		<official-title>To amend the Truth in Lending Act to exempt certain higher-risk mortgages from property appraisal
			 requirements and to exempt individuals from penalties for failure to
			 report certain appraisers, and to amend the Financial Institutions Reform,
			 Recovery, and Enforcement Act of 1989 to exempt certain higher-risk
			 mortgages from property appraisal requirements, and for other purposes.</official-title>

		<section id="H664CCD895B3046C994F7CFAAC6B4B0F4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Access to Affordable Mortgages Act of 2014</short-title></quote>.</text>
		</section><section id="H1D6CB3F3D0194C04A7E989C9B48B84A1" section-type="subsequent-section"><enum>2.</enum><header>Exemption from property appraisal requirements for lower-cost dwellings</header><text display-inline="no-display-inline">Section 129H of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1639h">15 U.S.C. 1639h</external-xref>) is amended by adding at the end the
			 following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H13B2CCA6E8894A149E3800F8AA2C957A" style="OLC">
				<subsection id="H9FAA429E16D14EEC9A93B764A24ECA6B"><enum>(g)</enum><header>Exemption for higher-Risk mortgages</header><text display-inline="yes-display-inline">This section shall not apply to a higher-risk mortgage loan of $250,000 or less if such loan
			 appears on the balance sheet of the creditor of such loan for a period of
			 not less than 3 years.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H03147CD84B3F4B5D80AE670A39CC3FAF"><enum>3.</enum><header>Exemption from penalties for failure to report appraisers</header><text display-inline="no-display-inline">Paragraph (1) of section 129E(k) of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1639e">15 U.S.C. 1639e(k)(1)</external-xref>) is amended by
			 inserting after <quote>this section</quote> the following: <quote>, other than subsection (e),</quote>.</text>
		</section><section id="H18DB43BEC07244B4961A60859B31A5DF"><enum>4.</enum><header>Exemption from appraisal standard requirements for lower-cost dwellings</header><text display-inline="no-display-inline">Section 1110 of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (12 U.S.C.
			 3339) is amended—</text>
			<paragraph id="H7C609FCD836343DA8B203563C9397150"><enum>(1)</enum><text>by striking <quote>Each Federal financial institutions regulatory agency</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H596049C345C74094A4141F8F13E46A29" style="OLC">
					<subsection id="HAFD412C4658846D7BF1891AA8F7C755D"><enum>(a)</enum><header>Real estate appraisals in connection with federally related transactions</header><text display-inline="yes-display-inline">Each Federal financial institutions regulatory agency</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HE8142AF453C347F5A21C6852FED0B817"><enum>(2)</enum><text>by striking <quote>Each such agency or instrumentality</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H0B7FCCFB596340119241C367B7F02EB5" style="OLC">
					<subsection id="HE9B47FF8BE9D45F5BC4516779F5ACF22"><enum>(b)</enum><header>Additional standards</header><text display-inline="yes-display-inline">Each such agency or instrumentality described under subsection (a)</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HF201653B755C411CA9D915A355393C35"><enum>(3)</enum><text>by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HD02F12CF877242E7B5FD9186F1B1015C" style="OLC">
					<subsection id="HB15DFA01078C4046B05C11B11AD028C4"><enum>(c)</enum><header>Exception for certain higher-Risk mortgage loans</header><text display-inline="yes-display-inline">Standards prescribed under this section shall not apply to a real estate appraisal or evaluation
			 conducted in connection with a higher-risk mortgage loan (as defined in
			 section 129H(f) of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1639h">15 U.S.C. 1639h(f)</external-xref>)) of
			 $250,000 or less if such loan appears on the balance sheet of the creditor
			 of such loan for a period of not less than 3 years.</text>
