		<official-title>To amend the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to
			 require consultation with State and local elected officials and a public
			 hearing before awarding grants or contracts for housing facilities for
			 unaccompanied alien children.</official-title>

		<section id="H81B3B0B8F7D24290AD0D007EB61FE1B9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Our Communities, Our Choices Act of 2014</short-title></quote>.</text>
		</section><section id="HCE19F7D900AD4828829C8646D3007795"><enum>2.</enum><header>Requiring consultation with State and local elected officials and a public hearing before awarding
			 grants or contracts for housing facilities for unaccompanied alien
			 children</header><text display-inline="no-display-inline">Section 235(i) of the William Wilberforce Trafficking Victims Protection Reauthorization Act of
			 2008 (<external-xref legal-doc="usc" parsable-cite="usc/8/1232">8 U.S.C. 1232(i)</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="yes-display-inline" id="HA2662EC4B33A4E3EBA034CE54275621C" style="OLC"><text>Before awarding any grant or contract under this subsection that provide for housing of
			 unaccompanied alien children in a facility that is not on property of the
			 Federal Government, the Secretary shall—</text><paragraph id="H342A99E5B0CD48D6A74F655B10ABCE17"><enum>(1)</enum><text display-inline="yes-display-inline">consult with State and local elected officials regarding the location of the facility as well as
			 the duration of the award and the safety, security, and funding of the
			 facility; and</text>
				</paragraph><paragraph id="HFAFDF4C56FA74E588BA4915684030C8B"><enum>(2)</enum><text display-inline="yes-display-inline">conduct a public hearing, no earlier than 90 days after the announcement of a potential location
			 for such facility, for which—</text>
					<subparagraph id="H53441F8EA99B4FAE976210A3573D625A"><enum>(A)</enum><text>advance public notice has been provided, in mediums available for general circulation in the
			 proposed jurisdiction, at least 10 days before the date of the hearing;
			 and</text>
					</subparagraph><subparagraph id="H7377C01B3EA0490283CDBDFE30D75E5C"><enum>(B)</enum><text>a representative of the Department of Health and Human Services is in attendance in an official
			 capacity for the purpose of receiving public comments.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
