		<official-title display="yes">To direct the Secretary of Homeland Security to train Department of Homeland Security personnel how
			 to effectively deter, detect, disrupt, and prevent human trafficking
			 during the course of their primary roles and responsibilities, and for
			 other purposes.</official-title>

		<section id="H7C113F2FD724481EB6749CF624F26CF3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Human Trafficking Detection Act of 2014</short-title></quote>.</text>
		</section><section id="H5ADC6ABE71324CAAA5DB8D002B51FBE6"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H50E35F07E2834D60BCBEC99E65432903"><enum>(1)</enum><header>Department</header><text>The term <quote>Department</quote> means the Department of Homeland Security.</text>
			</paragraph><paragraph id="H32100752C7FE4704B5356B2D274FA401"><enum>(2)</enum><header>Human trafficking</header><text display-inline="yes-display-inline">The term <quote>human trafficking</quote> means an act or practice described in paragraph (9) or (10) of section 103 of the Trafficking
			 Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>).</text>
			</paragraph><paragraph id="HCB176BD6FDB54F08B093B80C72683804"><enum>(3)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Homeland Security.</text>
			</paragraph></section><section id="H11D9B7AEC1BB45959FB9A989CE1AA2F3"><enum>3.</enum><header>Training for Department personnel to identify human trafficking</header>
			<subsection id="H7EEACA9E657544D19E22D63900D0F701"><enum>(a)</enum><header>In General</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall implement a
			 program to—</text>
				<paragraph id="HEC4937EDC8304C7BB8583A35C0B712E5"><enum>(1)</enum><text>train and periodically retrain relevant Transportation Security Administration, U.S. Customs and
			 Border Protection, and other Department personnel that the Secretary
			 considers appropriate, how to effectively deter, detect, and disrupt human
			 trafficking, and, where appropriate, interdict a suspected perpetrator of
			 human trafficking, during the course of their primary roles and
			 responsibilities; and</text>
				</paragraph><paragraph id="H94D692275AB44FC596E0933759274755"><enum>(2)</enum><text>ensure that the personnel referred to in paragraph (1) regularly receive current information on
			 matters related to the detection of human trafficking, including
			 information that becomes available outside of the Department’s initial or
			 periodic retraining schedule, to the extent relevant to their official
			 duties and consistent with applicable information and privacy laws.</text>
				</paragraph></subsection><subsection id="H3F4BEF7779854ED4B899803983CF98D8"><enum>(b)</enum><header>Training described</header><text>The training referred to in subsection (a) may be conducted through in-class or virtual learning
			 capabilities, and shall include—</text>
				<paragraph id="HF64B44E50EA24E7999B797DC26FDE1DE"><enum>(1)</enum><text>methods for identifying suspected victims of human trafficking and, where appropriate, perpetrators
			 of human trafficking;</text>
				</paragraph><paragraph id="H9B4B25996B6B46A49C3133175ADEA3E1"><enum>(2)</enum><text>for appropriate personnel, methods to approach a suspected victim of human trafficking, where
			 appropriate, in a manner that is sensitive to the suspected victim and is
			 not likely to alert a suspected perpetrator of human trafficking;</text>
				</paragraph><paragraph id="H91CF78CB876E49A2939526A6A4552EAD"><enum>(3)</enum><text>training that is most appropriate for a particular location or environment in which the personnel
			 receiving such training perform their official duties;</text>
				</paragraph><paragraph id="HC2BB603E746E46CAA1FB1D01B3DF90F6"><enum>(4)</enum><text>other topics determined by the Secretary to be appropriate; and</text>
				</paragraph><paragraph id="HA9E2ED6E0FF545C187A71E04628CE00C"><enum>(5)</enum><text>a post-training evaluation for personnel receiving the training.</text>
				</paragraph></subsection><subsection id="HF43E0FBDDF1B42ECAD0215E58A1F7A2B"><enum>(c)</enum><header>Training curriculum review</header><text>The Secretary shall annually reassess the training program established under subsection (a) to
			 ensure it is consistent with current techniques, patterns, and trends
			 associated with human trafficking.</text>
			</subsection></section><section id="H90E430B070E640F1BF847667AAC75F8F"><enum>4.</enum><header>Certification and report to Congress</header>
			<subsection id="H1082264EA3424A3EA744A3BC2A72A735"><enum>(a)</enum><header>Certification</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary shall certify to
			 the appropriate congressional committees that all personnel referred to in
			 section 3(a) have successfully completed the training required under that
			 section.</text>
			</subsection><subsection id="H937E399BFA534C708965E69638C6785E"><enum>(b)</enum><header>Report to Congress</header><text>Not later than one year after the date of the enactment of this Act and annually thereafter, the
			 Secretary shall report to the appropriate congressional committees the
			 overall effectiveness of the program required by this Act, the number of
			 cases reported by Department personnel in which human trafficking was
			 suspected and, of those cases, the number of cases that were confirmed
			 cases of such trafficking.</text>
			</subsection></section><section id="HAACBF99AC18E40999DC56BDC1D9DB3EC"><enum>5.</enum><header>Assistance to non-Federal entities</header><text display-inline="no-display-inline">The Secretary may provide training curricula to any State, local, or tribal government or private
			 organization to assist such entity in establishing its program of training
			 to identify human trafficking, upon request from such entity.</text>
