		<section id="H100EED9BD31F4D859079DAFA5D751935" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Child Welfare Response to Trafficking Act of 2014</short-title></quote>.</text>
		</section><section id="HBAFEA8A4C802436A93076FF6701F62E4"><enum>2.</enum><header>CAPTA Amendments</header><text display-inline="no-display-inline">Section 106 of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5106a">42 U.S.C. 5106a</external-xref>) is amended—</text>
			<paragraph id="H8FFCC99E5E404F76813696D3B11F3C85"><enum>(1)</enum><text>in subsection (b)—</text>
				<subparagraph id="HE686D3A4BF0E41949ECEE5AC48B742BC"><enum>(A)</enum><text>in paragraph (2)(B)—</text>
					<clause id="H76FF498A599E49DF923E991DCFE4C1A1"><enum>(i)</enum><text>by striking <quote>and</quote> at the end of clause (xxii); and</text>
					</clause><clause id="HCE5204FD04DD475895ED4B70354AE9F3"><enum>(ii)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H9097AEBDFDB54652A9DF704F3468A577" style="OLC">
							<clause id="H34E76D752C30443A986A49BFF38B6123"><enum>(xxiv)</enum><text display-inline="yes-display-inline">provisions and procedures to identify and assess reports involving children who are sex trafficking
			 victims, and which may include provisions and procedures to identify and
			 assess reports involving children who are victims of severe forms of
			 trafficking in persons described in section of 103(9)(B) of the
			 Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(B)</external-xref>);</text>
							</clause><clause id="HD2EC9FC2F9FD4BA296DB41D433BBE757"><enum>(xxv)</enum><text display-inline="yes-display-inline">provisions and procedures for training representatives of the State child protective services
			 systems about identifying and assessing children who are sex trafficking
			 victims, and which may include provisions and procedures for such training
			 with respect to children who are victims of severe forms of trafficking in
			 persons described in section of 103(9)(B) of the Trafficking Victims
			 Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(B)</external-xref>); and</text>
							</clause><clause id="H2298DD4AC6AE4251B0442014937A1660"><enum>(xxvi)</enum><text display-inline="yes-display-inline">provisions and procedures for identifying services (including the services provided by State law
			 enforcement officials, the State juvenile justice system, and social
			 service agencies, such as runaway and homeless youth shelters) and
			 procedures for appropriate referral to address the needs of children who
			 are sex trafficking victims, and which may include provisions and
			 procedures for the identification of such services and procedures with
			 respect to children who are victims of severe forms of trafficking in
			 persons described in section of 103(9)(B) of the Trafficking Victims
			 Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(B)</external-xref>);</text></clause><after-quoted-block>; </after-quoted-block></quoted-block>
					</clause></subparagraph><subparagraph id="HC75E142842C54174BEF93D2D5C1266A6"><enum>(B)</enum><text>in paragraph (2)(D)—</text>
					<clause id="HA08B52C0FE5E411AB33E64D36888B41A"><enum>(i)</enum><text>by striking <quote>and</quote> at the end of clause (v);</text>
					</clause><clause id="H2B925DB55DC64603B464B624E75D6C27"><enum>(ii)</enum><text>by inserting <quote>and</quote> at the end of clause (vi); and</text>
					</clause><clause id="H48F7BE02A3AF4B8A92EE43518DD9DC2F"><enum>(iii)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H6702DC180178483D9F216E0ABE30A230" style="OLC">
							<clause id="HDA59C04A905849C984D411F376ADAE52"><enum>(vii)</enum><text display-inline="yes-display-inline">the provisions and procedures described in clauses (xxiv) and (xxvi) of subparagraph (B);</text>
							</clause><after-quoted-block>; and</after-quoted-block></quoted-block>
					</clause></subparagraph><subparagraph id="HB7741509FE364A1FA0B1A61103260E63"><enum>(C)</enum><text>in paragraph (4)—</text>
					<clause id="H0704F4F00C7D40B092FF21DDF835D1E5"><enum>(i)</enum><text>by striking <quote>and</quote> at the end of subparagraph (A);</text>
					</clause><clause id="H777BE59D7BD0486A9CC76CE97CE82BAC"><enum>(ii)</enum><text>by striking the period at the end of subparagraph (B) and inserting <quote>; and</quote>; and</text>
					</clause><clause id="HDE4C3ECDE0BC40F7AD161DD2C136E00E"><enum>(iii)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H2A4F17258A6C4B709E99563475FD5BA9" style="OLC">
							<subparagraph id="H29F8076FCBE94D928CB2797664D37506"><enum>(C)</enum><header>Sex trafficking victim</header><text display-inline="yes-display-inline">The term <term>sex trafficking victim</term> means a victim of—</text>
								<clause id="HE50788E85ABB4D41B60E5BCCF46B7F8E"><enum>(i)</enum><text display-inline="yes-display-inline">sex trafficking (as defined in section 103(10) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(10)</external-xref>)); or</text>
								</clause><clause id="H953E5967668249CAB332493DA380017C"><enum>(ii)</enum><text display-inline="yes-display-inline">a severe form of trafficking in persons described in section 103(9)(A) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(A)</external-xref>).</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</clause></subparagraph></paragraph><paragraph id="HFD9758CAAA2140988485D164C5895F7A"><enum>(2)</enum><text>in subsection (d), by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H2ADAC2C5236445B5A92615AF4D1A94BE" style="OLC">
					<paragraph id="H01E615E44E6A4AAD81AAF702DBBA7CCB"><enum>(17)</enum><text display-inline="yes-display-inline">The number of children identified under clause (xxiv) of subsection (b)(2)(B), and of such
			 children—</text>
						<subparagraph id="H7B74DB2C64344495BB58E8F5727BD9C0"><enum>(A)</enum><text display-inline="yes-display-inline">the number identified as sex trafficking victims (as defined in subsection (b)(4)(C)); and</text>
						</subparagraph><subparagraph id="H519C6843A770433DAD7FFF9AA2530B6B"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a State that has provisions and procedures to identify children who are victims of
			 severe forms of trafficking in persons described in section 103(9)(B) of
			 the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(B)</external-xref>), the number so identified.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HD7472DB1F98F4E06B449E02EE3606DDC"><enum>3.</enum><header>Report to Congress</header>
			<subsection id="H9C44A7526C674C4D97537DAAD79471C9"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary of Health and
			 Human Services shall submit to the Committee on Education and the
			 Workforce of the House of Representatives and the Committee on Health,
			 Education, Labor, and Pension of the Senate, a report that—</text>
				<paragraph id="H2495D4F999F04850ADCF0C9BA02DA8DD"><enum>(1)</enum><text display-inline="yes-display-inline">describes the specific type and prevalence of severe form of trafficking in persons to which
			 children who are identified for services or intervention under the
			 placement, care, or supervision of State, Indian tribe, or tribal
			 organization child welfare agencies have been subjected as of the date of
			 enactment of this Act;</text>
				</paragraph><paragraph id="H0EA001E95CF341349F457D344F09EB24"><enum>(2)</enum><text>summarizes the practices and protocols utilized by States to identify and serve—</text>
					<subparagraph id="H7967674BE8AD49AA90887DBEBD1093F0"><enum>(A)</enum><text>under section 106(b)(2)(B) of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5106a">42 U.S.C. 5106a(b)(2)(B)</external-xref>), children who are victims of trafficking; and</text>
					</subparagraph><subparagraph id="HE3D0E9FFA0F64D5CB076EF38CAB5E175"><enum>(B)</enum><text>children who are at risk of becoming victims of trafficking; and</text>
					</subparagraph></paragraph><paragraph id="H8F69182E7A504288AA411703C59F613B"><enum>(3)</enum><text>specifies any barriers in Federal laws or regulations that may prevent identification and
			 assessment of children who are victims of trafficking, including an
			 evaluation of the extent to which States are able to address the needs of
			 such trafficked children without altering the definition of child abuse
			 and neglect under section 3 of the Child Abuse Prevention and Treatment
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5101">42 U.S.C. 5101</external-xref> note).</text>
				</paragraph></subsection><subsection id="H6DB9D43954D04FB3AC93C52AE59EE018"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this section:</text>
				<paragraph id="H3CEAA1F301984022A044229A8F00AB67"><enum>(1)</enum><header>Severe form of trafficking in persons</header><text>The term <term>severe form of trafficking in persons</term> has the meaning given the term in section 103(9) of the Trafficking Victims Protection Act of 2000
			 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)</external-xref>).</text>
				</paragraph><paragraph id="H4CEBEE0408ED4FE592CE637A4F125096"><enum>(2)</enum><header>Victim of trafficking</header><text>The term <term>victim of trafficking</term> has the meaning given the term in section 103(15) of the Trafficking Victims Protection Act of
			 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(15)</external-xref>).</text>
