		<official-title>To establish a grant program in the Department of Education to promote the involvement of female
			 students in science, technology, engineering, and mathematics and for
			 other purposes.</official-title>

		<section id="HEAFD578B7D1442F68CFAEE60FDBE6BE5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advancing Girls in STEM Act of 2014</short-title></quote>.</text>
		</section><section id="H68B994DC42A7466595205FE7704A4D31"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HAB3EE01CFF0642789BE0A55D96F36DAD"><enum>(1)</enum><text>According to a September 2013 report by the United States Census Bureau, only 26 percent of
			 employees in STEM fields were women, while 74 percent were men.</text>
			</paragraph><paragraph id="H5FD4634B9029403580F3D8DCF82F0484"><enum>(2)</enum><text display-inline="yes-display-inline">A Department of Commerce report states that employees in STEM fields earn 26 percent more than
			 their non-STEM counterparts.</text>
			</paragraph><paragraph id="H2C196292CB064D15A8B832E09AEC372B"><enum>(3)</enum><text>Women in STEM jobs earn 33 percent more than comparable women in non-STEM jobs.</text>
			</paragraph><paragraph id="H7B56861FF2FE403098BFEE4333BDD170"><enum>(4)</enum><text>The United States ranks 25th in mathematics and 17th in science among industrialized nations.</text>
			</paragraph><paragraph id="H652AA2C806C744B1BC69471D3EBE0B10"><enum>(5)</enum><text>According to the Department of Labor, only 15 percent of the world’s scientists reside in the
			 United States and only 5 percent of United States workers are employed in
			 fields related to science and engineering.</text>
			</paragraph></section><section id="H5792B73C5A364F4FA6961853A14F0881"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act, the following definitions shall apply:</text>
			<paragraph id="H3A12B0C8608E4E0A9DFBEB3FEAE67D0C"><enum>(1)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each State of the United States and the District of Columbia.</text>
			</paragraph><paragraph id="H2E8159F8CE7849BE82954198623B6576"><enum>(2)</enum><header>STEM</header><text>The term <term>STEM</term> means science, technology, engineering, and mathematics.</text>
			</paragraph><paragraph id="HE3245BD38A57410DB12D2BDE08B65BCE"><enum>(3)</enum><header>Elementary School</header><text display-inline="yes-display-inline">The term <term>elementary school</term> has the meaning given such term by section 9101 of the Elementary and Secondary Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text>
			</paragraph><paragraph id="HDD8FEBF849F9494692174E97864F5872"><enum>(4)</enum><header>Secondary School</header><text>The term <term>secondary school</term> has the meaning given such term by section 9101 of the Elementary and Secondary Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text>
			</paragraph><paragraph id="H63BEB577C35E4B9EBF811FCC07D9BDE6"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the United States Department of Education.</text>
			</paragraph></section><section id="H3398EF8780274DD28FC4B9E29D2E2F2C"><enum>4.</enum><header>Grant program</header>
			<subsection id="HD22F63E9DDC64DD6B3B5A12053F2FEFE"><enum>(a)</enum><header>Grants Authorized</header><text display-inline="yes-display-inline">The Secretary shall award grants to States to carry out the programs described in subsection (b).</text>
			</subsection><subsection id="HBF148F6FDC1343EE8205250A169B2A4E"><enum>(b)</enum><header>Use of Funds</header><text display-inline="yes-display-inline">A State that receives a grant under this section shall use the grant to carry out programs that
			 promote the involvement of female students at the elementary school and
			 secondary school levels in STEM fields.</text>
			</subsection><subsection id="H8E84938AD9A1476CB36CE34D7089CF23"><enum>(c)</enum><header>Award Allocation and Amount</header><text>The Secretary shall award grants to States, on a competitive basis, in accordance with the
			 following criteria:</text>
				<paragraph id="H5A0C588F78704A8DA0EE5FE955A9440B"><enum>(1)</enum><header>Geographic Allocation</header><text>The Secretary shall award 1 grant to each of 2 States in each of the following geographic regions:</text>
					<subparagraph id="HD18A0FB86ADA4398ADEF299FA140D4A6"><enum>(A)</enum><header>South</header><text display-inline="yes-display-inline">Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina,
			 Tennessee, Texas, and Virginia.</text>
					</subparagraph><subparagraph id="H9703941513DA49C1AB9BFF5583DC7CC2"><enum>(B)</enum><header>Midwest</header><text display-inline="yes-display-inline">Arkansas, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, Ohio, Oklahoma,
			 South Dakota, and Wisconsin.</text>
					</subparagraph><subparagraph id="H7DAE23500F7647AB81560B207513580E"><enum>(C)</enum><header>Northeast</header><text display-inline="yes-display-inline">Connecticut, Delaware, the District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New
			 Jersey, New York, Pennsylvania, Rhode Island, Vermont, and West Virginia.</text>
					</subparagraph><subparagraph id="HCD23992C63E54B2D836900F0D9CC3453"><enum>(D)</enum><header>West</header><text display-inline="yes-display-inline">Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota,
			 Oregon, Utah, Washington, and Wyoming.</text>
					</subparagraph></paragraph><paragraph id="H2DE34A9ACB0747D1803D4B3DA0F6D2C5"><enum>(2)</enum><header>Amount</header><text>The amount of each grant shall be $2,500,000.</text>
				</paragraph><paragraph id="H78D5F25B48374CAF9F185D331868E777"><enum>(3)</enum><header>Deadline for Distribution</header><text>The Secretary shall distribute grant funds in accordance with this section not later than the date
			 that is 1 year after the date of enactment of this Act.</text>
				</paragraph></subsection><subsection id="H3D8F9F6DDA4D499585348F5D39A09B21"><enum>(d)</enum><header>Application</header><text>To be eligible for a grant under this Act, a State shall submit an application to the Secretary at
			 such time, in such manner, and containing such information as the
			 Secretary may reasonably require.</text>
			</subsection><subsection id="H694D87B74C374CE5A8F3B6A25ED19CB2"><enum>(e)</enum><header>Reports</header>
				<paragraph id="H7F049C29B0C841BD8D583978D95DFD3A"><enum>(1)</enum><header>States</header><text>As a condition of receiving a grant under this Act, a State shall agree to submit a report to the
			 Secretary, on an annual basis, identifying how the grant funds were used
			 and the number of students who participated in the programs carried out
			 with the grant funds.</text>
				</paragraph><paragraph id="H4D583F1964424B9E814EFBA2B58F81EF"><enum>(2)</enum><header>Secretary</header><text>The Secretary shall, on an annual basis, and using the reports received under paragraph (1), report
			 to Congress on the overall impact and effectiveness of the grant program
			 under this Act.</text>
				</paragraph></subsection></section><section id="H17D5B30E5921432E911432CA0C7151D6"><enum>5.</enum><header>Transfer of Funds for Grant Program</header><text display-inline="no-display-inline">Of amounts made available to the Office of Nuclear Warhead Protection in the National Nuclear
			 Security Administration not obligated as of the date of enactment of this
			 Act, there is transferred $20,000,000 to the Department of Education to
			 carry out this Act.</text>
