		<official-title>To direct the Administrator of General Services, on behalf of the Secretary of the Interior, to
			 convey certain Federal property located in the National Petroleum Reserve
			 in Alaska to the Olgoonik Corporation, an Alaska Native Corporation
			 established under the Alaska Native Claims Settlement Act.</official-title>

		<section id="H8F11D87DDB7742C591A170B63CED4D8C" section-type="section-one"><enum>1.</enum><header>Conveyance Federal property located in the National Petroleum Reserve in Alaska</header>
			<subsection id="H20B7227120014D89B61567E949BC362B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act and after completion of the
			 survey and appraisal described in this section, the Administrator of
			 General Services, on behalf of the Secretary of the Interior, shall convey
			 to the Corporation by quitclaim deed for the consideration described in
			 subsection (c), all right, title, and interest of the United States in and
			 to a parcel of real property described in subsection (b).</text>
			</subsection><subsection id="H1C90C970E0F34FA78ECD297EB5DB523C"><enum>(b)</enum><header>Legal description of property</header>
				<paragraph id="H38EA7C3A99194809810AA7D14FD58B7E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The parcel to be conveyed under subsection (a) consists of approximately 1,518 acres and
			 improvements comprising a former Distant Early Warning Line site in the
			 National Petroleum Reserve in Alaska near Wainwright, Alaska, and
			 described as United States Survey Number 5252 located within the Umiat
			 Meridian in—</text>
					<subparagraph id="HEDED738134994E22954F3357E27FA901"><enum>(A)</enum><text>Sections 3 and 4 within Township 14 North, Range 31 West;</text>
					</subparagraph><subparagraph id="H67F329D2FF704AF1912F6791A842B1A1"><enum>(B)</enum><text>Sections 17, 18, 20, 21, 26, 27, 28, 33, 34, and 35 within Township 15 North, Range 31 West; and</text>
					</subparagraph><subparagraph id="HE0AFABD00EC642D0AD0C4846E13BB228"><enum>(C)</enum><text>Section 13 within Township 15 North; Range 32.</text>
					</subparagraph></paragraph><paragraph id="H4AE7790BD63749F2ADB17443BDEBE7BA"><enum>(2)</enum><header>Survey required</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the exact acreage and legal
			 description of the real property to be conveyed under subsection (a) shall
			 be determined by a survey, paid for by the Corporation, that is
			 satisfactory to the Secretary.</text>
				</paragraph></subsection><subsection id="HE42C03FC41EF4FEB9BA425B6A75A4477"><enum>(c)</enum><header>Terms and conditions</header>
				<paragraph id="HC1EB3C30BF1947FAB6610813694AA0D8"><enum>(1)</enum><header>Consideration</header>
					<subparagraph id="H67CE447885CE474E8D76638BD92E6C87"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">As consideration for the conveyance of the property under subsection (a), the Corporation shall pay
			 to the Secretary an amount not less than the fair market value of the
			 conveyed property, to be determined as provided in subparagraph (B).</text>
					</subparagraph><subparagraph id="H7C4C63A972BD4E1C98880C3A95F38C5C"><enum>(B)</enum><header>Appraisal</header><text display-inline="yes-display-inline">The fair market value of the property to be conveyed under subsection (a) shall be determined based
			 on an appraisal that—</text>
						<clause id="HC3337A9136AA447CA33DABC413D90F94"><enum>(i)</enum><text display-inline="yes-display-inline">is conducted by a licensed, independent appraiser that is approved by the Secretary and the
			 Corporation;</text>
						</clause><clause id="H996C283903D94224BF5F107748B0D21B"><enum>(ii)</enum><text display-inline="yes-display-inline">is based on the highest and best use of the property;</text>
						</clause><clause id="HCF7FBACF48BA480F8009A0ECB2FDE5FB"><enum>(iii)</enum><text>is approved by the Secretary; and</text>
						</clause><clause id="H0115734F70D0448198F5682E462014FE"><enum>(iv)</enum><text>is paid for by the Corporation.</text>
						</clause></subparagraph></paragraph><paragraph id="H6EF7442C5A15453D8934C9352CBF82E6"><enum>(2)</enum><header>Pre-conveyance entry</header><text display-inline="yes-display-inline">The Secretary, on terms and conditions the Secretary determines to be appropriate, may authorize
			 the Corporation to enter the property at no charge for pre-construction
			 and construction activities.</text>
				</paragraph><paragraph id="H05474A7292EB43E8AE9E3B86685BE0AB"><enum>(3)</enum><header>Additional terms and conditions</header><text display-inline="yes-display-inline">The Secretary may require additional terms and conditions in connection with the conveyance under
			 subsection (a) as the Secretary considers appropriate to protect the
			 interests of the United States.</text>
				</paragraph></subsection><subsection id="H8141AFA0A3CC4B01B46B9A289474DD69"><enum>(d)</enum><header>Exemption</header><text>Section 102 of the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4332">42 U.S.C. 4332</external-xref>) shall not apply to
			 any conveyance of property under this section.</text>
			</subsection><subsection id="H4CA54D2D928E4F3F8EB29B91CCC09592"><enum>(e)</enum><header>Corporation defined</header><text display-inline="yes-display-inline">In this section, the term <term>Corporation</term> means the Olgoonik Corporation, an Alaska Native Corporation established under the Alaska Native
			 Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1601">43 U.S.C. 1601 et seq.</external-xref>).</text>
