		<official-title>To amend the Act popularly known as the Antiquities Act of 1906 to provide for congressional
			 approval of national monuments and restrictions on the use of national
			 monuments, to establish requirements for declaration of marine national
			 monuments, and for other purposes.</official-title>

		<section id="HB0A83071FF7442E1B5BE4C3583235B20" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Marine Access and State Transparency</short-title></quote> or the <quote><short-title>MAST Act</short-title></quote> .</text>
		</section><section id="H7147A2CBAA4145E890B00837D6A4BC0E"><enum>2.</enum><header>Designation of national monuments</header><text display-inline="no-display-inline">The Act of June 8, 1906 (<external-xref legal-doc="usc" parsable-cite="usc/16/431">16 U.S.C. 431 et seq.</external-xref>), popularly known as the <quote>Antiquities Act of 1906</quote>, is amended—</text>
			<paragraph id="H50B0CDCE3D18420FB60B4AA6F2EF49B5"><enum>(1)</enum><text display-inline="yes-display-inline">in section 2 (<external-xref legal-doc="usc" parsable-cite="usc/16/431">16 U.S.C. 431</external-xref>)—</text>
				<subparagraph id="HB2B7BC8AA60B4AED8D762D9D1B2011A0"><enum>(A)</enum><text>by striking <quote><header-in-text level="section" style="OLC">Sec. 2.</header-in-text> That the</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H857BF471033A4BF88C95CF1B41B7DF20" style="OLC">
						<section id="HDC407B8302D747E891704451CCF43D50"><enum>2.</enum><header>Designation of national monuments</header>
							<subsection id="H3181008AE1564F57813247214D03646C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">After obtaining congressional approval of the proposed national monument and certifying compliance
			 with the <act-name parsable-cite="NEPA69">National Environmental Policy Act of 1969</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) with respect to the proposed national monument, the</text>
							</subsection></section><after-quoted-block>; and</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="H1D7AC0A4E23A4F5E8B50AE8EC5E7437B"><enum>(B)</enum><text>in subsection (a) (as designated by the amendment made by paragraph (1)), by inserting <quote>subject to subsection (b),</quote> after <quote>is hereby authorized,</quote>; and</text>
				</subparagraph><subparagraph display-inline="no-display-inline" id="H1CAE3677A26D4698AECB9E37C32A0AA5"><enum>(C)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H856A78617BFF43789D6B86F932AF5548" style="OLC">
						<subsection id="HD28CF6026F0847C4AFE7178682809E56"><enum>(b)</enum><header>Requirements for declaration of marine national monuments</header>
							<paragraph id="H2B280F5A74BB40679E30518A66EAF7E5"><enum>(1)</enum><header>Requirements</header><text display-inline="yes-display-inline">The President may not declare any area of the exclusive economic zone to be a national monument
			 unless—</text>
								<subparagraph id="H1011A7253002486EAF3CCED9338DAF4A"><enum>(A)</enum><text>such declaration is specifically authorized by an Act of Congress;</text>
								</subparagraph><subparagraph id="HD43A9FE60DE149699D98D4DC86B06F56"><enum>(B)</enum><text>the President has submitted a proposal to make such declaration to the Governor of each State, and
			 of each territory, any part of which is located within 100 nautical miles
			 of that area;</text>
								</subparagraph><subparagraph id="H0DAA4D1E6AC641ABB56CCE575B2DCC7A"><enum>(C)</enum><text>each such Governor submits to the President notice that the legislature of that State or territory
			 has approved the proposal; and</text>
								</subparagraph><subparagraph id="H8D7485D0ECCD4BD485303356D5BF4E3F"><enum>(D)</enum><text>the declaration is substantially the same as the proposal.</text>
								</subparagraph></paragraph><paragraph id="HDB8D4555487844FC8057602FB14162FC"><enum>(2)</enum><header>Exclusive economic zone defined</header><text display-inline="yes-display-inline">In this subsection the term <quote>exclusive economic zone</quote> means the zone established by Proclamation Numbered 5030, dated March 10, 1983.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H73DC2488C30C4C639562B641FE956B23"><enum>(2)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HB5C688F29C7348099399EABA43C6B39F" style="OLC">
					<section id="H6B63BB6972D84C308DC2886D698A0C5F"><enum>5.</enum><header>Restrictions on public use</header><text display-inline="no-display-inline">The Secretary of the Interior, and the Secretary of Commerce with respect to any area of the
			 exclusive economic zone (as defined in section 2(b)) designated as a
			 national monument, shall not implement any restrictions on the public use
			 of a national monument until the expiration of an appropriate review
			 period (as determined by such Secretary) providing for public input and
			 congressional approval.</text>
