		<official-title>To amend the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to
			 provide for the expedited removal of unaccompanied alien children who are
			 not victims of a severe form of trafficking in persons and who do not have
			 a fear of returning to their country of nationality or last habitual
			 residence, and for other purposes.</official-title>

		<section id="H85B2752D84DB406C821BA0143A076ABC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expedited Family Reunification Act of 2014</short-title></quote>.</text>
		</section><section id="HB8C72783367E49D8B10F54AC816859B6"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H9C40AE5E03EA436B82CE70CB19583076"><enum>(1)</enum><text>President Obama, on June 15, 2012, during the Rose Garden speech, announced a unilateral
			 administrative change in United States immigration policy that the
			 administration will not enforce broad swaths of immigration laws,
			 including that the administration would not deport illegal immigrants
			 brought to the United States as young children.</text>
			</paragraph><paragraph id="H38D108DA2A544B6FA799F415430ABE4B"><enum>(2)</enum><text display-inline="yes-display-inline">An estimated 90,000 unaccompanied alien children are likely to illegally enter the United States
			 this year alone.</text>
			</paragraph><paragraph id="HC25D67CA796D4DBCBB8A9E772753301B"><enum>(3)</enum><text display-inline="yes-display-inline">These children are targeted by human traffickers, drug cartels, and other criminal organizations,
			 and run the risk of being kidnapped, raped, killed, or otherwise harmed.</text>
			</paragraph><paragraph id="H2CD72A43A7C044539736367629F4951E"><enum>(4)</enum><text display-inline="yes-display-inline">Returning these illegal immigrants to their families in their home countries would allow them to be
			 safe, free from harm, and help reduce future flow.</text>
			</paragraph></section><section id="H16D79D3FE9144247A5324B7A1C0DDFD4"><enum>3.</enum><header>Repatriation of unaccompanied alien children</header><text display-inline="no-display-inline">Section 235(a) of the William Wilberforce Trafficking Victims Protection Reauthorization Act of
			 2008 (<external-xref legal-doc="usc" parsable-cite="usc/8/1232">8 U.S.C. 1232</external-xref>) is amended—</text>
			<paragraph id="HAD64D855ACC540A486E7BEC7175734C0"><enum>(1)</enum><text>in paragraph (2)—</text>
				<subparagraph id="H84273188901A458E8EF539EFB06763BA"><enum>(A)</enum><text>by amending the heading to read as follows: <quote><header-in-text level="paragraph" style="OLC">Rules for unaccompanied alien children.</header-in-text></quote>;</text>
				</subparagraph><subparagraph id="H6565AD564D10475CBD21FC90A3620A37"><enum>(B)</enum><text>in subparagraph (A), in the matter preceding clause (i), by striking <quote>who is a national or habitual resident of a country that is contiguous with the United States</quote>; and</text>
				</subparagraph><subparagraph id="H44D40FDA66374C4CB6B1CC7C1F8DCE0A"><enum>(C)</enum><text>in subparagraph (C)—</text>
					<clause id="HDE4C02B10E6541FE89830FE5B71F3564"><enum>(i)</enum><text>by amending the heading to read as follows: <quote><header-in-text level="subparagraph" style="OLC">Agreements with foreign countries</header-in-text></quote>; and</text>
					</clause><clause id="H941F605D68ED4BD892AAC1A2B4223952"><enum>(ii)</enum><text>in the matter preceding clause (i), by inserting after <quote>countries contiguous to the United States</quote> the following <quote>, as well as Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and any other
			 foreign country that the Secretary determines appropriate,</quote>; and</text>
					</clause></subparagraph></paragraph><paragraph id="H77D20676DDC6465FAD0625D0D8CE241A"><enum>(2)</enum><text>in paragraph (5)(D), in the matter preceding clause (i), by striking <quote>, except for an unaccompanied alien child from a contiguous country subject to the exceptions under
			 subsection (a)(2), </quote> and inserting <quote>who does not meet the criteria listed in paragraph (2)(A)</quote>.</text>
			</paragraph></section><section id="H460AAE03DA11472DAE09DC728678AE28"><enum>4.</enum><header>Applicability</header><text display-inline="no-display-inline">The amendments made by section 2 shall apply to any unaccompanied alien child who was apprehended
			 on or after June 15, 2012.</text>
