		<official-title>To establish an integrated Federal program to respond to ongoing and expected impacts of extreme
			 weather and climate change by protecting, restoring, and conserving the
			 natural resources of the United States, and to maximize government
			 efficiency and reduce costs, in cooperation with State, local, and tribal
			 governments and other entities.</official-title>

		<section id="H5A16181AC4C5417597967900BF157C2D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safeguarding America’s Future and Environment Act</short-title></quote> or the <quote><short-title>SAFE Act</short-title></quote>.</text>
		</section><section id="H29889E42D4BF44BFB566FEE16C505232"><enum>2.</enum><header>Findings, purposes, and policy</header>
			<subsection id="H72D618F11BD542BF9F24934B0128E8F8"><enum>(a)</enum><header>Findings</header><text>Congress finds that—</text>
				<paragraph id="H15D90F6A2DF24197B238BFEC244E608C"><enum>(1)</enum><text>natural resources provide significant benefits to the people and economy of the United States,
			 including—</text>
					<subparagraph id="H56D6486AAD8741969F65759C560D115D"><enum>(A)</enum><text>abundant clean water supplies;</text>
					</subparagraph><subparagraph id="HD5DA32CD4BA04A12ADF97753D4F4922E"><enum>(B)</enum><text>flood and coastal storm protection;</text>
					</subparagraph><subparagraph id="H399081F533854F77ABE1642332194BFC"><enum>(C)</enum><text>clean air;</text>
					</subparagraph><subparagraph id="HA291BD88842F443297ACDCB65D6F0A3C"><enum>(D)</enum><text>a source for food, fiber, medicines, and pollination of the crops and other plants of the United
			 States;</text>
					</subparagraph><subparagraph id="H265E0F0FBD364A188B0CECAF0FD4ECCC"><enum>(E)</enum><text>outdoor recreation, which is a source of jobs and economic stimulus;</text>
					</subparagraph><subparagraph id="H9095FAA24BF5428593AC27EC62A3E850"><enum>(F)</enum><text>hunting and fishing opportunities and support of subsistence communities;</text>
					</subparagraph><subparagraph id="H99DF2EC36F2F47BEA559AD253B46A4AE"><enum>(G)</enum><text>scientific research and education; and</text>
					</subparagraph><subparagraph id="HD623C9FD67C2483BAA2A8274EA4D72C7"><enum>(H)</enum><text>world-class tourism destinations that support local economies;</text>
					</subparagraph></paragraph><paragraph id="H84B48045B03048FAAA2E3E717E9D37F3"><enum>(2)</enum><text>the United States Geological Survey, National Oceanic and Atmospheric Administration, National
			 Aeronautics and Space Administration, and other agencies within the United
			 States Global Change Research Program have observed that the natural
			 resources of the United States are facing increasing impacts from extreme
			 weather and climate change, including—</text>
					<subparagraph id="H22D16FE496D04113B613DB7BE3F23CEE"><enum>(A)</enum><text>more frequent and severe droughts and heatwaves;</text>
					</subparagraph><subparagraph id="H131300081A28495FAF6B8CDD99F6A081"><enum>(B)</enum><text>more frequent and severe storms and floods;</text>
					</subparagraph><subparagraph id="H3B3EC2D670D0424FBC3D9E50050DF8A1"><enum>(C)</enum><text>more frequent and severe wildfires;</text>
					</subparagraph><subparagraph id="HD7D87EB29E52457180EEB7D4901D9423"><enum>(D)</enum><text>more frequent and severe outbreaks of forest pests and invasive species;</text>
					</subparagraph><subparagraph id="H9D88ECFA79CE4FAFB035D3DDCB9BE321"><enum>(E)</enum><text>flooding and erosion of coastal areas due to rising sea levels;</text>
					</subparagraph><subparagraph id="H8CE67F2A7CF946C1B32081A199DA0F5E"><enum>(F)</enum><text>melting glaciers and sea ice;</text>
					</subparagraph><subparagraph id="HA4BC0B2F58C74658A14A1F5E40F0F840"><enum>(G)</enum><text>thawing permafrost;</text>
					</subparagraph><subparagraph id="HC535558319734BFE996F08ACED99F4D1"><enum>(H)</enum><text>shifting fish, wildlife, and plant population ranges;</text>
					</subparagraph><subparagraph id="H01CD8A42C7E34F099B2D49A86E49DC50"><enum>(I)</enum><text>disruptive shifts in the timing of fish, wildlife, and plant natural history cycles, such as
			 blooming, breeding, and seasonal migrations; and</text>
					</subparagraph><subparagraph id="HC653CEF7B99C4F9FA1D8F62A669E1EC9"><enum>(J)</enum><text>ocean acidification; and</text>
					</subparagraph></paragraph><paragraph id="HEDDEBDE9B77B41AD925DCB6FB74E7224"><enum>(3)</enum><text>the Federal Government should provide leadership in preparing for and responding to the impacts
			 described in paragraph (2) to ensure that present and future generations
			 continue to receive the benefits of the abundant and diverse natural
			 resources of the United States.</text>
				</paragraph></subsection><subsection id="H368F22459A954B218624A28837E1291B"><enum>(b)</enum><header>Purposes</header><text>The purpose of this Act is to establish an integrated Federal program—</text>
				<paragraph id="H5A433A9140D84124BBCFB2E152131ED5"><enum>(1)</enum><text>to respond to ongoing and expected impacts of extreme weather and climate change by protecting,
			 restoring, and conserving the natural resources of the United States; and</text>
				</paragraph><paragraph id="H116EC89DA29746BF8EDD171AB44407AB"><enum>(2)</enum><text>to maximize government efficiency and reduce costs, in cooperation with State, local, and tribal
			 governments and other entities.</text>
				</paragraph></subsection><subsection id="H00860785192C4C60AEBE4C39CADD2C88"><enum>(c)</enum><header>Natural resources climate change adaptation policy</header><text display-inline="yes-display-inline">It is the policy of the Federal Government, in cooperation with State and local governments, Indian
			 tribes, and other interested stakeholders to evaluate and reduce the
			 increased risks and vulnerabilities associated with future extreme weather
			 events and other climate impacts in carrying out the respective missions
			 of those entities and to use all practicable means to protect, restore,
			 and conserve natural resources so that natural resources—</text>
				<paragraph id="HC8220CD08D054D94B145F6A7227CA883"><enum>(1)</enum><text display-inline="yes-display-inline">become more resilient, adapt to, and withstand the ongoing and expected impacts of extreme weather
			 and climate change; and</text>
				</paragraph><paragraph id="HD77468CB727B48D08E9B7F5743ABB95F"><enum>(2)</enum><text display-inline="yes-display-inline">can continue safeguarding the communities in, and sustaining the economy of, the United States.</text>
				</paragraph></subsection></section><section id="HAF2B360A26CD4697B3273D142C63A597"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H01C3E20E519F4056A4B7938D76BFB3E9"><enum>(1)</enum><header>Board</header><text>The term <term>Board</term> means the Science Advisory Board established under section 6(b)(1).</text>
			</paragraph><paragraph id="H1F34104030BB416A8E2194B8E59AABF9"><enum>(2)</enum><header>Center</header><text>The term <term>Center</term> means the National Climate Change and Wildlife Science Center established under section 6(a)(1).</text>
			</paragraph><paragraph id="H95523F2E73B442939C16362A2E45E502"><enum>(3)</enum><header>Corridors</header><text>The term <term>corridors</term> means areas that—</text>
				<subparagraph id="H42DD5D3C5FD84448A78B50FC612E5752"><enum>(A)</enum><text>provide connectivity, over different time scales, of landscapes, habitats or potential habitats,
			 and ecological processes; and</text>
				</subparagraph><subparagraph id="H35033704DDAC4F6DA2AA9F6FCFCCF181"><enum>(B)</enum><text>facilitate terrestrial, marine, estuarine, and freshwater fish, wildlife, or plant movement that is
			 necessary—</text>
					<clause id="H737D299614264468BBD7E3927CF548E0"><enum>(i)</enum><text>for migration, gene flow, or dispersal; or</text>
					</clause><clause id="H8C85EB7AB9AE486FBC0AE7DC6B26BDB7"><enum>(ii)</enum><text>to respond to the ongoing and expected impacts of climate change (including, where applicable,
			 ocean acidification, drought, flooding, and wildfire).</text>
					</clause></subparagraph></paragraph><paragraph id="H74C42FE0AAAF49F2BD6E7A2465185CD2"><enum>(4)</enum><header>Ecological processes</header><text>The term <term>ecological processes</term> means biological, chemical, or physical interaction between the biotic and abiotic components of
			 an ecosystem, including—</text>
				<subparagraph id="H55BC39FB263E435490B487B35060591E"><enum>(A)</enum><text>nutrient cycling;</text>
				</subparagraph><subparagraph id="HC6170860A84D4C3D8CF52D1BDF196019"><enum>(B)</enum><text>pollination;</text>
				</subparagraph><subparagraph id="H61AC58F023324D5AA03DAF34611B6AD5"><enum>(C)</enum><text>predator-prey relationships;</text>
				</subparagraph><subparagraph id="H9924D2EC047D4672B804A0AADD68E7CB"><enum>(D)</enum><text>soil formation;</text>
				</subparagraph><subparagraph id="H11EBBDF446744C93859411039EC9FA72"><enum>(E)</enum><text>gene flow;</text>
				</subparagraph><subparagraph id="H981F326A7CE24C749640B3C656E66E87"><enum>(F)</enum><text>disease epizootiology;</text>
				</subparagraph><subparagraph id="H6171210B5046402ABB4C363D2BC3DC16"><enum>(G)</enum><text>larval dispersal and settlement;</text>
				</subparagraph><subparagraph id="HA090F6D2187447A2ABA13788438572B7"><enum>(H)</enum><text>hydrological cycling;</text>
				</subparagraph><subparagraph id="H6A4E3A9A584446B49D6F825A9BDCF137"><enum>(I)</enum><text>decomposition; and</text>
				</subparagraph><subparagraph id="H077BADC426424CA9BEDD8133323A6364"><enum>(J)</enum><text>disturbance regimes, such as fire and flooding.</text>
				</subparagraph></paragraph><paragraph id="HA42CE56B203544C2A876F62DFDE3F1C1"><enum>(5)</enum><header>Habitat</header><text>The term <term>habitat</term> means the physical, chemical, and biological properties that fish, wildlife, or plants use for
			 growth, reproduction, survival, food, water, or cover (whether on land, in
			 water, or in an area or region).</text>
			</paragraph><paragraph id="HCB9561DA2D4A4E158F95362D0BBA61D5"><enum>(6)</enum><header>Indian tribe</header><text>The term <term>Indian tribe</term> has the meaning given the term in section 4 of the Indian Self-Determination and Education
			 Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/450b">25 U.S.C. 450b</external-xref>).</text>
			</paragraph><paragraph id="HCE3E45BFF0CD4CC2AA0F0FDA7DF813C2"><enum>(7)</enum><header>Natural resources</header><text>The term <term>natural resources</term> means land, wildlife, fish, air, water, plants, habitats, and ecosystems of the United States.</text>
			</paragraph><paragraph id="H9B9C665BD89C47F88A2086D90AE7AB11"><enum>(8)</enum><header>Natural resources adaptation</header><text>The term <term>natural resources adaptation</term> means the protection, restoration, and conservation of natural resources so that natural resources
			 become more resilient, adapt to, and withstand the ongoing and expected
			 impacts of extreme weather and climate change (including, where
			 applicable, ocean acidification, drought, flooding, and wildfire).</text>
			</paragraph><paragraph id="H67914B8FBECA47B0B6D3C1B5F5DFC254"><enum>(9)</enum><header>Panel</header><text>The term <term>Panel</term> means the Natural Resources Climate Change Adaptation Panel established under section 4(a).</text>
			</paragraph><paragraph id="H52B8E4BC3D2C4CE8A97765E8091A745B"><enum>(10)</enum><header>Resilience; resilient</header><text>The terms <term>resilience</term> and <term>resilient</term>, with respect to a natural resource, mean the ability of the natural resource to recover from
			 disturbance.</text>
			</paragraph><paragraph id="H29453BD8C5D9496DBCE2FE1F837401BC"><enum>(11)</enum><header>State</header><text>The term <term>State</term> means—</text>
				<subparagraph id="H4D7F93B73F4948C98A96094322AB52E6"><enum>(A)</enum><text>a State of the United States;</text>
				</subparagraph><subparagraph id="HBBC0AB84C4DC4C11935BAC753213D3FB"><enum>(B)</enum><text>the District of Columbia;</text>
				</subparagraph><subparagraph id="HC325797E765843DFA27E8BA277786506"><enum>(C)</enum><text>American Samoa;</text>
				</subparagraph><subparagraph id="H5EDE9DCDA1AC4A9ABD11BA3C1346A391"><enum>(D)</enum><text>Guam;</text>
				</subparagraph><subparagraph id="HA05B4D17267E4936A4DE96741E53EDA3"><enum>(E)</enum><text>the Commonwealth of the Northern Mariana Islands;</text>
				</subparagraph><subparagraph id="H89BB7E33D8A147E490C59A26F4B9046B"><enum>(F)</enum><text>the Commonwealth of Puerto Rico; and</text>
				</subparagraph><subparagraph id="H11EC3978DA5342F6A401186F6669DCA7"><enum>(G)</enum><text>the United States Virgin Islands.</text>
				</subparagraph></paragraph><paragraph id="HC1884B94F1DC474DBB598D69721B7619"><enum>(12)</enum><header>Strategy</header><text>The term <term>Strategy</term> means the National Fish, Wildlife, and Plants Climate Adaptation Strategy released March 26, 2013.</text>
			</paragraph></section><section id="HAAC381BD37094647AFD5CB428EB3C237"><enum>4.</enum><header>Natural resources climate change adaptation panel</header>
			<subsection id="HC0D5991D4B9543E5B3CBDC5920CAABC6"><enum>(a)</enum><header>Establishment</header><text>Not later than 90 days after the date of enactment of this Act, the President shall establish a
			 Natural Resources Climate Change Adaptation Panel composed of the heads of
			 Federal agencies or departments with jurisdiction over natural resources
			 of the United States and State and tribal representatives, including—</text>
				<paragraph id="HD21E2B13E28E4926946E58709257E5BF"><enum>(1)</enum><text>the Administrator of the National Oceanic and Atmospheric Administration;</text>
				</paragraph><paragraph id="H25B946D7A8D8405DA57B1CE2EFF7C281"><enum>(2)</enum><text>the Chief of the Forest Service;</text>
				</paragraph><paragraph id="H67F28C601389472D855BA82906736949"><enum>(3)</enum><text>the Director of the National Park Service;</text>
				</paragraph><paragraph id="H7C60E43E8F5140B6B3C913A13998904D"><enum>(4)</enum><text>the Director of the United States Fish and Wildlife Service;</text>
				</paragraph><paragraph id="H9B1A81210ACE449FAED7EDDC0C98132E"><enum>(5)</enum><text>the Director of the Bureau of Land Management;</text>
				</paragraph><paragraph id="HF67ABB0F51A949FF8895CD232250C527"><enum>(6)</enum><text>the Director of the United States Geological Survey;</text>
				</paragraph><paragraph id="HCD5B659C896645FB929B427A648BBDE2"><enum>(7)</enum><text>the Commissioner of Reclamation;</text>
				</paragraph><paragraph id="H6F58C82AD033473BAEC07572B2BA6012"><enum>(8)</enum><text>the Director of the Bureau of Indian Affairs;</text>
				</paragraph><paragraph id="H83DD6E14F10644DCB0F3D6BCFB5055E1"><enum>(9)</enum><text>the Administrator of the Environmental Protection Agency;</text>
				</paragraph><paragraph id="H8143BB87E26740C8A9BA7821E8BAB514"><enum>(10)</enum><text>the Chief of Engineers;</text>
				</paragraph><paragraph id="H60637DC9B58A401D890AF8E6E6C8CF43"><enum>(11)</enum><text>the Chair of the Council on Environmental Quality, who shall serve as Chairperson of the Panel;</text>
				</paragraph><paragraph id="H05278C65A3904352B6B303DFF1AB5398"><enum>(12)</enum><text>the Administrator of the Federal Emergency Management Agency;</text>
				</paragraph><paragraph id="H7B596F9925584E6385B3250C80C2BE0D"><enum>(13)</enum><text>State representatives from each regional association of State fish and wildlife agencies; and</text>
				</paragraph><paragraph id="HD5FFE96BF17548178277903FE2B0FF69"><enum>(14)</enum><text>not less than 2 tribal representatives.</text>
				</paragraph></subsection><subsection id="H5D59C01BC2604740BA853275C85C3347"><enum>(b)</enum><header>Duties</header><text>The Panel shall serve as a forum for interagency consultation on, and the coordination of, the
			 development and implementation of the Strategy.</text>
			</subsection></section><section id="HF195E3221C3E45768D67E8BFF3BE99F9"><enum>5.</enum><header>National fish, wildlife, and plants climate adaptation strategy</header>
			<subsection id="H4EA79CCC57BC4E4EB0DBF5D6593DDC08"><enum>(a)</enum><header>In general</header><text>The Panel shall adopt the Strategy to protect, restore, and conserve natural resources so that
			 natural resources become more resilient, adapt to, and withstand the
			 ongoing and expected impacts of extreme weather and climate change.</text>
			</subsection><subsection id="H9456E2FD64F74B2DBAA530E9D942C219"><enum>(b)</enum><header>Review and revision</header><text>Beginning in fiscal year 2017, and every 4 years thereafter, the Panel shall review and revise the
			 Strategy to incorporate—</text>
				<paragraph id="HAFF8CCE3AAA348F5A7CDA9A6E7E8DCAC"><enum>(1)</enum><text>new information regarding the ongoing and expected impacts of climate change on natural resources;
			 and</text>
				</paragraph><paragraph id="H484FDCF3612C49BDB8D87CFD5522B806"><enum>(2)</enum><text>new advances in the development of natural resources adaptation strategies.</text>
				</paragraph></subsection><subsection id="HEF20811DA00E45B38A524EA4605EEB6E"><enum>(c)</enum><header>Requirements</header><text>In revising the Strategy, the Panel shall—</text>
				<paragraph id="H538C8A7DCA124C2DB6681C368DBE6B0E"><enum>(1)</enum><text>use the best available science; and</text>
				</paragraph><paragraph id="HBD7C9CE44A114D71891CF570648D9FE9"><enum>(2)</enum><text>provide public notice and opportunity for comment from all interested stakeholders.</text>
				</paragraph></subsection><subsection id="H91DC289D8C2A490897F1BE0251D306D8"><enum>(d)</enum><header>Contents</header><text>A revised Strategy shall—</text>
				<paragraph id="H0049050AAD2546D8A3DD69DD6D40449D"><enum>(1)</enum><text>assess the vulnerability of natural resources to climate change, including short-term, medium-term,
			 long-term, cumulative, and synergistic impacts;</text>
				</paragraph><paragraph id="H1C9D4BB7D8C74BA5A95360BF9EC0938E"><enum>(2)</enum><text>describe current, observation, and monitoring activities at the Federal, State, tribal, and local
			 levels relating to the ongoing and expected impacts of climate change on
			 natural resources;</text>
				</paragraph><paragraph id="HB76EDAEF569B4CEBB05B581BC3664A59"><enum>(3)</enum><text>identify and prioritize research and data needs;</text>
				</paragraph><paragraph id="HEFE4AB45CB2946ACBF7F80EB9F8EF37F"><enum>(4)</enum><text>identify natural resources likely to have the greatest need for protection, restoration, and
			 conservation due to the ongoing and expanding impacts of extreme weather
			 and climate change;</text>
				</paragraph><paragraph id="H0C8C72D716B24D4ABB8DCEB24EF29306"><enum>(5)</enum><text>include specific protocols for integrating natural resources adaptation strategies and activities
			 into the conservation and management of natural resources by Federal
			 agencies to ensure consistency across agency jurisdictions;</text>
				</paragraph><paragraph id="H246F4D89543D4178820A8F24360ABC1D"><enum>(6)</enum><text>identify opportunities for maintaining, restoring, or enhancing natural resources to reduce the
			 risks of extreme weather and climate change on other vulnerable sectors of
			 society;</text>
				</paragraph><paragraph id="HBEFA7A8BB04B40C68940ADA44BA6A7F0"><enum>(7)</enum><text>identify Federal policies and actions that may reduce resilience and increase the vulnerability of
			 natural resources to extreme weather and climate change;</text>
				</paragraph><paragraph id="HFD7D25D93B544F6F8ABF8D0CFAB76918"><enum>(8)</enum><text>include specific actions that Federal agencies shall take to protect, conserve, and restore natural
			 resources to become more resilient, adapt to, and withstand the ongoing
			 and expected impacts of climate change, including a timeline to implement
			 those actions;</text>
				</paragraph><paragraph id="HB45E5F6A13DF4916BA93AE04EF13B11F"><enum>(9)</enum><text>include specific mechanisms for ensuring communication and coordination—</text>
					<subparagraph id="H33ECB1AE4E254FFDA56A231098FF42EE"><enum>(A)</enum><text>among Federal agencies; and</text>
					</subparagraph><subparagraph id="H45772FCF20F64B9AB3EE1D33F53929FE"><enum>(B)</enum><text>between Federal agencies and State natural resource agencies, territories of the United States,
			 Indian tribes, private landowners, conservation organizations, and other
			 countries that share jurisdiction over natural resources with the United
			 States;</text>
					</subparagraph></paragraph><paragraph id="H0BF80CC599314691A44CBD355FE5EA2C"><enum>(10)</enum><text>include specific actions to develop and implement coordinated natural resources inventory and
			 monitoring protocols through interagency coordination and collaboration
			 with States and local governments, Indian tribes, and private
			 organizations; and</text>
				</paragraph><paragraph id="H715B53088BB644B2B18A05C545C6B43A"><enum>(11)</enum><text>include procedures for guiding the development of detailed agency-specific adaptation plans
			 required under section 7.</text>
				</paragraph></subsection><subsection id="H3273354553DE42189B9DA11F247361BF"><enum>(e)</enum><header>Implementation</header>
				<paragraph id="HE279E7CC66A94D04B218D789D4D96FC2"><enum>(1)</enum><header>In general</header><text>Consistent with other laws and Federal trust responsibilities concerning Indian land, each Federal
			 agency represented on the Panel shall integrate the elements of the
			 Strategy that relate to conservation, restoration, and management of
			 natural resources into agency plans, environmental reviews, and programs.</text>
				</paragraph><paragraph id="H54F0D3B70ED84CB4A235C9CC9A42BC33"><enum>(2)</enum><header>Public report</header><text>Each Federal agency represented on the Panel shall, on an annual basis, make available to the
			 public a report documenting the actions of the agency in implementing the
			 Strategy.</text>
				</paragraph><paragraph id="H550996ED492842FEB0CA7C7DDC97FE07"><enum>(3)</enum><header>Coordination</header><text>The Panel shall coordinate the implementation of the Strategy with non-Panel Federal agencies to
			 achieve the national policy described in section 2(c).</text>
				</paragraph></subsection></section><section id="H1C42914C12494B3DAF9AF30E43B8C29F"><enum>6.</enum><header>Natural resources adaptation science and information</header>
			<subsection id="H5EBD8369546B41C3985921B9A106235A"><enum>(a)</enum><header>National climate change and wildlife science center</header>
				<paragraph id="H859B9F56FD3B4469B7D32FD5745D6CCD"><enum>(1)</enum><header>Establishment</header><text>The Secretary of the Interior, in collaboration with the States, Indian tribes, and other partner
			 organizations, shall establish a National Climate Change and Wildlife
			 Science Center within the United States Geological Survey.</text>
				</paragraph><paragraph id="H80B01E613C6541C39BA7B3F134293202"><enum>(2)</enum><header>Duties of center</header><text>The Center shall assess and develop scientific information, tools, strategies, and techniques to be
			 used by the Panel, Federal and State agencies, and other interested
			 parties in addressing the impacts of extreme weather and climate change on
			 natural resources.</text>
				</paragraph><paragraph id="HFF1D844877664BB6851A6243A1075B80"><enum>(3)</enum><header>General authority to enter into contracts, grants, and cooperative agreements</header><text>The Secretary may enter into contracts, grants, or cooperative agreements, for periods not to
			 exceed 5 years, with State agencies, State cooperative extension services,
			 institutions of higher education, other research or educational
			 institutions and organizations, Federal and private agencies and
			 organizations, individuals, and any other contractor or recipient, to
			 further the duties under paragraph (2) without regard to—</text>
					<subparagraph id="H0BBE4519524147719CF45E8273D51829"><enum>(A)</enum><text>any requirements for competition;</text>
					</subparagraph><subparagraph id="HE8A85DA5D09746D0AEB435D5C55E29B2"><enum>(B)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/41/6101">section 6101</external-xref> of title 41, United States Code; or</text>
					</subparagraph><subparagraph id="HA854507732764D44945298C6CA1B5AB4"><enum>(C)</enum><text>subsections (a) and (b) of <external-xref legal-doc="usc" parsable-cite="usc/31/3324">section 3324</external-xref> of title 31, United States Code.</text>
					</subparagraph></paragraph></subsection><subsection id="H10526C5259E745C4AB8627A4964A492A"><enum>(b)</enum><header>Science advisory board</header>
				<paragraph id="H43B73BC923D346B1B2C4A6986F19D1C8"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary of Commerce and the
			 Secretary of the Interior shall establish and appoint the members of a
			 Science Advisory Board.</text>
				</paragraph><paragraph id="HD40926E606DE4F6A8510D382A5C61C62"><enum>(2)</enum><header>Membership</header><text>The Board shall be comprised of not fewer than 10 and not more than 20 members—</text>
					<subparagraph id="H492113801D484787A529C44F275F20A3"><enum>(A)</enum><text>who have expertise in biology (including fish, wildlife, plant, aquatic, coastal, and marine
			 biology), ecology, climate change (including, where applicable, ocean
			 acidification, drought, flooding, and wildfire), and other relevant
			 scientific disciplines;</text>
					</subparagraph><subparagraph id="HE78F631F8CCE426CA78F78DC08CBACBA"><enum>(B)</enum><text>who are scientists that represent a balanced membership among Federal, State, tribal, and local
			 representatives, institutions of higher education, and other interested
			 parties; and</text>
					</subparagraph><subparagraph id="HB72826D1F69A4B40956BC029048377A9"><enum>(C)</enum><text>of whom at least <fraction>1/2</fraction> shall be recommended by the President of the National Academy of Sciences.</text>
					</subparagraph></paragraph><paragraph id="HFF5E44243E21425FA99F3F83297A2E97"><enum>(3)</enum><header>Duties</header><text>The Board shall—</text>
					<subparagraph id="HBA01585767F344E4A8434B25A7394E00"><enum>(A)</enum><text>advise the Panel on the state of the science regarding—</text>
						<clause id="H4A4C4A3C5958488C818740E6F9B3255B"><enum>(i)</enum><text>the ongoing and expected impacts of extreme weather and climate change on natural resources; and</text>
						</clause><clause id="HA97293DA8CB94AFA94299503693C5FCD"><enum>(ii)</enum><text>scientific strategies and mechanisms for natural resources adaptation;</text>
						</clause></subparagraph><subparagraph id="HAE077F4A7D914559B82856EE60D01ED4"><enum>(B)</enum><text>identify and recommend priorities for ongoing research needs on the issues described in
			 subparagraph (A) to inform the research priorities of the Center described
			 in subsection (a) and other Federal climate science institutions; and</text>
					</subparagraph><subparagraph id="H36F9E2AEB467449CA1355D2480B4A3BC"><enum>(C)</enum><text>review and comment on each revised Strategy before that Strategy is finalized.</text>
					</subparagraph></paragraph><paragraph id="H2540ECC524B045258A493899E7D78BEA"><enum>(4)</enum><header>Collaboration</header><text>The Board shall collaborate with climate change and ecosystem research entities in other Federal
			 agencies and departments.</text>
				</paragraph><paragraph id="H415BEAE9522646D19C5EA330F9FB1C88"><enum>(5)</enum><header>Availability to public</header><text>The advice and recommendations of the Board shall be made available to the public.</text>
				</paragraph></subsection></section><section id="HBD870216FEDA4CAFBC67D63D2EECE04F"><enum>7.</enum><header>Federal natural resource agency adaptation plans</header>
			<subsection id="H51609CDD9B9D4E53ADF566DB37F4647A"><enum>(a)</enum><header>Development</header><text>Not later than 1 year after the date of enactment of this Act and not later than 1 year after the
			 date of each revision of the Strategy, each Federal agency with
			 representation on the Panel shall—</text>
				<paragraph id="HAD91CFB472C1442D9346A568121B00F0"><enum>(1)</enum><text>complete a natural resources adaptation plan for that Federal agency that is consistent with the
			 revised Strategy;</text>
				</paragraph><paragraph id="H245F13837F424177A9BF8C5A9CECCACF"><enum>(2)</enum><text>detail the ongoing and expanding proposed actions of the Federal agency, and any changes in
			 decisionmaking processes necessary to increase the ability of resources
			 under the jurisdiction of the agency;</text>
				</paragraph><paragraph id="H28BD7F23AD85481E9C7996EFC5894D79"><enum>(3)</enum><text>provide opportunities for public review and comment on the plan;</text>
				</paragraph><paragraph id="HEE54A994DA304C598C9DCADB1CC4BC22"><enum>(4)</enum><text>coordinate with the plan of each other Federal agency with representation on the Panel; and</text>
				</paragraph><paragraph id="H742548035442452382B2275D108240B7"><enum>(5)</enum><text>submit the plan to the President for approval.</text>
				</paragraph></subsection><subsection id="H92F000FD0572454DA12AA5619495A8DA"><enum>(b)</enum><header>Requirements</header><text>Each adaptation plan shall—</text>
				<paragraph id="H8EEFDB5F90314FA18F8CAE2176718579"><enum>(1)</enum><text>identify and prioritize specific conservation strategies and actions that address the ongoing and
			 expected impacts of extreme weather and climate change on natural
			 resources under the jurisdiction of the department or agency preparing the
			 plan, including—</text>
					<subparagraph id="H963965C90C514345B5E38DF65924054C"><enum>(A)</enum><text>protection, restoration, and conservation of natural resources to become more resilient, adapt to,
			 and better withstand the impacts of extreme weather and climate change;
			 and</text>
					</subparagraph><subparagraph id="H53A6818CD2844E3B80883E4F82DFFA1E"><enum>(B)</enum><text>protection of habitats and ecosystems, the diversity of native fish, wildlife, and plant
			 populations, and wildlife corridors, including—</text>
						<clause id="HD17C3615EA824B0C9C6A76DF72A79508"><enum>(i)</enum><text>protection, restoration, and conservation of terrestrial, marine, estuarine, and freshwater
			 habitats and ecosystems;</text>
						</clause><clause id="HD6DF6F52F7CD4827AC80642963F90925"><enum>(ii)</enum><text>establishment of terrestrial, marine, estuarine, and freshwater corridors;</text>
						</clause><clause id="HE8B7BDDBE1874AA79EED663089C82D5E"><enum>(iii)</enum><text>restoration and conservation of ecological processes;</text>
						</clause><clause id="H0EB782D2DC2440DF9D634D8947CE5229"><enum>(iv)</enum><text>protection of a broad diversity of native species of fish, wildlife, and plant populations across
			 the ranges of those species; and</text>
						</clause><clause id="H1FAD9F6646ED4755ACF11D0D4279E0E2"><enum>(v)</enum><text>protection of fish, wildlife, and plant health, recognizing that climate can alter the distribution
			 and ecology of parasites, pathogens, and vectors;</text>
						</clause></subparagraph></paragraph><paragraph id="HE0FA009C3D384B6CA84888E40834007B"><enum>(2)</enum><text>describe how the agency will—</text>
					<subparagraph id="H658C2828CCB8417CABF91BA3D168D285"><enum>(A)</enum><text>integrate the strategies and conservation activities into plans, programs, activities, and actions
			 of the agency relating to the conservation and management of natural
			 resources;</text>
					</subparagraph><subparagraph id="H01DEC4B6436B4DD3AAF62E01E0C7EB14"><enum>(B)</enum><text>establish new plans, programs, activities, and actions, if necessary;</text>
					</subparagraph><subparagraph id="HCFA35B28FC074135BCF7D78353A99D87"><enum>(C)</enum><text>maintain or restore corridors; and</text>
					</subparagraph><subparagraph id="H047B4EA8892B424C9BB0A41F1163012A"><enum>(D)</enum><text>minimize the impacts of energy, development, water, transportation, and transmission projects and
			 other activities on wildlife and wildlife habitat;</text>
					</subparagraph></paragraph><paragraph id="H25CE3EBBDE4E415794324EBA6AFE5F7F"><enum>(3)</enum><text>establish methods—</text>
					<subparagraph id="HACCBC9DAD75B4D758B6AF236D4576261"><enum>(A)</enum><text>to assess the effectiveness of strategies and conservation actions the agency takes to protect,
			 restore, and conserve natural resources so natural resources become more
			 resilient, adapt to, and withstand the ongoing and expected impacts of
			 climate change; and</text>
					</subparagraph><subparagraph id="H3475B0FBC67B406B9ED2195056056A83"><enum>(B)</enum><text>to update those strategies and actions to respond to new information and changing conditions;</text>
					</subparagraph></paragraph><paragraph id="HBB0031AEF0D64E1BA889976E16330B05"><enum>(4)</enum><text>describe current and proposed mechanisms to enhance cooperation and coordination of natural
			 resources adaptation efforts with other Federal agencies, State and local
			 governments, Indian tribes, and nongovernmental stakeholders;</text>
				</paragraph><paragraph id="HEC0FBCD5F40F48F98009BE47760C6F16"><enum>(5)</enum><text>include written guidance to resource managers; and</text>
				</paragraph><paragraph id="H7838FA09818944F3BC7DC907C3CF8094"><enum>(6)</enum><text>identify and assess data and information gaps necessary to develop natural resources adaptation
			 plans and strategies.</text>
				</paragraph></subsection><subsection id="HDCA47A329D7D475BB9059612F9350AA5"><enum>(c)</enum><header>Implementation</header>
				<paragraph id="H6AA1567D5A524188A4C7E5977DFD7DBB"><enum>(1)</enum><header>In general</header><text>On approval by the President, each Federal agency with representation on the Panel shall,
			 consistent with existing authority, implement the adaptation plan of the
			 agency through existing and new plans, policies, programs, activities, and
			 actions.</text>
				</paragraph><paragraph id="H45A9BAB5F9734C759F5AE84F1DBE54E2"><enum>(2)</enum><header>Consideration of impacts</header><text>To the maximum extent practicable and consistent with existing authority, natural resource
			 management decisions made by each Federal agency with representation on
			 the Panel shall—</text>
					<subparagraph id="H8F99F9278B694741ABD8C3C4E72EE4AB"><enum>(A)</enum><text>consider the ongoing and expected impacts of extreme weather and climate change on natural
			 resources; and</text>
					</subparagraph><subparagraph id="H844F762C52D747E18CA8683EAC459395"><enum>(B)</enum><text>select alternatives that will avoid and minimize those impacts and promote resilience.</text>
					</subparagraph></paragraph></subsection><subsection id="H619B772AB8494FB2BAEF7983A1CFA8E6"><enum>(d)</enum><header>Revision and review</header><text>Not later than 4 years after the date of implementation of the adaptation plan of a Federal agency,
			 and every 4 years thereafter, the Federal agency shall review and revise
			 the adaptation plan to incorporate the best available science, including
			 advice and information pursuant to section 6 and other information,
			 regarding the ongoing and expected impacts of climate change on natural
			 resources.</text>
			</subsection></section><section id="HEE06A4259B744E8F85D8A7A206918F75"><enum>8.</enum><header>State natural resources adaptation plans</header>
			<subsection id="HC88FB78FEF0840E98B0E72D78F31D739"><enum>(a)</enum><header>Requirement</header><text>To be eligible to receive funds pursuant to subsection (d), not later than 1 year after the date of
			 enactment of this Act and not later than 1 year after the date of each
			 revision of the Strategy, each State shall prepare and submit to the
			 Secretary of the Interior and, as applicable, the Secretary of Commerce, a
			 State natural resources adaptation plan detailing current and future
			 efforts of the State to address the ongoing and expected impacts of
			 climate change on natural resources and coastal areas within the
			 jurisdiction of the State.</text>
			</subsection><subsection id="H440B531517CD4C33818F3F172A09DA1B"><enum>(b)</enum><header>Review or approval</header><text>The Secretary of the Interior and, as applicable, the Secretary of Commerce shall—</text>
				<paragraph id="HBF87ECF18C474B98BB792547272314C0"><enum>(1)</enum><text>review each State adaptation plan; and</text>
				</paragraph><paragraph id="HF8327BEF5FC24E0C8380BB07E3CCA57C"><enum>(2)</enum><text>approve a State adaptation plan if the plan—</text>
					<subparagraph id="HBA2A969F00BD44B4AA566E5A202383C7"><enum>(A)</enum><text>meets the requirements of subsection (c); and</text>
					</subparagraph><subparagraph id="HEC0CB1887B9E4BF7B2BBA6CA79B5ABB2"><enum>(B)</enum><text>is consistent with the Strategy.</text>
					</subparagraph></paragraph></subsection><subsection id="H487B12CE245C42698DAFEAEE1F81D43B"><enum>(c)</enum><header>Contents</header><text>A State adaptation plan shall—</text>
				<paragraph id="H839ACFF454494A5492D5D7F3882680DC"><enum>(1)</enum><text>meet the requirements described in section 7(b);</text>
				</paragraph><paragraph id="HDA18B218C00642D0AAF2076705CF0873"><enum>(2)</enum><text>include the adaptation provisions of any State comprehensive wildlife conservation strategy (or
			 State wildlife action plan) that has been—</text>
					<subparagraph id="H6967056707F7443DA356DE77A414AE50"><enum>(A)</enum><text>submitted to the United States Fish and Wildlife Service; and</text>
					</subparagraph><subparagraph id="H15BD5960EE724EE6811918DEF5370575"><enum>(B)</enum><text>approved, or is pending approval, by the United States Fish and Wildlife Service;</text>
					</subparagraph></paragraph><paragraph id="H70AA61CD43594A4581A652B5513A6407"><enum>(3)</enum><text>include the adaptation provisions of a statewide assessment and strategy for forest resources
			 required under section 2A of the Cooperative Forestry Assistance Act of
			 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2101a">16 U.S.C. 2101a</external-xref>) that has been—</text>
					<subparagraph id="HAD254C8C3BFF4E2F9D90A60328B4A68D"><enum>(A)</enum><text>submitted to the Secretary of Agriculture; and</text>
					</subparagraph><subparagraph id="H3F9CD7188BCD46B69AE211BB1933C1F0"><enum>(B)</enum><text>approved, or is pending approval, by the Secretary of Agriculture; and</text>
					</subparagraph></paragraph><paragraph id="HD7CA7D5809D248E289EC89743338E930"><enum>(4)</enum><text>include the adaptation provisions of a Coastal Zone Management Plan or a Coastal and Estuarine Land
			 Conservation Program Plan that has been—</text>
					<subparagraph id="HD3230F59707F4315B1C97C0052F816A1"><enum>(A)</enum><text>submitted to the National Oceanic and Atmospheric Administration; and</text>
					</subparagraph><subparagraph id="H962572729C104A47B83CBE59505664D8"><enum>(B)</enum><text>approved, or is pending approval, by the National Oceanic and Atmospheric Administration.</text>
					</subparagraph></paragraph></subsection><subsection id="HB5B9A2B84F0D4274AD6E122400074986"><enum>(d)</enum><header>Distribution of funds to States</header><text>Any funds made available pursuant to this Act shall be—</text>
				<paragraph id="H27DE567B51084092A59B73711FDC72E2"><enum>(1)</enum><text>used to carry out natural resources adaptation activities in accordance with adaptation plans
			 approved under this section; and</text>
				</paragraph><paragraph id="HCB0449B7134141E38BE7D572C8E1C727"><enum>(2)</enum><text>made available through—</text>
					<subparagraph id="H1ED5BCD921B449FD9365A342E9C987D6"><enum>(A)</enum><text>the State and tribal wildlife grant program under title I of division F of the Consolidated
			 Appropriations Act, 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/161">Public Law 110–161</external-xref>; 121 Stat. 2103); and</text>
					</subparagraph><subparagraph id="H7F6D3BFAA73D4D09A761B69D2452DB0A"><enum>(B)</enum>
						<clause commented="no" display-inline="yes-display-inline" id="HD878A7C368234C058030F99B77B58718"><enum>(i)</enum><text>the grant program under section 306 of the Coastal Zone Management Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1455">16 U.S.C. 1455</external-xref>);
			 and</text>
						</clause><clause id="HED6D048A9EC94CAD861497AFC74E46D8" indent="up1"><enum>(ii)</enum><text>the Coastal and Estuarine Land Conservation Program established under title II of the Department of
			 Commerce and Related Agencies Appropriations Act, 2002 (<external-xref legal-doc="usc" parsable-cite="usc/16/1456d">16 U.S.C. 1456d</external-xref>).</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H0C26BF91FC6B473CA41AF05CEA6DA965"><enum>(e)</enum><header>Public input</header><text>In developing an adaptation plan, a State shall solicit and consider input from the public and
			 independent scientists.</text>
			</subsection><subsection id="H698D6923FBC24BA78FD72D761F6767E0"><enum>(f)</enum><header>Coordination with other plans</header><text>A State adaptation plan shall, where appropriate, integrate the goals and measures set forth in
			 other natural resources conservation strategies and plans.</text>
			</subsection><subsection id="HD0B3D3459A064762813C1A187932A9E8"><enum>(g)</enum><header>Updates</header><text>Each State adaptation plan shall be updated at least every 4 years.</text>
			</subsection></section><section id="H6AE9F809A6CD43AA9BB6D3455992AF34"><enum>9.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this Act such sums as are necessary.</text>
