		<section id="H4DB03B340FA248FB860FE7470C3DD1D7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Smart Water Management Conservation and Efficiency Act of 2014</short-title></quote>.</text>
		</section><section id="H3C6A57A1A8C14D3FB4374A4E3B69E405"><enum>2.</enum><header>Smart water management pilot program</header>
			<subsection id="HB74188B7359E4C1F8BB8C437F0CA85CC"><enum>(a)</enum><header>Definitions</header><text>In this section:</text>
				<paragraph id="H46D515B0C203487E8C1F0BA74AAA5A6D"><enum>(1)</enum><header>Eligible entity</header><text>The term <quote>eligible entity</quote> means—</text>
					<subparagraph id="H21F243AA9DB943E4B86E8469EA87B807"><enum>(A)</enum><text>a utility;</text>
					</subparagraph><subparagraph id="H2358A232326847C4B6CE76F805AE54ED"><enum>(B)</enum><text>a municipality;</text>
					</subparagraph><subparagraph id="H5460673B7FD843E397F8F176CBF8FB61"><enum>(C)</enum><text>a water district; and</text>
					</subparagraph><subparagraph id="HDD537B485EBA4AB987B345FA646FAA39"><enum>(D)</enum><text>any other authority that provides drinking water, wastewater treatment, or water reuse services.</text>
					</subparagraph></paragraph><paragraph id="HA9CAF498C7894DDA98D63EC4B0FE0504"><enum>(2)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Energy.</text>
				</paragraph><paragraph id="HC08A9811EF354433A4E1BE7FE0F759CC"><enum>(3)</enum><header>Smart water management pilot program</header><text>The term <quote>smart water management pilot program</quote> or <quote>pilot program</quote> means the pilot program established under subsection (b).</text>
				</paragraph></subsection><subsection id="H1F3B95434EE84A2E81C02D67151CB504"><enum>(b)</enum><header>Smart water management pilot program</header>
				<paragraph id="HD5112B8D99DE43F09DAD5CC3991E351D"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish and carry out a smart water management pilot program in accordance
			 with this section.</text>
				</paragraph><paragraph id="H0A9A28138BD542968D16078A7D3D0F78"><enum>(2)</enum><header>Purpose</header><text>The purpose of the smart water management pilot program is to award grants to eligible entities to
			 demonstrate and deploy novel and innovative technology-based solutions
			 that will—</text>
					<subparagraph id="H614B189B3B5D43C7A919CA76285E514B"><enum>(A)</enum><text>increase the energy and water efficiency of drinking water, wastewater treatment, and water reuse
			 systems;</text>
					</subparagraph><subparagraph id="HE4DF2F227A7643D3906B71F3C62A0AB2"><enum>(B)</enum><text>improve drinking water, water reuse, and wastewater treatment systems to help communities across
			 the United States make significant progress in conserving water, saving
			 energy, and reducing costs; and</text>
					</subparagraph><subparagraph id="HAADCA03AC5F142498A09A373E7FBCFAE"><enum>(C)</enum><text>support the implementation of innovative processes and the installation of advanced automated
			 systems that provide real-time data on energy and water.</text>
					</subparagraph></paragraph><paragraph id="H958A3F93709849A2AF5581AF7193E4EE"><enum>(3)</enum><header>Project selection</header>
					<subparagraph id="H5A2346687D9B49BEA12DD5E4E8378E29"><enum>(A)</enum><header>In general</header><text>The Secretary shall make competitive, merit-reviewed grants under the pilot program to not less
			 than 3, but not more than 5, eligible entities.</text>
					</subparagraph><subparagraph id="HF0A95B63C0EF4F5DB9CAF22A2DA271E9"><enum>(B)</enum><header>Selection Criteria</header><text>In selecting an eligible entity to receive a grant under the pilot program, the Secretary shall
			 consider—</text>
						<clause id="H68C3E65FDFB44F028B99F0424C56B716"><enum>(i)</enum><text>energy and cost savings;</text>
						</clause><clause id="H65EA6E0333394FE9B3DCB3956EF94E30"><enum>(ii)</enum><text>the novelty of the technology to be used;</text>
						</clause><clause id="HC2E61E5D14B44D4F93EC678389EF89F5"><enum>(iii)</enum><text>the degree to which the project integrates next-generation sensors, software, analytics, and
			 management tools;</text>
						</clause><clause id="HB4F9A92409834ADEB5BD6BA613E0847B"><enum>(iv)</enum><text>the anticipated cost-effectiveness of the pilot project in terms of energy efficiency savings,
			 water savings or reuse, and infrastructure costs averted;</text>
						</clause><clause id="H0CABA96413684120BA1393320CDFE8FD"><enum>(v)</enum><text>whether the technology can be deployed in a variety of geographic regions and the degree to which
			 the technology can be implemented on a smaller or larger scale; and</text>
						</clause><clause id="H888935645EEC4EBB94316F86EC3E326C"><enum>(vi)</enum><text>whether the project will be completed in 5 years or less.</text>
						</clause></subparagraph><subparagraph id="H5F0C6C3BF487489ABEA5AC228238587C"><enum>(C)</enum><header>Applications</header>
						<clause id="HCAC33CF314FD4F888C48FA1FA0F581A1"><enum>(i)</enum><header>In General</header><text>Subject to clause (ii), an eligible entity seeking a grant under the pilot program shall submit to
			 the Secretary an application at such time, in such manner, and containing
			 such information as the Secretary determines to be necessary.</text>
						</clause><clause id="HE121E5843BB441979101E14D83A79285"><enum>(ii)</enum><header>Contents</header><text>An application under clause (i) shall, at a minimum, include—</text>
							<subclause id="H25EF25DA363F451CA57A7ABAAC2DB9DB"><enum>(I)</enum><text>a description of the project;</text>
							</subclause><subclause id="H51BC9CEE09E144C180E316DDE3AC605A"><enum>(II)</enum><text>a description of the technology to be used in the project;</text>
							</subclause><subclause id="HF60FA981642C46C9B1E1A64E8152CCE3"><enum>(III)</enum><text>the anticipated results, including energy and water savings, of the project;</text>
							</subclause><subclause id="HDF5DE5834BEE4AAAB71A644A2647C071"><enum>(IV)</enum><text>a comprehensive budget for the project;</text>
							</subclause><subclause id="H5B03585EAB9D49C3BCD99B1DA1C7B217"><enum>(V)</enum><text>the names of the project lead organization and any partners;</text>
							</subclause><subclause id="HB486732118444984AA911FC6A18BB5C0"><enum>(VI)</enum><text>the number of users to be served by the project; and</text>
							</subclause><subclause id="H2D6540D97EAA46388168C1EFF4330A7F"><enum>(VII)</enum><text>any other information that the Secretary determines to be necessary to complete the review and
			 selection of a grant recipient.</text>
							</subclause></clause></subparagraph></paragraph><paragraph id="H7882BC5DC7834A3DA34002F0F8DCB38E"><enum>(4)</enum><header>Administration</header>
					<subparagraph id="H59177C41A19749B5A3059B7E47A62C08"><enum>(A)</enum><header>In general</header><text>Not later than 300 days after the date of enactment of this Act, the Secretary shall select grant
			 recipients under this section.</text>
					</subparagraph><subparagraph id="H904E792EBF254C8BBD82489DEB1071C7"><enum>(B)</enum><header>Evaluations</header><text>The Secretary shall annually carry out an evaluation of each project for which a grant is provided
			 under this section that—</text>
						<clause id="H6970A545B0B7477E978F36A785FA1442"><enum>(i)</enum><text>evaluates the progress and impact of the project; and</text>
						</clause><clause id="HA6E75A25F90A4D679EBD197CB352A00A"><enum>(ii)</enum><text>assesses the degree to which the project is meeting the goals of the pilot program.</text>
						</clause></subparagraph><subparagraph id="H307CB8C9C92C4BFCBB5080539623F726"><enum>(C)</enum><header>Technical assistance</header><text>On the request of a grant recipient, the Secretary shall provide technical assistance.</text>
					</subparagraph><subparagraph id="HDD41F06B64A141ED85491C3F263B1069"><enum>(D)</enum><header>Best practices</header><text>The Secretary shall make available to the public—</text>
						<clause id="H62F7E2B6CF124CD19A1EC15C99735816"><enum>(i)</enum><text>a copy of each evaluation carried out under subparagraph (B); and</text>
						</clause><clause id="H733C4605B1F7482C99B104CE75A59932"><enum>(ii)</enum><text>a description of any best practices identified by the Secretary as a result of those evaluations.</text>
						</clause></subparagraph><subparagraph id="H9EDF9AFF06E643D59C4A121CC03D4E45"><enum>(E)</enum><header>Report to Congress</header><text>The Secretary shall submit to Congress a report containing the results of each evaluation carried
			 out under subparagraph (B).</text>
					</subparagraph></paragraph></subsection><subsection id="HF2380AF5FBBC4FFDAFDF3502588A185D"><enum>(c)</enum><header>Funding</header>
				<paragraph id="H3C1C95C2E2FA49DFBB1F533A925EE6D0"><enum>(1)</enum><header>In general</header><text>The Secretary shall use not less than $7,500,000 of amounts made available to the Secretary to
			 carry out this section.</text>
				</paragraph><paragraph id="HBA5F4E8012D24A76950E27B5B4C9F78D"><enum>(2)</enum><header>Prioritization</header><text>In funding activities under this section, the Secretary shall prioritize funding in the following
			 manner:</text>
					<subparagraph id="HC3DBE5F0E801438A984C2C2A148E65BA"><enum>(A)</enum><text>Any unobligated amounts made available to the Secretary to carry out the activities of the Energy
			 Efficiency and Renewable Energy Office.</text>
					</subparagraph><subparagraph id="H3A64CD4A145441A98ABF59A2D935E4C1"><enum>(B)</enum><text>Any unobligated amounts (other than those described in subparagraph (A)) made available to the
			 Secretary.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
