		<official-title>To provide for the development and dissemination of evidence-based best practices for health care
			 professionals to recognize victims of a severe form of trafficking and
			 respond to such individuals appropriately, and for other purposes.</official-title>

		<section id="HFB8832188E4847BA8701AA97F18E8D95" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Trafficking Awareness Training for Health Care Act of 2014</short-title></quote>.</text>
		</section><section id="H5C9368CEFB5E4B2CB8AC803CBE955DE3"><enum>2.</enum><header>Development of best practices</header>
			<subsection id="H82DE84A0D24945C9ABC2F0B4714C6E87"><enum>(a)</enum><header>Grant for development of best practices</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary of Health and Human
			 Services, acting through the Administrator of the Agency for Healthcare
			 Research and Quality, shall award, on a competitive basis, a grant to an
			 eligible school under which such school will—</text>
				<paragraph id="H14EEF59219D5473B8ECBDF5C769C300F"><enum>(1)</enum><text>not later than 6 months after receipt of the award, develop best practices for health care
			 professionals—</text>
					<subparagraph id="HEABD2EFD5ACD4AC19BA30877F9D10B4D"><enum>(A)</enum><text>to recognize victims of a severe form of trafficking; and</text>
					</subparagraph><subparagraph id="H0BC914C76DF045F79248CA23F94F7DA1"><enum>(B)</enum><text>to respond appropriately to such individuals;</text>
					</subparagraph></paragraph><paragraph id="H41648CF5E7E54543B9B000D5DFC4F3CD"><enum>(2)</enum><text display-inline="yes-display-inline">in developing best practices under paragraph (1), survey, analyze, and evaluate existing best
			 practices that foster the practice of interprofessional collaboration,
			 including those used by industries other than the health care industry, to
			 determine the extent to which such existing best practices may be adapted
			 for use as part of the best practices under paragraph (1);</text>
				</paragraph><paragraph id="HCEE8E31CE2804168994E797C3633FADD"><enum>(3)</enum><text>develop curricula, training modules, or materials to train health care professionals on the best
			 practices developed under paragraph (1);</text>
				</paragraph><paragraph commented="no" id="H9FEA1C062BC64E759A1B983E44509CBE"><enum>(4)</enum><text display-inline="yes-display-inline">not later than 12 months after the receipt of the award, make a subgrant to one entity in each of
			 the 10 administrative regions of the Department of Health and Human
			 Services—</text>
					<subparagraph id="H5E0728DD1A7F40568930F344933F1EEE"><enum>(A)</enum><text display-inline="yes-display-inline">to design, implement, and evaluate a pilot program using the best practices developed under
			 paragraph (1) and the curricula, training modules, or materials developed
			 under paragraph (3);</text>
					</subparagraph><subparagraph id="HE1E62A3C79C1489693E38B95BA5F2B00"><enum>(B)</enum><text>to conduct the pilot program at one or more eligible sites within the respective region, which may
			 include an eligible site that is a school-based health center; and</text>
					</subparagraph><subparagraph id="H6CF6769448B5433BAF8E558E23187ADB"><enum>(C)</enum><text>to complete the implementation and evaluation of such pilot program with a period of 6 months;</text>
					</subparagraph></paragraph><paragraph id="HA43D30DDCA4D4A6E83B510BADC4D5AE9"><enum>(5)</enum><text>not later than 24 months after the receipt of the award, analyze the results of the pilot programs
			 conducted through subgrants under paragraph (4), including analyzing—</text>
					<subparagraph id="H02FBB44C018143BD808A6E91B6642DC7"><enum>(A)</enum><text>changes in the acquired skills, knowledge, and attitude of health care professionals resulting from
			 the implementation of the programs;</text>
					</subparagraph><subparagraph id="HF03731FBE36E45C2AB23A3FD93A81163"><enum>(B)</enum><text>the number of victims of a severe form of trafficking who are recognized under the programs;</text>
					</subparagraph><subparagraph id="H7EA473BC3EAE4B60B62CB677C639EDA1"><enum>(C)</enum><text>of those recognized, the number who received information or referrals for services offered through
			 the programs; and</text>
					</subparagraph><subparagraph id="H1F678F6CC83C48AB8ACF843F1F75C51B"><enum>(D)</enum><text>of those who received such information or referrals—</text>
						<clause id="H1F5C77CB2C1B417683141D10258BBE0F"><enum>(i)</enum><text>the number who participated in followup services; and</text>
						</clause><clause id="H9C111F6FD7C549F494B9B49066FFBFE3"><enum>(ii)</enum><text>the type of followup services received;</text>
						</clause></subparagraph></paragraph><paragraph id="HCE6508881E0C48CE8B0418C532CE0F8B"><enum>(6)</enum><text>determine, using the results of the analysis under paragraph (5), the extent to which the best
			 practices developed under paragraph (1) are evidence-based; and</text>
				</paragraph><paragraph id="H28D1F999B107407B9357395EF3A5454A"><enum>(7)</enum><text display-inline="yes-display-inline">submit a comprehensive assessment of the pilot programs conducted through subgrants under paragraph
			 (4) to the Secretary of Health and Human Services, including an
			 identification of—</text>
					<subparagraph id="H5414421184274D8A9E11CE75FD52A368"><enum>(A)</enum><text display-inline="yes-display-inline">the best practices that are determined pursuant to paragraph (6) to be evidence-based; and</text>
					</subparagraph><subparagraph id="HF9661FE46DA74DC78A60250B04061184"><enum>(B)</enum><text>the best practices that are determined pursuant to such paragraph to require further review in
			 order to determine whether they are evidence-based.</text>
					</subparagraph></paragraph></subsection><subsection id="HF7A5BFE2C2CC4A5990BBCE0271FF3E8B"><enum>(b)</enum><header>Contents</header><text display-inline="yes-display-inline">The best practices developed through the grant awarded under subsection (a)—</text>
				<paragraph id="HD73D0380EC904058836B7B697347828F"><enum>(1)</enum><text>shall address—</text>
					<subparagraph id="H109006F8625A492BA79D021526DD8157"><enum>(A)</enum><text>indicators to recognize victims of a severe form of trafficking;</text>
					</subparagraph><subparagraph id="H8125DE51A9F9488092CF064B778260DB"><enum>(B)</enum><text>application of Federal and State law with respect to victims of a severe form of trafficking;</text>
					</subparagraph><subparagraph id="H6ABE5FD94A374151BF929C6998320FF9"><enum>(C)</enum><text display-inline="yes-display-inline">patient safety and security, including the requirements of HIPAA privacy and security law as
			 applied to victims of a severe form of trafficking;</text>
					</subparagraph><subparagraph id="H6DAEA396CEC847CB87412238E8C8C24A"><enum>(D)</enum><text display-inline="yes-display-inline">the management of medical records of patients who are victims of a severe form of trafficking;</text>
					</subparagraph><subparagraph id="H6E947970BCB04B4C85D7F465B65D138E"><enum>(E)</enum><text>public and private social services available for rescue, food, clothing, and shelter referrals;</text>
					</subparagraph><subparagraph commented="no" id="H8A7312C2BE2547AEBE021DBE94543EF3"><enum>(F)</enum><text>the hotlines for reporting human trafficking maintained by the National Human Trafficking Resource
			 Center and the Department of Homeland Security; and</text>
					</subparagraph><subparagraph id="HF1B8B0A2A88B4BC3BA1BD153EB887CAA"><enum>(G)</enum><text display-inline="yes-display-inline">assessment tools for the identification of victims of a severe form of trafficking; and</text>
					</subparagraph></paragraph><paragraph id="HA893A7817D1047CCBF0846B718619099"><enum>(2)</enum><text>shall not address patient medical treatment.</text>
				</paragraph></subsection><subsection id="H27DA680590B2474E8FF60D3FEC323F11"><enum>(c)</enum><header>Dissemination</header><text display-inline="yes-display-inline">Not later than 24 months after the award of a grant to a school under subsection (a), the Secretary
			 of Health and Human Services, acting through the Administrator of the
			 Agency for Healthcare Research and Quality, shall—</text>
				<paragraph id="H82E4B35FE1A44BDB949BACE5B6C8A34A"><enum>(1)</enum><text>post on the public website of the Department of Health and Human Services the best practices that
			 are identified by the school under subparagraphs (A) and (B) of subsection
			 (a)(7); and</text>
				</paragraph><paragraph id="HFCE3B67CE1DC449F92189F1B842A33D9"><enum>(2)</enum><text display-inline="yes-display-inline">disseminate to health care profession schools the best practices identified by the school under
			 subsection (a)(7)(A) and evaluation results.</text>
				</paragraph></subsection></section><section commented="no" id="HA8B81882F00C47A0B3C3D2CBD27DA11F"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H73129C73C70E479C9F0DE6E1CE1B6890"><enum>(1)</enum><text>The term <term>health care professional</term> means a person employed by a health care provider who provides to patients information (including
			 information not related to medical treatment), scheduling, services, or
			 referrals.</text>
			</paragraph><paragraph id="H0590F72F2D4C42DBAB848E825D6306F9"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>HIPAA privacy and security law</term> has the meaning given to such term in section 3009 of the Public Health Service Act (42 U.S.C.
			 300jj–19).</text>
			</paragraph><paragraph id="H8BFCDB7AF2A24F299A51598E329D1C37"><enum>(3)</enum><text>The term <term>victim of a severe form of trafficking</term> has the meaning given to such term in section 103 of the Trafficking Victims Protection Act of
			 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>).</text>
			</paragraph><paragraph id="HC0E4F0326A684F5685EBF3677C567853"><enum>(4)</enum><text display-inline="yes-display-inline">The term <term>eligible school</term> means an accredited school of medicine or nursing with experience in the study or treatment of
			 victims of a severe form of trafficking.</text>
			</paragraph><paragraph id="H089D26BA0D4048649452C0A49A14B791"><enum>(5)</enum><text display-inline="yes-display-inline">The term <term>eligible site</term> means a health center that is receiving assistance under section 330, 399Z–1, or 1001 of the
			 Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>, 300).</text>
			</paragraph></section><section id="H59445098CFBD4A71B918123CC95312D2"><enum>4.</enum><header>No additional authorization of appropriations</header><text display-inline="no-display-inline">No additional funds are authorized to be appropriated to carry out this Act and the amendments made
			 by this Act, and this Act and such amendments shall be carried out using
			 amounts otherwise available for such purpose.</text>
