		<section id="H59F617D97D854DBE8A5F0E6637936310" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>To Help Reduce Inefficient Federal Tendencies Act of 2014</short-title></quote> or as the <quote>THRIFT Act of 2014</quote>.</text>
		</section><section id="H5E413E6EF1CB4B09A4A9A9D6DA74A2CE"><enum>2.</enum><header>Agency incentive and savings program</header>
			<subsection id="HD471A50CB19B4E96AAD9C2948668595F"><enum>(a)</enum><header>Purpose</header><text>In order to provide an incentive for agencies and the judicial branch to re-engineer business
			 processes and otherwise increase operating efficiency, it is the intent of
			 the Congress to allow agencies and the judicial branch to retain a portion
			 of the savings produced by internally generated agency or judicial branch
			 program efficiencies and cost reductions.</text>
			</subsection><subsection id="HD428341FA42B4FDB80D9FEDC8C995A88"><enum>(b)</enum><header>Retention of funds</header><text>To be eligible to retain funds, an agency or the Chief Justice of the Supreme Court must submit a
			 plan and an associated request to amend its approved operating budget to
			 the committees of Congress having jurisdiction over appropriations
			 specifying—</text>
				<paragraph id="H16CD4FB04E424FFCB67BE166724EC0F3"><enum>(1)</enum><text>the modifications to approved programs resulting in efficiencies and cost savings;</text>
				</paragraph><paragraph id="H1F48CB400EB9493F98F56610413D8554"><enum>(2)</enum><text>the amount and source of the funds and positions saved;</text>
				</paragraph><paragraph id="H1389ADA314C64B428E218A7CD4CBE7D7"><enum>(3)</enum><text>the specific positions, rate, amounts, and sources of funds the agency or the judicial branch
			 wishes to include in its incentive expenditures;</text>
				</paragraph><paragraph id="H33D59132575E4F5B8E5EBBB899181714"><enum>(4)</enum><text>how the agency or the judicial branch will meet the goals and objectives established in its
			 strategic plans;</text>
				</paragraph><paragraph id="H141126B4D4CA455C87F04B21344C7A89"><enum>(5)</enum><text>how the agency or the judicial branch will meet performance standards, including those in its
			 performance plans; and</text>
				</paragraph><paragraph id="HDA1BB4121B204C75BDFF287AAADA7BBA"><enum>(6)</enum><text>any other incentive expenditures which the agency or the judicial branch believes will enhance its
			 performance.</text>
				</paragraph></subsection><subsection id="H14082B077DEB4B4DA3E0A9CDF4328389"><enum>(c)</enum><header>Submission to Congress</header><text>All plans and budget amendments submitted to the committees of Congress having jurisdiction over
			 appropriations pursuant to this section shall be delivered at least 30
			 days prior to the date of the committee meetings at which the request will
			 be considered.</text>
			</subsection><subsection id="H20B856B3089C49EAA6647B15DECF9C0C"><enum>(d)</enum><header>Determination</header><text>In determining the amount the agency or the judicial branch will be allowed to retain, the
			 committees shall consider the actual savings projected for the current
			 budget year and the annualized savings.</text>
			</subsection><subsection id="HEE017CF9025844358AA9591B95745D01"><enum>(e)</enum><header>Amount of funding retained</header><text>The amount to be retained by the agency or the judicial branch shall be no less than 5 percent and
			 no more than 25 percent of the annual savings and may be used by the
			 agency or the judicial branch for salary increases, including awards
			 authorized in <external-xref legal-doc="usc" parsable-cite="usc/5/4512">section 4512</external-xref> of title 5, United States Code, or other
			 expenditures specified in the agency’s or the judicial branch’s plan if
			 the salary increases or other expenditures do not create a recurring cost
			 to the Treasury in excess of the recurring savings achieved by the agency
			 or the judicial branch in the plan.</text>
			</subsection><subsection id="HE622CFAE2FE94CDF88912D64478B2E62"><enum>(f)</enum><header>Submission of budget request</header><text>Each agency or judicial branch allowed to retain funds pursuant to this section shall submit in its
			 next budget request a schedule showing how it used such funds.</text>
