		<section id="HCD7140D40FED4DCB90E1E8FE64C7E1C0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Wasteful Bonuses in Department of Veterans Affairs Act of 2014</short-title></quote> or the <quote><short-title>VA Bonus Accountability Act</short-title></quote>.</text>
		</section><section id="H105C1D3B5A72401ABF1DDD0CD2BC27A5"><enum>2.</enum><header>Bonuses</header>
			<subsection id="H6DD1DD71053E4CFA90320F1CA938E02E"><enum>(a)</enum><header>Adverse findings and employees under investigation</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/45">Chapter 45</external-xref> of title 5, United States Code, is amended by adding at the end the following:</text>

					<subchapter id="HFF8985EED158492F85E0B0DA48057805"><enum>IV</enum><header>Limitations on Bonus Authority</header>
						<section id="H20A872B90D76452EB60A4A88754BD152"><enum>4531.</enum><header>Certain forms of misconduct</header>
							<subsection id="H5958D2E82C0749AA9D5595B40E1CE1E2"><enum>(a)</enum><header>Definitions</header><text>In this section—</text>
								<paragraph id="HBE6F1C729CE6428FB75AA7F800F1B67F"><enum>(1)</enum><text>the term <quote>adverse finding</quote> relating to an employee means a determination that the conduct of the employee—</text>
									<subparagraph id="H437316EFA79344EB9BF9344D109E28D4"><enum>(A)</enum><text>violated a policy of the agency for which the employee may be removed or suspended; or</text>
									</subparagraph><subparagraph id="HBC576D963B54436D9BAE4D769F7B33C3"><enum>(B)</enum><text>violated a law for which the employee may be imprisoned of more than 1 year;</text>
									</subparagraph></paragraph><paragraph id="H74CA2ADB860F487C97232F624287E039"><enum>(2)</enum><text>the term <quote>agency</quote> has the meaning given that term under section 551; and</text>
								</paragraph><paragraph id="HA1EB67155E174A3FAC1236BA17C8B77C"><enum>(3)</enum><text>the term <quote>bonus</quote> means any bonus or cash award, including—</text>
									<subparagraph id="H71372999168D4AB39703323731E76810"><enum>(A)</enum><text>an award under this chapter;</text>
									</subparagraph><subparagraph id="HD8FB852F97F449CE9405BB83FDFD3103"><enum>(B)</enum><text>an award under section 5384; and</text>
									</subparagraph><subparagraph id="H0FFBA7A3C6EC4B7E88D410E0408C119A"><enum>(C)</enum><text>a retention bonus under section 5754.</text>
									</subparagraph></paragraph></subsection><subsection id="H91172CC6480246428F4FA82D4349DDA0"><enum>(b)</enum><header>Adverse findings</header>
								<paragraph id="HEB851DDB45754ACAB22711E15E6294A9"><enum>(1)</enum><header>In general</header><text>The head of an agency shall not award a bonus to an employee of the agency until 5 years after the
			 end of the fiscal year in which the Inspector General or another senior
			 ethics official of the agency or the Comptroller General of the United
			 States makes an adverse finding relating to the employee.</text>
								</paragraph><paragraph id="H6BF0F77002A04079B7124480510F157D"><enum>(2)</enum><header>Previously awarded bonuses</header><text>If the Inspector General or another senior ethics official of the agency or the Comptroller General
			 of the United States makes an adverse finding relating to an employee, the
			 head of the agency employing the employee, after notice and an opportunity
			 for a hearing, shall issue an order directing the employee to repay the
			 amount of any bonus awarded to the employee during the year during which
			 the adverse finding is made.</text></paragraph></subsection></section></subchapter><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H42EBF40032E14037BC03AD4A5FE9F7FA"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/45">chapter 45</external-xref> of title 5, United States Code, is amended by adding at the
			 end the following:</text>
