			 provisions as fall within the jurisdiction of the committee concerned</action-desc>
		</action>

		<official-title>To direct the Secretary of Defense and the Secretary of Veterans Affairs to provide for the conduct
			 of annual evaluations of mental health care and suicide prevention
			 programs of the Department of Defense and the Department of Veterans
			 Affairs, to review the terms or characterization of the discharge or
			 separation of certain individuals from the Armed Forces, to require a
			 pilot program on loan repayment for psychiatrists who agree to serve in
			 the Veterans Health Administration of the Department of Veterans Affairs,
			 and for other purposes.</official-title>

		<section id="H0C07CEC2244741E791A3BCD9C2AC0341" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Clay Hunt Suicide Prevention for American Veterans Act</short-title></quote> or the <quote>Clay Hunt SAV Act</quote>.</text>
		</section><section id="H723A194925634363BAA00440BC03BA91"><enum>2.</enum><header>Evaluations of mental health care and suicide prevention programs of Department of Veterans Affairs
			 and Department of Defense</header>
			<subsection id="H7EAE2E187F274584B965FCDCB3A35968"><enum>(a)</enum><header>Evaluations</header>
				<paragraph id="H4F6C58AEC84043E9AE24F2322F3009E4"><enum>(1)</enum><header>In general</header><text>Not less frequently than once each year, the Secretary concerned shall provide for the conduct of
			 an evaluation of the mental health care and suicide prevention programs
			 carried out under the laws administered by such Secretary.</text>
				</paragraph><paragraph id="HC4A0E8FE62EE43CAA4EF7CE4F31190E6"><enum>(2)</enum><header>Elements</header><text>Each evaluation conducted under paragraph (1) shall—</text>
					<subparagraph id="H3CC9F94E40944299B4C11165786717A9"><enum>(A)</enum><text>use metrics that are common among and useful for practitioners in the field of mental health care
			 and suicide prevention;</text>
					</subparagraph><subparagraph id="H2FA5739635E84CBE9BE8003B30EF52B6"><enum>(B)</enum><text>identify the most effective mental health care and suicide prevention programs conducted by the
			 Secretary concerned, including such programs conducted at a Center of
			 Excellence;</text>
					</subparagraph><subparagraph commented="no" id="H15B12E8432C34C5C8298194206D59916"><enum>(C)</enum><text display-inline="yes-display-inline">identify the cost-effectiveness of each programs identified under subparagraph (B); and</text>
					</subparagraph><subparagraph id="HDC498D3D9214492291CA8E45A92244E5"><enum>(D)</enum><text>propose best practices for caring for individuals who suffer from mental health disorders or are at
			 risk of suicide.</text>
					</subparagraph></paragraph><paragraph id="HCD4936D22C62404C84D2F66C1DB2ABC3"><enum>(3)</enum><header>Third party</header><text>Each evaluation conducted under paragraph (1) shall be conducted by an independent third party
			 unaffiliated with the Department of Veterans Affairs and the Department of
			 Defense. Such third party shall submit to the Secretary concerned each
			 such evaluation as appropriate.</text>
				</paragraph><paragraph id="H8B27BE4B1AC1412C85DA931F0505E432"><enum>(4)</enum><header>Submission</header><text>The Secretary concerned shall annually submit to the Committees on Armed Services and the
			 Committees on Veterans’ Affairs of the House of Representatives and the
			 Senate a report that contains the most recent evaluation submitted to the
			 Secretary under paragraph (3).</text>
				</paragraph></subsection><subsection id="H33F0C736825B45F298F53F18BBEAFAC3"><enum>(b)</enum><header>Secretary concerned defined</header><text>In this section, the term <term>Secretary concerned</term> means—</text>
				<paragraph id="H886F40A7B43248868B44D34BBE7E0D29"><enum>(1)</enum><text>the Secretary of Veterans Affairs with respect to matters concerning the Department of Veterans
			 Affairs; and</text>
				</paragraph><paragraph id="HF7F0AD28F1BD41CE9535DCDBDF0C1741"><enum>(2)</enum><text>the Secretary of Defense with respect to matters concerning the Department of Defense.</text>
				</paragraph></subsection></section><section id="HC07C9AC90FB14053A227EF399D8DE92C"><enum>3.</enum><header>Review of characterization or terms of discharge from the Armed Forces of individuals with mental
			 health disorders alleged to affect terms of discharge</header>
			<subsection id="H4886DDB5184D45798A874E4CAD7A8C33"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/10/1553">Section 1553(d)</external-xref> of title 10, United States Code, is amended by adding at the end the following new
			 paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H93F0A5E3E6614EFDBB441AFB712D8559" style="USC">
					<paragraph id="H7799C8AEF0CB48698247ABA453520ECF" indent="up1"><enum>(3)</enum>
						<subparagraph commented="no" display-inline="yes-display-inline" id="H303B5C15BA144A579E43C5871C512624"><enum>(A)</enum><text>In addition to the requirements of paragraph (1) and (2), in the case of a former member described
			 in subparagraph (B), the Board shall—</text>
							<clause id="H9B8DE17D01C4415294CED889CBB9FC6C" indent="up1"><enum>(i)</enum><text>review medical evidence of the Secretary of Veterans Affairs or a civilian health care provider
			 that is presented by the former member; and</text>
							</clause><clause id="HD438595A4E0345CEBD2AE210B23AE8D9" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">review the case with a presumption of administrative irregularity and place the burden on the
			 Secretary concerned to prove, by a preponderance of the evidence, that no
			 error or injustice occurred.</text>
							</clause></subparagraph><subparagraph id="HDAD5BC26FFBC43AA9A30EFF0A1570339" indent="up1"><enum>(B)</enum><text>A former member described in this subparagraph is a former member described in paragraph (1) or a
			 former member whose application for relief is based in whole or in part on
			 matters relating to post-traumatic stress disorder or traumatic brain
			 injury as supporting rationale or as justification for priority
			 consideration whose post-traumatic stress disorder or traumatic brain
			 injury is related to combat or military sexual trauma, as determined by
			 the Secretary concerned.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H896A4DD95E8A4167B032E90FC35F4099"><enum>4.</enum><header>Publication of Internet website to provide information regarding mental health care services</header>
			<subsection id="H2B8290BC736941A19359A167F22BD435"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall publish an Internet website that serves as a centralized
			 source to provide veterans with information regarding all of the mental
			 health care services provided by the Secretary.</text>
			</subsection><subsection id="HF4CB357BF84D4D3194041CBAB7A19F7E"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">The Internet website published under subsection (a) shall provide to veterans information regarding
			 all of the mental health care services available in the Veteran Integrated
			 Service Network that the veteran is seeking such services, including, with
			 respect to each medical center and community-based outpatient center in
			 the Veterans Integrated Service Network—</text>
				<paragraph id="H3112A9D87AA84497AABFEC6D1D634042"><enum>(1)</enum><text>the name and contact information of each social work office;</text>
				</paragraph><paragraph id="HE0FAC975FBCB431DBBC9C447582704E9"><enum>(2)</enum><text>the name and contact information of each mental health clinic;</text>
				</paragraph><paragraph id="H34A3BBF609BF4571AB38830643B7EF5B"><enum>(3)</enum><text>a list of appropriate staff; and</text>
				</paragraph><paragraph id="H04E8BEA560B045DFA55BC5FB2E83EEFE"><enum>(4)</enum><text>any other information the Secretary determines appropriate.</text>
				</paragraph></subsection><subsection id="H9427467E1A2F4EE894691635046CEB28"><enum>(c)</enum><header>Updated information</header><text>The Secretary shall ensure that the information described in subsection (b) that is published on
			 the Internet website under subsection (a) is updated not less than once
			 every 90 days.</text>
			</subsection><subsection id="HE118B0011F73465290EF5ECDCB4A2869"><enum>(d)</enum><header>Outreach</header><text>In carrying out this section, the Secretary shall ensure that the outreach conducted under section
			 1720F(i) of title 38, United States Code, includes information regarding
			 the Internet website published under subsection (a).</text>
			</subsection></section><section id="H552305578DB64F1EA967565B0202BD26"><enum>5.</enum><header>Improvements to health care matters</header>
			<subsection commented="no" id="H86037BD65F3740FBBFCE41704C2459FA"><enum>(a)</enum><header>Reserve components and Department of Veterans Affairs</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs and the Secretary of Defense, in consultation with the Chief of
			 the National Guard Bureau, shall enter into formal strategic relationships
			 between the Joint Forces Headquarters of each State regional commands of
			 the reserve components and the Veterans Service Integrated Network,
			 medical facilities of the Department of Veterans Affairs, and other local
			 offices of the Department of Veterans Affairs located in the State with
			 respect to facilitating—</text>
				<paragraph commented="no" id="H0B5C35050612434B8BF478511C0B4933"><enum>(1)</enum><text display-inline="yes-display-inline">the mental health referrals of members of the reserve components who have a service-connected
			 disability and are being discharged or released from the Armed Forces;</text>
				</paragraph><paragraph commented="no" id="HB5A332E098D7479E80D3B3784B1CEA4E"><enum>(2)</enum><text>timely behavioral health services for such members;</text>
				</paragraph><paragraph commented="no" id="HD57D0866A00045C282CBFD2987E501FB"><enum>(3)</enum><text>communication when such members are at risk for behavioral health reasons; and</text>
				</paragraph><paragraph commented="no" id="H8F99182D96344B9B89AEBB5207569A3D"><enum>(4)</enum><text>the transfer of documentation for line of duty and fitness for duty determinations.</text>
				</paragraph></subsection><subsection id="HB25A233A327F4E8AA9754930671B5973"><enum>(b)</enum><header>GAO report on transition of care</header>
				<paragraph id="HC0AEFC8E070E414E8CC85C39BA3DCFE0"><enum>(1)</enum><header>In general</header><text>Not later than April 1, 2015, the Comptroller General of the United States shall submit to the
			 congressional defense committees (as defined in section 101(a)(16) of
			 title 10, United States Code) and the Committees on Veterans’ Affairs of
			 the House of Representatives and the Senate a report that assesses the
			 transition of care for post-traumatic stress disorder or traumatic brain
			 injury.</text>
				</paragraph><paragraph id="H743C96FFE91944B88B4A6B103F2938B6"><enum>(2)</enum><header>Matters included</header><text>The report under paragraph (1) shall include the following:</text>
					<subparagraph id="H521BC1F9523F4A3695A4BA8468269DAE"><enum>(A)</enum><text>The programs, policies, and regulations that affect the transition of care, particularly with
			 respect to individuals who are taking or have been prescribed
			 antidepressants, stimulants, antipsychotics, mood stabilizers, anxiolytic,
			 depressants, or hallucinogens.</text>
					</subparagraph><subparagraph id="H0F19365D9E3048AA94FC789924E01701"><enum>(B)</enum><text>Upon transitioning to care furnished by the Secretary of Veterans Affairs, the extent to which the
			 pharmaceutical treatment plan of an individual changes, and the factors
			 determining such changes.</text>
					</subparagraph><subparagraph id="HAB88D3A0740E46F694498C22C2A6E576"><enum>(C)</enum><text>The extent to which the Secretary of Defense and the Secretary of Veterans Affairs have worked
			 together to identify and apply best pharmaceutical treatment practices.</text>
					</subparagraph><subparagraph id="H1064E6EC371C43EEB9E5DEDC1A582AA5"><enum>(D)</enum><text>A description of the off-formulary waiver process of the Secretary of Veterans Affairs, and the
			 extent to which the process is applied efficiently at the treatment level.</text>
					</subparagraph><subparagraph id="H96A917A8EF7D41D3A04A91285CA3AB94"><enum>(E)</enum><text>The benefits and challenges of combining the formularies across the Department of Defense and the
			 Department of Veterans Affairs.</text>
					</subparagraph><subparagraph id="H28D7DE2BF37949BA92B65B5378EA9682"><enum>(F)</enum><text>Any other issues that the Comptroller General determines appropriate.</text>
					</subparagraph></paragraph><paragraph id="HEB42401D5E4748F48F9EE43F569574C8"><enum>(3)</enum><header>Transition of care defined</header><text>In this subsection, the term <term>transition of care</term> means the transition of an individual from receiving treatment furnished by the Secretary of
			 Defense to treatment furnished by the Secretary of Veterans Affairs.</text>
				</paragraph></subsection></section><section id="HE768B8F63D8A4B10B2217A703A33A76C"><enum>6.</enum><header>Pilot program for repayment of educational loans for certain psychiatrists of Veterans Health
			 Administration</header>
			<subsection id="H7CB808EA97784CBE8A332F93D83FBFC0"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Veterans Affairs shall carry out a pilot program to repay loans of individuals
			 described in subsection (b) that—</text>
				<paragraph id="H08CC512887014FB19E09CE96E7152391"><enum>(1)</enum><text display-inline="yes-display-inline">were used by such individuals to finance education relating to psychiatric medicine, including
			 education leading to—</text>
					<subparagraph id="HCD76C143176C43F4920386F47205B457"><enum>(A)</enum><text display-inline="yes-display-inline">an undergraduate degree;</text>
					</subparagraph><subparagraph id="HEF6CE3DD92A74B498780A1F990A8ACE1"><enum>(B)</enum><text display-inline="yes-display-inline">a degree of doctor of medicine; or</text>
					</subparagraph><subparagraph id="HB868052D346B4DD7A038BC3BC710B054"><enum>(C)</enum><text display-inline="yes-display-inline">a degree of doctor of osteopathy; and</text>
					</subparagraph></paragraph><paragraph id="H17F47AA46DF04BB8A6730E6381B63566"><enum>(2)</enum><text>were obtained from any of the following:</text>
					<subparagraph id="H21518BBA397440C098AFC8B41F6ADBE7"><enum>(A)</enum><text>A governmental entity.</text>
					</subparagraph><subparagraph id="H7AA6A0F8BE9E4352BFE0B1DBB62C4C42"><enum>(B)</enum><text>A private financial institution.</text>
					</subparagraph><subparagraph id="HA2A75A5843AA47B9A6A2671511DF44E0"><enum>(C)</enum><text>A school.</text>
					</subparagraph><subparagraph id="HA2CD42EF84724A6AB2E3A1E76339DF77"><enum>(D)</enum><text>Any other authorized entity as determined by the Secretary.</text>
					</subparagraph></paragraph></subsection><subsection id="H4981EA716D90429E96E5C2CACD702567"><enum>(b)</enum><header>Eligible individuals</header>
				<paragraph id="H01204D4715A54B2B9F68971A6F58DED1"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), an individual eligible for participation in the pilot program is an
			 individual who—</text>
					<subparagraph id="HEF2969FD13AA4B37AA27BE4B597CC2E7"><enum>(A)</enum><text>either—</text>
						<clause id="H6F5135E72B284DA8ADE888EFDC0A3877"><enum>(i)</enum><text display-inline="yes-display-inline">is licensed or eligible for licensure to practice psychiatric medicine in the Veterans Health
			 Administration of the Department of Veterans Affairs; or</text>
						</clause><clause id="H25D30497007743AE8AB24B67FD3CC351"><enum>(ii)</enum><text display-inline="yes-display-inline">is enrolled in the final year of a residency program leading to a specialty qualification in
			 psychiatric medicine that is approved by the Accreditation Council for
			 Graduate Medical Education; and</text>
						</clause></subparagraph><subparagraph id="H05DA6537F7AC4DBB8ECD3F8B1004AA47"><enum>(B)</enum><text display-inline="yes-display-inline">demonstrates a commitment to a long-term career as a psychiatrist in the Veterans Health
			 Administration, as determined by the Secretary.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4A917FEF1E71407CB1844C7EDBEBC176"><enum>(2)</enum><header display-inline="yes-display-inline">Prohibition on simultaneous eligibility</header><text display-inline="yes-display-inline">An individual who is participating in any other program of the Federal Government that repays the
			 educational loans of the individual is not eligible to participate in the
			 pilot program.</text>
				</paragraph></subsection><subsection id="HBA4DF1E5BE9B4E9B843F8B261AF70180"><enum>(c)</enum><header>Selection</header><text>The Secretary shall select not less than 10 individuals described in subsection (b) to participate
			 in the pilot program for each year in which the Secretary carries out the
			 pilot program.</text>
			</subsection><subsection id="H15546767D0874CD4890FCCDF8DC3EE4E"><enum>(d)</enum><header>Period of obligated service</header><text>The Secretary shall enter into an agreement with each individual selected under subsection (c) in
			 which such individual agrees to serve a period of obligated service for
			 the Veterans Health Administration in the field of psychiatric medicine,
			 as determined by the Secretary.</text>
			</subsection><subsection id="HC24BCE976E8D4621A965D1E7D117369A"><enum>(e)</enum><header>Loan Repayments</header>
				<paragraph display-inline="no-display-inline" id="H3329CAC1329947BFA7E7B9EEA2675150"><enum>(1)</enum><header>Amounts</header><text>Subject to paragraph (2), a loan repayment under this section may consist of payment of the
			 principal, interest, and related expenses of a loan obtained by an
			 individual who is participating in the pilot program for all educational
			 expenses (including tuition, fees, books, and laboratory expenses) of such
			 individual relating to education described in subsection (a)(1).</text>
				</paragraph><paragraph display-inline="no-display-inline" id="H801DD08BA88B4031888DAA5887A95A7B"><enum>(2)</enum><header>Limit</header><text>For each year of obligated service that an individual who is participating in the pilot program
			 agrees to serve under subsection (d), the Secretary may pay not more than
			 $60,000 in loan repayment on behalf of such individual.</text>
				</paragraph></subsection><subsection id="H127D97583C7E423BA7A2CBC95E3BB49E"><enum>(f)</enum><header>Breach</header>
				<paragraph id="H651397A4D2C54443B5154F32CB6A3381"><enum>(1)</enum><header>Liability</header><text display-inline="yes-display-inline">An individual who participates in the pilot program and fails to satisfy the period of obligated
			 service under subsection (d) shall be liable to the United States, in lieu
			 of such obligated service, for the amount that has been paid or is payable
			 to or on behalf of the individual under the pilot program, reduced by the
			 proportion that the number of days served for completion of the period of
			 obligated service bears to the total number of days in the period of
			 obligated service of such individual.</text>
				</paragraph><paragraph id="H6EBECF4C703641C4BD3BB204E24A79CA"><enum>(2)</enum><header>Repayment period</header><text display-inline="yes-display-inline">Any amount of damages that the United States is entitled to recover under this subsection shall be
			 paid to the United States not later than one year after the date of the
			 breach of the agreement.</text>
				</paragraph></subsection><subsection id="HBDD0FD5A2E2A4E0C8555DEEBA94C2BFD"><enum>(g)</enum><header>Report</header>
				<paragraph id="H67F06F3B87484365AC378D3379D1DB0F"><enum>(1)</enum><header>Initial report</header><text display-inline="yes-display-inline">Not later than two years after the date on which the pilot program under subsection (a) commences,
			 the Secretary shall submit to the Committee on Veterans’ Affairs of the
			 Senate and the Committee on Veterans’ Affairs of the House of
			 Representatives a report on the pilot program.</text>
				</paragraph><paragraph commented="no" id="H43C7E58BE7CF4046A63705924BF3C154"><enum>(2)</enum><header>Elements</header><text display-inline="yes-display-inline">The report required by paragraph (1) shall include the following:</text>
					<subparagraph commented="no" id="H88E444E426464C35AFD6A6E1278C7576"><enum>(A)</enum><text>The number of individuals who participated in the pilot program.</text>
					</subparagraph><subparagraph commented="no" id="HE51CD0D437794E7D9BE287003ABA64BD"><enum>(B)</enum><text>The locations in which such individuals were employed by the Department, including how many such
			 locations were rural or urban locations.</text>
					</subparagraph><subparagraph commented="no" id="HDF9FF5935F2849348A26A17AABB1BE11"><enum>(C)</enum><text>An assessment of the quality of the work performed by such individuals in the course of such
			 employment.</text>
					</subparagraph><subparagraph commented="no" id="H900B655BDBAD49B08DC8D6308F0BCF1F"><enum>(D)</enum><text>The number of psychiatrists the Secretary determines is needed by the Department in the future.</text>
					</subparagraph></paragraph><paragraph id="H8C023566FDC945DDA745C6BDFB552E84"><enum>(3)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the pilot program terminates under subsection (i),
			 the Secretary shall submit to the Committee on Veterans’ Affairs of the
			 Senate and the Committee on Veterans’ Affairs of the House of
			 Representatives an update to the report submitted under paragraph (1).</text>
				</paragraph></subsection><subsection id="HEDA1390F0EEB448DAFD8F271C499861B"><enum>(h)</enum><header>Regulations</header><text>The Secretary shall prescribe regulations to carry out this section, including standards for
			 qualified loans and authorized payees and other terms and conditions for
			 the making of loan repayments.</text>
			</subsection><subsection id="H8713C2E3B6EA49F2A90B877B408C2DF5"><enum>(i)</enum><header>Termination</header><text>The authority to carry out the pilot program shall expire on the date that is three years after the
			 date on which the Secretary commences the pilot program.</text>
			</subsection></section><section display-inline="no-display-inline" id="H42396FCC84D44544939A6DC7FEDBC091" section-type="subsequent-section"><enum>7.</enum><header>Public-private contributions for additional educational assistance for graduate degrees relating to
			 mental health</header>
			<subsection id="H0089E2D47DBE4BC580D184AF9FCB1D99"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3317">Section 3317</external-xref> of title 38, United States Code, is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H97380D44B48F4FE0B042DA3CDAD6C5AC" style="USC">
					<subsection id="HF0E112B18D904A158ECF199CB74C4698"><enum>(f)</enum><header>Graduate degree in mental health</header>
						<paragraph commented="no" display-inline="yes-display-inline" id="H425D0799050F4D1ABAEE8E7A5CD3E225"><enum>(1)</enum><text display-inline="yes-display-inline">As part of the Yellow Ribbon G.I. Education Enhancement Program carried out under this section, the
			 Secretary shall carry out a program under which the Secretary and a
			 college or university that enters into an agreement described in
			 subsection (a) may make contributions pursuant to this subsection with
			 respect to the full cost of established charges of a veteran described in
			 paragraph (2).</text>
						</paragraph><paragraph id="H53463616FE234300A6F98EE986385828" indent="up1"><enum>(2)</enum><text>A veteran described in this paragraph is a veteran who—</text>
							<subparagraph id="H55644EBFB06B42C49E379D57B9AE8102"><enum>(A)</enum><text>is eligible for the program under subsection (a);</text>
							</subparagraph><subparagraph id="HA073D7761F1C44B8A4A3CD6155B7DB08"><enum>(B)</enum><text display-inline="yes-display-inline">holds a bachelor’s degree;</text>
							</subparagraph><subparagraph id="HB73E2ABAEFF241A398C9584868498568"><enum>(C)</enum><text>is pursuing an advanced degree in mental health at an institution of higher learning that
			 participates in the program under subsection (a); and</text>
							</subparagraph><subparagraph id="H4B3A906FBEC24909A6C279A70BE86E48"><enum>(D)</enum><text>is pursuing such a degree with the intention of seeking employment as a mental health professional
			 in the Department of Veterans Affairs.</text>
							</subparagraph></paragraph><paragraph id="HF5F2D2E311B744B1A76DCA9BDBBB1F49" indent="up1"><enum>(3)</enum><text>In determining the intention of a veteran under paragraph (2)(D), the Secretary may not require the
			 veteran to enter into any binding agreement with respect to such
			 intention.</text>
						</paragraph><paragraph commented="no" id="H02577BA31F604A4C9DB110DF2A0E5EC5" indent="up1"><enum>(4)</enum><text>In determining the amount of matching contributions pursuant to subsection (d)(1) for assistance
			 provided under paragraph (1), the Secretary shall—</text>
							<subparagraph commented="no" id="H41E08E21BE0F4BABA61034E76A1CE1DC"><enum>(A)</enum><text>substitute <quote>66 percent</quote> for <quote>up to 50 percent</quote>; and</text>
							</subparagraph><subparagraph commented="no" id="HB1BA0B9E7E8F4312BD7747E6B861EFB2"><enum>(B)</enum><text>substitute <quote>34 percent</quote> for <quote>an equal percentage</quote>.</text>
							</subparagraph></paragraph><paragraph id="H5819304618424C5490B386EBB02009B7" indent="up1"><enum>(5)</enum><text>In accordance with section 7406 of this title, the Secretary may establish residencies and
			 internships at medical facilities of the Department for veterans
			 participating in the program under subsection (a).</text>
						</paragraph><paragraph id="H540A749E147144C2B21293E6615D1C35" indent="up1"><enum>(6)</enum><text>If the Secretary employs a veteran who participates in the program under subsection (a) as a mental
			 health professional following such participation, to the maximum extent
			 practicable, the Secretary shall ensure that—</text>
							<subparagraph id="H6B7B368863D44A09B24E6C4397E54072"><enum>(A)</enum><text>the veteran is employed in a rural area or an area that the Secretary determines is in greatest
			 need of mental health professionals; and</text>
							</subparagraph><subparagraph id="HAB44488088564D819C4330D5494E86D7"><enum>(B)</enum><text>the veteran is employed in a position that directly relates to the treatment of veterans rather
			 than a research position.</text>
							</subparagraph></paragraph><paragraph id="HE04E09233EA744D6B1B13A433E64770D" indent="up1"><enum>(7)</enum><text>In this subsection, the term <term>advanced degree in mental health</term> means a master’s degree, doctoral degree, or other graduate or professional degree that the
			 Secretary determines would lead an individual to be employed as any of the
			 following positions:</text>
							<subparagraph id="HE3D94142F9A14E288A17E3C6355A8EAA"><enum>(A)</enum><text>Psychiatrist.</text>
							</subparagraph><subparagraph id="H333CDF95232542208BCD5C55D3235AB0"><enum>(B)</enum><text>Psychologist.</text>
							</subparagraph><subparagraph id="HF3D004586A694E86AF1319F772AD04A2"><enum>(C)</enum><text>Mental health nurse.</text>
							</subparagraph><subparagraph id="H8705F8F3DBE045D8897A48742835A52D"><enum>(D)</enum><text>Nurse assistant.</text>
							</subparagraph><subparagraph id="H923F32936C1449E9A32CB39A2A0A3F17"><enum>(E)</enum><text>Physician assistant.</text>
							</subparagraph><subparagraph id="H9BC267D8460643A5A319E31CD080D19E"><enum>(F)</enum><text>Pharmacist.</text>
							</subparagraph><subparagraph id="H2A832E13787B4E698237586F87F722E8"><enum>(G)</enum><text>Social worker.</text>
							</subparagraph><subparagraph id="HD4A4B2C9AE60437A8FB01FE25DD69DBB"><enum>(H)</enum><text>Licensed professional mental health counselor.</text>
							</subparagraph><subparagraph id="H10D045ED5CDC4E17BFC5A769EE638D79"><enum>(I)</enum><text>Licensed marriage and family therapist.</text>
							</subparagraph><subparagraph id="HFD2ADDF8F6D448D8ABEC2CD95DDFE2C9"><enum>(J)</enum><text>Addiction therapist.</text>
							</subparagraph><subparagraph id="HF9F7F2CFAF73415CA30B28FD41656884"><enum>(K)</enum><text>Occupational therapist.</text>
							</subparagraph><subparagraph id="H8AB673C3C82D4FC99586AF07610806B1"><enum>(L)</enum><text>Recreational therapist.</text>
							</subparagraph><subparagraph id="H3E36A896CDB24C3581DB5662CE126795"><enum>(M)</enum><text>Vocational rehabilitation therapist.</text>
							</subparagraph><subparagraph id="H94C3116E33E9417F9DCB943CE44A435A"><enum>(N)</enum><text>Health science specialist.</text>
							</subparagraph><subparagraph id="H7C942E6AD67C4586A794B12E5A78CB6B"><enum>(O)</enum><text>Health technician.</text>
							</subparagraph><subparagraph id="HF6D4D7673B7D45D087E4F02EE0DF3E59"><enum>(P)</enum><text>Any other position the Secretary determines appropriate.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H11379115853B4C6E8BB949FE265D0331"><enum>(b)</enum><header>Prohibition on transfer of eligibility</header><text>Section 3319(h) of such title is amended by adding at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H9BBDE5656BA144E897FBCBD37B74F2D2" style="USC">
					<paragraph id="H526AC81406BB491E8C3C760408D31FDD"><enum>(8)</enum><header>Prohibition on certain contributions</header><text display-inline="yes-display-inline">Entitlement transferred under this section may not include eligibility for contributions under
			 section 3317(f) of this title.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H1F13E3C2E60F4A5FAFD1C81D2E8E0390"><enum>(c)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply with respect to a quarter, semester, or term that
			 begins on or after July 1, 2015.</text>
			</subsection></section><section id="HF8AE1633F7CC457A88DF00A7597B0EBB"><enum>8.</enum><header>Review of staffing requirements for State Directors of Psychological Health</header><text display-inline="no-display-inline">Not later than 18 months after the date of the enactment of this Act, the Secretary of Defense
			 shall submit to the Committees on Armed Services and the Committees on
			 Veterans’ Affairs of the House of Representatives and the Senate a
			 zero-based review, conducted in coordination with the Chief of the
			 National Guard Bureau, of the staffing requirements for individual State
			 National Guard Commands with respect to Directors of Psychological Health.</text>
		</section><section id="H93B0C7C6409A48D493DBFBB6CF169B2D"><enum>9.</enum><header>Pilot program on community outreach</header>
			<subsection id="HABA291EC0DEE483795FA6E939292A336"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall establish a pilot program to assist veterans transitioning
			 from serving on active duty and to improve the access of veterans to
			 mental health services.</text>
			</subsection><subsection id="HB11569BF8478427D8BBFD4684037FE8A"><enum>(b)</enum><header>Locations</header><text>The Secretary shall carry out the pilot program under subsection (a) at not less than five Veterans
			 Integrated Service Networks that have a large population of veterans who—</text>
				<paragraph id="H1145A1C4E265409CBA2B07B087CC8191"><enum>(1)</enum><text>served in the reserve components of the Armed Forces; or</text>
				</paragraph><paragraph id="HA37EC5E83ABE49398ADE72F0138D394E"><enum>(2)</enum><text>are transitioning into communities with an established population of veterans after having recently
			 separated from the Armed Forces.</text>
				</paragraph></subsection><subsection id="HC9F2E5E4CBEC4DB5B0AEBE135F5B16A7"><enum>(c)</enum><header>Functions</header><text>The pilot program at each Veterans Integrated Service Network described in subsection (b) shall
			 include the following:</text>
				<paragraph id="H0A19A0F9167A481B8F6340AEF716440A"><enum>(1)</enum><text display-inline="yes-display-inline">A community oriented veteran peer support network, carried out in partnership with an appropriate
			 entity with experience in peer support programs, that—</text>
					<subparagraph id="HCDCBA74EB85B4C7BA9BE8A774681A9C1"><enum>(A)</enum><text>establishes peer support training guidelines;</text>
					</subparagraph><subparagraph id="H94D89E97FD5E43BE8C452F43CC53F9CB"><enum>(B)</enum><text display-inline="yes-display-inline">develops a network of veteran peer support counselors to meet the demands of the communities in the
			 Veterans Integrated Service Network;</text>
					</subparagraph><subparagraph id="H5898ACE375AB43A79E4660895D3B1E28"><enum>(C)</enum><text>conducts training of veteran peer support counselors;</text>
					</subparagraph><subparagraph id="H9670973A4DE347FF93580C351766AFC9"><enum>(D)</enum><text display-inline="yes-display-inline">with respect to each medical center in such Veterans Integrated Service Network, has—</text>
						<clause id="H7B44C4FBF27A43109830E1FC5F9B8AC0"><enum>(i)</enum><text>a designated peer support specialist who acts as a liaison to the community oriented veteran peer
			 network; and</text>
						</clause><clause id="HA52775E2A7674C36B484DA74CBC82CF4"><enum>(ii)</enum><text>a certified mental health professional designated as the community oriented veteran peer network
			 mentor; and</text>
						</clause></subparagraph><subparagraph id="HB7340D6DB199497986A373828E991B0C"><enum>(E)</enum><text display-inline="yes-display-inline">is readily available to veterans, including pursuant to the Veterans Integrated Service Network
			 cooperating and working with State and local governments and appropriate
			 entities.</text>
					</subparagraph></paragraph><paragraph id="HA311C4C00EB34F2BAC74193109488B9A"><enum>(2)</enum><text display-inline="yes-display-inline">A community outreach team for each medical center in such Veterans Integrated Service Network that—</text>
					<subparagraph id="H9DE9CE830093438081827C8FE853ED96"><enum>(A)</enum><text display-inline="yes-display-inline">assists veterans transitioning into communities;</text>
					</subparagraph><subparagraph id="HB604DC6605AE4DE0B343AA3BFDC97596"><enum>(B)</enum><text>establishes a veteran transition advisory group to facilitate outreach activities;</text>
					</subparagraph><subparagraph id="H1357B165157D4C718927854171891F78"><enum>(C)</enum><text>includes the participation of appropriate community organizations, State and local governments,
			 colleges and universities, and organizations that provide legal aid or
			 advice; and</text>
					</subparagraph><subparagraph id="HB996EF6961DA473CADEF1A55CE41CFA5"><enum>(D)</enum><text display-inline="yes-display-inline">coordinates with the Veterans Integrated Service Network regarding the Veterans Integrated Service
			 Network carrying out an annual mental health summit to assess the status
			 of veteran mental health care in the community and to develop new or
			 innovative means to provide mental health services to veterans.</text>
					</subparagraph></paragraph></subsection><subsection id="HA144ED17310048ED8603316978F89B9A"><enum>(d)</enum><header>Reports</header>
				<paragraph commented="no" id="H8FB6A4659E9548D1A7F7389752CF3F5F"><enum>(1)</enum><header>Initial report</header><text display-inline="yes-display-inline">Not later than 18 months after the date on which the pilot program under subsection (a) commences,
			 the Secretary shall submit to the Committee on Veterans’ Affairs of the
			 Senate and the Committee on Veterans’ Affairs of the House of
			 Representatives a report on the pilot program. With respect to each
			 Veterans Integrated Service Network described in subsection (b), the
			 report shall include—</text>
					<subparagraph commented="no" id="H1D272F3EB22E4CAD801D5BF48B9E224F"><enum>(A)</enum><text display-inline="yes-display-inline">a full description of the peer support model implemented under the pilot program, participation
			 data, and data pertaining to past and current mental health related
			 hospitalizations and fatalities;</text>
					</subparagraph><subparagraph commented="no" id="H4A39253899CA4516959C8C9D5D149D89"><enum>(B)</enum><text>recommendations on implementing peer support networks throughout the Department;</text>
					</subparagraph><subparagraph commented="no" id="H230C93D3969941A6B45348081DCAC479"><enum>(C)</enum><text display-inline="yes-display-inline">whether the mental health resources made available under the pilot program for members of the
			 reserve components of the Armed Forces is effective; and</text>
					</subparagraph><subparagraph commented="no" id="HE9ADE4C1BC574353AB2F7A10ABB783C5"><enum>(D)</enum><text display-inline="yes-display-inline">a full description of the activities and effectiveness of community outreach coordinating teams
			 under the pilot program, including partnerships that have been established
			 with appropriate entities.</text>
					</subparagraph></paragraph><paragraph id="HCB966860F301484AB1C243A16F60BC68"><enum>(2)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the pilot program terminates under subsection (e),
			 the Secretary shall submit to the Committee on Veterans’ Affairs of the
			 Senate and the Committee on Veterans’ Affairs of the House of
			 Representatives an update to the report submitted under paragraph (1).</text>
				</paragraph></subsection><subsection id="HB097729D4F4C4205A125B835D7697982"><enum>(e)</enum><header>Termination</header><text>The authority of the Secretary to carry out the pilot program under subsection (a) shall terminate
			 on the date that is three years after the date on which the pilot program
			 commences.</text>
