			 Communications Commission.</official-title>

		<section id="H88DEF9B97DB34A7E96DACFD55603373D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Enhance Labeling, Accessing, and Branding of Electronic Licenses Act of 2014</short-title></quote> or the <quote><short-title>E-LABEL Act</short-title></quote>.</text>
		</section><section id="H877F508644504BC8A74C8402E3DD2A97"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HAB8595BEAD05415FA8388C91EF53495E"><enum>(1)</enum><text>The Federal Communications Commission (referred to in this section as the <term>Commission</term>) first standardized physical labels for licensed products such as computers, phones, and other
			 electronic devices in 1973, and the Commission has continually refined
			 physical label requirements over time.</text>
			</paragraph><paragraph id="H323D9FCD417443549FA5FF2D479A3FFE"><enum>(2)</enum><text>As devices become smaller, compliance with physical label requirements can become more difficult
			 and costly.</text>
			</paragraph><paragraph id="H840D320C2EE64B609F23A51ABD5D4014"><enum>(3)</enum><text>Many manufacturers and consumers of licensed devices in the United States would prefer to have the
			 option to provide or receive important Commission labeling information
			 digitally on the screen of the device, at the discretion of the user.</text>
			</paragraph><paragraph id="H1F5CBB973D4C4B0EB8A99BC88BD7B423"><enum>(4)</enum><text>An electronic labeling option would give flexibility to manufacturers in meeting labeling
			 requirements.</text>
			</paragraph></section><section id="H898EB615F3AA40D3B3B7740EDBC618BD"><enum>3.</enum><header>Authorization for Federal Communications Commission to allow electronic labeling</header><text display-inline="no-display-inline">Title VII of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/601">47 U.S.C. 601 et seq.</external-xref>) is amended by adding at the end
			 the following:</text>
			<quoted-block display-inline="no-display-inline" id="HEE0242F63E2A48BAB766765A60213734" style="OLC">
				<section id="H0F5FD6D86E8B4921B9BE232F5EB5BD72"><enum>720.</enum><header>Optional electronic labeling of communications equipment</header>
					<subsection id="H01BFD11B49BA4B37BEB46468E87B4EDC"><enum>(a)</enum><header>Definitions</header><text>In this section—</text>
						<paragraph id="H935B9A1BFC704A85B69A36EEC3770746"><enum>(1)</enum><text>the term <term>electronic labeling</term> means displaying required labeling and regulatory information electronically; and</text>
						</paragraph><paragraph id="HA6D4DA790DFB4704BA2FC045233515B6"><enum>(2)</enum><text>the term <term>radiofrequency device with display</term> means any equipment or device that—</text>
							<subparagraph id="H2B6D769374AA41B68656C25C8FE60F80"><enum>(A)</enum><text>is required under regulations of the Commission to be authorized by the Commission before the
			 equipment or device may be marketed or sold within the United States; and</text>
							</subparagraph><subparagraph id="H16CD0EE90B214369AECD0B446FBCD445"><enum>(B)</enum><text>has the capability to digitally display required labeling and regulatory information.</text>
							</subparagraph></paragraph></subsection><subsection id="H15E8763AE14743028D1F4280B79B740D"><enum>(b)</enum><header>Requirement To promulgate regulations for electronic labeling</header><text>Not later than 9 months after the date of enactment of the <short-title>Enhance Labeling, Accessing, and Branding of Electronic Licenses Act of 2014</short-title>, the Commission shall promulgate regulations or take other appropriate action, as necessary, to
			 allow manufacturers of radiofrequency devices with display the option to
			 use electronic labeling for the equipment in place of affixing physical
			 labels to the equipment.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HFEB87C3F21224383B549E3A409C1BA93"><enum>4.</enum><header>Savings clause</header><text display-inline="no-display-inline">The amendment made by section 3 shall not be construed to affect the authority of the Federal
			 Communications Commission under section 302 of the Communications Act of
			 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/302a">47 U.S.C. 302a</external-xref>) to provide for electronic labeling of devices.</text>
