		<official-title>To amend the Indian Land Consolidation Act to authorize the Secretary of the Interior to contract
			 with eligible Indian tribes to manage land buy-back programs, to authorize
			 that certain amounts be deposited into interest bearing accounts, and for
			 other purposes.</official-title>

		<section id="H7E8C091A5A534A23B231C034D2F7D0D0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Indian Tribal Self-Determination in Land Consolidation Act of 2014</short-title></quote>.</text>
		</section><section id="H22994D47185E4490AFF066D6699F0965"><enum>2.</enum><header> Indian Land Consolidation Act Amendments</header><text display-inline="no-display-inline">Section 213(b)(3) of the Indian Land Consolidation Act (<external-xref legal-doc="usc" parsable-cite="usc/25/2212">25 U.S.C. 2212(b)(3)</external-xref>) is amended—</text>
			<paragraph id="H0F7EABD544224C81A753F664121C5E8D"><enum>(1)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="H653255348A6B438AB5FC364F9CAF2420"><enum>(2)</enum><text>in subparagraph (C)—</text>
				<subparagraph id="H3471A044C5FB4052A09AC595B9AA1EFA"><enum>(A)</enum><text>by striking <quote>may enter into agreements (such agreements will not be subject to the provisions of </quote> and inserting <quote>shall, at the request of the tribal government, enter into agreements (including contracts or
			 compacts under</quote>; and</text>
				</subparagraph><subparagraph id="HE52CE9412F444B7BAEB22E9DA3B3C89C"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>and</quote> at the end; and</text>
				</subparagraph></paragraph><paragraph id="HCCF4EDF8245A47D1A6358FEA516505B7"><enum>(3)</enum><text>by adding at the end the following subparagraphs:</text>
				<quoted-block display-inline="no-display-inline" id="H475EA5A8957B4ECF9B6D8F1D9080BB96" style="OLC">
					<subparagraph id="H8C7598E108234C19ABE47F792E8CAED4"><enum>(D)</enum><text display-inline="yes-display-inline">shall make payments to the tribal government in an amount necessary to carry out any such agreement
			 upon execution of the agreement or, at the discretion of the tribe,
			 consistent with periodic installments under title IV of the Indian
			 Self-Determination Act; and</text>
					</subparagraph><subparagraph id="HE2923FA2B9C64EC9B85197AB98B86600"><enum>(E)</enum><text display-inline="yes-display-inline">shall authorize the tribal government to use any interest earned on such payments to acquire any
			 fractional interest in, or permanent improvements located on, any tract of
			 land which already has one or more trust or restricted fractional
			 interests; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H0C8FB5923B214502BDA7E1A859AED126"><enum>3.</enum><header>Trust Land Consolidation Fund Extension</header><text display-inline="no-display-inline">Section 101(e)(1)(b) of the Claims Resolution Act (<external-xref legal-doc="public-law" parsable-cite="pl/111/291">Public Law 111–291</external-xref>) is amended by striking <quote>10-year</quote> and inserting <quote>15-year</quote>.</text>
		</section><section id="H01D608F4FC624C98B84EC1F4F17079F5"><enum>4.</enum><header>Limitation</header><text display-inline="no-display-inline">Notwithstanding section 213(b) of the Indian Land Consolidation Act (as amended by section 2) (25
			 U.S.C. 2212(b)) and the Indian Self-Determination and Education Assistance
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/25/450">25 U.S.C. 450 et seq.</external-xref>), any funding appropriated under section
			 101(e)(1)(C) of the Claims Resolution Act of 2010 (<external-xref legal-doc="public-law" parsable-cite="pl/111/291">Public Law 111–291</external-xref>)
			 that is made available pursuant to contracts or compacts authorized by
			 section 213(b) of the Indian Land Consolidation Act (as amended by section
			 2) shall be subject to the requirements and limitations set forth in
			 section F.2. of the Class Action Settlement Agreement authorized,
			 ratified, and confirmed by the Claims Resolution Act of 2010.</text>
		</section><section id="HC55261134B37420B8B073C7DF52793C3"><enum>5.</enum><header>Annual Reports to Congress</header>
			<text display-inline="no-display-inline">In order to provide the Congress with periodic assessments of the implementation of the Trust Land
			 Consolidation Fund, the Secretary of the Interior shall prepare and submit
			 to the Committee on Natural Resources in the House of Representatives and
			 the Committee on Indian Affairs in the Senate, not later than September
			 30th on an annual basis, a report containing the following:</text>
			<paragraph id="H245A33BB5A46458C87582354E6F2DCF1"><enum>(1)</enum><text>The number of cooperative agreements, contracts, compacts, and other instruments entered into with
			 Indian tribes to carry out land consolidation.</text>
			</paragraph><paragraph id="H8B7E1A66E5AC4BECA0F3E5C41BEE2CC2"><enum>(2)</enum><text>The number of fractionated interests purchased and vested in tribal ownership.</text>
			</paragraph><paragraph id="HD7823A5CA9B34692BCA3E9F10DB3D4E9"><enum>(3)</enum><text>The amount drawn from the Trust Land Consolidation Fund.</text>
			</paragraph><paragraph id="HB4B201AD53A248829E4D19399E29DCB9"><enum>(4)</enum><text>The forward balance of the Trust Land Consolidation Fund.</text>
			</paragraph><paragraph id="HE941152F04174BBAAD6B9D893AFF2414"><enum>(5)</enum><text>Projections for land purchases for the duration of the Trust Land Consolidation Fund.</text>
			</paragraph></section><section commented="no" id="H5CA786A7E1984C3A9ABDB8FCFE9EF2D2"><enum>6.</enum><header>Consultation with Indian Tribes</header><text display-inline="no-display-inline">The Secretary of the Interior shall implement the amendments made by sections 2 and 3 in
			 consultation with Indian tribes pursuant to applicable law, including
			 regulations and executive orders.</text>
