			 in terms of an amendment to, or repeal of, a provision, the reference
			 shall be considered to be made to a provision of the Federal Lands
			 Recreation Enhancement Act (title VIII of division J of Public Law
			 108–447; <external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801 et seq.</external-xref>).</text>
		</section><section id="HA830043A5FB24600AA0185671691DD7B"><enum>3.</enum><header>Definitions</header>
			<subsection id="H97EDA65C73B24ED6A08A8258F81C2914"><enum>(a)</enum><header>New fee names</header><text display-inline="yes-display-inline">Paragraphs (1) and (2) of section 802 (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>) are amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H7ACE0587ED09459E93C0E48C2D0AF276" style="OLC">
					<paragraph id="HD28CB5663B4C4794BAE47A505FA049E4"><enum>(1)</enum><header>Day Use Fee</header><text display-inline="yes-display-inline">The term <quote>day use fee</quote> means the recreation fee authorized by section 803(f).</text>
					</paragraph><paragraph id="H846F667461C346D9B144101ABF508E16"><enum>(2)</enum><header>Amenity Fee</header><text>The term <quote>amenity fee</quote> means the recreation fee authorized by section 803(g).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H910055B8C2CC45B99A8E15C466F9A5B8"><enum>(b)</enum><header>Federal land management agency</header><text display-inline="yes-display-inline">Section 802(4) (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801(4)</external-xref>) is amended by inserting <quote>or <quote>agency</quote></quote> before <quote>means the National</quote>.</text>
			</subsection><subsection id="H1BD90CFB6F514E7793F091C88CB42765"><enum>(c)</enum><header>Recreation fee</header><text display-inline="yes-display-inline">Section 802(8) (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801(8)</external-xref>) is amended by striking <quote>standard amenity recreation fee, expanded amenity recreation fee</quote> and inserting <quote>day use fee, amenity fee</quote>.</text>
			</subsection><subsection id="H60AD232ECF6741B99C28934891BB4B9E"><enum>(d)</enum><header>New definitions</header><text display-inline="yes-display-inline">Section 802 (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>) is further amended—</text>
				<paragraph id="H139BBD5FC7D646358EF3B17C9A4CC63F"><enum>(1)</enum><text>by redesignating paragraphs (10) through (13) as paragraphs (11) through (14), respectively;</text>
				</paragraph><paragraph id="H5A7AB4B472F64292AAE42C645AA09DD2"><enum>(2)</enum><text>by inserting after paragraph (9) the following new paragraph:</text>

			 which the provider charges a fee for the service.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H64D9827BD33F40DA8679281B05A5BC6C"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text>

						<paragraph id="H538789C99D97463B9DE9888014C32C86"><enum>(15)</enum><header>Unit</header><text display-inline="yes-display-inline">The term <quote>unit</quote> means an individual unit of the National Park System, National Forest System, National Wildlife
			 Refuge System, or similar area.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H2A5DABFE3C4F4B808E47478B512A2824"><enum>(e)</enum><header>Technical corrections</header><text>Section 802 (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>) is further amended—</text>
				<paragraph id="HAA831BF808464EE1BF1553C9B2E17156"><enum>(1)</enum><text>in the matter preceding paragraph (1), by striking <quote>this Act</quote> and inserting <quote>this title</quote>;</text>
				</paragraph><paragraph id="HF05B327F28EC466AAAD3A202D8FA5E20"><enum>(2)</enum><text>in paragraph (6), by striking <quote>section 5</quote> and inserting <quote>section 805</quote>;</text>

			<subsection id="H5EC6A0610B0542E08CC3AE33AC37AF21"><enum>(a)</enum><header>Sole authority</header><text display-inline="yes-display-inline">Section 803(a) (<external-xref legal-doc="usc" parsable-cite="usc/16/6802">16 U.S.C. 6802(a)</external-xref>) is amended by inserting <quote>only</quote> after <quote>waters</quote>.</text>
			</subsection><subsection id="HBF8D3FD766B74855B07ED591EEE94705"><enum>(b)</enum><header>Fee basis</header><text display-inline="yes-display-inline">Section 803(b) (<external-xref legal-doc="usc" parsable-cite="usc/16/6802">16 U.S.C. 6802(b)</external-xref>) is amended by striking paragraphs (5) and (6) and inserting the
			 following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H1D117C409FD445FFB67B3DF4A1042381" style="OLC">
					<paragraph id="H74F3BF9E447242A6B74E602AA6F8A58F"><enum>(5)</enum><text display-inline="yes-display-inline">The Secretary shall consider access to recreation opportunities.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H226030115EDD40769A566623C98DC962"><enum>(c)</enum><header>Limitations</header><text display-inline="yes-display-inline">Section 803(d) (<external-xref legal-doc="usc" parsable-cite="usc/16/6802">16 U.S.C. 6802(d)</external-xref>) is amended—</text>
				<paragraph id="H85AE0991B8D549FBA569BAFADBBC8214"><enum>(1)</enum><text>in paragraph (1)—</text>
					<subparagraph id="H2CD883B75E9B428F9A2BFCE3A72448DB"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by striking <quote>standard amenity recreation fee or expanded amenity recreation fee</quote> and inserting <quote>day use fee or amenity fee</quote>;</text>
					</subparagraph><subparagraph id="H1855CB00C7FC460E80231226F777A884"><enum>(B)</enum><text>by striking subparagraphs (A) through (F) and inserting the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="HF667BAC950EA4A648672643685F85FB7" style="OLC">
							<subparagraph id="HD367EA0F93C246D8AC700850FCAB962C"><enum>(A)</enum><text display-inline="yes-display-inline">For any site, area, or activity, except as specifically authorized under this section.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HF864574266204BD69BA32F65310F332C"><enum>(C)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (G) through (K) as subparagraphs (B) through (F), respectively; and</text>
					</subparagraph></paragraph><paragraph id="HB5CF2B52F2D646298F5F5832E44633E8"><enum>(2)</enum><text>in paragraph (3)—</text>
					<subparagraph id="HBCF66D1728674335B2B83B114CCDC1B3"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by striking <quote>standard amenity recreation fee</quote> and inserting <quote>day use fee</quote>; and</text>
					</subparagraph><subparagraph id="H23B35F2E8AD84F6289F15758E29FFF43"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>educational purposes by schools or bona fide academic institutions</quote> and inserting <quote>, non-recreational educational purposes by schools or bona fide academic institutions when the
			 students are pursuing academic credit and the Secretary has provided prior
			 approval for a fee waiver</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HF7DE63A94F0A4EEE841F9CAD53F2A50F"><enum>(d)</enum><header>Entrance fees</header><text display-inline="yes-display-inline">Section 803(e) (<external-xref legal-doc="usc" parsable-cite="usc/16/6802">16 U.S.C. 6802(e)</external-xref>) is amended—</text>
				<paragraph id="H41BCEEFF126741E8B8105078D61B33AC"><enum>(1)</enum><text>by redesignating paragraph (2) as paragraph (4); and</text>
				</paragraph><paragraph id="H360F08BBB1DB4DE983739014E71BB13D"><enum>(2)</enum><text>by inserting after paragraph (1) the following new paragraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H4B3D15F34F1041DC9FE3D0A5C69BAF51" style="OLC">
						<paragraph id="HCACD5B87CF9E4E42871EFCB01A2FA215"><enum>(2)</enum><header>Policies</header><text display-inline="yes-display-inline">The Secretary shall—</text>
							<subparagraph id="H29CCCB2F85C448A9AAAF5B1DE8C8BDC6"><enum>(A)</enum><text>treat a motorcycle or snowmobile, when used as transportation to enter a unit, as a motor vehicle
			 for the purposes of collecting entrance fees and shall charge a consistent
			 per vehicle rate; and</text>
							</subparagraph><subparagraph id="HF383DA185CB143F19937C0AED55FD33D"><enum>(B)</enum><text>determine, by agency, a nationally consistent entrance fee policy and corresponding rate structure,
			 including a schedule for general visitors, commercial and noncommercial
			 recreational tours or groups, and commercial air tours.</text>
							</subparagraph></paragraph><paragraph id="HE4B7B1F00053472AB2397ACFBE415EEC"><enum>(3)</enum><header>Transportation Services</header><text>At a unit of the National Park System where the Secretary provides a transportation service, either
			 as a Government service or through agreement or contract, the Secretary
			 may charge transportation users a transportation fee alone (consistent
			 with section 501 of the National Park Omnibus Management Act of 1998 (16
			 U.S.C. 5981) and other authorities) or in combination with an entrance
			 fee. However, the transportation fee or combined transportation and
			 entrance fee may not exceed the entrance fee charged at other similar
			 units as identified in the national entrance fee policy under paragraph
			 (2)(B).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H3AB67FA574954E95BACC15950F4E9E53"><enum>(e)</enum><header>Day use fee</header><text display-inline="yes-display-inline">Subsection (f) of section 803 (<external-xref legal-doc="usc" parsable-cite="usc/16/6802">16 U.S.C. 6802</external-xref>) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H6E9F3AB6C01A4942A03F4B7D1E1F7FEE" style="OLC">
					<subsection id="HCBD2A6D412BD4B3AA7D484B676DB4FCD"><enum>(f)</enum><header>Day Use Fee</header>
						<paragraph id="HA33D5BD78DEB4D4DACE25B954F219A99"><enum>(1)</enum><header>Authorized sites for day use fees</header><text>The Secretary may charge a day use fee for Federal recreational lands and waters under the
			 jurisdiction of the Bureau of Land Management, the Bureau of Reclamation,
			 or the Forest Service at the following:</text>
							<subparagraph id="H3E2AC3BC956B4538B687AB2BE92FFD04"><enum>(A)</enum><text>A National Conservation Area.</text>
							</subparagraph><subparagraph id="H630D1A9CE7BD4158A59970DA1BB53586"><enum>(B)</enum><text>A National Volcanic Monument.</text>
							</subparagraph><subparagraph id="H9F5A11F88E0743528AA786BC635161DA"><enum>(C)</enum><text>A destination visitor or interpretive center that provides a broad range of interpretative
			 services, programs and media.</text>
							</subparagraph><subparagraph id="HAC8C4FF7C83D4494A0251B4779BF93E8"><enum>(D)</enum><text>Sites of concentrated public use that are managed primarily for outdoor recreation purposes where
			 there has been a substantial Federal investment in facilities and services
			 that are necessary to accommodate heavy public use, public access to the
			 site is provided in such a manner that fees can be effectively collected
			 at one or more centralized locations, the site has regularly serviced and
			 well maintained toilet facilities and contains at least four of the
			 following:</text>
								<clause id="HDC0E10214A104B22BE1399BBB31A65D1"><enum>(i)</enum><text>Designated developed parking.</text>
								</clause><clause id="H5C43DC038F3C4B188237DB1F0D651B55"><enum>(ii)</enum><text>Trash collection.</text>
								</clause><clause id="H6595BF0BBD36499C80EA4DEDB499990D"><enum>(iii)</enum><text>Permanent interpretative materials.</text>
								</clause><clause id="H6DAE4745ED58462A9EE9C9217F439579"><enum>(iv)</enum><text>Picnic tables.</text>
								</clause><clause id="H2A32D43E49634154B90735E2B59F0FE1"><enum>(v)</enum><text>Routine presence of agency personnel.</text>
								</clause></subparagraph></paragraph><paragraph id="H89649DCC4B03479CA9D6F1844FEF9A79"><enum>(2)</enum><header>Single fee for multiple sites</header><text display-inline="yes-display-inline">If there are two or more sites of concentrated public use located within one-half mile of each
			 other, the Secretary may charge a single day use fee for the sites and the
			 area between the sites.</text>
						</paragraph><paragraph id="H6DCA4452DFEE41949C37BDDC14D47D84"><enum>(3)</enum><header>Policy</header><text>The Secretary shall determine, by agency, a nationally consistent day use fee policy and rate
			 structure.</text>
						</paragraph><paragraph id="H4DF7D0CDC57D4B3C8CFAB29B8E48AE1D"><enum>(4)</enum><header>Initial implementation</header>
							<subparagraph id="H356465E1CC9D491DB550F1CF368E3B0A"><enum>(A)</enum><header>Initial list of fee sites</header><text display-inline="yes-display-inline">No later than 180 days after the date of the enactment of the <short-title>Federal Lands Recreation Enhancement Modernization Act of 2014</short-title>, the Secretary shall—</text>
								<clause id="H5F31643BB8B040439D40920ACCEB4689"><enum>(i)</enum><text>publish in the Federal Register and on the agency’s website a list of all sites for which day use
			 fees are proposed to be collected; and</text>
								</clause><clause id="HA869CB9D425C463F91D8A078BBAAE3B7"><enum>(ii)</enum><text>provide a 60-day public comment period regarding such list.</text>
								</clause></subparagraph><subparagraph id="HC2383DAAC50A48EFBBB38FFA0DC951DA"><enum>(B)</enum><header>Final list of fee sites</header><text>No later than 120 days after the close of the public comment period required by subparagraph
			 (A)(ii), the Secretary shall publish in the Federal Register and on the
			 agency’s website the final list of sites for which day use fees are to be
			 collected.</text>
							</subparagraph></paragraph><paragraph id="H2C345A4B559440BEAAEBF0A866DDCA1C"><enum>(5)</enum><header>Transition</header><text>The Secretary may continue to collect fees in effect on the date of the enactment of <short-title>Federal Lands Recreation Enhancement Modernization Act of 2014</short-title> for a period not to exceed 180 days from the date the final list of day use fee sites is published
			 pursuant to paragraph (4)(B). However, the Secretary may not increase or
			 impose new fees using this transition authority.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H688AE13FC36A42B0AA73210218F7E789"><enum>(f)</enum><header>Amenity fee</header><text>Section 803(g) (<external-xref legal-doc="usc" parsable-cite="usc/16/6802">16 U.S.C. 6802(g)</external-xref>) is amended—</text>
				<paragraph id="HAF01FBFADA984AD3A87875E845CF41EE"><enum>(1)</enum><text>in the subsection heading, by striking <quote><header-in-text level="subsection" style="OLC">Expanded Amenity Recreation</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Amenity</header-in-text></quote>;</text>
				</paragraph><paragraph id="H7E01E2E75BAC4158B9D5459EA5AC00D4"><enum>(2)</enum><text>by striking paragraph (1);</text>
				</paragraph><paragraph id="H74367272B8F3407B9CD8D7979CB2A5B7"><enum>(3)</enum><text>by redesignating paragraph (2) as paragraph (1) and in such paragraph—</text>
					<subparagraph id="H90E347AFE773491FA9E619F6855F69F4"><enum>(A)</enum><text>in the matter preceding subparagraph (A)—</text>
						<clause id="H7F7B0A5DCCF54E578B544F9C9322C4CB"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>expanded amenity recreation fee, either in addition to a standard amenity fee</quote> and inserting <quote>amenity fee, either in addition to a day use fee or entrance fee</quote>; and</text>
						</clause><clause id="H67832D8C291046F4AA0CB556331648E9"><enum>(ii)</enum><text>by striking <quote>under the jurisdiction of the Forest Service, the Bureau of Land Management, or the Bureau of
			 Reclamation, but only</quote>;</text>
						</clause></subparagraph><subparagraph id="H02286C3028274BCBAD5B9D1286D11545"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (A)—</text>
						<clause id="H61C38940904E43998FAB764FDA057E5F"><enum>(i)</enum><text>by striking <quote>Tent</quote> and inserting <quote>Developed tent</quote>; and</text>

					</subparagraph><subparagraph id="H04B7B033BFC5435192F4B3B732F6F7FC"><enum>(D)</enum><text>by striking subparagraph (F) and inserting the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="HEE0F7931ACBD4B97995E7687FFCC4AD8" style="OLC">
							<subparagraph id="H79C021E3FE0346079444FCAB98BC43F2"><enum>(F)</enum><text display-inline="yes-display-inline">Highly specialized interpretative programs; guided walks, talks, and tours of substantial length;
			 programs that require specialized equipment; specialized non-public
			 programs; and other interpretative services for which the Secretary incurs
			 significant costs. However, before the Secretary may charge a fee for
			 interpretative programs, the Secretary shall identify basic interpretative
			 programs and services, including tours required to provide basic visitor
			 access to a primary resource in a unit, that will be provided free of
			 charge.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H0E157B81F3A84C7F9EFC1C766B0680C1"><enum>(E)</enum><text display-inline="yes-display-inline">in subparagraph (H), by inserting before the period the following: <quote>subject to subsection (e)(3)</quote>; and</text>
					</subparagraph><subparagraph id="H3E223FB7465A402BBD56578E86936A28"><enum>(F)</enum><text>in subparagraph (J)—</text>
						<clause id="H2B80B222183B4227BAD332E52E24DA1C"><enum>(i)</enum><text>in the matter preceding clause (i), by inserting <quote>or hot spring</quote> after <quote>swimming sites</quote>;</text>

						</clause></subparagraph></paragraph><paragraph id="HFC9BD7427A444F7A82288FC3A6AD6175"><enum>(4)</enum><text>by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H12DFC0F50AA74CB2A9790B5A1C5AA727" style="OLC">
						<paragraph id="HB6BFC7F249B749DDA9076F04A359F652"><enum>(2)</enum><header>National Park Service and United States Fish and Wildlife Service Additional Authority</header><text display-inline="yes-display-inline">Except as limited by subsection (d), the Secretary may charge an additional amenity fee at Federal
			 recreational lands and waters under the jurisdiction of the National Park
			 Service and the United States Fish and Wildlife Service when the Secretary
			 determines that the visitor uses a specific or specialized facility,
			 equipment, or service not otherwise included under paragraph (1).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H0BB2DDC4EBF448E89552D74B6B9B2058"><enum>(g)</enum><header>Special Recreation Permit and Fee</header><text>Subsection (h) of section 803 (<external-xref legal-doc="usc" parsable-cite="usc/16/6802">16 U.S.C. 6802</external-xref>) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H98591E8B608845588AA086587CAA8B81" style="OLC">
					<subsection id="H552A342382D242C5A9DB39C391F8E73E"><enum>(h)</enum><header>Special Recreation Permit and Fee</header>
						<paragraph id="H7DE771B568B441B3A908780EDD26B1CA"><enum>(1)</enum><header>In General</header><text display-inline="yes-display-inline">The Secretary may—</text>
							<subparagraph id="H811C109FEB7648989272DE5AB9922898"><enum>(A)</enum><text>issue a special recreation permit for Federal recreational lands and waters; and</text>
							</subparagraph><subparagraph id="H366A9B59B56F4AF3A0586C54A4528119"><enum>(B)</enum><text>charge a special recreation permit fee in connection with the issuance of the permit.</text>
							</subparagraph></paragraph><paragraph id="HA78AAA50CBE549B1AC5D9CA71545128E"><enum>(2)</enum><header>Special Recreation Permits</header><text>The Secretary may issue special recreation permits in the following circumstances:</text>
							<subparagraph id="HD00DAF048BEF4F1A820A84225A1D9DC6"><enum>(A)</enum><text>For specialized individual and group use of Federal facilities and Federal recreational lands and
			 waters, such as, but not limited to, use of special areas or areas where
			 use is allocated, motorized recreational vehicle use, and group activities
			 or events.</text>
							</subparagraph><subparagraph id="HE5BF153F04D5411B9B93A78980C81D8E"><enum>(B)</enum><text>To recreation service providers who conduct outfitting, guiding, and other recreation services on
			 Federal recreational lands and waters managed by the Forest Service,
			 Bureau of Land Management, Bureau of Reclamation, and the United States
			 Fish and Wildlife Service.</text>
							</subparagraph><subparagraph id="H6B5542E37C1945A88649CFDF078F6B80"><enum>(C)</enum><text>To recreation service providers who conduct recreation or competitive events, which may involve
			 incidental sales on Federal recreational lands and waters managed by the
			 Forest Service, Bureau of Land Management, Bureau of Reclamation, and the
			 United States Fish and Wildlife Service.</text>
							</subparagraph></paragraph><paragraph id="H9C8C6B6641C7456697771B72DA527E4C"><enum>(3)</enum><header>Reduction in Federal Costs</header><text>To reduce Federal costs in administering this subsection, the issuance of a new special recreation
			 permit for activities under paragraph (2)(B) that have been considered
			 under previous analysis or that are similar to existing uses or are not
			 inconsistent with approved uses and will not substantially increase the
			 use of an area shall not constitute a major Federal action for the
			 purposes of the National Environmental Policy Act of 1969 (42 U.S.C. 4321
			 et seq.).</text>
						</paragraph><paragraph id="HE6317F3D52044B95A96845B7A9300889"><enum>(4)</enum><header>Single Permits</header><text>The Secretary may issue a single permit, administered by one agency (including the National Park
			 Service), to authorize a recreation service provider to provide services
			 or for an event on lands managed by multiple agencies. The authorized
			 official in the agency issuing the permit under this authority must have a
			 delegation of authority for the administration of the permit from the
			 other relevant agencies and must comply with the applicable laws of each
			 relevant agency. Nothing in this subsection shall alter, expand, or limit
			 the applicability of any public law or regulation to lands administered by
			 the participating agencies.</text>
						</paragraph><paragraph id="HF78FF00D0EDC4469B0B1385010F846F5"><enum>(5)</enum><header>Guidelines and Permit Fee Calculation</header>
							<subparagraph id="H3082DEE1AA1F45D39CC046A5D39F7C5B"><enum>(A)</enum><header>Guidelines and exclusion of certain revenues</header><text display-inline="yes-display-inline">The Secretary shall publish guidelines in the Federal Register for how recreation permit fees shall
			 be established that will provide appropriate deductions for revenue from
			 goods, services, or activities provided by the recreation service provider
			 outside Federal recreational lands and waters and a deduction for fees to
			 paid for other Federal lands if separate permits are issued for a single
			 event.</text>
							</subparagraph><subparagraph id="HE6721F3DBC03438396E5AD4DE63C15BF"><enum>(B)</enum><header>Revenue exclusions</header><text>Revenue exclusions under subparagraph (A) shall include, but not be limited to, revenue from goods
			 or services provided by the recreation service provider outside the
			 Federal recreational lands and waters, such as—</text>
								<clause id="H12137394B4C144E19852C32A4B3C985F"><enum>(i)</enum><text>costs for transportation, lodging, and other services before or after a trip begins;</text>
								</clause><clause id="H5D463F4E0CC94F76BCB907D5EB53D15E"><enum>(ii)</enum><text>deductions for activities outside public lands or on other Federal lands if separate permits are
			 issued.</text>
								</clause></subparagraph><subparagraph id="H54D58A892C864D75ADD4B5533381B4DB"><enum>(C)</enum><header>Fee conditions</header><text display-inline="yes-display-inline">The fee charged by the Secretary for a permit issued under paragraph (2)(B) shall not exceed 3
			 percent of the recreational service provider’s annual gross revenue for
			 activities authorized by the permit, plus applicable revenue additions,
			 minus applicable revenue exclusions or a similar flat per person fee. The
			 fee charged by the Secretary for a permit issued under paragraph (2)(C)
			 shall include appropriate reductions and additions based on the direct
			 costs incurred by the Secretary for management of the event.</text>
							</subparagraph></paragraph><paragraph id="H57B83E19F707428EACCA1EB6B1293357"><enum>(6)</enum><header>Bureau of Land Management</header><text>The Secretary may issue a recreation concession permit to authorize a third party to provide
			 facilities and services to visitors on Federal recreational lands and
			 waters managed by the Bureau of Land Management in support of outdoor
			 recreational opportunities in accordance with the applicable land use
			 plan. Any such permit shall provide for monetary compensation to the
			 Federal Government for the rights and privileges provided, with collected
			 funds deposited in the accounts established under section 807 of this Act,
			 to be available without further appropriation and to remain available
			 until expended. Facilities and services provided under existing recreation
			 concessions and recreation lease agreements on Bureau of Land Management
			 managed public lands may continue pursuant to the terms and conditions of
			 each agreement.</text>
						</paragraph><paragraph id="H47A0E8E6FA3948A59EEB541EC6509382"><enum>(7)</enum><header>Stewardship Program</header>
							<subparagraph id="HAF417F5981EE4C5C942966F6A13AE4CD"><enum>(A)</enum><header>Establishment</header><text display-inline="yes-display-inline">Within 18 months after the date of the enactment of the <short-title>Federal Lands Recreation Enhancement Modernization Act of 2014</short-title>, the Secretary shall establish, at no fewer than 20 sites located on Federal recreational lands
			 and waters administered by the Forest Service and the Bureau of Land
			 Management, a stewardship program for recreation service providers
			 involving credit against a required special recreation permit fee in
			 exchange for otherwise unreimbursed maintenance and resource protection
			 work performed with the permission of the relevant Federal agency.</text>
							</subparagraph><subparagraph id="HBA3A2232F8CA4BC6B99B0654FAD4BE9A"><enum>(B)</enum><header>Eligibility</header><text display-inline="yes-display-inline">Under the stewardship program required by this paragraph, a recreation service provider shall
			 submit to the Secretary—</text>
								<clause id="H15DC02FF96BE469AB29337CB64BE79D2"><enum>(i)</enum><text>the provider’s qualifications to adequately and safely perform the proposed maintenance and
			 resource protection work;</text>
								</clause><clause id="H40CAB12B09394A3A8A6EF347DB042BCE"><enum>(ii)</enum><text>an itemized accounting of labor and material costs associated with such maintenance and resource
			 protection work;</text>
								</clause><clause id="H8697B5D6143344E79201BB5769159B5A"><enum>(iii)</enum><text>a commitment to share the costs of the proposed maintenance and resource protection work; and</text>
								</clause><clause id="H1E30BF07B0C841979D370CB13E1939A9"><enum>(iv)</enum><text>permission from the relevant Federal agency to perform the proposed maintenance and resource
			 protection work.</text>
								</clause></subparagraph><subparagraph id="H3B29D839A6334E7F8CACE36B9A5E85B5"><enum>(C)</enum><header>Review and approval</header><text>The Secretary shall review promptly a proposal submitted to participate in the stewardship program
			 and approve any such submission that the Secretary finds adequately meets
			 the eligibility criteria specified in subparagraph (B).</text>
							</subparagraph><subparagraph id="H939ACD7AC7174B48A7C40DF42DEB9661"><enum>(D)</enum><header>Report</header><text>Not later than three years after the date of the enactment of the <short-title>Federal Lands Recreation Enhancement Modernization Act of 2014</short-title>, the Secretary shall submit to the Committee on Natural Resources of the House of Representatives
			 and the Committee on Energy and Natural Resources of the Senate a status
			 report on the stewardship program, including the number of participating
			 sites, total amount of the credits granted, and suggestions for revising
			 the program.</text>
							</subparagraph></paragraph><paragraph id="HBDFE7028B0BB441A9283AF642E529141"><enum>(8)</enum><header>Disclosure of fees</header><text>A holder of a special recreation permit may inform its customers of the various fees charged by the
			 Secretary under this title.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H807388EA0E06478A99A21E25595789AD"><enum>(h)</enum><header>Additional provisions</header><text display-inline="yes-display-inline">Section 803 (<external-xref legal-doc="usc" parsable-cite="usc/16/6802">16 U.S.C. 6802</external-xref>) is further amended by adding at the end the following new subsections:</text>
				<quoted-block display-inline="no-display-inline" id="H0C76C48FD0C44422BB9C6FE67EABB8F3" style="OLC">
					<subsection id="HA696DB0A12304DEBB87251F6A06CABC2"><enum>(i)</enum><header>Notice of recreational fees and recreation passes</header><text>The Secretary shall post clear notice of any fee and available recreation passes at appropriate
			 locations at each site of Federal recreational lands and waters for which
			 any fee is charged. The Secretary shall include such notice in
			 publications distributed at the unit and on agency websites.</text>
					</subsection><subsection id="HD889478DEEA74714BED08994FEB42C7A"><enum>(j)</enum><header>Use of technology</header><text display-inline="yes-display-inline">To the extent practicable, the Secretary shall use technology and automation to increase
			 accountability, efficiency, and the convenience of paying recreation fees.</text>
					</subsection><subsection id="H4BC589CE4B4B4023B5618544A750E458"><enum>(k)</enum><header>Visitor centers</header>
						<paragraph id="HBC649DE701914FAC8D67280D31B11146"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to valid existing rights, the Secretary shall not enter into agreements for the operation
			 of a visitor center with private for-profit or non-profit organizations
			 that intend to charge a fee for visitors to access a visitor center or a
			 basic visitor center exhibit.</text>
						</paragraph><paragraph id="HBFE808E5EC7F4CA2ACD99A2F4E9791EF"><enum>(2)</enum><header>Exceptions</header><text>Nothing in paragraph (1) prohibits the Secretary from—</text>
							<subparagraph id="HBC9ECEB1AB834FADB62C507F3BD28B1D"><enum>(A)</enum><text>charging a recreation fee at a visitor or interpretative center as otherwise provided for in this
			 title; or</text>
							</subparagraph><subparagraph id="H141A92C47F8449B99BE84EC39249C922"><enum>(B)</enum><text>entering into a fee management agreement for the collection of the recreation fee.</text>
							</subparagraph></paragraph></subsection><subsection id="H861935A9496340ADB2BF23222C5D79B8"><enum>(l)</enum><header>Congressional Approval of Certain New or Increased Fees</header>
						<paragraph id="HC797BAF103EF4488856279601653020D"><enum>(1)</enum><header>Submission of list of existing fees</header><text display-inline="yes-display-inline">Within six months after the date of the enactment of the <short-title>Federal Lands Recreation Enhancement Modernization Act of 2014</short-title>, the Secretary shall—</text>
							<subparagraph id="HA0A897359AE041F4B6C0FE799A5C6F5A"><enum>(A)</enum><text>compile a comprehensive list of all fees (except special recreation permit fees) charged at Federal
			 recreational lands and waters by Federal land management agencies as of
			 the date of the enactment of the <short-title>Federal Lands Recreation Enhancement Modernization Act of 2014</short-title>; and</text>
							</subparagraph><subparagraph id="H55B424124C3E4B14B4EBBCB890A5A7C5"><enum>(B)</enum><text>submit this list to the Committee on Natural Resources and the Committee on Agriculture of the
			 House of Representatives and the Committee on Energy and Natural Resources
			 of the Senate.</text>
							</subparagraph></paragraph><paragraph id="HF6D34CBF2A2143BB96C4E31E48F6E77C"><enum>(2)</enum><header>Prohibition on new fees or fee increases</header><text>Except as provided in paragraphs (3), (4), and (5), the Secretaries may not increase or impose any
			 new entrance fees, day use fees, or amenity fees.</text>
						</paragraph><paragraph id="H162D81BA178C4BBDA695FD260924783D"><enum>(3)</enum><header>Submission of proposed fee schedule</header><text>By June 1 of each year, the Secretaries shall propose a single schedule of any new or increased
			 entrance fees, day use fees, or amenity fees and transmit this schedule to
			 the Committee on Natural Resources and the Committee on Agriculture of the
			 House of Representatives and the Committee on Energy and Natural Resources
			 of the Senate.</text>
						</paragraph><paragraph id="H3395A66755AE41F594FD7846F62550E2"><enum>(4)</enum><header>Congressional approval required</header><text>No new or increased entrance fee, day use fee, or amenity fee may be imposed unless approved by Act
			 of Congress.</text>
						</paragraph><paragraph id="H2AE019F93A004B09BA2D9BD16D4470B5"><enum>(5)</enum><header>Emergency situations</header><text>If the Secretaries determine that recreational opportunities on Federal recreational lands and
			 waters would be severely curtailed or that an emergency affecting human
			 health or unforeseen events exists, the Secretaries may transmit proposed
			 selective new or increased entrance fees, day use fees, or amenity fees to
			 the Committee on Natural Resources and the Committee on Agriculture of the
			 House of Representatives and the Committee on Energy and Natural Resources
			 of the Senate for approval by Act of Congress.</text>
						</paragraph></subsection><subsection id="HC86C5E810A3645258530EE10FD546232"><enum>(m)</enum><header>Grandfathering existing permits</header><text>Any special recreation permit issued under this title before the date of the enactment of the <short-title>Federal Lands Recreation Enhancement Modernization Act of 2014</short-title> shall continue—</text>
						<paragraph id="HC44CED7E49A8450FAC978DBCDD11B3DC"><enum>(1)</enum><text>to be managed pursuant to this section, as in effect on the day before the date of the enactment of
			 the <short-title>Federal Lands Recreation Enhancement Modernization Act of 2014</short-title>; and</text>
						</paragraph><paragraph id="H7CBADE510F10447BA5353BEFD0A9E31B"><enum>(2)</enum><text display-inline="yes-display-inline">to be valid and remain in effect, under its terms and notwithstanding section 810, until the permit
			 expires, is revoked, or is suspended according to the terms of the permit.</text>
						</paragraph></subsection><subsection id="H5ECE6BBC5A10449BB913C971B6A5DD59"><enum>(n)</enum><header>Discounted or free admission days or use</header><text>The Secretary may provide free admission or use days of Federal recreational lands and waters. The
			 Secretary shall not establish any additional discounts except as provided
			 in this title or by another provision of law.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H7623D50644F34656A822D64B6AB2FD93"><enum>(i)</enum><header>Technical corrections</header><text display-inline="yes-display-inline">Section 803(d) (<external-xref legal-doc="usc" parsable-cite="usc/16/6802">16 U.S.C. 6802(d)</external-xref>) is further amended—</text>
				<paragraph id="H65691327DD974548846F1434A433E91C"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
					<subparagraph id="H18E11092BE0F43838E4E6C2F6065E668"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by striking <quote>this Act</quote> and inserting <quote>this title</quote>; and</text>

					</subparagraph></paragraph><paragraph id="HE2A0CF77B0F44A34A649316D1FD48F15"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (4), by striking <quote>this Act</quote> and inserting <quote>this title</quote>.</text>
				</paragraph></subsection></section><section id="H2018FB99087C43D99BF0E611F3D80DED"><enum>5.</enum><header>Public participation</header><text display-inline="no-display-inline">Section 804 (<external-xref legal-doc="usc" parsable-cite="usc/16/6803">16 U.S.C. 6803</external-xref>) is amended—</text>
			<paragraph id="H9C329D0296B54826B80DAFE007FE33D1"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>this Act</quote> and inserting <quote>this title</quote>; and</text>
			</paragraph><paragraph id="H51F3E462FB1B4B03AAA9415AB4788684"><enum>(2)</enum><text>by striking subsections (b), (c), (d), and (e) and inserting the following new subsections:</text>
				<quoted-block display-inline="no-display-inline" id="HBC64F9F12C624CC89B27A908F44B5DE0" style="OLC">
					<subsection id="HEAD6B121F5E04A018B2185EBEF2ECC4B"><enum>(b)</enum><header>Entrance Fees, Day Use Fees, and Amenity Fees</header><text display-inline="yes-display-inline">For entrance fees, day use fees and amenity fees, the Secretary may—</text>
						<paragraph id="HAE09CF48EE1F4CFABD7960C337DB788C"><enum>(1)</enum><text display-inline="yes-display-inline">publish notice in the Federal Register of any unit newly subject to an entrance fee, day use fee,
			 or amenity fee;</text>
						</paragraph><paragraph id="HF4CF9B14D0354AEFA7DFC5F5F3E4CF35"><enum>(2)</enum><text display-inline="yes-display-inline">publish on the website recreation.gov or another similar interagency website, in local newspapers,
			 on agency websites, at proposed and established collection points, on
			 social media applications, and in publications distributed near the site
			 for which the fee would be collected—</text>
							<subparagraph id="HCEBCEF0B018F4DBA84AEC900BC3F4A86"><enum>(A)</enum><text>any proposed new or increased fee;</text>
							</subparagraph><subparagraph id="H6DD01F4D1BB34DBCAD905CB0691EE25B"><enum>(B)</enum><text display-inline="yes-display-inline">the unit and agency proposing the new or increased fee;</text>
							</subparagraph><subparagraph id="H499FBB6F8B914C82B7333C4BF6DE56AB"><enum>(C)</enum><text>the process by which to comment on the proposed new or increased fee; and</text>
							</subparagraph><subparagraph id="H39834000D3DB4A378B3E8502E1853C7E"><enum>(D)</enum><text>subject to paragraph (3), when the opportunity for comment closes;</text>
							</subparagraph></paragraph><paragraph id="H2441D447750947AF9B16101AAAD1FC95"><enum>(3)</enum><text>allow at least 60 days public comment after publication of notice under paragraph (2);</text>
						</paragraph><paragraph id="H3E2E574FFC1D4FA7BEBAA32518B5C005"><enum>(4)</enum><text>at least 120 days before the implementation of the new or increased fee, publish notice of a
			 decision to implement a new or increased fee in local newspapers, on the
			 agency websites, at proposed and established collection points, on social
			 media applications, and in publications distributed near the site for
			 which the fee will be collected; and</text>
						</paragraph><paragraph id="H31F8E91AE0F44DE2B26B846D9E608AE0"><enum>(5)</enum><text>not less frequently than every other year, solicit public comment for at least 60 days on how fee
			 revenue should be expended at each unit.</text>
						</paragraph></subsection><subsection id="H05F13A6180C54AACBC1CC44994C14958"><enum>(c)</enum><header>Special Recreation Permit Fees</header><text>For special recreation permit fees authorized by section 803(h)(2)(A), the Secretary shall—</text>
						<paragraph id="H21CB8157B0F044A79D235D57689D24CB"><enum>(1)</enum><text display-inline="yes-display-inline">if the fee is for reoccurring recreational uses for which standard fee rates can be established,
			 follow, to the extent practicable and appropriate, the procedures in
			 subsection (b); and</text>
						</paragraph><paragraph id="H4AD8D11F3E6247F7953CD3EADCDAE518"><enum>(2)</enum><text display-inline="yes-display-inline">if the fee is based on recovering the costs associated with issuing and managing the permit,
			 establish guidelines for how fees will be established and publish the
			 guidelines in the Federal Register.</text>
						</paragraph></subsection><subsection id="HE96A23395DEA44CD82BDB9D274271264"><enum>(d)</enum><header>New Concession Opportunities</header><text>The Secretary shall provide an opportunity for public involvement 180 days before a new site or
			 area, including a campground, is offered as a new concession opportunity
			 on Federal recreational lands and waters under the jurisdiction of the
			 Forest Service or Bureau of Land Management by publishing a notice in the
			 Federal Register and soliciting comments.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H0EC4E777A8194EBB8C3DD47C6D263C56"><enum>6.</enum><header>Recreation passes</header>
			<subsection id="H4A9AB612C35C4C86BC328CB7E7A84871"><enum>(a)</enum><header>America the Beautiful—The National Parks and Federal Recreational Lands Pass</header><text display-inline="yes-display-inline">Section 805(a) (<external-xref legal-doc="usc" parsable-cite="usc/16/6804">16 U.S.C. 6804(a)</external-xref>) is amended—</text>
				<paragraph id="HBA0EF292E52B4CBA986C4210C0504B50"><enum>(1)</enum><text>in paragraph (1)—</text>
					<subparagraph id="H30AA860582B1420D9C895869B3B17EB8"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>be available to United States citizens and permanent residents and</quote> before <quote>cover</quote>; and</text>
					</subparagraph><subparagraph id="H61BE093FEA8E4BE2BF9B37BC4826FE6C"><enum>(B)</enum><text>by striking <quote>standard amenity recreation fee</quote> and inserting <quote>day use fee</quote> both places it appears;</text>
					</subparagraph></paragraph><paragraph id="HBBF8B854DF9C463C98C7B581BDEFC802"><enum>(2)</enum><text>in paragraph (2)—</text>
					<subparagraph id="HD1E067D7CB834C19B93356274D1817C9"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>shall hold an annual</quote> and inserting <quote>may hold a</quote>; and</text>
					</subparagraph><subparagraph id="H4B1F0CAE7BC64B96B100B322F45DCBF6"><enum>(B)</enum><text>by striking “for an year.” and all that follows through the end of the following sentence and
			 inserting a period;</text>
					</subparagraph></paragraph><paragraph id="H605F60BBEF0B42FF8C7ADDB2353BAE17"><enum>(3)</enum><text display-inline="yes-display-inline">in paragraph (5), by adding at the end the following new sentence: <quote>The Secretaries shall adjust the price of the National Parks and Federal Recreational Lands Pass
			 once every three years to reflect the change in the Consumer Price Index

			 as to increase or decrease the price in even five-dollar increments.</quote>;</text>
				</paragraph><paragraph id="H91947C14A7944E0F9E6C3077BB5D92A5"><enum>(4)</enum><text display-inline="yes-display-inline">in paragraph (6)(A), by striking <quote>standard amenity recreation fee</quote> and inserting <quote>day use fee</quote>;</text>
				</paragraph><paragraph id="H28478C55882B4BBE8509ED83078CC3BA"><enum>(5)</enum><text display-inline="yes-display-inline">in paragraph (9), by adding <quote>or discount pass</quote> after <quote>pass</quote>; and</text>

						<paragraph id="HB7F481B3194C47148803A4CB0EC9721B"><enum>(10)</enum><header>Pass Use Study</header><text display-inline="yes-display-inline">The Secretaries shall conduct a study to evaluate how, where, and the extent to which the National
			 Parks and Federal Recreational Lands Pass is used and shall submit to the
			 Committee on Natural Resources of the House of Representatives and the
			 Committee on Energy and Natural Resources of the Senate a report
			 containing the results of the study.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HDFE0355B7B154DF5939A4BF279957396"><enum>(b)</enum><header>Discounted passes</header><text>Section 805(b) (<external-xref legal-doc="usc" parsable-cite="usc/16/6804">16 U.S.C. 6804(b)</external-xref>) is amended—</text>
				<paragraph id="H691A765665474275B05FE25A5BE615A1"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), by inserting <quote>or is a veteran with a service-connected disability, as defined in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101</external-xref> of title 38, United
			 States Code</quote> before <quote>, if the citizen or person</quote>; and</text>
				</paragraph><paragraph id="HA32279CE52ED4B83AD08F4F2EE1DF8A6"><enum>(2)</enum><text>by adding at the end the following new paragraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H056E387C8E9C438D87CDD3EACED585C6" style="OLC">
						<paragraph id="H62D572D5D09C4688854223FBCAB26B87"><enum>(3)</enum><header>United states armed forces discount</header><text display-inline="yes-display-inline">The Secretary may make an annual National Parks and Federal Recreational Lands Pass available
			 without charge to any member of the United States Army, Navy, Air Force,
			 Marine Corps, and Coast Guard if such person presents a Common Access card
			 or similar identification as determined by the Secretary.</text>
						</paragraph><paragraph id="H090EF8167CF14423BF2EB35862A519EF"><enum>(4)</enum><header>Amenity fee discount</header><text display-inline="yes-display-inline">The National Parks and Federal Recreational Lands Pass made available under paragraphs (1) and (2)
			 shall include an amenity fee discount as charged under section
			 803(g)(1)(A).</text>
						</paragraph><paragraph id="H20744B6A48DD438C88A31C1FF144066A"><enum>(5)</enum><header>Prohibition on other discounted passes</header><text display-inline="yes-display-inline">The Secretary may not establish any discounted passes, except as provided in this section.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HE8F25F0190924E4E80CCB18B615A2018"><enum>(c)</enum><header>Site-Specific agency passes</header><text display-inline="yes-display-inline">Section 805(c) (<external-xref legal-doc="usc" parsable-cite="usc/16/6804">16 U.S.C. 6804(c)</external-xref>) is amended by striking <quote>standard amenity recreation fee</quote> and inserting <quote>day use fee</quote>.</text>
			</subsection><subsection id="H84E8FE3CAD8F48D7800C27BCD7A4D233"><enum>(d)</enum><header>Discounted or free admission days or use</header><text display-inline="yes-display-inline">Section 805 (<external-xref legal-doc="usc" parsable-cite="usc/16/6804">16 U.S.C. 6804</external-xref>) is amended—</text>
				<paragraph id="HFDEF800769134A83A6138DFBB1423EE3"><enum>(1)</enum><text>by striking subsection (e); and</text>

				</paragraph></subsection><subsection id="H008D3F982EFA49B8875AD36FA81FE054"><enum>(e)</enum><header>Pass and Discount Acceptance by Concessionaires</header><text>Section 805 (<external-xref legal-doc="usc" parsable-cite="usc/16/6804">16 U.S.C. 6804</external-xref>) is further amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H154DEBBCD1A1471E8CA47F883AB81710" style="OLC">
					<subsection id="HC2CEDFF98CC74989A390EB84CF8806FC"><enum>(f)</enum><header>Pass and Discount Acceptance by Concessionaires</header>
						<paragraph id="H2786F0D1E29943A8A7A2F266F4D07D13"><enum>(1)</enum><header>Acceptance</header><text display-inline="yes-display-inline">Subject to valid existing rights, and to the extent reimbursement is practical, the Secretary shall
			 require concessionaires operating federally owned campgrounds and day use
			 facilities on Federal recreational lands and waters to accept a
			 recreational pass issued under this title or section 4 of the Land and
			 Water Conservation Fund Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/16/460l-6a">16 U.S.C. 460l–6a</external-xref>) for discounted or
			 free use, as applicable.</text>
						</paragraph><paragraph id="H900F835D47BC4D7A964D5C7EBF79A917"><enum>(2)</enum><header>Reimbursement</header><text display-inline="yes-display-inline">To the extent practicable, the Secretary shall reimburse a concessionaire in part or in whole for
			 acceptance under paragraph (1) of a recreational pass in an amount not to
			 exceed the total land use or franchise fee due to the Federal Government.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H62D326B0C694491F893132401A7EB5AF"><enum>(f)</enum><header>Technical correction</header><text display-inline="yes-display-inline">Section 805(a)(6)(B) (<external-xref legal-doc="usc" parsable-cite="usc/16/6804">16 U.S.C. 6804(a)(6)(B)</external-xref>) is amended by striking <quote>section 6</quote> and inserting <quote>section 6805</quote>.</text>
			</subsection></section><section id="HA052F9DABABE4BF68BBCA59DBB098E2C"><enum>7.</enum><header>Special account</header>
			<subsection id="HDF52280BB9164364AF3C4F754527D9CF"><enum>(a)</enum><header>Distribution of revenues</header><text display-inline="yes-display-inline">Section 807(c)(1) (<external-xref legal-doc="usc" parsable-cite="usc/16/6806">16 U.S.C. 6806(c)(1)</external-xref>) is amended—</text>
				<paragraph id="H9103B486CF39447B85E4DC8C7E51438C"><enum>(1)</enum><text>by striking <quote>or area</quote> each place it appears;</text>

				<paragraph id="H436C8B3DF91E490CB9D4F928B8C5F22F"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (2) and (3) as paragraphs (4) and (5), respectively;</text>
				</paragraph><paragraph id="HE9BB01A039C64077A54F6D1B1D0A306E"><enum>(2)</enum><text>by inserting after paragraph (1) the following new paragraph:</text>

					<subparagraph id="HDE2D4155DC4A45179C6DA2AF47EC1A46"><enum>(A)</enum><text>in subparagraph (A), by inserting <quote>visitor</quote> before <quote>health</quote>; and</text>

					</subparagraph></paragraph></subsection><subsection id="HFC5559110E114CBCBAD13F65B5D5D397"><enum>(b)</enum><header>Limitation on use of fees</header><text display-inline="yes-display-inline">Section 808(b) (<external-xref legal-doc="usc" parsable-cite="usc/16/6807">16 U.S.C. 6807(b)</external-xref>) is amended by striking the period at the end and inserting the
			 following: <quote>, reducing or limiting visitor access, to remove or close facilities except when those facilities
			 are being replaced or updated, and acquisition of lands and waters.</quote>.</text>
			</subsection><subsection id="H870CFBBBFDCA4905B385C5D14ABF6A40"><enum>(c)</enum><header>Overhead, Administrative, and Collection Costs Cap</header><text display-inline="yes-display-inline">Subsection (c) of section 808 (<external-xref legal-doc="usc" parsable-cite="usc/16/6807">16 U.S.C. 6807</external-xref>) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H9729A82054F347C0A0AE0A84E2A9DECA" style="OLC">
					<subsection id="H56B9B215CCAC4179936A1EC9F1D4C3DB"><enum>(c)</enum><header>Overhead, Administrative, and Collection Costs Cap</header>
						<paragraph id="H969A804FB59B482BBA37E0073EF943CD"><enum>(1)</enum><header>Overhead and administrative costs</header><text display-inline="yes-display-inline">The Secretary may not use more than five percent of total revenues collected annually under this
			 title for overhead and administrative costs.</text>
						</paragraph><paragraph id="H5941224113C24A39A7B9077ECCC9D1E7"><enum>(2)</enum><header>Collection costs</header><text>The Secretary may not spend more than 20 percent of total revenues collected annually under this
			 title for all direct fee collection costs.</text>
						</paragraph><paragraph id="H38D9211695EE4BE481935FAC91197A1B"><enum>(3)</enum><header>Use of certain revenues</header><text>Revenues from special recreation permits issued to recreation service providers under subparagraphs
			 (B) and (C) of section 803(h)(1) shall be used—</text>
							<subparagraph id="H8CD09D0302164323990A8650D0E2A6C8"><enum>(A)</enum><text>to partially offset the Secretary’s direct cost of administering the permits; and</text>
							</subparagraph><subparagraph id="H7F74D239DA25480A8B7165DC6DE04789"><enum>(B)</enum><text>to improve and stream-line the permitting process.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H12CCF91D74124F63B93C3B7F1820C8A8"><enum>(d)</enum><header>Notice of Fee Projects</header><text display-inline="yes-display-inline">Section 808 (<external-xref legal-doc="usc" parsable-cite="usc/16/6807">16 U.S.C. 6807</external-xref>) is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HD2046B4D815448BCBAABD3E8C02DDDEA" style="OLC">
					<subsection id="H70A2AC509492488C99D21EFF6FCAF333"><enum>(e)</enum><header>Notice of Fee Projects</header><text display-inline="yes-display-inline">To the extent practicable, the Secretary shall post clear notice of locations where work is
			 performed using recreation fee or recreation pass revenues collected under
			 this title.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H617259E51B7F48D987257973D9F73C0F"><enum>(e)</enum><header>Technical corrections</header><text display-inline="yes-display-inline">Section 808 (<external-xref legal-doc="usc" parsable-cite="usc/16/6807">16 U.S.C. 6807</external-xref>) is further amended—</text>
				<paragraph id="H97263A5C6B974E6C8F44CD55A3EFDFBA"><enum>(1)</enum><text>in subsection (a)(5)(F), as redesignated by subsection (a)(1), by striking <quote>section 6(a)</quote> and inserting <quote>section 6805(a)</quote>; and</text>

			<quoted-block display-inline="no-display-inline" id="HD15BCFCE7B714E45A702CD2F99CF1A0D" style="OLC">
				<section id="H37D07480A51A4FA589B8ACEA53814C3A"><enum>809.</enum><header>Reporting requirements</header>
					<subsection id="HCC7F33F46C3A40668B9E13903191A054"><enum>(a)</enum><header>Cost accounting systems</header><text>The Secretaries shall develop and maintain cost accounting systems necessary to accurately track,
			 manage, and report fee receipts and expenditures at each unit. The
			 Secretary may extend fee revenue to acquire and develop such systems as
			 needed, as a direct operating or administration cost allowed under section
			 808(c).</text>
					</subsection><subsection id="H65013955206A43A18EF7417BC2E15481"><enum>(b)</enum><header>Annual reporting</header><text display-inline="yes-display-inline">No later than May 1, 2016, and annually thereafter, the Secretary shall compile by each agency,
			 broken down by unit, a separate accounting for the preceding fiscal year
			 of—</text>
						<paragraph id="H6AC7793BE9B34911BC61134A81EAB344"><enum>(1)</enum><text>total recreational fee revenue collected by type;</text>
						</paragraph><paragraph id="H7FC8714DFC32473D83007BBD2976B9A9"><enum>(2)</enum><text>expenditures by project from these accounts;</text>
						</paragraph><paragraph id="H7E26FEBF63754F2B9D7CB0093F541188"><enum>(3)</enum><text>a description of how expenditure benefitted visitors to the unit;</text>
						</paragraph><paragraph id="H6361683E30BA48508C6A90B10427600D"><enum>(4)</enum><text>any new fees established; and</text>
						</paragraph><paragraph id="H72A81D3BB6654EAE987759B1D25E0FA7"><enum>(5)</enum><text>any changes in existing fees.</text>
						</paragraph></subsection><subsection id="HBE256ED55AD94990AC368D5BC99EE89D"><enum>(c)</enum><header>Submission</header><text>No later than June 1 of each year, the Secretary shall—</text>
						<paragraph id="HF12378908ACD4AEF8483048D2D4F9F34"><enum>(1)</enum><text>display all information required under this section prominently on each agency’s website and on the
			 website identified in section 804(b)(2); and</text>
						</paragraph><paragraph id="HACAF57CFD7074841A30503E6BF3CC6AE"><enum>(2)</enum><text>provide notice of such information to the Committee on Natural Resources of the House of
			 Representatives and the Committee on Energy and Natural Resources of the
			 Senate.</text>
						</paragraph></subsection><subsection id="H29F9A8A98ABA4C6882DF18D0B43410FB"><enum>(d)</enum><header>Audits</header><text>The Secretary shall develop a program of regular audits at fee collection units to ensure
			 accountability of funds collected under this title and all expenditures
			 under this title.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H75DA92FAA0584B23B90E5804363D56D2"><enum>10.</enum><header>Sunset provision</header><text display-inline="no-display-inline">Section 810 (<external-xref legal-doc="usc" parsable-cite="usc/16/6809">16 U.S.C. 6809</external-xref>) is amended—</text>
			<paragraph id="HEDE5F2F7BA8B417296788D8009B7CFCE"><enum>(1)</enum><text>by striking <quote>this Act</quote> and inserting <quote>this title</quote>; and</text>
			</paragraph><paragraph id="H39EBAF2461A14AECB160BA84A655EAC0"><enum>(2)</enum><text>by striking <quote>10 years after the date of the enactment of this Act</quote> and inserting <quote>on December 31, 2020</quote>.</text>
			</paragraph></section><section id="H6F56CC8809D84EE0A8554E430C10D22C"><enum>11.</enum><header>Volunteers</header>
			<subsection id="H5BC66113BE4C436BB29594BFC32A5F18"><enum>(a)</enum><header>Waiver or discount of fees; site-Specific agency pass</header><text display-inline="yes-display-inline">Section 811(b) (<external-xref legal-doc="usc" parsable-cite="usc/16/6810">16 U.S.C. 6810(b)</external-xref>) is amended by striking <quote>standard amenity recreation fee, or an expanded amenity recreation fee</quote> and inserting <quote>day use fee, or amenity fee</quote>.</text>
			</subsection><subsection id="HA5DF2D722FDD485397F1B20106172FB6"><enum>(b)</enum><header>Technical corrections</header><text display-inline="yes-display-inline">Section 811 (<external-xref legal-doc="usc" parsable-cite="usc/16/6810">16 U.S.C. 6810</external-xref>) is amended—</text>

				</paragraph></subsection></section><section id="H991B8E5E221C4B22874C9563C8DAFE6E"><enum>12.</enum><header>Enforcement</header>
			<subsection id="H9E77B3959279453F8648F8BB720BA20D"><enum>(a)</enum><header>Required payment</header><text display-inline="yes-display-inline">Section 812 (<external-xref legal-doc="usc" parsable-cite="usc/16/6811">16 U.S.C. 6811</external-xref>) is amended—</text>
				<paragraph id="H40101FA29FC746B7A6F775BF21F1BCD1"><enum>(1)</enum><text>by redesignating subsections (b), (c), and (d) as subsections (c), (d), and (e), respectively; and</text>
				</paragraph><paragraph id="H170E8CCB9FFC498F872937344A0E9A58"><enum>(2)</enum><text>by inserting after subsection (a) the following new subsection:</text>

						<subsection id="H484D60304E6C4EA08FD9B260827A32E5"><enum>(b)</enum><header>Required payment</header>
							<paragraph id="H01490FB0404543E3BF701D17052C401E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Any person within a site or an area for which an entrance fee or day use fee is charged is required
			 to pay the entrance fee or day use fee.</text>
							</paragraph><paragraph id="H149BFC1BC4844A089770C663257D4861"><enum>(2)</enum><header>Exception</header><text>Paragraph (1) does not apply to a person who—</text>
								<subparagraph id="HE76ED554B30941339B3A2E46C026999E"><enum>(A)</enum><text>is using a valid National Parks and Federal Recreational Lands Pass; or</text>
								</subparagraph><subparagraph id="H6A2EF6EE690640438BC12623636D8484"><enum>(B)</enum><text>is a volunteer with a waiver or discount of fees under section 811(b).</text>
								</subparagraph></paragraph><paragraph id="HE6291A86B3864DECBADFF4C5C41BAEED"><enum>(3)</enum><header>Receipt</header><text display-inline="yes-display-inline">Upon payment of an entrance fee or day use fee by a person, the Secretary shall provide for the
			 issuance to the person of a nontransferable receipt or other form of proof
			 of payment, valid for entry and reentry into the same site or area for a
			 period of no less than one day.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H6097B67FDBFA436BA3432682BBEE2A8D"><enum>(b)</enum><header>Technical corrections</header><text>Section 812 (<external-xref legal-doc="usc" parsable-cite="usc/16/6811">16 U.S.C. 6811</external-xref>) is further amended—</text>
				<paragraph id="HF060EE6970454FBDAACDD070C539C953"><enum>(1)</enum><text>in subsection (a), by striking <quote>this Act</quote> and inserting <quote>this title</quote>; and</text>
				</paragraph><paragraph id="HC61D3440F82F4DFC9749E24E1C68A177"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (e), as redesignated by subsection (a)(1), by striking <quote>this Act</quote> and inserting <quote>this title</quote>.</text>
				</paragraph></subsection></section><section id="H6CC7D1F075674E71B1121D37874123CA"><enum>13.</enum><header>Repeal of superseded admission and use fees</header>
			<subsection id="H330097D1DBDC48779B9F9017C29B0429"><enum>(a)</enum><header>Repeal of additional provisions</header><text display-inline="yes-display-inline">Section 813(a) (<external-xref legal-doc="usc" parsable-cite="usc/16/6812">16 U.S.C. 6812(a)</external-xref>) is amended by striking <quote>and (i) (except for paragraph (1)(C))</quote> and inserting <quote>(i), (l), (m), and (n) (except for paragraph (5))</quote>.</text>
			</subsection><subsection id="H283F856252F84166A41390EF8F60766F"><enum>(b)</enum><header>Transition</header><text display-inline="yes-display-inline">Section 813 (<external-xref legal-doc="usc" parsable-cite="usc/16/6812">16 U.S.C. 6812</external-xref>) is amended by adding at the end the following new subsection:</text>

					<subsection id="HBFECA9DFD87E47049D82FE074AE00648"><enum>(g)</enum><header>Transition</header><text>The Secretaries may continue to collect recreational fees in existence on the date of the enactment
			 of the <short-title>Federal Lands Recreation Enhancement Modernization Act of 2014</short-title> for up to 18 months after the date of the enactment of such Act during which time the Secretaries
			 shall bring their relevant recreation fee structures into compliance with
			 the amendments made by such Act.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H418C804026DF4B009C35BE2FC6289F6E"><enum>(c)</enum><header>Technical corrections</header><text display-inline="yes-display-inline">Section 813 (<external-xref legal-doc="usc" parsable-cite="usc/16/6812">16 U.S.C. 6812</external-xref>) is further amended—</text>

			<subsection id="H21357C408765423287A70A02AD4DDF27"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 814 (<external-xref legal-doc="usc" parsable-cite="usc/16/6813">16 U.S.C. 6813</external-xref>) is amended by adding at the end the following new subsection:</text>

					<subsection id="H35451952CAEC4512B2AB09D43BB42C4E"><enum>(g)</enum><header>Pass acceptance by concessionaires</header><text>A concession contract or permit for recreation services that is otherwise within the scope of an
			 exemption from <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/41/67">chapter 67</external-xref> of title 41, United States Code, shall not be
			 outside the scope of that exemption because the concessionaire or
			 recreation service provider accepts a recreation pass or provides a
			 discount under section 803 of this title.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H6C4472BE7C7D420D8B713273E0E81DD1"><enum>(b)</enum><header>Technical corrections</header><text display-inline="yes-display-inline">Section 814 (<external-xref legal-doc="usc" parsable-cite="usc/16/6813">16 U.S.C. 6813</external-xref>) is further amended—</text>
