum><text>to establish a master's degree or doctoral degree program in orthotics and prosthetics; or</text>
					</subparagraph><subparagraph id="H3F600D666B1A4D7A97E7BADB974849FC"><enum>(B)</enum><text>to expand upon an existing master's degree program in orthotics and prosthetics, including by
			 admitting more students, further training faculty, expanding facilities,
			 or increasing cooperation with the Department of Veterans Affairs and the
			 Department of Defense.</text>
					</subparagraph></paragraph><paragraph id="H66378A57AAD3489BB49192DA319FBDA5"><enum>(2)</enum><header>Priority</header><text>The Secretary shall give priority in the award of grants under this section to eligible
			 institutions that have entered into a partnership with a medical center or
			 clinic administered by the Department of Veterans Affairs or a facility
			 administered by the Department of Defense, including by providing clinical
			 rotations at such medical center, clinic, or facility.</text>
				</paragraph><paragraph id="H7F390EBC638D46CDBB642428D4578277"><enum>(3)</enum><header>Grant amounts</header><text>Grants awarded under this section shall be in amounts of not less than $1,000,000 and not more than
			 $1,500,000.</text>
				</paragraph></subsection><subsection id="H3F43C6F25B384C36A9C490B51CF040E3"><enum>(b)</enum><header>Requests for proposals</header>
				<paragraph id="H296485630CB4491696B0522870B3084E"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act and annually thereafter for two
			 years, the Secretary shall issue a request for proposals from eligible
			 institutions for grants under this section.</text>
				</paragraph><paragraph id="H2EDC964F8FD74A42A8F63DAE93BA531F"><enum>(2)</enum><header>Proposals</header><text>An eligible institution that seeks the award of a grant under this section shall submit an
			 application therefor to the Secretary at such time, in such manner, and
			 accompanied by such information as the Secretary may require, including—</text>
					<subparagraph id="H28AA95F0020C407F8FE86C94C2018330"><enum>(A)</enum><text>demonstration of a willingness and ability to participate in a partnership described in subsection
			 (a)(2); and</text>
					</subparagraph><subparagraph id="H67DB4A6A40854FFDB09C05EEF1DC0FDB"><enum>(B)</enum><text>a commitment, and demonstration of an ability, to maintain an accredited orthotics and prosthetics
			 education program after the end of the grant period.</text>
					</subparagraph></paragraph></subsection><subsection id="H0E9365339FF6401DB3E5D353229A9FAA"><enum>(c)</enum><header>Grant uses</header>
				<paragraph id="HD188EA7765BD49F688D160FD1A594A60"><enum>(1)</enum><header>In general</header><text>An eligible institution awarded a grant under this section shall use grant amounts to carry out any
			 of the following:</text>
					<subparagraph id="HEF76408E99B24F7EA1FCC6B483E12849"><enum>(A)</enum><text>Building new or expanding existing orthotics and prosthetics master’s or doctoral programs.</text>
					</subparagraph><subparagraph id="HDC3B3DD0B1AE4D919EADCA7C8AEC0E49"><enum>(B)</enum><text>Training doctoral candidates in fields related to orthotics and prosthetics to prepare them to
			 instruct in orthotics and prosthetics programs.</text>
					</subparagraph><subparagraph id="H9C630DFC036E486FAC28B81FD724B878"><enum>(C)</enum><text>Training faculty in orthotics and prosthetics education or related fields for the purpose of
			 instruction in orthotics and prosthetics programs.</text>
					</subparagraph><subparagraph id="H1FA0EC0283E347268F0D45E60FDF3CB9"><enum>(D)</enum><text>Salary supplementation for faculty in orthotics and prosthetics education.</text>
					</subparagraph><subparagraph id="H4442CFE1ED8A4095B79ED18A71CAAEBC"><enum>(E)</enum><text>Financial aid that allows eligible institutions to admit additional students to study orthotics and
			 prosthetics.</text>
					</subparagraph><subparagraph id="H86C890AA0D17484783DBE86E821C3007"><enum>(F)</enum><text>Funding faculty research projects or faculty time to undertake research in the areas of orthotics
			 and prosthetics for the purpose of furthering their teaching abilities.</text>
					</subparagraph><subparagraph id="H25970363AD314DCB8F525BE12218F79E"><enum>(G)</enum><text>Renovation of buildings or minor construction to house orthotics and prosthetics education
			 programs.</text>
					</subparagraph><subparagraph id="HE957B79FE43D41B1A041E9A197A82870"><enum>(H)</enum><text>Purchasing equipment for orthotics and prosthetics education.</text>
					</subparagraph></paragraph><paragraph id="H5CE5E93124DE420F8961443606E606B2"><enum>(2)</enum><header>Limitation on construction</header><text>An eligible institution awarded a grant under this section may use not more than 50 percent of the
			 grant amount to carry out paragraph (1)(G).</text>
				</paragraph><paragraph id="H6D0B20036F1C40E39D45A81ABF55F557"><enum>(3)</enum><header>Admissions preference</header><text>An eligible institution awarded a grant under this section shall give preference in admission to
			 the orthotics and prosthetics master’s or doctoral programs to veterans,
			 to the extent practicable.</text>
				</paragraph><paragraph id="H020A8E02C0884B53BD1D2AE0DDE662DA"><enum>(4)</enum><header>Period of use of funds</header><text>An eligible institution awarded a grant under this section may use the grant funds for a period of
			 three years after the award of the grant.</text>
				</paragraph></subsection><subsection id="H09F630B58EC04AA1B079AB13F29EA620"><enum>(d)</enum><header>Definitions</header><text>In this section:</text>
				<paragraph id="H53E2A01F6F2D4F188D12996CD477DBC8"><enum>(1)</enum><text>The term <term>eligible institution</term> means an educational institution that offers an orthotics and prosthetics education program that—</text>
					<subparagraph id="HA7FD928F6CE14448AED87826BD304F45"><enum>(A)</enum><text>is accredited by the National Commission on Orthotic and Prosthetic Education in cooperation with
			 the Commission on Accreditation of Allied Health Education Programs
			 (referred to in this section as the <term>National Commission</term>); or</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4875266C0E654AB0BF49F45261294827"><enum>(B)</enum><text>demonstrates an ability to meet the accreditation requirements for orthotic and prosthetic
			 education from the National Commission if the institution receives a grant
			 under this section.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1865AA699E0346E0BF3B7A731E7C2269"><enum>(2)</enum><text>The term <term>veteran</term> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101</external-xref> of title 38, United States Code.</text>
				</paragraph></subsection><subsection id="H209B4ED6EE554ADB87E86BBC49AF42BD"><enum>(e)</enum><header>Authorization of appropriations</header>
				<paragraph id="H93EED1188DEA4343BC6CF5A38580B495"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated for fiscal year 2014 for the Department of Veterans Affairs,
			 $15,000,000 to carry out this section. The amount so authorized to be
			 appropriated shall remain available for obligation until September 30,
			 2016.</text>
				</paragraph><paragraph id="H03E3470221754CB0A51B941F4E1ECA72"><enum>(2)</enum><header>Unobligated amounts to be returned to the treasury</header><text>Any amounts authorized to be appropriated by paragraph (1) that are not obligated by the Secretary
			 as of September 30, 2016, shall be returned to the Treasury of the United
			 States.</text>
				</paragraph></subsection></section><section id="H161A37B6B6444FEA9863148541D6A595"><enum>3.</enum><header>Center of Excellence in Orthotic and Prosthetic Education</header>
			<subsection id="HF085271B01214C9592FD5713A8519288"><enum>(a)</enum><header>Grant for establishment of center</header>
				<paragraph id="HF55B1F108BA24D2EB014455EAFFCF76B"><enum>(1)</enum><header>In general</header><text>The Secretary of Veterans Affairs shall award a grant to an eligible institution to enable the
			 eligible institution to—</text>
					<subparagraph id="H6ADD97AA21A2449B9EC35D3949410BAA"><enum>(A)</enum><text>establish the Center of Excellence in Orthotic and Prosthetic Education (hereafter in this section
			 referred to as the <term>Center</term>); and</text>
					</subparagraph><subparagraph id="H071DF828E893413E9A65CB28F9003D14"><enum>(B)</enum><text>enable the eligible institution to improve orthotic and prosthetic outcomes for veterans, members
			 of the Armed Forces, and civilians by conducting evidence-based research
			 on—</text>
						<clause id="H6C9CF319A8CA42389D1ECE1BE5796413"><enum>(i)</enum><text>the knowledge, skills, and training most needed by clinical professionals in the field of orthotics
			 and prosthetics; and</text>
						</clause><clause id="HAF75CB65F2E24977B2811B37A1B93F87"><enum>(ii)</enum><text>how to most effectively prepare clinical professionals to provide effective, high-quality orthotic
			 and prosthetic care.</text>
						</clause></subparagraph></paragraph><paragraph id="H249EECE6074446AD88EFB30562220C1F"><enum>(2)</enum><header>Priority</header><text>The Secretary shall give priority in the award of a grant under this section to an eligible
			 institution that has in force, or demonstrates the willingness and ability
			 to enter into, a memoranda of understanding with the Department of
			 Veterans Affairs, Department of Defense, or other appropriate Government
			 agency, or a cooperative agreement with an appropriate private sector
			 entity, which memorandum of understanding or cooperative agreement
			 provides for either, or both, of the following:</text>
					<subparagraph id="H48EAE80D89274F2BBFC026D028B42693"><enum>(A)</enum><text>The provision of resources, whether in cash or in kind, to the Center.</text>
					</subparagraph><subparagraph id="HC0CC1BE8CEAA4997B2CF6467282007F8"><enum>(B)</enum><text>To assist the Center in research and the dissemination of the results of such research.</text>
					</subparagraph></paragraph><paragraph id="HED765D313CB8472087D843E8A8A43F13"><enum>(3)</enum><header>Grant amount</header><text>The grant awarded under this section shall be in the amount of $5,000,000.</text>
				</paragraph></subsection><subsection commented="no" id="H741E929793AB4C1BB6001293D7C9F3E6"><enum>(b)</enum><header>Requests for proposals</header>
				<paragraph commented="no" id="HF8B6033A93374A71B1CD9BE2E90F0452"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary shall issue a
			 request for proposals from eligible institutions for a grant under this
			 section.</text>
				</paragraph><paragraph commented="no" id="H21B4D8E82A2C492DB6B1D8654D65936C"><enum>(2)</enum><header>Proposals</header><text>An eligible institution that seeks the award of the grant under this section shall submit an
			 application therefor to the Secretary at such time, in such manner, and
			 accompanied by such information as the Secretary may require.</text>
				</paragraph></subsection><subsection commented="no" id="HFF959F3DA2A14545BCF665CA430DDC44"><enum>(c)</enum><header>Grant uses</header>
				<paragraph commented="no" id="H1CB3FF2DBEE140D4AFCBF475625412B0"><enum>(1)</enum><header>In general</header><text>The eligible institution awarded the grant under this section shall use the grant amount for
			 purposes as follows:</text>
					<subparagraph commented="no" id="H3933068E23CA4AE7BBE3543F851A6EC5"><enum>(A)</enum><text>To develop an agenda for orthotics and prosthetics education research.</text>
					</subparagraph><subparagraph commented="no" id="HAA3CA4A1BE734087BED23396D0370FAD"><enum>(B)</enum><text>To fund research in the area of orthotics and prosthetics education.</text>
					</subparagraph><subparagraph commented="no" id="HAC38D62C6CE44A9FB59D36076552189F"><enum>(C)</enum><text>To publish or otherwise disseminate research findings relating to orthotics and prosthetics
			 education.</text>
					</subparagraph></paragraph><paragraph id="HCC96FEC65AD34C3DB509302F8A985F67"><enum>(2)</enum><header>Period of use of funds</header><text>The eligible institution awarded the grant under this section may use the grant amount for a period
			 of five years after the award of the grant.</text>
				</paragraph></subsection><subsection id="H35DD22EE4F1F4382BA0C88DC3791E68D"><enum>(d)</enum><header>Definitions</header><text>In this section:</text>
				<paragraph id="H5C9FCDF6BDD44008B324A23CA42FE32A"><enum>(1)</enum><text>The term <term>eligible institution</term> means an educational institution that—</text>
					<subparagraph id="HCC18E56979634A5D88D98B3EF0602091"><enum>(A)</enum><text>has a robust research program;</text>
					</subparagraph><subparagraph id="H11B05CDF50054160AEDA11EBAFC74D8B"><enum>(B)</enum><text>offers an orthotics and prosthetics education program that is accredited by the National Commission
			 on Orthotic and Prosthetic Education in cooperation with the Commission on
			 Accreditation of Allied Health Education Programs;</text>
					</subparagraph><subparagraph id="HC4A0E45E7BB14936A70C25BB19DE6C71"><enum>(C)</enum><text>is well recognized in the field of orthotics and prosthetics education; and</text>
					</subparagraph><subparagraph id="HF6C3BD0FE4024E11898D16372B604221"><enum>(D)</enum><text>has an established association with—</text>
						<clause id="H0364930E41574149928086B13B9CE959"><enum>(i)</enum><text>a medical center or clinic of the Department of Veterans Affairs; and</text>
						</clause><clause id="H9A8E75261CC94811A80FDDFC31C81A72"><enum>(ii)</enum><text>a local rehabilitation hospital.</text>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4A125B4B803F43C8B8A7FE5EFB5F1E82"><enum>(2)</enum><text>The term <term>veteran</term> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101</external-xref> of title 38, United States Code.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HC88616B250014022BE45C2C866D228A9"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated for fiscal year 2014 for the Department of Veterans Affairs,
			 $5,000,000 to carry out this section.</text>
