		<official-title>To direct the Attorney General to conduct a study on the cost of the purchase and use of body
			 cameras by State and local law enforcement agencies, and to require law
			 enforcement agencies to purchase and use body cameras as a condition on
			 the receipt of Federal funding, and for other purposes.</official-title>

		<section id="H96D6D9C4A7D546BDA89F5BC59ACEA15A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transparency in Policing Act of 2014</short-title></quote> or the <quote>TIP Act of 2014</quote>.</text>
		</section><section id="H0D3117B1AF074AB19C2C0A22B523DA59"><enum>2.</enum><header>Study on the cost of the purchase and use of body cameras by law enforcement agencies</header>
			<subsection id="HB9BB1668A6D84D5A817B7EBC387700BC"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Attorney General shall conduct a study on the cost to State and local law enforcement agencies
			 of purchasing and using body cameras.</text>
			</subsection><subsection id="H9B3BE7B67F2E49C9BAB5F890528F7BAD"><enum>(b)</enum><header>Report</header><text>Not later than 90 days after the date of the enactment of this Act, the Attorney General shall
			 submit to Congress a report that contains the results of the study
			 conducted under subsection (a).</text>
			</subsection></section><section id="H073C007E61244E91BB9EDCA2E0B1E83B"><enum>3.</enum><header>Requirement for law enforcement agencies to purchase and use body cameras</header>
			<subsection id="H654EFB9583DE4D17A2289637686CE919"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Beginning on the date that is 90 days after the date of the enactment of this Act, a State or local
			 law enforcement agency that receives Federal funds from a grant program
			 carried out by the Department of Justice shall, as a condition of receipt
			 of such funds, purchase body cameras for use by the law enforcement
			 officers employed by that law enforcement agency.</text>
			</subsection><subsection id="HA5DBFE1547984DC781DFD743F99AA430"><enum>(b)</enum><header>Rulemaking authority</header><text>The Attorney General shall make rules to implement the requirement under subsection (a).</text>
			</subsection><subsection id="H7B7D661E70F946E38D66FD0713A79961"><enum>(c)</enum><header>Waiver</header><text>The Attorney General may waive the requirement under subsection (a) for a law enforcement agency if
			 the Attorney General determines that compliance with such requirement
			 would create a hardship for the law enforcement agency.</text>
