		<official-title>To amend the Public Health Service Act to extend health plan coverage to dependent children in the
			 individual and group market, contingent on the enactment of legislation
			 repealing the Patient Protection and Affordable Care Act, and for other
			 purposes.</official-title>

		<section id="HCA4C36F3AAD64786AD4FBD63979C4D8D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Securing Health Care for Young Americans Act of 2014</short-title></quote>.</text>
		</section><section id="HFABAAB943A02485FAA29227AA1B5188B"><enum>2.</enum><header>Extension of dependent coverage</header>
			<subsection id="HC938F3372A3944D1A34EE9F13573DE63"><enum>(a)</enum><header>Group market</header>
				<paragraph id="HAE55350A5E374907AD77916528A06D0B"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subpart 1 of part A of title XXVII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300gg">42 U.S.C. 300gg et seq.</external-xref>) is
			 amended by adding at the end:</text>
					<quoted-block display-inline="no-display-inline" id="HAF1A0512B1ED44AB90E3631291A2FE99" style="OLC">
						<section id="H210D25F6DD6D436FA8B9751BC685A2EE"><enum>2703A.</enum><header>Extension of dependent coverage</header>
							<subsection id="HE542067344584C34BB428A74BA83487E"><enum>(a)</enum><header>In General</header><text>A group health plan and a health insurance issuer offering group health insurance coverage that
			 provides dependent coverage of children shall continue to make such
			 coverage available for such a dependent after such dependent turns 18
			 years of age until the first of the following events occurs:</text>
								<paragraph id="H595ADB7DB4F64E9EA356CBEC779B2F9F"><enum>(1)</enum><text>The dependent turns 26 years of age.</text>
								</paragraph><paragraph id="H1B6D6A71933746DB91F8A3FFDB1C9A48"><enum>(2)</enum><text>The dependent marries.</text>
								</paragraph><paragraph id="H0A8EA693DF784772918A1D1B6F510B72"><enum>(3)</enum><text>Subject to <internal-xref idref="HC5804008691B4DF09819F8D4A4254689" legis-path="2703A.(c)">subsection (c)</internal-xref>, the dependent no longer resides in the home of—</text>
									<subparagraph id="H538D00F06E4C40D3A7FB190B41FD1C60"><enum>(A)</enum><text>the policy holder through which such dependent is eligible for dependent coverage; or</text>
									</subparagraph><subparagraph commented="no" id="H2056208CD42941B7B14C4AE2863282EF"><enum>(B)</enum><text>in the case that the policy holder through which such dependent is eligible for dependent coverage
			 provides such coverage subject to an order to provide child support, the
			 dependent’s parent or legal guardian.</text>
									</subparagraph></paragraph></subsection><subsection id="H530BBC0B4C13481C9789CA3A91236251"><enum>(b)</enum><header>Exception for college students</header><text>Paragraph (3) of <internal-xref idref="HE542067344584C34BB428A74BA83487E" legis-path="2714.(a)">subsection (a)</internal-xref> shall not apply to a dependent for any period of time during which such dependent is enrolled as a
			 full-time student at a postsecondary educational institution (including an
			 institution of higher education as defined in section 102 of the Higher
			 Education Act of 1965).</text>
							</subsection><subsection commented="no" id="H8F3B20DFB59F46808766E1C132891401"><enum>(c)</enum><header>Limitation</header><text>Nothing in this section shall require a plan or an issuer described in <internal-xref idref="HE542067344584C34BB428A74BA83487E" legis-path="2703A.(a)">subsection (a)</internal-xref> to make coverage available for a child of an individual receiving dependent coverage pursuant to
			 this section.</text>
							</subsection><subsection id="H5096AAEBABCF46BE90E8CBCDB70AEEED"><enum>(d)</enum><header>Rule of Construction</header><text>Nothing in this section shall be construed to modify the definition of <term>dependent</term> as used in the Internal Revenue Code of 1986 with respect to the tax treatment of the cost of
			 coverage.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HD2C1865FB5724CD9865D009F8412B16C"><enum>(2)</enum><header>Regulations</header><text>The Secretary shall promulgate regulations to define the dependents to which coverage shall be made
			 available under section 2703A of the Public Health Service Act, as added
			 by paragraph (1).</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HDD71B5DEDAEB4D1E80127D93EC6D5655"><enum>(b)</enum><header>Individual market</header><text display-inline="yes-display-inline">Subpart 1 of part B of title XXVII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300gg-41">42 U.S.C. 300gg–41 et seq.</external-xref>) is
			 amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H9857B1F60BDE4AADBA548AEF50A7719A" style="OLC">
					<section id="H1EC8B8354DFF4A589EEDB3CF640B987C"><enum>2748.</enum><header>Extension of dependent coverage</header><text display-inline="no-display-inline">The provisions of section 2703A shall apply to health insurance coverage offered to individuals by
			 a health insurance issuer in the individual market in the same manner as
			 it applies to health insurance coverage offered by a health insurance
			 issuer in the group market.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HC034EDB440794067B1FA70062B3DC194"><enum>(c)</enum><header>Effective date contingent on repeal of PPACA</header>
				<paragraph commented="no" id="H74F154199DDA4B86975DB823E3786FA5"><enum>(1)</enum><header>In general</header><text>Subsections (a) and (b) and the amendments made by such subsections shall take effect upon the
			 enactment of PPACA repeal legislation described in paragraph (2) and such
			 subsections and amendments shall have no force or effect if such PPACA
			 repeal legislation is not enacted.</text>
				</paragraph><paragraph id="HF05AEF37DAFB4F98A51549B0C8525D01"><enum>(2)</enum><header>PPACA repeal legislation described</header><text display-inline="yes-display-inline">For purposes of paragraph (1), PPACA repeal legislation described in this paragraph is legislation
			 that—</text>
					<subparagraph id="H1270A2BBD4374892B57D6765499847A8"><enum>(A)</enum><text>repeals <external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref>, and restores or revives the provisions of law amended or repealed,
			 respectively, by such Act as if such Act had not been enacted and without
			 further amendment to such provisions of law; and</text>
					</subparagraph><subparagraph id="H925C48C0991E4D6CBC66C2CE2AF5F55B"><enum>(B)</enum><text>repeals title I and subtitle B of title II of the Health Care and Education Reconciliation Act of
			 2010 (<external-xref legal-doc="public-law" parsable-cite="pl/111/152">Public Law 111–152</external-xref>), and restores or revives the provisions of law
			 amended or repealed, respectively, by such title or subtitle,
			 respectively, as if such title and subtitle had not been enacted and
			 without further amendment to such provisions of law.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
