		<section id="H87C072A5542549DEA9639C3CD31F3CB8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Competitive Service Act of 2014</short-title></quote>.</text>
		</section><section id="H575D4785804545BCA435CF6F264E91D7"><enum>2.</enum><header>Additional appointing authorities for competitive service</header>
			<subsection id="HCF300FE25300468892FF7F0864CD7EB0"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/5/3317">Section 3317</external-xref> of title 5, United States Code, is amended by adding at end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H1FA50B3E69B64B71A3DC0BED591424F7" style="OLC">
					<subsection id="H7D85C44925A94FBBA042AFD30C209AA0"><enum>(c)</enum><header>Other appointing authorities</header>
						<paragraph id="HF886D1FC663A4D2C9740506D77DAB298"><enum>(1)</enum><header>In general</header><text>During the 240-day period beginning on the date of issuance of a certificate of eligibles under
			 subsection (a), an appointing authority other than the appointing
			 authority requesting the certificate (in this subsection referred to as
			 the <quote>other appointing authority</quote>) may select an individual from that certificate in accordance with paragraph (2) for an
			 appointment to a position that is—</text>
							<subparagraph id="HFF9AC95A05DE425A95A161EA7CB6A6FE"><enum>(A)</enum><text>in the same occupational series as the position for which the certification of eligibles was issued
			 (in this subsection referred to as the <quote>original position</quote>); and</text>
							</subparagraph><subparagraph id="HF5FE2317BA454E859F2CA5CEAF1BC7D8"><enum>(B)</enum><text>at a similar grade level as the original position.</text>
							</subparagraph></paragraph><paragraph id="H01482ACB03B34A33BD25482BDC9FA58E"><enum>(2)</enum><header>Requirements</header><text>The selection of an individual under paragraph (1)—</text>
							<subparagraph id="H18358E805F724D3087AB1D0D08398E2C"><enum>(A)</enum><text>shall be made in accordance with this subchapter; and</text>
							</subparagraph><subparagraph id="H4E1CC49856D240E5AF7F1041D65A955A"><enum>(B)</enum><text>may be made without any additional posting under section 3327, except that before selecting an
			 individual in accordance with paragraph (1) of this section, the other
			 appointing authority shall provide notice of the available position to
			 employees of such authority.</text>
							</subparagraph></paragraph><paragraph id="HE16999FD14B9405095F33C915AAE6E1A"><enum>(3)</enum><header>Applicability</header><text>An appointing authority requesting a certificate of eligibles may share the certificate with
			 another appointing authority only if the announcement of the original
			 position provided notice that the resulting list of eligible candidates
			 may be used by another appointing authority.</text>
						</paragraph><paragraph id="HA36274DFA572401A85EA7DDCFEE764F3"><enum>(4)</enum><header>Collective bargaining obligations</header><text>Nothing in this subsection limits any collective bargaining obligation of an agency under chapter
			 71.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H50D7819137E34C8BAAC1A42D90B6014E"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 120 days after the date of enactment of this Act, the Director of the Office of
			 Personnel Management shall issue an interim final rule with comment to
			 carry out the amendment made by subsection (a).</text>
