		<official-title>To direct the Secretary of Veterans Affairs to conduct outreach to veterans regarding the effect of
			 delayed payments by the Veterans Integrated Service Networks and to direct
			 the Secretary to submit to Congress an annual report regarding such
			 delayed payments.</official-title>

		<section id="H5945405E44C54B2EA618AE434E92B330" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans’ Credit Protection Act</short-title></quote>.</text>
		</section><section id="H08DC4EE1EF844CC5A90FF54D6F971405"><enum>2.</enum><header>Outreach to veterans regarding effect of delayed payments by Veterans Integrated Service Networks</header>
			<subsection id="H3BB6B41A1B1A4A7FA54AECE20602ED42"><enum>(a)</enum><header>Outreach</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall conduct outreach, including through national and local
			 veterans service organizations, to inform veterans of how to resolve
			 credit issues caused by a delayed payment. The Secretary shall establish a
			 toll-free telephone number for veterans to report such credit issues to
			 the Veterans Integrated Service Networks.</text>
			</subsection><subsection id="H18B50DEAF08D40CB94BC2896503A4E47"><enum>(b)</enum><header>Annual report</header>
				<paragraph id="HC96EAE42FD0B4FCAA0EC64BDC8C70AD0"><enum>(1)</enum><header>In general</header><text>The Secretary of Veterans Affairs shall annually submit to Congress a report on the effectiveness
			 of each Veterans Integrated Service Network in providing timely payment of
			 a proper invoice by the required payment date during both the five-year
			 period preceding the date of the report and the one-year period preceding
			 such date.</text>
				</paragraph><paragraph id="H9B10DEB77DE843528404CD793FAA7829"><enum>(2)</enum><header>Matters included</header><text>The reports under paragraph (1) shall include, for each period covered by the report, the
			 following:</text>
					<subparagraph id="HCCBFA9CA81D54167B7AFDB06E65B0A4A"><enum>(A)</enum><text>The number of veterans who contacted the Secretary regarding a delayed payment that negatively
			 affected, or will potentially negatively affect, the credit of the
			 veteran.</text>
					</subparagraph><subparagraph id="H314C48E5CD9948348B1E3C75294AC882"><enum>(B)</enum><text>The total amount of interest penalties paid by the Secretary of Veterans Affairs under section 3902
			 of title 31, United States Code, by reason of a delayed payment.</text>
					</subparagraph><subparagraph id="H9EE92C47ABC8453180E55AB322AAFE15"><enum>(C)</enum><text>The number of proper invoices submitted, listed in a table for each quarter and fiscal year of each
			 such period that includes—</text>
						<clause id="HEF052B6B25994F8F99BDAE8DA4E66AC1"><enum>(i)</enum><text>the total amount owed by the Secretary under the proper invoices;</text>
						</clause><clause id="HB528FA48E174438B938983B376E474DB"><enum>(ii)</enum><text>the payment status of each proper invoice, as of the date of the report; and</text>
						</clause><clause id="H7A10326FC078480BB230A9FFF9EED255"><enum>(iii)</enum><text>the period that elapsed until each proper invoice was paid, including an explanation of any delayed
			 payment.</text>
						</clause></subparagraph><subparagraph id="HD6B7F0BD4DEF498FBCA45D788A6C301D"><enum>(D)</enum><text>Any comments regarding delayed payments made by medical providers.</text>
					</subparagraph><subparagraph id="H5797EA4135454732B4F1E6E3C7B9DD12"><enum>(E)</enum><text display-inline="yes-display-inline">An identification of the Veterans Integrated Service Network with the least number of delayed
			 payments and the Veterans Integrated Service Network with the most number
			 of delayed payments.</text>
					</subparagraph><subparagraph id="H8118AB797F8D4B7DAF98A2639D994902"><enum>(F)</enum><text display-inline="yes-display-inline">A description of the best practices that a Veterans Integrated Service Network can carry out to
			 provide timely payment of a proper invoice, including a plan for
			 underperforming Veterans Integrated Service Networks to improve such
			 timely payments.</text>
					</subparagraph></paragraph></subsection><subsection id="HD6D500F9D0E644B7954DB4173E74A590"><enum>(c)</enum><header>Comptroller General study</header>
				<paragraph id="H9A9880697774401F8DFA8AD7DEFDB7AD"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study that compares the effectiveness
			 of each Veterans Integrated Service Network in providing timely payment of
			 a proper invoice by the required payment date.</text>
				</paragraph><paragraph id="H2D01A703197F4987AE4461ACCA64BFF3"><enum>(2)</enum><header>Submittal</header><text display-inline="yes-display-inline">The Comptroller General shall submit to Congress a report on the study conducted under paragraph
			 (1), including the total amount of interest penalties paid by the
			 Secretary of Veterans Affairs under <external-xref legal-doc="usc" parsable-cite="usc/31/3902">section 3902</external-xref> of title 31, United
			 States Code, by reason of a delayed payment.</text>
				</paragraph></subsection><subsection id="HDBEDBF7A06C344259D7D55A9710BABD3"><enum>(d)</enum><header>Definitions</header><text>In this section:</text>
				<paragraph id="HA239FD0132FE421AADEAD53B90269666"><enum>(1)</enum><text>The term <term>delayed payment</term> means a proper invoice that is not paid by the Secretary of Veterans Affairs until after the
			 required payment date.</text>
				</paragraph><paragraph id="H62E58B2897C94EAEB60CC139F7C4F00F"><enum>(2)</enum><text>The term <term>proper invoice</term> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/31/3901">section 3901(a)</external-xref> of title 31.</text>
				</paragraph><paragraph id="H125A90EC7A4940119AE520E9B8DB581F"><enum>(3)</enum><text>The term <term>required payment date</term> means the date that payment is due for a contract pursuant to <external-xref legal-doc="usc" parsable-cite="usc/31/3903">section 3903(a)</external-xref> of title 31.</text>
