			</subsection></section><section id="H05E2B8D8401C40E194C456E97E2565CB" section-type="subsequent-section"><enum>2.</enum><header>Increase in simplified acquisition threshold for information technology projects</header>
			<subsection id="HA1D2A00B5EA442F3B9939A50D07C8190"><enum>(a)</enum><header>Increase</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/41/134">Section 134</external-xref> of title 41, United States Code, is amended by striking <quote>means $100,000.</quote> and inserting the following:</text>
				<quoted-block display-inline="yes-display-inline" id="H1638B8AE6CEB42A3B559A0208531BB01" style="USC"><text>means—</text><paragraph id="HFF34B08DDEBA4F0B80521E0A115B7A26"><enum>(1)</enum><text>$100,000; or</text>
					</paragraph><paragraph id="H008620866FD149E5A8AAC7468D312537"><enum>(2)</enum><text>in the case of a contract for the purchase of information technology (as such term is defined in
			 <external-xref legal-doc="usc" parsable-cite="usc/40/11101">section 11101</external-xref> of title 40) services from a small business concern (as such
			 term is defined in section 3(a) of the Small Business Act (15 U.S.C.
			 632(a)), $500,000.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" id="H778677B0C6F147A1B6E2BA44DF817869"><enum>(b)</enum><header>Construction</header><text>Nothing in the amendment made by subsection (a) shall be construed as affecting adjustments made
			 by, or the authority of, the Federal Acquisition Regulatory Council under
			 <external-xref legal-doc="usc" parsable-cite="usc/41/1908">section 1908</external-xref> of title 41, United States Code (relating to inflation
			 adjustment of acquisition-related dollar thresholds).</text>
			</subsection></section><section display-inline="no-display-inline" id="HF39D11E4816E49DBA72C7835CFF36E4E" section-type="subsequent-section"><enum>3.</enum><header>Permanent authority for use of simplified acquisition procedures for certain commercial items</header>
			<text display-inline="no-display-inline">Section 4202 of the Clinger-Cohen Act of 1996 (division D of <external-xref legal-doc="public-law" parsable-cite="pl/104/106">Public Law 104–106</external-xref>; 10 U.S.C. 2304
			 note) is amended by striking subsection (e).</text>
		</section><section id="H8A754C85DB7846B68A165F2D3D9E0951"><enum>4.</enum><header>Presidential Innovation Fellows Program</header>
			<subsection id="HDD9426EB977A45CE81480F72C1E60730"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established within the General Services Administration a program to be known as the <quote>Presidential Innovation Fellows Program</quote> (in this section referred to as the <quote>Program</quote>).</text>
			</subsection><subsection id="H8C82C0F3144A4B89AAA67C6B7436C370"><enum>(b)</enum><header>Purpose</header><text>The purpose of the Program is to bridge the gap between the private sector and the public sector by
			 bringing non-Government innovators into the Government to work
			 collaboratively for a period of time with Government innovators in order
			 to rapidly solve challenges of national importance.</text>
			</subsection><subsection id="H5DFBE0BFBA7C4BA7826B6E80610DD5CF"><enum>(c)</enum><header>Administration</header><text>The Administrator of General Services shall administer the Program.</text>
			</subsection><subsection id="H698D72C682224E77A6A40EC32047DF7B"><enum>(d)</enum><header>Fellows</header>
				<paragraph id="HAE07EE3A256A46ACA7CB9A6D3E44F6CA"><enum>(1)</enum><header>Selection of Fellows</header><text>The Administrator of General Services shall select Presidential Innovation Fellows for
			 participation in the Program.</text>
				</paragraph><paragraph id="HD30148123C7747498881AB92C038C05A"><enum>(2)</enum><header>Length of Fellowships</header><text>Each fellowship in the Program shall last 6 to 13 months, at the discretion of the Administrator of
			 General Services.</text>
				</paragraph><paragraph id="HAA8C63ADB7844E80AC51BEAD433438FB"><enum>(3)</enum><header>Qualifications</header><text>In order to participate in the Program, a candidate for fellow shall be a citizen of the United
			 States and able to fulfill the duties of the role for which the candidate
			 applies.</text>
				</paragraph></subsection></section><section id="H6B5849DA57A048C4A9576E86A6D92656"><enum>5.</enum><header>Redesignation of Office and Administrator of Electronic Government as United States Digital
			 Government Office and United States Chief Information Officer</header>
			<subsection id="H9E951D9DE06B4764969697BD8C19FDF1"><enum>(a)</enum><header>Redesignation of Office as United States Digital Government Office</header><text><external-xref legal-doc="usc" parsable-cite="usc/44/3602">Section 3602(a)</external-xref> of title 44, United States Code, is amended by striking <quote>Office of Electronic Government</quote> and inserting <quote>an office to be known as the <quote>United States Digital Government Office</quote> or <quote>United States DGO</quote></quote>.</text>
			</subsection><subsection id="HB879E369545842F4AA1CC3459BB494D9"><enum>(b)</enum><header>Redesignation of head of Office as United States Chief Information Officer</header><text>Section 3602(b) of such title is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HF1DCBF2FD83A4911BDB0E4327371AEED" style="USC">
					<subsection id="H60C77592646749CAB39D8371010B8BD0"><enum>(b)</enum><text display-inline="yes-display-inline">There shall be at the head of the office an officer who shall be known as the United States Chief
			 Information Officer (referred to in this section as the <quote>United States CIO</quote>), appointed by the President by and with the advice and consent of the Senate. The Director shall
			 delegate to the United States CIO the authority to administer all
			 functions set forth in this section or any other applicable law, except
			 that any such delegation shall not relieve the Director of responsibility
			 for the administration of such functions. The United States CIO shall
			 serve as principal adviser to the Director on Federal information
			 technology policy.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H1A85D61FED924457B670C7745C55F5F0"><enum>(c)</enum><header>Conforming amendments</header><text>Section 3602 of such title is further amended—</text>
				<paragraph id="H48397085DB824FBAB8B52DCE6EF8F701"><enum>(1)</enum><text>in subsection (c), by striking <quote>Administrator</quote> and inserting <quote>United States CIO</quote>;</text>
				</paragraph><paragraph id="H222B3D450547436882E3090962F42E2F"><enum>(2)</enum><text>in subsections (d), (e), and (f), by striking <quote>Administrator</quote> the first place it appears and inserting <quote>United States CIO</quote>; and</text>
				</paragraph><paragraph id="H6EED118D8C3A4F488AA933AB63D4B7BC"><enum>(3)</enum><text>in subsections (f)(16) and (g), by striking <quote>Office of Electronic Government</quote> and inserting <quote>United States Digital Government Office</quote>.</text>
				</paragraph></subsection><subsection id="H1C4AC110788A4B3BA4763A186791F3DC"><enum>(d)</enum><header>References</header><text>As of the date of the enactment of this Act, any reference in law or regulation to the Office of
			 Electronic Government and the Administrator of the Office of Electronic
			 Government shall be deemed to refer to the United States Digital
			 Government Office and the United States Chief Information Officer,
			 respectively.</text>
			</subsection></section><section id="HC30F36E6C9C544F99C1D324F8BD7DD77"><enum>6.</enum><header>Digital Service Pilot Program</header>
			<subsection id="HA6ABFBCB65144F8A95776C7C8B56994D"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established within the United States Digital Government Office a pilot program to be known
			 as the <quote>Digital Service Pilot Program</quote> (in this section referred to as the <quote>Pilot Program</quote>).</text>
			</subsection><subsection id="H24BF9948C702438AAB48F2D4EE25DBEE"><enum>(b)</enum><header>Purpose</header><text>The purpose of the Pilot Program is to provide digital service experts to support executive
			 agencies on high-priority Federal information technology projects. The
			 Pilot Program shall be carried out in accordance with this section and may
			 include the initiative in the Office of Management and Budget to provide
			 such digital service experts.</text>
			</subsection><subsection id="H9C70F0A4F9CE497FABD8A9E037E957D9"><enum>(c)</enum><header>Head of digital service pilot program</header><text>The United States Chief Information Officer shall administer the Pilot Program.</text>
			</subsection><subsection id="HAFECF9FBB25A4B7AB9A97D42403B187A"><enum>(d)</enum><header>Projects</header>
				<paragraph id="HBCE58E29D8D94243A8F97336001097C2"><enum>(1)</enum><header>Minimum number</header><text>During the three-year period beginning on the date of the enactment of this Act, the Pilot Program
			 shall initiate and complete no fewer than five high-priority Federal
			 information technology projects in partnership with executive agencies.</text>
				</paragraph><paragraph id="HE9F23F8FEFB24B40A19D0C5A90D741AB"><enum>(2)</enum><header>Specific agency projects</header><text>Of the projects required under this subsection, at least one project shall be initiated in each of
			 the following entities:</text>
					<subparagraph id="H44AECF50EBED4A0CB39E81A0FBBB976D"><enum>(A)</enum><text>The Office of Management and Budget.</text>
					</subparagraph><subparagraph id="H246B7B62A2E14642A1F0DF908AB42F7F"><enum>(B)</enum><text>The General Services Administration.</text>
					</subparagraph><subparagraph id="H65E849F314FD415198D8B0A22823EE0A"><enum>(C)</enum><text>The Department of Homeland Security.</text>
					</subparagraph><subparagraph id="HEBA4C359D3364C23A7879EE8F71F4330"><enum>(D)</enum><text>The Department of Veterans Affairs.</text>
					</subparagraph><subparagraph id="H15A92FA1FE1E41C5BF220D7ECD520E12"><enum>(E)</enum><text>The Small Business Administration.</text>
					</subparagraph></paragraph></subsection><subsection id="HE9269FEE6E4B419E862A0B6527265D4F"><enum>(e)</enum><header>Definition</header><text>In this section, the term <quote>executive agency</quote> has the meaning provided that term by <external-xref legal-doc="usc" parsable-cite="usc/5/105">section 105</external-xref> of title 5, United States Code.</text>
			</subsection></section><section id="H85477A256C64429BAA73296517CA25AD"><enum>7.</enum><header>Analysis and report on streamlining and strengthening IT Schedule 70</header>
			<subsection id="H4C50E36661014374AA9601A7BA4F2CEF"><enum>(a)</enum><header>Analysis requirement</header><text display-inline="yes-display-inline">The Administrator of General Services shall conduct an in-depth analysis of IT Schedule 70. The
			 analysis shall cover, at a minimum, the following:</text>
				<paragraph id="H2E2748E9706F49F78944754A8BB7A537"><enum>(1)</enum><text>Methods to enhance the administration of IT Schedule 70.</text>
				</paragraph><paragraph id="HA852A0F51DA44FC792E0C5DEB569633E"><enum>(2)</enum><text>Identification of the most onerous or burdensome requirements related to using IT Schedule 70.</text>
				</paragraph><paragraph id="H6B7BC94316C44E19AF210C025B3A305B"><enum>(3)</enum><text>Methods to lower barriers to entry to using IT Schedule 70, to ensure that innovative information
			 technology firms are not discouraged by superfluous or unnecessary
			 barriers.</text>
				</paragraph><paragraph id="H59EC39C36F8648E5BE3108EE51C1F951"><enum>(4)</enum><text display-inline="yes-display-inline">Ways to ensure that the Federal Government has direct access to the Nation’s most innovative
			 technology firms, which includes attracting companies that operate solely
			 in the commercial marketplace.</text>
				</paragraph></subsection><subsection id="H9833CDDDC3E94B10AEBBBDA7B71CBF2D"><enum>(b)</enum><header>Report requirement</header><text display-inline="yes-display-inline">The Administrator shall submit to Congress a report on the analysis conducted under subsection (a),
			 not later than 365 days after the date of the enactment of this Act. The
			 report shall include the results of the analysis and specific
			 recommendations on potential administrative and statutory modifications
			 that would eliminate or fix any problems identified in the report.</text>
			</subsection><subsection id="H77DDE6AE1B6D45A3BAE2FDB98DE49DE8"><enum>(c)</enum><header>IT Schedule 70 defined</header><text>In this section, the term <quote>IT Schedule 70</quote> means the multiple award supply schedule of the General Services Administration for the
			 procurement of information technology.</text>
			</subsection></section><section id="HC720A6EAEE9648748A3E5736B61452D5"><enum>8.</enum><header>Report by Government Accountability Office on information technology acquisition by the Federal
			 Government</header>
			<subsection id="H9D24491666354C3090189732381B2393"><enum>(a)</enum><header>Report requirement</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall submit to Congress one or more reports on the
			 following:</text>
				<paragraph id="H70EB20D5A5B245EEA376CB476E53927A"><enum>(1)</enum><text>The effectiveness of the 18F program of the General Services Administration.</text>
				</paragraph><paragraph id="H093F0FF99EBD4134920EF528EB7BA452"><enum>(2)</enum><text>IT Schedule 70 (as defined in section 7), including the manner in which the Schedule does or does
			 not enable agencies to have access to effective, up-to-date technology at
			 competitive prices from the best technology firms.</text>
				</paragraph><paragraph id="H49784DD092AC45D18CAA2E4DCB56C85D"><enum>(3)</enum><text>Challenges and barriers to entry for small business technology firms, including the reasons why
			 certain small business technology firms that are successful in the private
			 sector decide not to enter the Federal marketplace.</text>
				</paragraph></subsection><subsection id="HE597E40434D0433EBE7414108A40F716"><enum>(b)</enum><header>Deadline</header><text>The Comptroller General shall submit a report or reports under subsection (a) not later than 2
			 years after the date of the enactment of this Act.</text>
			</subsection></section><section id="H668C3FC7EA924900AE51D791001F67F2"><enum>9.</enum><header>Improving the quality of information technology solicitations</header>
			<subsection id="HFCDE39438EE84BC69653519CE666BA9F"><enum>(a)</enum><header>Enhanced communication between government and industry</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Federal Acquisition
			 Regulation shall be revised to clarify that agency acquisition personnel
			 are permitted and encouraged to engage in responsible and constructive
			 exchanges with industry, so long as those exchanges are consistent with
			 existing law and regulation and do not promote an unfair competitive
			 advantage to particular firms.</text>
			</subsection><subsection id="H7C092F56AFDB40C1B72DD178D68EDACB"><enum>(b)</enum><header>Priority goal for information technology management</header><text>The United States Chief Information Officer, in consultation with the Administrator for Federal
			 Procurement Policy, shall advise the Director of the Office of Management
			 and Budget to ensure that the priority goal for the Federal Government
			 relating to information technology management under section
			 1120(a)(1)(B)(iii) of title 31, United States Code, addresses improving
			 the performance of Federal agencies in development specifications for a
			 contract for an information technology project.</text>
			</subsection></section><section id="HEECCC38883014BE6986889A0B9F15278"><enum>10.</enum><header>FAR Council membership for Administrator of Small Business Administration</header>
			<subsection id="H24FD71AC07AE45D081BCF968FD85B77A"><enum>(a)</enum><header>Addition of Administrator of Small Business Administration to Federal Acquisition Regulatory
			 Council</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/41/1302">Section 1302(b)</external-xref> of title 41, United States Code, is amended—</text>
				<paragraph id="HCDCBFBCABCC749DA8971D484C7B3B52B"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of subparagraph (C);</text>
				</paragraph><paragraph id="HEA90F90016F84AC0BBEF53099AC5CF67"><enum>(2)</enum><text>by striking the period and inserting <quote>; and</quote> at the end of subparagraph (D); and</text>
				</paragraph><paragraph id="HBD2BB920E0FE4530B07D96D2E97B9ECB"><enum>(3)</enum><text>by adding at the end the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="H17B29C95CC484A06A105A9CB75E41771" style="OLC">
						<subparagraph id="H2BA933BF79E54BD5B2E6B26845EA56D9"><enum>(E)</enum><text>the Administrator of the Small Business Administration.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H6BA039CBA79C4E0298F1027EE94D8A42"><enum>(b)</enum><header>Conforming amendments</header><text>Section 1303(a)(1) of such title is amended—</text>
				<paragraph id="H993BA204E703459A8A49069EFD227B2A"><enum>(1)</enum><text>by striking <quote>and the Administrator of National Aeronautics and Space,</quote> and inserting <quote>the Administrator of National Aeronautics and Space, and the Administrator of the Small Business
			 Administration,</quote>; and</text>
				</paragraph><paragraph id="HCCD790BBE0184ABBB4342CD04E472FF5"><enum>(2)</enum><text>by striking <quote>and the National Aeronautics and Space Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/42/2451">42 U.S.C. 2451 et seq.</external-xref>),</quote> and inserting <quote>the National Aeronautics and Space Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/42/2451">42 U.S.C. 2451 et seq.</external-xref>), and the Small Business Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631 et seq.</external-xref>),</quote>.</text>
