		<official-title>To amend title 39, United States Code, to provide that the United States Postal Service may provide
			 certain basic financial services, and for other purposes.</official-title>

		<section id="HC9D5B07400BB43489CB9158D1E93E5C4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Providing Opportunities for Savings, Transactions, and Lending Act of 2014</short-title></quote> or the <quote>POSTAL Act of 2014</quote>.</text>
		</section><section id="H401985FC0787414981C6F4576EB43B63"><enum>2.</enum><header>Authority for the Postal Service to offer certain financial services</header>
			<subsection id="H733AE617852B4D61A5DE7F0E4D636F27"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/39/404">Section 404(a)</external-xref> of title 39, United States Code, is amended—</text>
				<paragraph id="H774EB6616ADE4864A7B57566D5A44A21"><enum>(1)</enum><text>in paragraph (7), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H9DF0129EE8CA459EA4328B964BA56F28"><enum>(2)</enum><text>in paragraph (8), by striking the period at the end and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="HF2EDEECAB7D84F69915B2D96E3602FD7"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H8DE250CE15AA4EEBB35A1C12C396E68B" style="USC">
						<paragraph id="HEA9C480F07684A5C941053ECDE9016B3"><enum>(9)</enum><text display-inline="yes-display-inline">to provide basic financial services, including—</text>
							<subparagraph id="H1482B3EA81CE4A02BA33E913753462CF"><enum>(A)</enum><text>small-dollar loans;</text>
							</subparagraph><subparagraph id="H171EBEA516B744A8A87A4AC4E4D6115E"><enum>(B)</enum><text display-inline="yes-display-inline">alone, or in partnership with depository institutions (as defined under section 3 of the Federal
			 Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1813">12 U.S.C. 1813</external-xref>)) and credit unions—</text>
								<clause id="HD9A708A1BA7845138AAE57524776E226"><enum>(i)</enum><text>checking accounts and interest-bearing savings accounts; and</text>
								</clause><clause id="H5255362539E649BD9AD2D073BF5BD03C"><enum>(ii)</enum><text>services relating to international money transfers;</text>
								</clause></subparagraph><subparagraph id="HE9D0247FFB9B40C285E9EF0247794FD2"><enum>(C)</enum><text>such other basic financial services as the Postal Service determines appropriate in the public
			 interest; and</text>
							</subparagraph><subparagraph id="H4F0018E2A4F34FDC994A66A686FD27DC"><enum>(D)</enum><text>the creation of a <quote>Postal Card</quote> that allows users to engage in the financial services described under this paragraph.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HC85EBAB773254CD2B732279AFBFE10C9"><enum>(b)</enum><header>Technical and conforming amendment</header><text><external-xref legal-doc="usc" parsable-cite="usc/39/404">Section 404(e)(2)</external-xref> of title 39, United States Code, is amended by adding at the end the following: <quote>The preceding sentence shall not apply to any financial service offered by the Postal Service under
			 subsection (a)(9).</quote>.</text>
