R. 5195 IN THE HOUSE OF REPRESENTATIVES July 24, 2014 Mr. Blumenauer (for himself and Mr. Kinzinger of Illinois) introduced the following bill; which was referred to the Committee on the Judiciary, and in addition to the Committee on Foreign Affairs, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned A BILL To provide additional visas for the Afghan Special Immigrant Visa Program, and for other purposes.

Short title

This Act may be cited as the Emergency Afghan Allies Extension Act of 2014.

Expansion of Afghan Special Immigrant Visa Program

Section 602(b)(3)(D) of the Afghan Allies Protection Act of 2009 (8 U.S.C. 1101 note) is amended to read as follows: (D)

Additional fiscal year

The total number of principal aliens who may be provided special immigrant status under this section in fiscal year 2014 may not exceed 4,000, except that, notwithstanding any other provision of this section— (i)any unused balance of the total number of principal aliens who may be provided special immigrant status under this section in fiscal year 2014 may be carried forward and provided through December 31, 2016; (ii)the 1-year period during which an alien must have been employed in accordance with paragraph (2)(A)(ii) shall be the period beginning on October 7, 2001, and ending on December 31, 2014; and (iii)the principal alien seeking special immigrant status under this subparagraph shall apply to the Chief of Mission in accordance with paragraph (2)(D) not later than December 31, 2014..

Temporary fee increase for certain consular services

(a)

In general

Notwithstanding any other provision of law, the Secretary of State, not later than January 1, 2015, shall increase the fee or surcharge authorized under section 140(a) of the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995 (Public Law 103–236; 8 U.S.C. 1351 note) by $1.50 for processing machine-readable nonimmigrant visas and machine-readable combined border crossing identification cards and nonimmigrant visas. (b)

Deposit of amounts

Notwithstanding section 140(a)(2) of the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995 (Public Law 103–236; 8 U.S.C. 1351 note), the additional amount collected pursuant the fee increase authorized under subsection (a) shall be deposited in the general fund of the Treasury. (c)

Sunset provision

The fee increase authorized under subsection (a) shall terminate on the date that is 4 years after the first date on which such increased fee is collected.
