			 unmanned aerial vehicles, and for other purposes.</official-title>

		<section id="H15AB7925288F4F2F92F58D95BBDBB79D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Drone Reform Act</short-title></quote>.</text>
		</section><section id="HE7291AC5FF4740DABF89FA8E8556C7C4"><enum>2.</enum><header>Department of Defense executive authority over use of armed unmanned aerial vehicles</header>
			<subsection id="HD365DF6BF55247269ED330ADB1B5C201"><enum>(a)</enum><header>DOD executive authority</header>
				<paragraph id="H197592DE315D420FB7132A548CE8000F"><enum>(1)</enum><header>Prohibition</header><text display-inline="yes-display-inline">No operation involving the use of an armed unmanned aerial vehicle shall be carried out under the
			 authority of a department or agency of the Federal Government other than
			 the Department of Defense.</text>
				</paragraph><paragraph id="H413DBDD75235459791B66E1E17B11792"><enum>(2)</enum><header>Use by military personnel</header><text display-inline="yes-display-inline">Only uniformed members of the United States Armed Forces may—</text>
					<subparagraph id="H87AB1025E1FD4FC4BB4462E05BA1B006"><enum>(A)</enum><text>operate, or order the operation of, an armed unmanned aerial vehicle; or</text>
					</subparagraph><subparagraph id="HF433AE8CF6BF44A599E3B324ABC4A4AD"><enum>(B)</enum><text>operate or fire, or order the operation or firing of, any weapon or other munition carried on an
			 armed unmanned aerial vehicle.</text>
					</subparagraph></paragraph><paragraph id="HF670569655D84A5DB3151BBD87313B00"><enum>(3)</enum><header>Applicable law</header><text display-inline="yes-display-inline">The operation and use of an armed unmanned aerial vehicle shall be subject to the requirements of
			 title 10 of the United States Code.</text>
				</paragraph></subsection><subsection id="HE93399CEB734467FBB5ED39CC0055EFC"><enum>(b)</enum><header>Rules of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed—</text>
				<paragraph id="H067892DE60204F5EA14D5EE910F47067"><enum>(1)</enum><text display-inline="yes-display-inline">to limit or expand any authority of any component of the Federal Government to provide advice,
			 including intelligence, to the Department of Defense in support of actions
			 described in paragraph (1) and (2) of subsection (a); or</text>
				</paragraph><paragraph id="H1F19C673EC4741B9800712B9F517DA19"><enum>(2)</enum><text display-inline="yes-display-inline">to create any authority, or expand any existing authority, for the Federal Government to kill any
			 person.</text>
				</paragraph></subsection><subsection id="H5E7E0BA8E3754434A3D2EB5FFCA7F2D3"><enum>(c)</enum><header>Unmanned aerial vehicle</header><text display-inline="yes-display-inline">The term <quote>unmanned aerial vehicle</quote> means an aircraft that is operated without the possibility of direct human intervention from
			 within or on the aircraft. The term includes aircraft referred to as a
			 drone, UAV, unmanned aircraft (UA), unmanned aerial system (UAS), remotely
			 piloted aircraft (RPA), remotely piloted vehicle (RPV), remotely operated
			 aircraft (ROA), and unmanned aerial vehicle system (UAVS).</text>
			</subsection><subsection id="HAB033425A0D14565A7BCDD3BE19E6052"><enum>(d)</enum><header>Effective date</header><text>This section shall take effect 60 days after the date of the enactment of this Act.</text>
