		<section id="HB718A4191E37457CB902899D1FEF09CA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Emergency Iron Dome Replenishment Act</short-title></quote>.</text>
		</section><section id="H993FFFCF57884DF89FC00F03E8BE0CF3"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HEDB4781A0DDF4E2CA45C2186B1C17118"><enum>(1)</enum><text>Since June 12, 2014, the foreign terrorist organization Hamas and other Palestinian extremists have
			 been launching dozens of rockets per day at the State of Israel.</text>
			</paragraph><paragraph id="HA8F774E53AF449558B495CC9B05C95F1"><enum>(2)</enum><text>Hamas possesses approximately 12,000 missiles of assorted ranges that could threaten approximately
			 40 percent of the Israeli population.</text>
			</paragraph><paragraph id="H90D966D668E74C7C882FB0FA80816A76"><enum>(3)</enum><text>Iran has supplied Hamas and other Palestinian extremists with long-range missiles, capable of
			 hitting Israeli population centers 100 miles away.</text>
			</paragraph><paragraph id="H68EAECC07C9A4A7BA4BA89BEEA09A7E9"><enum>(4)</enum><text>Hamas rockets are either unguided or have inaccurate guidance systems, making them true weapons of
			 terror designed only to kill people at random.</text>
			</paragraph><paragraph id="H6001D0F713D94DF097693CD9D1279B0A"><enum>(5)</enum><text>Hamas has admitted targeting Israel’s nuclear research reactor at Dimona.</text>
			</paragraph><paragraph id="H052A19AB881C4E05AB0C57562FF696F0"><enum>(6)</enum><text>The use of rockets by Hamas against Israeli population centers has been called a war crime.</text>
			</paragraph><paragraph id="H4548117D9CCC44BFB8B3DD6152C240D2"><enum>(7)</enum><text>In March 2014, Israel intercepted the ship Klos-C, which was carrying dozens of long-range rockets,
			 reportedly from Iran to Hamas.</text>
			</paragraph><paragraph id="HBFA6C104143A4F85BC5F6B59B371B571"><enum>(8)</enum><text>The United States remains committed to Israel’s qualitative military edge, including its advantage
			 over Hamas and other foreign terrorist organizations.</text>
			</paragraph><paragraph id="HD5132CBE3570433FB9570C9E2D593E19"><enum>(9)</enum><text>The Israeli Defense Forces report that the Iron Dome anti-missile defense system has achieved a
			 success rate of 90 percent, intercepting rockets bound for civilian
			 population centers, including residential neighborhoods, busy road
			 junctions, shopping centers, and crowded streets.</text>
			</paragraph><paragraph id="HA5E2367BF808458AACEECEA8F739AB59"><enum>(10)</enum><text>The recent success of the Iron Dome anti-missile defense system averted massive Israeli casualties.</text>
			</paragraph><paragraph id="HB01226F4F01741F2B63C32BDD0F5FA88"><enum>(11)</enum><text>Supporting Israel’s ability to defend itself against missiles, rockets, and other threats advances
			 the United States own vital national security interests and the cause of
			 Middle Eastern peace and stability.</text>
			</paragraph><paragraph id="HC79048EA68BD43E2A2FB1F29BE99236E"><enum>(12)</enum><text>The White House said on July 8, 2014, <quote>No country can accept rocket fire aimed at civilians and we support Israel’s right to defend itself
			 against these vicious attacks.</quote>.</text>
			</paragraph><paragraph id="H9C397080416C4B688A1E80A62423ACF6"><enum>(13)</enum><text>In 2012, President Obama called Iron Dome <quote>critical in terms of providing security and safety for Israeli families. It is a program that has
			 been tested and has prevented missile strikes inside of Israel.</quote>.</text>
			</paragraph></section><section id="H2BEF0CFB0AAC49B28F085C9EAAD1E54C"><enum>3.</enum><header>Authorization of assistance to Israel for Iron Dome anti-missile defense system</header><text display-inline="no-display-inline">The President, acting through the Secretary of Defense and the Secretary of State, is authorized to
			 provide assistance, upon request by the Government of Israel, for the
			 procurement, maintenance, and sustainment of the Iron Dome anti-missile
			 defense system for purposes of intercepting short-range missiles launched
			 against Israel.</text>
