		<section id="HE700B85CFFB348E6AFE3CC0FCB1D952B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No More Land Act</short-title></quote>.</text>
		</section><section id="HA9B9F672CEA44D8AA3B16EF5913131AC"><enum>2.</enum><header>Limitation on use of funds from land and water conservation fund</header><text display-inline="no-display-inline">The Land and Water Conservation Fund Act of 1965 is amended—</text>
			<paragraph id="HC4174576E5014521A796B6EE60E5E3FE"><enum>(1)</enum><text>in section 1(b)(2) (<external-xref legal-doc="usc" parsable-cite="usc/16/460l-4">16 U.S.C. 460l–4(b)(2)</external-xref>) by striking <quote>acquisition and development</quote> and inserting <quote>maintenance</quote>;</text>
			</paragraph><paragraph id="H99CAD5368D604EF695E3E93438283154"><enum>(2)</enum><text>in section 5 (<external-xref legal-doc="usc" parsable-cite="usc/16/460l-7">16 U.S.C. 460l–7</external-xref>) in the last sentence, in the text preceding paragraph (1), by
			 striking <quote>acquisition</quote> and inserting <quote>maintenance</quote>;</text>
			</paragraph><paragraph id="HE901FBCD897442E4B272AC24453CEE96"><enum>(3)</enum><text>in section 7(a) (<external-xref legal-doc="usc" parsable-cite="usc/16/460l-9">16 U.S.C. 460l–9(a)</external-xref>)—</text>
				<subparagraph id="H6EBB632E776446ED9C319D3FB464DE4D"><enum>(A)</enum><text>in the matter preceding paragraph (1) by inserting <quote>for maintenance</quote> after <quote>otherwise allotted</quote>;</text>
				</subparagraph><subparagraph id="H687E5F5F7BDA402A9359442B5309F765"><enum>(B)</enum><text>in paragraph (1)—</text>
					<clause id="H98E13F1DE91A40E596089323C1D9B4E6"><enum>(i)</enum><text>in the matter preceding the first undesignated paragraph by striking <quote>For the acquisition</quote> and inserting <quote>For the maintenance</quote>;</text>
					</clause><clause id="H1DE435068266499E9821893661D0369D"><enum>(ii)</enum><text>by amending the second undesignated paragraph to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="H04CB10AC922B432DBEB67B990FFD4897" style="OLC">
							<paragraph id="HAF3215843DBA4E62AD822B6A2818D254"><enum></enum><header>National forest system</header><text display-inline="yes-display-inline">Wilderness areas of the National Forest System, and other areas of national forests that are
			 primarily of value for outdoor recreation.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</clause><clause id="HE514AFFBDF45470493C049FCE7720B67"><enum>(iii)</enum><text>by amending the third undesignated paragraph to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="HA35F3423C4624745A1BD678864EE375A" style="OLC">
							<paragraph id="HF258BE088F304A348A8C4D0242DBD4FE"><enum></enum><header>National wildlife refuge system</header><text display-inline="yes-display-inline">Federal lands that are acquired for endangered species and threatened species under section 5(a) of
			 the Endangered Species Act of 1973; areas acquired under section 2 of the
			 Act of September 28, 1962 (<external-xref legal-doc="usc" parsable-cite="usc/16/460k-1">16 U.S.C. 460k–1</external-xref>); national wildlife refuge
			 areas acquired under section 7(a)(5) of the Fish and Wildlife Act of 1956
			 (<external-xref legal-doc="usc" parsable-cite="usc/16/742f">16 U.S.C. 742f(a)(4)</external-xref>), and wetlands acquired under section 304 of the
			 Emergency Wetlands Resources Act of 1986; and any areas acquired for the
			 National Wildlife Refuge System by specific Acts.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</clause></subparagraph><subparagraph id="HBC57237A1B2B462A869C0658109E0DA2"><enum>(C)</enum><text>by striking paragraph (3);</text>
				</subparagraph></paragraph><paragraph id="H60A1E9B689294B44A20D88F82C406ED5"><enum>(4)</enum><text>in subsection (b) of section 7 (<external-xref legal-doc="usc" parsable-cite="usc/16/460l-9">16 U.S.C. 460l–9(b)</external-xref>) by striking <quote>unless</quote> and all that follows through the end of the subsection and inserting a period;</text>
			</paragraph><paragraph id="H2A4EF55094A24FB982B4434901D84462"><enum>(5)</enum><text>by striking subsection (c) of section 7 (<external-xref legal-doc="usc" parsable-cite="usc/16/460l-9">16 U.S.C. 460l–9(c)</external-xref>); and</text>
			</paragraph><paragraph id="H5E2B684D84834BCC937B1FF0A124AE7C"><enum>(6)</enum><text>by striking sections 9 and 10 (16 U.S.C. 460l–10a and 460l–10b).</text>
			</paragraph></section><section id="HB2C9FEC0A12745158C3C4183C778F074"><enum>3.</enum><header>Requirement to reduce backlogged maintenance</header><text display-inline="no-display-inline">The head of each covered landholding agency shall—</text>
			<paragraph id="H96BEEFE533FB412FB70BF100E9A2DE21"><enum>(1)</enum><text>by not later than the end of the 5-fiscal-year period beginning on the date of the enactment of
			 this Act, reduce by at least 20 percent the dollar value of backlogged
			 maintenance that exists on the date of the enactment of this Act with
			 respect to lands under the administrative jurisdiction of the agency; and</text>
			</paragraph><paragraph id="H4B706266FC814A8F8DAB534CE7E54671"><enum>(2)</enum><text>by not later than the end of each 5-fiscal-year period thereafter, reduce the dollar value of
			 backlogged maintenance that exists on the first day of that period with
			 respect to lands under the administrative jurisdiction of the agency, by
			 an amount that is equal to or greater than the sum of—</text>
				<subparagraph id="HDF49E63D887F41C38D01028AD9C36641"><enum>(A)</enum><text>20 percent of the dollar value of backlogged maintenance that exists on the date of the enactment
			 of this Act with respect to such lands;</text>
				</subparagraph><subparagraph id="HAFF5CF71C3A34583834C5810340F99EC"><enum>(B)</enum><text>the amount of any reduction in backlogged maintenance previously required under this section that
			 has not been carried out; and</text>
				</subparagraph><subparagraph id="H329862DC819B4118860167C6A937C55B"><enum>(C)</enum><text>any additional backlogged maintenance that arose on or after the date of the enactment of this Act
			 and that has not been carried out.</text>
				</subparagraph></paragraph></section><section id="H1FE97F94D6194277B8CB91FB895599C8"><enum>4.</enum><header>Reports on reduction of backlogged maintenance</header>
			<subsection id="H1836BCCCBF064F76A711BABC6DFA37B5"><enum>(a)</enum><header>In general</header><text>The head of each covered landholding agency shall publish and submit reports to the Congress that—</text>
				<paragraph id="H408060AC412249599310A5F368881D3D"><enum>(1)</enum><text>document the progress made by the agency in reducing backlogged maintenance with respect to lands
			 under the administrative jurisdiction of the agency, including a statement
			 of—</text>
					<subparagraph id="HADDFABCD834146C3801799D31C7C8AAE"><enum>(A)</enum><text>the dollar value of the reduction in backlogged maintenance that has been achieved by the agency in
			 the 5-fiscal-year period covered by the report;</text>
					</subparagraph><subparagraph id="H857F1064F41241148567C12C4398AF30"><enum>(B)</enum><text>whether or not the agency, in the 5-fiscal-year period covered by the report, has achieved the
			 reduction in backlogged maintenance required to be achieved by the agency
			 under section 3 for that period; and</text>
					</subparagraph><subparagraph id="H95776514BC8948EAA5D70047F8D5026B"><enum>(C)</enum><text>the amount (if any) by which the dollar value stated in subparagraph (A) is less than the amount of
			 reduction in backlogged maintenance that is required to be achieved by the
			 agency under section 3;</text>
					</subparagraph></paragraph><paragraph id="H774A6BC450064F4B8F548A0F58FD0551"><enum>(2)</enum><text>include a prioritized list of construction, deferred maintenance, and regular maintenance projects
			 the agency must carry out in order to achieve reductions in backlogged
			 maintenance required under section 3; and</text>
				</paragraph><paragraph id="H4ECED8BA283249E4941C64D9432FACF2"><enum>(3)</enum><text>include a plan for carrying out such projects over the next 5 fiscal years.</text>
				</paragraph></subsection><subsection id="H9A9F47B200AB40EB920A06C9EDB73B83"><enum>(b)</enum><header>Timing of reports</header><text>The head of a covered landholding agency—</text>
				<paragraph id="H9A2EA1E1B8ED407897067FF407974A2E"><enum>(1)</enum><text>shall publish and submit the first report under this section by not later than 30 days after the
			 end of the first 5-fiscal-year period beginning after the date of the
			 enactment of this Act; and</text>
				</paragraph><paragraph id="H5CA0AB156CFA4E87972A26B3CF9C63CD"><enum>(2)</enum><text>shall publish and submit subsequent reports under this section by not later than 30 days after the
			 end of each subsequent 5-fiscal-year period thereafter until all
			 backlogged maintenance has been completed with respect to lands under the
			 administrative jurisdiction of the agency.</text>
				</paragraph></subsection><subsection id="H61D0BAB6E90B4FD096CDDC0E3EF083B8"><enum>(c)</enum><header>Final report</header><text>Not later than December 31 of the year in which all backlogged maintenance has been completed with
			 respect to lands under the administrative jurisdiction of a covered
			 landholding agency, the head of the agency shall submit to the Congress a
			 final report that, in detail—</text>
				<paragraph id="H7EC7730A363C4EB48FE6E476BF920700"><enum>(1)</enum><text>prioritizes lands that are owned by the Federal Government and under the administrative
			 jurisdiction of the agency, based on the success of programs of the agency
			 that relate to such lands;</text>
				</paragraph><paragraph id="H18B5B955F7F94C1898114D8CA9CFE93A"><enum>(2)</enum><text>describes a system of regular maintenance that is required with respect to such lands; and</text>
				</paragraph><paragraph id="HC6575B7D07AB4678BA8ECACC1A7FCDB3"><enum>(3)</enum><text>includes a prioritized list of capital improvement projects for such lands.</text>
				</paragraph></subsection></section><section id="H4A37612C289E4087A2593FA271DDC6BA"><enum>5.</enum><header>Prioritization of lands</header><text display-inline="no-display-inline">Not later than 4 years after the date of the enactment of this Act, the head of each covered
			 landholding agency shall submit to the Congress a report that prioritizes
			 lands that are owned by the Federal Government and under the
			 administrative jurisdiction of the agency, from highest to lowest priority
			 in the order of their importance to the success of programs carried out by
			 the agency.</text>
		</section><section id="H559FA5FED17F42B19E0C86009A3D995D"><enum>6.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H9E21871D4BDC4E9586E8A418AB682693"><enum>(1)</enum><header>Backlogged maintenance</header><text>The term <quote>backlogged maintenance</quote>—</text>
				<subparagraph id="H5FEF90629F3A41FD961652CDBBD3B850"><enum>(A)</enum><text>means the total dollar value of regular maintenance, deferred maintenance, and capital improvement
			 to be carried out with respect to lands under the administrative
			 jurisdiction of a covered landholding agency that has not been completed;
			 and</text>
				</subparagraph><subparagraph id="HBFA80B8FF96A48C9A805B20957615E57"><enum>(B)</enum><text>is deemed to be, on the date of the enactment of this Act—</text>
					<clause id="H6783546A0BF7428780CDE04B04941AEE"><enum>(i)</enum><text display-inline="yes-display-inline">$600,000,000 with respect to lands under the administrative jurisdiction of the Bureau of Land
			 Management;</text>
					</clause><clause id="HF47906CB58F044C5817A70BEF9B2129C"><enum>(ii)</enum><text display-inline="yes-display-inline">$2,300,000,000 with respect to lands under the administrative jurisdiction of the United States
			 Fish and Wildlife Service;</text>
					</clause><clause id="H7E92D7A845FD422C95BA5EF2B19E81A8"><enum>(iii)</enum><text display-inline="yes-display-inline">$314,000,000 with respect to lands under the administrative jurisdiction of the Forest Service; and</text>
					</clause><clause id="H11942E3EC0534EE782BE3EC4510028BE"><enum>(iv)</enum><text display-inline="yes-display-inline">$11,500,000,000 with respect to lands under the administrative jurisdiction of the National Park
			 Service.</text>
					</clause></subparagraph></paragraph><paragraph id="H64A9ED97706147809DF7C3781308E0A4"><enum>(2)</enum><header>Covered landholding agency</header><text>The term <quote>covered landholding agency</quote> means each of—</text>
				<subparagraph id="H68DCB9FB69DE435E9A60220FF31912A3"><enum>(A)</enum><text>the Bureau of Land Management;</text>
				</subparagraph><subparagraph id="H33BA58E3CA9A48748D76E99E2860426E"><enum>(B)</enum><text>the United States Fish and Wildlife Service;</text>
				</subparagraph><subparagraph id="HDFE4A2582B9C44D5A873307BDF535B83"><enum>(C)</enum><text>the Forest Service; and</text>
				</subparagraph><subparagraph id="H24C2E27E95D6467BA0D02B745223F262"><enum>(D)</enum><text>the National Park Service.</text>
				</subparagraph></paragraph><paragraph id="H9BC6E7CDB26B457998BE847B633BAA2E"><enum>(3)</enum><header>Maintenance</header><text>The term <quote>maintenance</quote> means the upkeep of real property, including capital improvement and development.</text>
