		<section id="H7EBE2C269D1440419C73A5DA955C4031" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Small Business Support Act</short-title></quote>.</text>
		</section><section id="H815DFFD176074DA39E6F066600B4A6D6"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
			<paragraph id="H174BF462DB504E5BAA81DEF2CBFDB53F"><enum>(1)</enum><text>the term <term>Administrator</term> means the Administrator of the Small Business Administration;</text>
			</paragraph><paragraph id="H21F5E04FF3124CF491D9E22C2C080CD9"><enum>(2)</enum><text>the term <term>reserve component</term> means a reserve component of the Armed Forces named in <external-xref legal-doc="usc" parsable-cite="usc/10/10101">section 10101</external-xref> of title 10, United States
			 Code;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H45850EDE1DF14A08A20C94F5BDE43AE5"><enum>(3)</enum><text>the term <term>small business concern</term> has the meaning given the term under section 3(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(a)</external-xref>);</text>
			</paragraph><paragraph id="H316488E0A71E45E0A2F271FCF2213EF0"><enum>(4)</enum><text>the term <term>veteran</term> has the meaning given the term under section 3(q)(4) of the Small Business Act (15 U.S.C.
			 632(q)(4));</text>
			</paragraph><paragraph id="HDA1A61F1FA1B4ACA9164B941F5FC7ABC"><enum>(5)</enum><text>the term <term>Veterans Business Outreach Center</term> means a veteran business outreach center described in section 32 of the Small Business Act (15
			 U.S.C. 657b); and</text>
			</paragraph><paragraph id="H07BBD0777A3E4F2BB7625487065D3E8C"><enum>(6)</enum><text>the term <term>women's business center</term> means a women's business center described in section 29 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656</external-xref>).</text>
			</paragraph></section><section id="HC55B62B25A034C1787E8F264FA9EC413"><enum>3.</enum><header>Permanent SBA express loan guarantee fee waiver for veterans</header><text display-inline="no-display-inline">Section 7(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)</external-xref>) is amended—</text>
			<paragraph id="H445DD387C9EC4F0E96175471EBB234C6"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (18)(A), by striking <quote>With respect</quote> and inserting <quote>Except as provided in paragraph (31)(G), with respect</quote>; and</text>
			</paragraph><paragraph id="H5ACB2397824F489C8E98992C5ED5C21D"><enum>(2)</enum><text>in paragraph (31), adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HD4168306063E47DF9D20390B177405A1" style="OLC">
					<subparagraph id="H7C072067A1FB4094B80B8413B2905C6A"><enum>(G)</enum><header>Guarantee fee waiver for veterans or spouses of veterans</header>
						<clause id="HEDFC018908BD42EF9213C63EA672BB5B"><enum>(i)</enum><header>Definition</header><text display-inline="yes-display-inline">In this subparagraph, the term <term>veteran or spouse of a veteran</term> means—</text>
							<subclause id="H2DD9451731EE4C01A121B7CFD4B1200D"><enum>(I)</enum><text>a veteran, as defined in section 3(q)(4);</text>
							</subclause><subclause id="HC02147293E5F4A20B22580FC0EE5388F"><enum>(II)</enum><text>a member of the Armed Forces serving on active duty who is eligible to participate in the
			 Transition Assistance Program established under <external-xref legal-doc="usc" parsable-cite="usc/10/1144">section 1144</external-xref> of title 10,
			 United States Code;</text>
							</subclause><subclause id="H771DA7C878684D64B4DE35BFDDB7B3BD"><enum>(III)</enum><text>a member of a reserve component of the Armed Forces named in <external-xref legal-doc="usc" parsable-cite="usc/10/10101">section 10101</external-xref> of title 10, United
			 States Code;</text>
							</subclause><subclause id="HCBD3C208E0CD4B209FC64EA1BF20DA60"><enum>(IV)</enum><text>the spouse of an individual described in subclause (I), (II), or (III); or</text>
							</subclause><subclause id="HA1750D23881B4C06B80152C7AEF97E41"><enum>(V)</enum><text display-inline="yes-display-inline">the surviving spouse (as defined in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101</external-xref> of title 38, United States Code) of an individual
			 described in subclause (I), (II), or (III) who died while serving on
			 active duty or as a result of a service-connected (as defined in such
			 section) disability.</text>
							</subclause></clause><clause id="H261BC0D6D2164E3FBDC3250416405AE8"><enum>(ii)</enum><header>Guarantee fee waiver</header><text display-inline="yes-display-inline">The Administrator may not assess a guarantee fee under paragraph (18) in connection with a loan
			 made under this paragraph to a veteran or spouse of a veteran on or after
			 October 1, 2014.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H725125DB6C0D4D6099733AC06B2BFD64"><enum>4.</enum><header>Report on financial planning and counseling for owners of small business concerns in the National
			 Guard and Reserves</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to
			 Congress a report assessing the feasibility of providing financial
			 planning and counseling to owners of small business concerns who are
			 members of a reserve component prior to deployment.</text>
		</section><section id="H9A5E77E5E84D4C179B206218B409984B"><enum>5.</enum><header>Report on accessibility and outreach to female veterans by the Small Business Administration</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to
			 Congress a report assessing the level of outreach to and consultation with
			 female veterans by women's business centers and Veterans Business Outreach
			 Centers.</text>
		</section><section id="H9F571F65EC1A47CCA24785855AF25183"><enum>6.</enum><header>Report on the Military Reservists Economic Injury Disaster Loan Program</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to
			 Congress a report on the Military Reservists Economic Injury Disaster Loan
			 Program (in this section referred to as the <quote>program</quote>) authorized under section 7(b)(3) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)(3)</external-xref>), which shall
			 include—</text>
			<paragraph id="H2D5301C6E4864DD3A839DE16F457A451"><enum>(1)</enum><text>a discussion of the outreach efforts of the Small Business Administration to increase participation
			 in the program;</text>
			</paragraph><paragraph id="HDE955054A9044021BD7C100C5BE3C08B"><enum>(2)</enum><text>the number of loans made under the program;</text>
			</paragraph><paragraph id="HC1690CE92AC24DABB211F4C3BB6C8FF3"><enum>(3)</enum><text>an analysis of the effectiveness of the program; and</text>
			</paragraph><paragraph id="H0E667ACE98C4427EACE096B36906B3EC"><enum>(4)</enum><text>recommendations for improving the program.</text>
