<section id="H030DEA0F92E941C88810BA159FB687EE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Historic Vehicle Register Act of 2014</short-title></quote>.</text></section> 
<section id="H3114177EBA1B4A66ABB399076DF25852"><enum>2.</enum><header>National Register of Historic Vehicles</header> 
<subsection id="H81A34437A30C47ED9A376440CF285D9F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of the Interior, acting through the Director of the National Park Service, is authorized to expand and maintain a National Historic Vehicle Register composed of the following:</text> 
<paragraph id="HC7CA70DADD9A4C008DE1ACFD5EE5901E"><enum>(1)</enum><text>A narrative describing each historic vehicle and its significance.</text></paragraph> 
<paragraph id="H53FF498BA3A64F9C9BBE4DEF59CF38C4"><enum>(2)</enum><text>A photographic record of the historic vehicle.</text></paragraph> 
<paragraph id="H0E976D663EEC4C92BFDB8BDC49FEE22B"><enum>(3)</enum><text>Line drawings or engineering drawings of the historic vehicle.</text></paragraph></subsection> 
<subsection id="HB1F62A38D4E241D9A211A4ECEB213785"><enum>(b)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Secretary of the Interior, acting through the Director of the National Park Service, shall coordinate with the Historic Vehicle Association in order to invite individual, institutional, and other owners of historic vehicles to participate in the National Historic Vehicle Register.</text></subsection> 
<subsection id="HB06E00B2616E4FE9960E06902C02F606"><enum>(c)</enum><header>Location</header><text display-inline="yes-display-inline">The National Register of Historic Vehicles shall be archived in the Library of Congress.</text></subsection></section> 
<section id="HA29EB2507D9B43518DE31EEBAF45A740"><enum>3.</enum><header>Criteria for historic vehicles</header><text display-inline="no-display-inline">The Secretary of the Interior, acting through the Director of the National Park Service, shall develop criteria for historic vehicles. Vehicles, motorcycles, trucks, and commercial vehicles may be considered historic vehicles for the purposes of this Act. When developing criteria under this section, the Secretary shall consider the following:</text> 
<paragraph id="H355B87810A944BBE961CD9F2A0997F88"><enum>(1)</enum><header>Associative Value—Event</header><text>A vehicle associated with an event or events that are important in automotive or United States history.</text></paragraph> 
<paragraph id="H3E283CC2CD7643399D90546E528748A3"><enum>(2)</enum><header>Associative Value—Person</header><text display-inline="yes-display-inline">A vehicle associated with the lives of significant persons in automotive or United States history.</text></paragraph> 
<paragraph id="H1FBBAA12C0874B029A971E4DA95C680F"><enum>(3)</enum><header>Design or Construction Value</header><text>A vehicle that is distinctive based on design, engineering, craftsmanship, or aesthetic value.</text></paragraph> 
<paragraph id="H4A27A78411BD4642A4CAC78180DDA339"><enum>(4)</enum><header>Informational Value</header><text display-inline="yes-display-inline">A vehicle of a particular type that was the first or last produced or is among the most well-preserved or authentically restored examples.</text></paragraph></section> 
<section id="HC2E13006E1344E6887904FEA921C813B"><enum>4.</enum><header>Clarification</header><text display-inline="no-display-inline">Nothing in this Act shall—</text> 
<paragraph id="HF6FF28F4F0BF4ED2A08BB023755D209E"><enum>(1)</enum><text>supersede Federal, State, or local environmental or air quality standards related to the operation of motor vehicles and historic vehicles; </text></paragraph> 
<paragraph id="HE4705B8F2FC84871A5AD7493D593C82D"><enum>(2)</enum><text>violate the privacy of the owner of a historic vehicle; or</text></paragraph> 
<paragraph id="H0C15F239166B44ECBD9A15DC8AE8628D"><enum>(3)</enum><text>require that a historic vehicle be documented without the consent of the owner.</text></paragraph></section>
