		<official-title>To direct the Administrator of the Federal Aviation Administration to issue regulations to improve
			 the tracking of aircraft in flight, and for other purposes.</official-title>

		<section id="HA6005AAE8033471FAB1552740CB5F79F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Aviation and Flight Emergency Tracking Act of 2014</short-title></quote>.</text>
		</section><section id="HF0BBFF12E61042D69D5D1570BA965BE2"><enum>2.</enum><header>Improved tracking of aircraft in flight</header>
			<subsection id="HB63754668F094F3E9678B604E2D7986A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of the Federal
			 Aviation Administration shall issue regulations to ensure that a covered
			 aircraft is equipped with technology that provides for—</text>
				<paragraph id="H8A4FBAC9E2594663AEE4D72602A5CE30"><enum>(1)</enum><text>continuous tracking of information regarding the aircraft during flight, including information
			 regarding the position, altitude, and speed of the aircraft; and</text>
				</paragraph><paragraph id="H962ED91370734F399E44E562D3F7C4F1"><enum>(2)</enum><text>the timely and cost effective recovery of the cockpit voice recorder and flight data recorder of
			 the aircraft in the event of a crash or other serious incident.</text>
				</paragraph></subsection><subsection id="H4642CFAAF4654E878A49382962ECC633"><enum>(b)</enum><header>Study of certain technologies</header><text display-inline="yes-display-inline">In carrying out subsection (a), the Administrator shall investigate at least the following:</text>
				<paragraph id="HB3FDBEAD001E4887A38AA218D2A158C7"><enum>(1)</enum><text display-inline="yes-display-inline">Automatic dependent surveillance.</text>
				</paragraph><paragraph id="H1E335D227C8E48C8BDF66D3A04B3C5AE"><enum>(2)</enum><text>Automatic deployable flight recorders.</text>
				</paragraph><paragraph id="H4D4433F870694865A0359062A486A6DB"><enum>(3)</enum><text>Emergency locator transmitters.</text>
				</paragraph><paragraph id="H8D2802D541394C548172FD654DC13032"><enum>(4)</enum><text>Satellite navigation and communications.</text>
				</paragraph></subsection><subsection id="H06A6113F80254124B1B71B74B2867677"><enum>(c)</enum><header>Interim report</header><text>Not later than 60 days after the date of enactment of this Act, the Administrator shall submit to
			 the Committee on Appropriations and the Committee on Transportation and
			 Infrastructure of the House of Representatives and the Committee on
			 Appropriations and the Committee on Commerce, Science, and Transportation
			 of the Senate a report specifying technologies the Administrator is
			 considering for inclusion in the regulations required under subsection
			 (a), including a description of costs and benefits associated with each of
			 the technologies.</text>
			</subsection><subsection id="H44EFE7DE4C5C445AA807B9FB0C4B2629"><enum>(d)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Administrator shall work collaboratively with the International Civil Aviation Organization and
			 other relevant stakeholders to develop and implement international
			 standards that improve the tracking of aircraft in flight.</text>
			</subsection><subsection id="HCC21474B13A04884966248B5535D1DB1"><enum>(e)</enum><header>Covered aircraft defined</header><text>In this section, the term <term>covered aircraft</term> means a passenger aircraft—</text>
				<paragraph id="HFF0F4CA1A595487BA72A117FDA164473"><enum>(1)</enum><text>able to carry at least 120 passengers;</text>
				</paragraph><paragraph id="H24FB6680DAD44A57B1527EAF827D5E23"><enum>(2)</enum><text>ordered on or after January 1, 2016; and</text>
				</paragraph><paragraph id="H3CA1744CA70A458F9920FB3126F9C901"><enum>(3)</enum><text>providing scheduled passenger air transportation (as such term is defined in section 40102(a) of
			 title 49, United States Code).</text>
				</paragraph></subsection></section></legis-body>
