		<section id="HD028F6FADADE4A8782C9538C871E28AB" section-type="section-one"><enum>1.</enum><header>Competitive awards</header><text display-inline="no-display-inline">Section 320(g) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1330">33 U.S.C. 1330(g)</external-xref>) is amended by adding
			 at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H9F8C72B84DC942BEB0712852E2CF0C62" style="OLC">
				<paragraph id="H6249F7931A14453D96D0396777B89438"><enum>(4)</enum><header>Competitive awards</header>
					<subparagraph id="H635C0B700CD14C1698CC8133AE4FEAAC"><enum>(A)</enum><header>In general</header><text>Of the amount made available under subsection (i)(2)(B), the Administrator shall make competitive
			 awards under this paragraph.</text>
					</subparagraph><subparagraph commented="no" id="H86E016480D344CD4AF8613D5E933978C"><enum>(B)</enum><header>Application for awards</header><text display-inline="yes-display-inline">The Administrator shall solicit applications for awards under this paragraph from State,
			 interstate, and regional water pollution control agencies and entities,
			 State coastal zone management agencies, interstate agencies, other public
			 or nonprofit private agencies, institutions, organizations, and
			 individuals.</text>
					</subparagraph><subparagraph id="HD1D8C27233664395925F7F02C4B04EBE"><enum>(C)</enum><header>Selection of recipients</header><text>In selecting award recipients under this paragraph, the Administrator shall select recipients that
			 are best able to address urgent and challenging issues that threaten the
			 ecological and economic well-being of coastal areas. Such issues shall
			 include—</text>
						<clause id="HEE5E92932CE1401F8380B9645224EB57"><enum>(i)</enum><text>extensive seagrass habitat losses resulting in significant impacts on fisheries and water quality;</text>
						</clause><clause id="H449AC22762B24DEAA7B02CD83A5B3B33"><enum>(ii)</enum><text>recurring harmful algae blooms, unusual marine mammal mortalities;</text>
						</clause><clause id="HC88670046A0D4C76AED2D5CE71937A23"><enum>(iii)</enum><text>invasive exotic species which can threaten wastewater systems and cause other damage;</text>
						</clause><clause id="H599866E730BA4D9393F7157145D2C1D0"><enum>(iv)</enum><text>jellyfish proliferation limiting community access to water during peak tourism seasons;</text>
						</clause><clause id="H951D236FA3DA4EE4A9E72C298E7CD9DD"><enum>(v)</enum><text>flooding which may be related to sea level rise or wetland degradation or loss; or</text>
						</clause><clause id="H3838AB26F97C49518998F8E763C16782"><enum>(vi)</enum><text>low dissolved oxygen conditions in estuarine waters and related nutrient management.</text>
						</clause></subparagraph><subparagraph id="H52A8C21670284105A61B30A9743177E5"><enum>(D)</enum><header>Priority</header><text display-inline="yes-display-inline">The Administrator shall give priority for the competitive awards described in subparagraph (A) to
			 national estuary programs that are not part of the Geographic Programs as
			 described in the explanatory statement referred to in section 4 of the
			 Consolidated Appropriations Act, 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/76">Public Law 113–76</external-xref>; 128 Stat. 7 and
			 printed on page H978 of the Congressional Record on January 15, 2014).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H4B3C02DB25C24D049AC5FE56B810C09E"><enum>2.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 320 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1330">33 U.S.C. 1330</external-xref>) is amended by striking
			 subsection (i) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="H939E04978E9A4986AD0EEE04892B80D6" style="OLC">
				<subsection id="H1C42C633B4D44556ACB5253DB55363EC"><enum>(i)</enum><header>Authorization of appropriations</header>
					<paragraph id="H22B128A3C9E64ADEA8717BC5C078FE1B"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to the Administrator $27,000,000, for each of fiscal years
			 2014 through 2018 for—</text>
						<subparagraph id="H415CD4C7A3EB47B5A58CAABFCAFA82DF"><enum>(A)</enum><text>expenses relating to the administration of grants or awards by the Administrator under this
			 section, including the award and oversight of grants and awards, except
			 that such expenses shall not exceed 5 percent of the amount appropriated
			 under this subsection; and</text>
						</subparagraph><subparagraph id="HB6CAAC0E8F624FCA874D26EC91F41636"><enum>(B)</enum><text>making grants and awards under subsection (g).</text>
						</subparagraph></paragraph><paragraph id="HDC6C812C4EC34F3680A415176B36C43C"><enum>(2)</enum><header>Allocations</header>
						<subparagraph id="H56DF8B0C9D8E4D0A91779392CA490491"><enum>(A)</enum><header>Conservation and management plan</header><text>The Administrator shall provide not less than 80 percent of the amounts made available for this
			 section for each fiscal year referred to in paragraph (1) for the
			 development, implementation, and monitoring of each conservation and
			 management plan eligible for grant assistance under subsection (g)(2).</text>
						</subparagraph><subparagraph id="HACE568716A5140A296C5FF0851159286"><enum>(B)</enum><header>Competitive awards</header><text>The Administrator shall provide not less than 15 percent of the amounts made available for this
			 section in each fiscal year to make competitive awards described in
			 subsection (g)(3).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
