		<section id="HD88E53CB16D54B3B99D9F17A73B2EBDF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pet and Women Safety Act of 2014</short-title></quote>.</text>
		</section><section id="HACE6BC5D05984C97835159AC5DEED55C"><enum>2.</enum><header>Pet involvement in crimes related to domestic violence and stalking</header>
			<subsection id="H42ECFB4AC8B047E3B326D972CBD8B6EB"><enum>(a)</enum><header>Interstate stalking</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2261A">Section 2261A</external-xref> of title 18, United States Code, is amended—</text>
				<paragraph id="HF1D9C2B163134F4DA85AAEBE3EB683D4"><enum>(1)</enum><text>in paragraph (1)(A)—</text>
					<subparagraph id="HA7F2A8F9A2474273911570CFB3782A30"><enum>(A)</enum><text>in clause (ii), by striking <quote>or</quote> at the end; and</text>
					</subparagraph><subparagraph id="H244B94AB8B4D4A508D5DE3FF1E5B8B48"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after clause (iii) the following:</text>
						<quoted-block display-inline="no-display-inline" id="HE51F2195E0084C4399AED07721C899F7" style="USC">
							<clause id="HBD1208C9FE044D84935CC9DD5B14704B"><enum>(iv)</enum><text display-inline="yes-display-inline">the pet of that person; or</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H3DFFA8ADDD644B668961138F4BA474D3"><enum>(2)</enum><text>in paragraph (2)(A), by striking <quote>or (iii)</quote> and inserting <quote>(iii), or (iv)</quote>.</text>
				</paragraph></subsection><subsection id="HFBB7C45F7EBF4E02A799570786128E8F"><enum>(b)</enum><header>Interstate violation of protection order</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/2262">Section 2262</external-xref> of title 18, United States Code, is amended—</text>
				<paragraph id="HF387973245C34A4B94FAEEBD1B9EE799"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="HE691FF08532045C59818685081C1F6F8"><enum>(A)</enum><text>in paragraph (1), by inserting after <quote>another person</quote> the following: <quote>or the pet of that person</quote>; and</text>
					</subparagraph><subparagraph id="H201FC7C0D76C4CAC942621BF9B637B20"><enum>(B)</enum><text>in paragraph (2), by inserting after <quote>proximity to, another person</quote> the following <quote>or the pet of that person</quote>; and</text>
					</subparagraph></paragraph><paragraph id="H0C77BB39C5164226AA3CC0B6C7AD46E6"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(5), by inserting after <quote>in any other case,</quote> the following: <quote>including any case where the offense is committed against a pet,</quote>.</text>
				</paragraph></subsection><subsection id="H182A0980EA4740A1AA5AF5B1FA6176A3"><enum>(c)</enum><header>Restitution To include veterinary services</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2264">Section 2264</external-xref> of title 18, United States Code, is amended in subsection (b)(3)—</text>
				<paragraph id="H14890D0FE25E4952844D795A1375CEA7"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subparagraph (F) as subparagraph (G);</text>
				</paragraph><paragraph display-inline="no-display-inline" id="HCAE486D54F8F403CA58002A21A391474"><enum>(2)</enum><text>in subparagraph (E), by striking <quote>and</quote> at the end; and</text>
				</paragraph><paragraph id="HF1184C2BFF9E4F27BDDD54944BC4024F"><enum>(3)</enum><text>by inserting after subparagraph (E) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HBC9C8FF24E714200A50AD0CD18D28BC6" style="USC">
						<subparagraph id="HC854B3E49DA7414B8FB81BF357F513FE"><enum>(F)</enum><text display-inline="yes-display-inline">veterinary services relating to physical care for the victim’s pet; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" id="H3BE6D9F793524929B86CA02EB17C3DA0"><enum>(d)</enum><header>Pet defined</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2266">Section 2266</external-xref> of title 18, United States Code, is amended by inserting after paragraph (10) the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H497B3C8A4C2E4EAE8A3D9E35F780A1F3" style="USC">
					<paragraph commented="no" id="HD9AB3A2CB5464496997AB35305512E1B"><enum>(11)</enum><header>Pet</header><text display-inline="yes-display-inline">The term <term>pet</term> means a domesticated animal, such as a dog, cat, bird, rodent, fish, turtle, horse, or other
			 animal that is kept for pleasure rather than for commercial purposes.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HB549BD4BB2214ADE98A0DE35BFED02C2"><enum>3.</enum><header>Emergency and transitional pet shelter and housing assistance grant program</header>
			<subsection id="HC360EADBE5124A55ADE37BB0C85221C7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Agriculture, acting in consultation with the Director of the Violence Against
			 Women Office of the Department of Justice, the Secretary of Housing and
			 Urban Development, and the Secretary of Health and Human Services, shall
			 award grants under this section to eligible entities to carry out programs
			 to provide the assistance described in subsection (c) with respect to
			 victims of domestic violence, dating violence, sexual assault, or stalking
			 and the pets of such victims.</text>
			</subsection><subsection id="H588033AD71824AE3BA448D3820EBCAA2"><enum>(b)</enum><header>Application</header>
				<paragraph id="HF5765581EE78407D9AD6C49DD0ADB832"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">An eligible entity seeking a grant under this section shall submit an application to the Secretary
			 at such time, in such manner, and containing such information as the
			 Secretary may reasonably require, including—</text>
					<subparagraph id="H3D470705123F4E7D80F24C2D966186A0"><enum>(A)</enum><text>a description of the activities for which a grant under this section is sought;</text>
					</subparagraph><subparagraph id="H490527869BA04D7F88760F54C8BF830E"><enum>(B)</enum><text>such assurances as the Secretary determines to be necessary to ensure compliance by the entity with
			 the requirements of this section; and</text>
					</subparagraph><subparagraph id="HFCDB34F79BC4406E901923BA515E397C"><enum>(C)</enum><text display-inline="yes-display-inline">a certification that the entity, before engaging with any individual domestic violence victim, will
			 disclose to such victim any mandatory duty of the entity to report
			 instances of abuse and neglect (including instances of abuse and neglect
			 of pets).</text>
					</subparagraph></paragraph><paragraph id="H15E4177DFA6A4EE9BFD39BE80ED3B8CC"><enum>(2)</enum><header>Additional requirements</header><text display-inline="yes-display-inline">In addition to the requirements of paragraph (1), each application submitted by an eligible entity
			 under such paragraph shall—</text>
					<subparagraph id="H707FA24AE84A47DEB8D9C548E6955C6E"><enum>(A)</enum><text display-inline="yes-display-inline">not include proposals for any activities that may compromise the safety of a domestic violence
			 victim, including—</text>
						<clause commented="no" id="H615C9C3BA8B74BAEB943AB6AF833694C"><enum>(i)</enum><text>background checks of domestic violence victims; or</text>
						</clause><clause commented="no" id="H77B06F43C6B947EAB70A3AC971CB102F"><enum>(ii)</enum><text>clinical evaluations to determine the eligibility of such a victim for support services;</text>
						</clause></subparagraph><subparagraph id="HE48998FFF7F14620AC0A3187440BFEFD"><enum>(B)</enum><text>not include proposals that would require mandatory services for victims or that a victim obtain a
			 protective order in order to receive proposed services; and</text>
					</subparagraph><subparagraph id="H629BEB8DB013464FB98EBF098FE8CF00"><enum>(C)</enum><text>reflect the eligible entity’s understanding of the dynamics of domestic violence, dating violence,
			 sexual assault, or stalking.</text>
					</subparagraph></paragraph><paragraph id="HFB140897F650485B9E0D741FAAB38690"><enum>(3)</enum><header>Rules of construction</header><text display-inline="yes-display-inline">Nothing in this subsection shall be construed to require—</text>
					<subparagraph id="HBEED4B1B2C65407FB64DAD7D061204E9"><enum>(A)</enum><text>domestic violence victims to participate in the criminal justice system in order to receive
			 services; or</text>
					</subparagraph><subparagraph id="H2EC9B5A0F99B406CB78DFCDFB0B0F532"><enum>(B)</enum><text>eligible entities receiving a grant under this section to breach client confidentiality.</text>
					</subparagraph></paragraph></subsection><subsection id="HDE2E5DC489C94537BD859B630E9E48DB"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">Grants awarded under this section may only be used for programs that provide—</text>
				<paragraph id="HBEFD483C00C9402E8CCAB0BF2549B4D9"><enum>(1)</enum><text display-inline="yes-display-inline">emergency and transitional pet shelter and housing assistance, including assistance with respect to
			 any construction or operating expenses of newly developed or existing
			 emergency and transitional pet shelter and housing (regardless of whether
			 such shelter and housing is co-located at a victim service provider or
			 within the community);</text>
				</paragraph><paragraph id="H601953BCE0B04336A839D407012E807A"><enum>(2)</enum><text display-inline="yes-display-inline">short-term pet shelter and housing assistance, including assistance with respect to expenses
			 incurred for the temporary shelter, housing, boarding, or fostering of the
			 pets of domestic violence victims and other expenses that are incidental
			 to securing the safety of such a pet during the sheltering, housing, or
			 relocation of such victims;</text>
				</paragraph><paragraph id="H8542DE7FEE424CCA8A93891B9958E57F"><enum>(3)</enum><text display-inline="yes-display-inline">support services designed to enable a domestic violence victim who is fleeing a situation of
			 domestic violence, dating violence, sexual assault, or stalking to—</text>
					<subparagraph id="HC90E76E698784F299FCF904323D78346"><enum>(A)</enum><text display-inline="yes-display-inline">locate and secure safe housing with their pet or safe accommodation for their pet; or</text>
					</subparagraph><subparagraph id="H474A77AB62804956BD4E41DC45EF9A52"><enum>(B)</enum><text display-inline="yes-display-inline">provide the victim with pet-related services, such as pet transportation, pet care services, and
			 other assistance; or</text>
					</subparagraph></paragraph><paragraph id="HBC2D012EBF69453989F42BD159D7834B"><enum>(4)</enum><text display-inline="yes-display-inline">for the training of relevant stakeholders on—</text>
					<subparagraph id="H00EEDEFE0F0D428582AF4827D2E61A75"><enum>(A)</enum><text>the link between domestic violence, dating violence, sexual assault, or stalking and the abuse and
			 neglect of pets;</text>
					</subparagraph><subparagraph id="HB7460DE36EFF4A71A5675B0FDE1E9B5E"><enum>(B)</enum><text display-inline="yes-display-inline">the needs of domestic violence victims;</text>
					</subparagraph><subparagraph id="H2FB625B77EAF48B0A9CC72087CF2FEC3"><enum>(C)</enum><text>best practices for providing support services to such victims;</text>
					</subparagraph><subparagraph id="HB56E607CAC4A480EA3CCF6716EA51239"><enum>(D)</enum><text>best practices for providing such victims with referrals to victims’ services; and</text>
					</subparagraph><subparagraph id="HAE1C72E4C0BC44BB9D423B33C782B4B6"><enum>(E)</enum><text>the importance of confidentiality.</text>
					</subparagraph></paragraph></subsection><subsection id="HBD1A7D180EEF4E8B87141976560D3C61"><enum>(d)</enum><header>Grant conditions</header><text display-inline="yes-display-inline">An eligible entity that receives a grant under this section shall, as a condition on such receipt,
			 agree—</text>
				<paragraph commented="no" id="HADC282B34499476E9E612A8AED15EE8C"><enum>(1)</enum><text>to be bound by the nondisclosure of confidential information requirements of section 40002(b)(2) of
			 the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/42/13925">42 U.S.C. 13925(b)(2)</external-xref>); and</text>
				</paragraph><paragraph id="H66611EA74785459A928E744952DFD26B"><enum>(2)</enum><text display-inline="yes-display-inline">that the entity shall not condition the receipt of support, housing, or other benefits provided
			 pursuant to this section on the participation of domestic violence victims
			 in any or all of the support services offered to such victims through a
			 program carried out by the entity using grant funds.</text>
				</paragraph></subsection><subsection id="H3E738E72CD9A461F8BED06BCEE0DAD03"><enum>(e)</enum><header>Duration of assistance provided to victims</header>
				<paragraph id="HC4236795386B43228F8D715E46663FBE"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to paragraph (2), assistance provided with respect to a pet of a domestic violence victim
			 using grant funds awarded under this section shall be provided for a
			 period of not more than 24 months.</text>
				</paragraph><paragraph id="HCFBE416BFC02467CAC6C73EB151A3D59"><enum>(2)</enum><header>Extension</header><text display-inline="yes-display-inline">An eligible entity that receives a grant under this section may extend the 24-month period referred
			 to in paragraph (1) for a period of not more than 6 months in the case of
			 a domestic violence victim who—</text>
					<subparagraph id="H87F3FA296A6F4BB0A727B41AFAC29AC4"><enum>(A)</enum><text display-inline="yes-display-inline">has made a good faith effort to acquire permanent housing for their pet during such 24-month
			 period; and</text>
					</subparagraph><subparagraph id="HF438187E8E704F7590262561A61E6D55"><enum>(B)</enum><text display-inline="yes-display-inline">has been unable to acquire such permanent housing within such period.</text>
					</subparagraph></paragraph></subsection><subsection id="HD9D879C8D59143B69A902BE5918BBD06"><enum>(f)</enum><header>Report to the Secretary</header><text display-inline="yes-display-inline">Not later than one year after the date on which an eligible entity receives a grant under this
			 section and each year thereafter, such entity shall submit to the
			 Secretary of Agriculture a report. Such report shall contain, with respect
			 to assistance provided by such entity with respect to pets of domestic
			 violence victims using grant funds received under this section,
			 information on—</text>
				<paragraph id="H8570FD956165499F815C0E3484D68625"><enum>(1)</enum><text display-inline="yes-display-inline">the number of pets provided such assistance; and</text>
				</paragraph><paragraph id="HAB75E6CD3BFC4EBCBC128FED6A50BFCD"><enum>(2)</enum><text display-inline="yes-display-inline">the purpose, amount, type of, and duration of such assistance.</text>
				</paragraph></subsection><subsection id="HAB60A96664DF4807A77D4960098E1DE9"><enum>(g)</enum><header>Report to Congress</header>
				<paragraph id="H40E8B5A944B5417D86C0D2ED0A06232C"><enum>(1)</enum><header>Reporting requirement</header><text display-inline="yes-display-inline">Not later than November 1 of each even-numbered fiscal year, the Secretary of Agriculture shall
			 submit to the Committee on Agriculture of the House of Representatives and
			 the Committee on Agriculture, Nutrition, and Forestry of the Senate a
			 report that contains a compilation of the information contained in the
			 report submitted under subsection (f).</text>
				</paragraph><paragraph id="HAB2E1EA087EF43DF96168D09961257AB"><enum>(2)</enum><header>Availability of report</header><text display-inline="yes-display-inline">The Secretary of Agriculture shall transmit a copy of the report submitted under paragraph (1) to—</text>
					<subparagraph id="HAE99DB0FB7E7413E8A1D7E06A1167F95"><enum>(A)</enum><text>the Office on Violence Against Women of the Department of Justice;</text>
					</subparagraph><subparagraph id="H790E3A45D9F4486DB5DCAA039CCEEC5B"><enum>(B)</enum><text>the Office of Community Planning and Development at the United States Department of Housing and
			 Urban Development; and</text>
					</subparagraph><subparagraph id="H0F542072AE3544BC85BDFD89DE851038"><enum>(C)</enum><text>the Administration for Children and Families at the United States Department of Health and Human
			 Services.</text>
					</subparagraph></paragraph></subsection><subsection id="H71402477C7F9464BA68F51E91F93C397"><enum>(h)</enum><header>Authorization of appropriations</header>
				<paragraph id="HFDB2B6F15DC64054AE91D090499731B3"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $3,000,000 for each of fiscal
			 years 2015 through 2019.</text>
				</paragraph><paragraph id="H6845A383DEAE46A19D05907D371A6D5D"><enum>(2)</enum><header>Limitation</header><text display-inline="yes-display-inline">Of the amount made available under paragraph (1) in any fiscal year, not more than 5 percent may be
			 used for evaluation, monitoring, technical assistance, salaries, and
			 administrative expenses.</text>
				</paragraph></subsection><subsection id="HBD21B9AF446940BAAE32818F104C851C"><enum>(i)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="HB71902E091F34CF49AB9896B7DB93216"><enum>(1)</enum><header>Domestic violence victim defined</header><text display-inline="yes-display-inline">The term <term>domestic violence victim</term> means a victim of domestic violence, dating violence, sexual assault, or stalking.</text>
				</paragraph><paragraph id="HB2ECEE332A6E4747A090D6A1D1A97C18"><enum>(2)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text>
					<subparagraph id="H314364CB15A14F8AB08E6F15382C9C3C"><enum>(A)</enum><text display-inline="yes-display-inline">a State;</text>
					</subparagraph><subparagraph id="H1E7E0BF0CE0848CD9E2E9B2F74A21646"><enum>(B)</enum><text>a general unit of local government;</text>
					</subparagraph><subparagraph id="H09682330CE2D4DC7A19FB1D43516A61A"><enum>(C)</enum><text>an Indian tribe; or</text>
					</subparagraph><subparagraph id="H7770EBE5680A4E368707C89077B7E068"><enum>(D)</enum><text display-inline="yes-display-inline">any other organization that has a documented history of effective work concerning domestic
			 violence, dating violence, sexual assault, or stalking (as determined by
			 the Secretary), including—</text>
						<clause id="H204389BE880C49E48442D449A29BA9A2"><enum>(i)</enum><text>a domestic violence and sexual assault victim service provider;</text>
						</clause><clause id="H1840C5E7F6F44D6988FA90FAFD7A6EC0"><enum>(ii)</enum><text>a domestic violence and sexual assault coalition;</text>
						</clause><clause id="HDC39B6E7862048FBA715F17767E21D35"><enum>(iii)</enum><text>a community-based and culturally specific organization;</text>
						</clause><clause id="H3514FCF89F9A4CAEB215F77C735F0ECE"><enum>(iv)</enum><text>any other nonprofit, nongovernmental organization; or</text>
						</clause><clause id="H470FC34B8D78454D826BCC371601403F"><enum>(v)</enum><text>any organization that works directly with pets and collaborates with any organization referred to
			 in clauses (i) through (iv), including—</text>
							<subclause id="HE8C9E766010D4477BC0CD18C97C55A0A"><enum>(I)</enum><text>an animal shelter; or</text>
							</subclause><subclause id="H1C4C3713D0164C859D2AEA54D0F7D918"><enum>(II)</enum><text>an animal welfare organization.</text>
							</subclause></clause></subparagraph></paragraph></subsection></section><section id="H7295191B84CD4265B79113227803F1E2"><enum>4.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that States should encourage the inclusion of protections against
			 violent or threatening acts against the pet of the person in domestic
			 violence protection orders.</text>
