		<official-title>To amend part E of title IV of the Social Security Act to enable a State to be reimbursed for child
			 welfare training expenditures made by a nonprofit educational institution
			 in the State.</official-title>

		<section id="HFFF5DE208C61450BA28AF6B33795D54E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Child Welfare Workforce Partnership Act</short-title></quote>.</text>
		</section><section id="H3E198A9D37B545CEB15E38CB1DAE9463"><enum>2.</enum><header>Child welfare training expenditures made by nonprofit educational institution deemed to be made by
			 State for purposes of Federal reimbursement</header>
			<subsection id="H2DC63BC5906D42409901D4D6A090B262"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 474 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/674">42 U.S.C. 674</external-xref>) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="HA6C7F16CD71D41BBBC52719E9FFF4092" style="OLC">
					<subsection id="H4817BFCC49A64176B093AE5338B585F3"><enum>(h)</enum><header>Child welfare training expenditures made by nonprofit educational institution deemed To be made by
			 State</header><text display-inline="yes-display-inline">For purposes of this section, an expenditure described in subparagraph (A) or (B) of subsection
			 (a)(3) which is made by a public or private nonprofit educational
			 institution and which would be an allowable expenditure if made by the
			 State claiming reimbursement with respect to the expenditure, shall be
			 considered to have been made by the State, except to the extent that
			 Federal funds have been paid with respect to the expenditure.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3020E1E589D548CE86F522AD4E1CDE25"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall take effect on October 1, 2014, and shall apply to
			 claims submitted on or after that date.</text>
