		<section id="HD72250002D3749C5978AE36F696BD491" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Government Printing Overreach Act of 2014</short-title></quote>.</text>
		</section><section id="HCBC5638181554ACD89946EDEEFDBDD4D" section-type="subsequent-section"><enum>2.</enum><header>Prohibiting assembly or manufacture of secure credentials or component parts by Government Printing
			 Office</header>
			<subsection id="HD8AE91A6A1E349F8B6A4560D4ED36396"><enum>(a)</enum><header>Prohibition</header>
				<paragraph id="H4E63497B70C2497B94070CA7963F8594"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/5">Chapter 5</external-xref> of title 44, United States Code, is amended by adding at the end the following new
			 section:</text>
					<quoted-block display-inline="no-display-inline" id="H172EF59181984D9EAFC97F147BE8B6A1" style="USC">
						<section id="HBE848A5CD4F242C085E1285FB419FD9D"><enum>518.</enum><header>Prohibiting assembly or manufacture of secure credentials or component parts</header>
							<subsection id="H25406AB547E54935B06E7750310B00A1"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Except to the extent permitted under subsection (b), the Public Printer may not assemble or
			 manufacture any secure credentials or the component parts of any such
			 credential.</text>
							</subsection><subsection id="HE81D8BCA6286461AAB263120AB77B94A"><enum>(b)</enum><header>Exceptions</header><text display-inline="yes-display-inline">Subsection (a) does not apply to the following activities:</text>
								<paragraph id="H79050FD5C56A4C098A84F3F0DDEEB1B0"><enum>(1)</enum><text>Stitching security paper into an already assembled eCover for the Department of State, except that
			 nothing in this paragraph may be construed to permit the Public Printer to
			 manufacture a new polycarbonate data page or other secure credential
			 within the ePassport.</text>
								</paragraph><paragraph id="H884F13C1B6144C4DAD47F0C7036EC3FE"><enum>(2)</enum><text>Manufacturing NEXUS and SENTRI cards pursuant to any contract or purchase order which is in effect
			 as of the date of the enactment of this section, but only until the
			 earlier of—</text>
									<subparagraph id="H4BED3B7ECEF54066826101658C54AA53"><enum>(A)</enum><text>the date on which the contract expires or the purchase order is filled; or</text>
									</subparagraph><subparagraph id="H7CA14F638F574F0CBDD88DD806D887B1"><enum>(B)</enum><text>December 31, 2015.</text>
									</subparagraph></paragraph><paragraph id="H61892AFA35D64AD4B7BE7F7222570A0D"><enum>(3)</enum><text>Assembling or manufacturing any secure credentials specifically at the request of the Central
			 Intelligence Agency or the National Security Agency for use in classified
			 programs or activities.</text>
								</paragraph><paragraph id="H5B197094061040BB9F482A468CAF4384"><enum>(4)</enum><text>Manufacturing identification badges for the Presidential Inauguration.</text>
								</paragraph></subsection><subsection id="H9AEBE258D0A7465DA43351337C152265"><enum>(c)</enum><header>Secure Credential Defined</header><text display-inline="yes-display-inline">The term <term>secure credential</term> means an identification document which includes component security parts (such as electronic
			 storage capability, semiconductors, antennae, anti-counterfeiting
			 technology, digital watermarks and other digital identifications, and
			 specialized polycarbonate manufacturing) designed to authenticate the
			 document or reduce the risk of the unauthorized replication or alteration
			 of the document.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H2428A6D5C48C456080B81526066720BA"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections for chapter 5 of such title is amended by adding at the end the following new
			 item:</text>

							<toc-entry level="section">518. Prohibiting assembly or manufacture of secure credentials or component parts.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H650BB155B8E6496B8044B4EE4DEF662E"><enum>(b)</enum><header>Conforming Amendment</header><text>Section 501 of such title is amended—</text>
				<paragraph id="H5BD69FB1C3F94829BBD42ADD9C640FC3"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of paragraph (1);</text>
				</paragraph><paragraph id="HD4346AF73167449E843907B9463B4487"><enum>(2)</enum><text>by striking the period at the end of paragraph (2) and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="HA3A10CB5D4DD4586856A7C8D74B1056E"><enum>(3)</enum><text>by inserting after paragraph (2) the following new paragraph:</text>
