<official-title>To require the Secretary of Homeland Security to collaborate on foreign terrorist organization designations.</official-title>

<section id="HF67EE1BF7B584FA8B3202CB644FC39B5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>FTO Reform Act of 2014</short-title></quote>.</text></section> 
<section id="H9132301562DC42B6B288715A44134738"><enum>2.</enum><header>Department of State and Department of Homeland Security collaboration</header> 
<subsection id="H7EEFE39D4A3B4C3ABF739F40C1624939"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">Section 219(d) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(d)</external-xref>) is amended—</text> 
<paragraph id="HA731BF06EA1C49AEBF8324FE42F25421"><enum>(1)</enum><text>in paragraph (3)—</text> 
<subparagraph id="HE6E4D80028F149D3B3D028952A06ED1F"><enum>(A)</enum><text>by inserting <quote>Homeland Security and Governmental Affairs,</quote> before <quote>and Foreign Relations of the Senate</quote>; and</text></subparagraph> 
<subparagraph id="H3233A8C3D93443B682586A686790AD5E"><enum>(B)</enum><text>by striking <quote>and International Relations of the House of Representatives</quote> and inserting <quote>Homeland Security, and Foreign Affairs of the House of Representatives</quote>; and </text></subparagraph></paragraph> 
<paragraph id="H6DAC98D1FE324DE0BDA5ECA6B29B5ECA"><enum>(2)</enum><text>in paragraph (4), by inserting after <quote>Secretary of the Treasury</quote> the following: <quote>, the Secretary of Homeland Security,</quote>.</text></paragraph></subsection> 
<subsection id="HE7986D45345F4E9B911C29B847E061D8"><enum>(b)</enum><header>Consultation</header><text>Section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>) is amended—</text>
<paragraph id="H395E0EA3C662445AB25DD030F95597B9"><enum>(1)</enum><text>in subsection (a)(1), in the matter preceding subparagraph (A), by inserting <quote>, in accordance with subsection (d),</quote> after <quote>The Secretary</quote>;</text></paragraph>
<paragraph id="H6FC6CFF5818A4A0EBD50D96DC640D176"><enum>(2)</enum><text>by redesignating subsection (d) as subsection (e); and</text></paragraph>
<paragraph id="H926D3FB76E544236BC9A2A6B8497AB6D"><enum>(3)</enum><text>by inserting after subsection (c) the following new subsection:</text>

<subsection id="H504C6E4B00804D319CE93E3094863BD7"><enum>(d)</enum><header>Consultation</header><text display-inline="yes-display-inline">The Secretary of Homeland Security shall, as soon as practicable, transmit to the Secretary the recommendations of the Secretary of Homeland Security to the Secretary of State regarding the designation under this section of an organization as a foreign terrorist organization, including an assessment of the threat to national security due to terrorist activity or terrorism carried out by the organization under review. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="H007BBC194E51444EA469C23688290E25"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security shall submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs a report on the the following:</text> 
<paragraph id="H853AAD3CE80042EDABE7DBBDB5FCBCE6"><enum>(1)</enum><text>The activities of the Department of Homeland Security relating to Foreign Terrorist Organization (FTO) designations, and an accounting of the effects each such designation has on the Department’s operations.</text></paragraph> 
<paragraph id="H5030126FDF10456D8F32D21FA82BE41A"><enum>(2)</enum><text>The number of individuals denied entry into the United States due to their support for an FTO and an identification of such FTOs.</text></paragraph> 
<paragraph id="H7F1623A144F5497CBAA9BECA9EC1B2A6"><enum>(3)</enum><text>The number of individuals removed from the United States due to their support for an FTO and an identification of such FTOs.</text></paragraph> 
<paragraph id="H9644EF8416D34E07AEE318D01046D840"><enum>(4)</enum><text>A list of all revocations of otherwise ineligible nonimigrant visas considered by the Department of Homeland Security.</text></paragraph> 
<paragraph id="H35C98F0B643B479CA2F87C2CA99F1575"><enum>(5)</enum><text>A list of all individuals with respect to whom a revocation was granted, their associations with an FTO, and an identification of such FTOs.</text></paragraph></subsection></section>
